Don't step in my yard. >> Put your hands up. Put your hands up. >> We've all heard the term play stupid games, win stupid prizes. Arkansas is one of those states where you don't want to win stupid prizes because if you don't stop for the police after they turn on their red lights and leave them on a slow speed chase through a neighborhood, disregard their commands, tasing is going to happen and you're going to get taken into custody and straight to jail. This is one of those. >> Charles Winona Drive, it's going to be a white body. It's going to be a David Bowie 445176. >> That's called a tail check or the person could just be disoriented or under the influence of alcohol or something and just not know where they're going. But if they did it on purpose, that's what's called a tail check. >> Copy, we're still continuing north down on Forest Street. >> So down these dark roads, here in the back of the neck is going to stand up. This is sometimes called a slow roll where a person slowly rolls to a stop cuz they don't know where behind them or they're doing it cuz they want to hide something, but definitely here in the back of the neck stands up. >> Charles Winona go ahead and give me the net. We're still not stopping. Still going to be north on Forest Street coming up to Morning Glory Street, 29 mph. >> North on Main Forest Street. >> Coming up to East 46, northbound Forest Street, 29 mph. >> Listen to the officer. It sounds like a female officer. Radio traffic sounds very calm, very collected, direction of travel, speeds, knows the approaching street. This sounds very good. Now when the person doesn't stop and they're going slow and abiding by traffic laws, I usually think that they're trying to formulate some kind of plan or they're thinking about where they're going to bail out of the car. >> Coming up to East 46, got a right blinker on. Let me turn it right. 6 14 mph, continuing eastbound on Silly's Bend, coming up to Russell. 20 mph, still continuing eastbound on East 46. 29 mph, coming up to Mimosa Lane, passing Mimosa, coming up to Cotton Street. 30 mph, still eastbound, still continuing eastbound, 28 mph. Coming up to Mitchell Avenue, 29 mph. Stopping at the stop sign and on the roundabout, continuing on the roundabout. 35 mph. Northbound, turning left onto Jameson. 21 mph, 11 mph on Jameson, passing Wild Rose, 12 mph. Do I have anybody close to me? We are slowly traveling 13 mph, making a left into a house. I'll get it out in a second. Show me your hands. Show me your hands. We got a driver. >> Don't step in my yard. >> Put your hands up. You have to step Put your hands up. Get your hands up. We got a male. I got the 10-31, I think. >> In custody. Some really cool stuff. This is the North Little Rock Police Department, but I see some really, really good things here. First off, everything that the female officer was given on her radio traffic was textbook perfect. Even to a point where she just knew every single street, knew her area. This is a presence of mind as she's coming up to the vehicle. There was another officer that was on taser. She was on lethal with her firearm. She clears the car. She doesn't go past this uncleared car, which means this squad trains together. Beautifully done. One piece of critique that I have is to get on the radio and say I got him getting out, I got him doing this, I got him doing that. If you're on gun, then stay on gun because do you train talking on the radio? And is that saying he's getting out of the car going to help you if he turns and engages you in gunfire? The other thing, as she's holstering her firearm, she's looking down at her firearm. We never want to do that. You should always be able to go right to here to here. And for those of you who say females can't be patrol officers, here's one who has outshined male officers from major departments. I'm not trying to make you think one way or the other. Think what you want. What I see right here from a person who understands patrol tactics, she did a phenomenal job. And those minor critiques that I gave are only to help other officers potentially be better. Even had the hair in a bun. In policing is a thing in big departments what's called the bump, where officers get to pick what squad they want to go to and sergeants kind of try to recruit really good officers to their squad. And if I had to just go off of this video, 100% I would look to have an officer with that skill set. Calm under pressure, takes the person in custody here talking to the puppy dog. I mean again, this is the kind of stuff that you really want to see. You can tell the culture of a police department many times by how a night shift squad handles a call like this. Not overly aggressive, tactically proficient, really good stuff. North Little Rock PD. So I can see the glassy eyes on the driver of the vehicle, the suspect that's in custody, which is going to lead me to believe that this might have something to do with booze as to the reason why he didn't stop. The other female officer, you know, I'm going to say put it in a bun. >> Where you hurt? >> All over. >> Just from the shock of that taser? >> For I'm not understanding why y'all doing this. >> Because you didn't stop for a marked police unit with sirens. >> I have no reason for that. >> No reason? >> me the reason for y'all damn me stopping me. >> I'm sure probably cuz your tag >> Not. >> Well, number >> Not. Not. >> So you're saying you don't have to stop for the police when they get behind you with their lights on? Yes, no, maybe? >> You said that one more again. >> So, you're saying you do not have to stop when the police officer is behind you with blue lights on? >> What reason do I have to stop? >> Because the blue lights are on and they're trying to make you stop on you. >> That is not I That is not a reason for me to be stopped. >> You have to stop. >> That is not a reason for me to be stopped. >> I don't know if this is a sovereign citizen mindset this guy is in. His speech is slurred. So, I don't know if this is a kind of booze-induced sovereign thing going on, but it's not full sovereign. Maybe booze and some wide and weird ideology connected. I'm not sure what he's going with this, but you do have to stop for the blue lights. >> So, you can just drive around with the police behind you all day? >> Sir, what did I do wrong? >> Well, A, >> Exactly. I didn't do nothing wrong. >> Yes, you did. You didn't stop >> No, I did not. That is not a crime. >> Yes, it is. >> No, it's not. >> You'll go to jail for it. >> No, it's not. >> Got one in his back, one in his leg. >> All right. >> Lean forward for me. Lean forward for me. Turn sideways. Turn Turn your back towards me. >> What am I doing? >> I'm taking those probes out of you from the taser. >> When those probes hit, normally there's photographs taken of the location, sometimes even before they pull them out or before they're pulled out. Those usually get impounded in most jurisdictions. From the locations that they're saying that was a very good spread, which would have locked up his body in neuromuscular incapacitation. [music] So, excellent deployment of the taser. I love when I see it effective because it's a really good tool when it's applied properly. >> All right, stand up. >> Oh, I see. I see one right there. And then the other one's right behind us being on this side. >> Sit back You can sit back now. All right. Can you see? >> Uh right behind the like on the calf upper and then it's lower kind of in the back. >> Right here and then pretty much right in the center of the >> How high on the back? >> Like >> That's like a bear. >> What's going on? >> Please step out. Please step out. >> What's happening? >> Please step out of the car for me. >> What's happening? >> Will you step out of the car for me, please? >> Can you please and damn me and let me know what's damn me going on? >> So please step out of the car for me, please. >> Arrest for what? >> Fleeing in the vehicle. Come on, man. Please step out of the car. >> Can you explain to me what damn me was going on? >> Step out of the car and we'll explain. >> You're under arrest for fleeing in the vehicle. >> What damn? >> We've told you this 15 times. >> I'm with the fire department. I need to take a look at where the those tasers hit you, okay? If you can step out for me. >> Which one is it? >> What's that? >> Which one is it? >> I just need to look at where both of those hit you. >> damn me uh-uh. >> I'm with the fire department. >> to damn me to to check my ass out or arrest my ass. Which one is it? >> I'm with the fire department. I just want to check where those taser prongs hit you. >> They hit my ass. >> Step out for me. >> And I do not understand why I was here. >> Don't touch me. I said don't touch me. Don't touch me. Don't touch me. Don't touch me. Don't touch me. You got to arrest me. >> Yes, get in the car. >> Okay. >> Get in the car. >> What damn? >> Get in the car. >> For what? >> There you go. Just >> If you don't get in the car, we're going to yank you through. So we're going to give you a chance right now to try to pull yourself up and get in the car seat. >> And I don't imagine what is the reason for me being arrested. >> We have told you because you fled from us. >> All right. >> Get in the car. >> I'm actually, I think, older than this guy. We're likely around the same age, but at this point in his life to not think that [music] you have to stop for the police when they turn on their lights is absolutely mind-boggling. And I can't tell if he has really that sovereign thing going on or if it's really just the booze. Either way, you see what a person ends up. And if you know a person who drinks and acts like this, they need to see this video because going to jail for this stuff never fun. And by looking at his charges, it looks like that obviously he got the fleeing charge, he had a driver license issue, and a vehicle registration issue. So maybe it is a sovereign thing. I don't know, but at this point, where we're likely the same age, you got to have your stuff together cuz otherwise you're going to end up going to jail. Again, I take [music] my hat off to the officer, phenomenal job. Like the video, subscribe to the channel, and click on the video that's on your screen for more content just like this.
