Hey, how are you? Good. My name's Officer Murphy. I'm with the the Platville PD. Can you roll down your window? Okay. Um, so yeah. Do you got your your vehicle insurance with you? Um, I do not. That one would be the registration. I do not have it with me. Okay. Do you Do you have insurance on your vehicle though? Okay. Gotcha. Okay. I'm like a block away from home. Okay. Gotcha. Is this so this one on that one's current for you? Yeah. Okay, perfect. All righty. I'm going to go give your information to my dispatcher, Mr. Ingram. Hang. I'll be right back with you. All right. Thank you. All righty, Mr. Ingram. If I could get you to step out of the vehicle for me. What did I do? I'd like to make sure you're safe to be driving here tonight. Like I said, live a block away. Yep. You step out for me. All right. All right, we can head right over here to the sidewalk. So, the initial reason that I was also um we can head over here to the sidewalk. Um the initial reason that we made contact with you tonight, aside from the driving violation that I saw, um we got a call um that there was a vehicle matching the the license plate with yours that was in weaving in in the land of traffic on 8081. Is is there some place you were coming from here tonight that was south of town? I went to Galina the friend. Okay. Um have you had any Have you had anything to drink tonight? Yes, I did. Okay. How much would you say you've had to drink? Um probably over the limit. Okay. Um I guess how much how much is that for you drinking wise? More beers. Okay. Like Tall Boys 12 ounces? Yeah. Yeah. What? Yeah. to boys. Okay. What kind of beer was it? Um I'm not sure about that. Okay. Was it like just visiting a friend? Were you at like a party or something? Was that a Halloween? Okay, gotcha. Makes sense for this time of year. Okay. Um and when would you say you had your Yeah, it's a nice looking suit, man. Are are you going to arrest me or Well, I'd like to make sure that you're safe to have been driving. So, okay. I just want to go home, cats outside. Okay. Just want to go home and go to sleep. You wake up at 5 in the morning. Okay. So, um, with the things that I witnessed, you had your your right blinker on. You were getting in the turn lane and then you turned right with the red light. Um, and then you drove on the curb here as the the traffic stop was happening. So, I'd like to make sure that you're safe to driving. You kind of panicked me. Okay. No offense. Sure. So, I'd like to make you you were safe to driving, Mr. Ingram. Are you willing to to do some tests for me? I can okay I cannot do the sobriety test even sober you're asking that's the the whole count backwards and all that I can walk home if that's what you want and leave my van no I'm just asking if you're willing to do the test for me I'm willing to do it but I'm not going to be able to do it cuz Okay, gotcha. And there's no counting with the the test that I have for you. The whole nose touching and nope. Also not part of what I was going to be doing here. Okay, I can explain it all to you. So, let's go to the the flat ground sidewalk over here. All righty. So, if I could get you to finish up that cigarette here quick. And if you could just face me with your feet together and your arms down by your sides like that. Okay. Um, so the first test I'm going to be doing is checking your eyes. So, if I could just get you to put your glasses on on top of your hat or or hold them in your hand either, that works as well. All right, Mr. You see this blue tip on my pen here? Yep. Okay. So, we're going to be following that with our eyes and our only our eyes. Does that make sense? So, you're going to be keeping your chin as still as possible. Does do you understand? Mhm. Okay. Is that a yes? Yeah. Okay. Keep your chin as still as possible there for me. All right. And then the next one we're going to be going up. So, you might want to take off your your hat here. Okay. So, the next one we're going to be doing is referred to as the walk and turn test. Okay. You may go ahead and begin. 8 round. Okay. So, similarly, this is the third test. So, similarly to the first test, stand with your feet together, your hands out of the pockets, and down by your side for me. And just remain in that position. So, with whichever leg you feel more comfortable, you're going to be raising it approximately 6 in off the ground, keeping your toe pointed, your arms down by your sides, counting as follows. 100 1 2 1 1003 1004 and so on until I tell you to stop. Keep your toe pointed looking at your toe both. I'm old. I can't do that normally. Okay. Can you try for me? But do you understand the test as I've explained to you? Test. I just Okay. So, it doesn't matter. You can choose your right leg or your left leg. It's personal preference. But do you have any questions about that? Do you have any questions about that? Okay. All righty. You may go ahead and begin whenever you're ready, Mr. Ingram. See, so you can't do keep going normally leg or not. Keep going. We're almost done. Okay. Okay, just hang tight for me. I just got to grab some from my car. So, the last thing I'd like to do, Mr. Bringingham, is just get a PBT. It has no bearing on an arrest or not arrest decision. Are you willing to give me a sample? I'm going to blow over the limit. I'm sure. Okay. And that's what this would help determine. It has no arrest or arrest decision, though. I mean, I literally live like a block away. I just And when you were driving, you were on a roadway. Yes. So, are you willing to give me a sample here? Like I said, it has no bearing on an arrest or not arrest decision. It's just to kind of confirm what has been seen here. So, if I give you a sample, then I'm going to get arrested, right? I didn't say that. I said that this has no bearing on an arrest or not arrest decision. I'm going to blow over the limit. So, I'll get arrested. Correct. If you blow over the limit, it's not based on this result. If that's what you're asking, I I'll do it. All right. I just want to go home. I got you. So give a long steady breath. Practice flips around the tube. Keep going. Keep going. Keep going. Keep going. Keep going till you hear the clip almost. There you go. Be like 2 something. So you are a 22. But like I said, it has no bearing on an arrest or not arrest decision. There certain clues that we look for during the test and I believe I saw those. Um, so at this time you are going to be placed under arrest. I'm sorry. If I could get you to turn around and place your hands behind your back for me. Please face the bush. Can you turn around, please? Sir, face the bush. Thank you. And now I'm just going to double lock them so they don't tighten up on you. Okay. Um, can I go to my van and get my phone quick? We can grab it for you. Uh, no. My phone is I need you to call my mom. Yep. I will grab your phone for you. So, I also just have to search a person. Is there anything on you that's going to stick me, poke me, hurt me in any way? No. Okay. All right. So, this the items you got in your pocket, I'm going to keep possession because we got to take it out of your pocket here anyways. You want me to grab you a bag? Sure. It's your uh trump. Actually, I real quick. Hey, relax. No. Can you relax? Stop. Stop resisting. Stop resisting. I want to go home. Okay. That's not an option right now. You are under arrest. Can you stop trying to pull away, man? Move home. Stop. Yeah. Start him over here. All right. Walk him into my van. I'll show you where my phone's at. I need to call my mom. Okay, we're not walking over to the van after we just did. I need to call my mom. She needs to get my van. She need to take home. We'll get that taken care of later. Okay. No, he's having now. My dad is outside. Okay. Maybe we could work with you if you don't try to run away on us. We are just doing our jobs. No, you're being dicks. In what way, sir? How can I make that better? How did I hurt anyone? You are not safe to be operating a motor vehicle. Uh, yeah, I was. Did I hurt anyone? It's not about if you hurt anyone. It's about putting Did I hurt anyone? No. At this time, you did not hurt anyone. Yeah, I did not hurt anyone. So, walk me over there. No, I have to search your person. Fine. Search my person, then walk me over there. You are not going over to your vehicle. Yes, I am. And are you my glasses? Yep. I'm into your pocket. What I was trying to do was grab a bag so I could put your property in there, but then you decided to run away cuz you're being [ __ ] Relax. Stop. Should go to the ground. Stop. Or we're going to go to the ground. All right. Are you my phone? Yep. Like I said, once I'm done searching your person, I will go get your phone. So, if you take that off, my pants are going to fall down. Okay. Well, you're not going to have a belt loop with a bunch of hooks on it. Hold on. It's not hooks, they're rings, dumb asses. So, why do you even do this soiety test if you're going to do a breathalyzer anyway? Tensing up on us. Stop. Just do the breathalyzer first, dumb asses. Stop resisting. Stop being stop resisting. Stop. I am going to search your person and you're not going to keep doing that. He's 95 on the ground at the corner of Virgin and Pine. We're with him. Todd, stop resisting. Just relax. Give me my phone. Mr. Ring, don't try to bite me. We're done with that. Give me my phone. You're not getting your phone. And now you're going to get a charge for what? For biting me. I didn't bite you. You did bite Your spit's on my glove, Todd. Why are we trying to bite me? My spit is not your glove. It is. Why did you try to bite me? My spit's on your I I put your fingers in my mouth. And I have to search that side better, but Okay, we're going to sit you on your butt. Dip you up. Roll towards me and sit up on your butt, please. Stop. Stop. Stop. We're not going to be kicking. Todd, can you have 60825 our location? Phone. Phone. Relax. All right, man. This is not helping your situ your situation. Stop resisting. make you feel like a big demand, does it? I need my phone. Yes, we will grab your phone, Mr. Ingram, as I've told you. Yeah, you told me a lot of [ __ ] for that ass. You're crushing the cuffs in my wrist. I'm merely holding your hand in a come along. You're crushing the cuffs in my wrist, [ __ ] Okay. Can you stand up and then stand behind your legs? We are going to the hospital. Why am I going to the hospital? Because we need a no wii chemical blood draw. No. No needles. I do not do needles. I've gone 3 years without a needle. No needles. Okay. Do not give me a needle. Well, there's a form that I have to read to you and we'll highlight all of that. No, I'm not doing a needle. I don't know. You want me to relapse into heroin? No. Okay. Well, there's still a form I have to read to you, Mr. Ingram. Yeah. Off. your format. Release me. Second one of you guys starts to touch me, I'm going to bite off a finger. Here's what's going to happen. You're going to take me for stopping a red light. Right. What law did I actually break? What are you arrested me for? Well, you you had your right blinker on and you got into the center turn lane and then you turned right through a red light. Oh my gosh, I made a wrong turn. My mom does that all the time. And that was the initial reason for the stop and then I conducted the rest of my investigation. What am I being arrested for? You are under arrest for operating while intoxicated. Yeah, your premise is faulty. Okay, there will be a court date where you can contest that and I will explain that to you later. Let me go. Hey, seriously, I have to do [ __ ] tomorrow. I have divorce papers to sign. I have a job. My cat is outside. I need to go home. You kids don't give a [ __ ] about people, do you? I My job is to protect people on the runway. Your job is to dick people over. Okay. Especially in Platville. And no, I wasn't operating under the influence because my PBA is inadmissible. Correct. The clues that I determined based on the field sobriety test led me to believe that you were under the influence. Cuz I'm clumsy. Nope. There's certain clues that you cannot hide. Uh cuz I'm clumsy. Nope. It has nothing to do with hand coordination. Okay. It's cuz you're making a shitty judgment call. Okay. Like I said, Mr. room. You'll have a court date where you can contest all of this. All right. Well, I want to go home. Okay. I need to go home. I need to call my mom. Are you taking me to jail? Yes. I need to call my mom now. Then I'm seeing Tim's 8549. Is that correct? I need to call my mom now. And my name is Ingra Ham. Jackass. 549. Jackass. Yes, sir. Yeah. My name is Ingraham. I need to call my mom now. Okay, Mr. Ingraham. I have some paperwork I have to do on my end. Yeah, [ __ ] off. I need to call my mom now. Okay, maybe they'll let you call her from the jail. No, I need to call her now. Dial the phone. I have some paperwork to do is I just dial the phone. Okay. It takes two seconds. I'm not yelling at you. I don't know why you're yelling at me. Of course, you're not yelling at me. I'm the one. Don't trust up like a stuffed pig. Nice mullet, by the way. [Music] Touch me and want to use losing a finger. All righty, Mr. Ringham. This is the form I have to read to you. It's called the informing document. Under Wisconsin, I am required to read this notice for you. You have either been arrested for an offense that involves driving or operating a motor vehicle while under the influence of alcohol or drugs or both. or you are the operator of a vehicle that was involved in an accident that caused the death of great bodily harm to you or substantial bodily harm to a person or you are suspected of driving or being on duty time with respect to a commercial motor vehicle after consuming anxiety beverage. This law enforcement agency now wants to test one or more samples of your breath, blood or urine to determine the concentration of alcohol in your system. If any test shows more alcohol in your system than the law permits while driving, your operating proving privilege will be revoked and you will be subject to other penalties. The test results or the fact that you are can be used against you in court. If you take all of the requested test, you may choose to take further tests. You may choose, you may take the alternative test that this law enforcement agency provides free of charge. You may also have a test conducted by a qualified person of your choice. You, however, will have to make your own arrangements for that test. If you have a commercial driver's license or operating motor vehicle, other consequences may result from test results from positive test results or from refusing testing such as being placed out of service or disqualifying. In addition, your operating privilege will also be suspended if a detectable amount of restricted controlled substance is in your blood. So, will you submit to an evidentiary chemical test of your blood? Blah, blah, blah. No, I do not. Okay. Like I said, I have paperwork to have to do. I have to pee really bad. I have to You want me to piss over your back seat? Well, you need to let me out. I need you to pee. I have to piss. I have to pee. Go back your seat. After I get this paperwork completed, we can use the restroom. But I have to do this. I'm going to piss now. So, here we go. Phone. Phone. Phone. Give me my phone. All right. The first person who touches me is going to lose finger and get headbutted. Oh my gosh. Oh my gosh. [Music] Chase [Music] now he's he's saying seizure and keeps shaking. I don't know if you're having a seizure. If you can say seizure. Thank you. Todd, I need you to calm yourself. Okay. Time to see your thing. [Music] All that's doing is increasing your heart rate. Make you feel [Music] lightheaded. Done a couple minutes here. We're going to get out. We're going to go into the hospital. We're going to finish what we need to in there and continue on through the process. Okay. [Music] result. What? Todd, you do lean forward with me for a minute here. Under the arm. Hang on. Got it. [Music] We'll go on the drive. Where's my property at? Your property is in the squad car for Officer Murphy. What I do need you to do, I'll have to have you lay on your side, though, so I can get to the back. Okay. You take me in? Oh, was it in my pockets? Can I see my vape one last time? I can't give you your vape. I don't have your vape. It's in the property. Okay. It should be the vape. Was there any lighters or anything like that with you? I don't know. What did you guys take? I I didn't take any of your properties. All of your properties in your hat, which is in my car. Okay. Was there a vape in there? I didn't I don't recall. We'll look before we go. But but that stuff can't come with us. I don't remember everything that you had on you. There's some crack justice there. Can you lay back on your back? We're going to roll you to your side so I can do this bottom piece for you. Todd, watch your head on the rail. All right. Now you can go back to your sack. At least let me finish my cigarette that I had to put out cuz I might be able to have one for two days. Well, let's go out to the car and see if your baby's in there and we'll go from there. Okay. I'm going to help you slide forward. You really don't have in jail. You know that, right? Your shoes untied, so just be careful though. I realize your shoes. You realize these things are coming off, right? Like it doesn't bother me, but I'm just letting you know it. Thanks for that. Come out of it. Are the other helmet and shirt in still inside? Or do you have those? Inside. Okay. I can grab them. Well, since you guys are [Music] there sit an angle. Todd's blood alcohol concentration was a 0.204. He was found guilty for operating while intoxicated. Third offense, and two counts of resisting or obstructing an officer. Todd was sentenced to 125 days in jail, four years of probation, and ordered to pay nearly $4,000 in fines. You want your glasses on, Todd? It doesn't matter. Well, you were asking for them earlier. If you don't want them, I'll keep them up here. Huh? Okay. Pop those on for you so you can see. So, lighter. This was in your in your property. I don't see a vape right now, but the lighter can't go up to jail. What would you like me to do with the lighter? I can put it back in your car. Pitch it. You want me to pitch it? What? What? Um, throw it in the van. Throw it in the van. Okay. Uh, can we stop by the van and grab my vape? I know it's in the It's right in middle part there. Or can I finish that cigarette that I had put out? Can't let you finish the cigarette, man. Cuz it's We're going to be in in a squad car. Okay, you can let me I'm cuffed. You can let me step outside for 5 minutes. Okay. Well, and the other issue that we run into as well, like I don't like you being in handcuffs for this long, right? We need to get you out of them as soon as we can. And if we had handcuffs, I I know, but I'm I'm asking Okay, you won't drop the felon. So, I'm asking for one thing. Okay, that's it. Okay. [Music] I got to get your keys for your van anyway from from your stuff so I can put this in there.
