Investigators say Moore lied, claiming a fleeing driver ran over her feet and hit her with a car door, even filed court documents and workers' compensation reports with the claims. But prosecutors say body camera video contradicted it all. Then, a year later, Moore charged with using East Cleveland's computer system and cameras to track and find someone she had a personal relationship with. Then, last September, investigators say Moore again lied, this time claiming a woman spit on her during an arrest. They say the officer then assaulted the handcuffed woman in the back of a police car. East Cleveland's police chief says he had no idea. >> Doctors carry liability insurance, so do pilots, so do contractors, but police officers who carry guns and have the power to arrest don't.
