Rosalie is under arrest right now for a city ordinance violation of an open container of alcohol, that thing that she was holding in her hand. Okay? It is a $250 bond, right? She can post it herself or you can post it for her. She has asked that you take her personal items. I'm going to be taking her ID and her phone with her. Any questions, comments, concerns? >> Um what is the charge? >> Her charge is open container. It's a violation of city ordinance. >> Okay. >> Okay. Uh this is yours. You have anything in your pockets that can poke you or stick you? All right, that female officer is going to conduct a search for you, and then uh she's going to transport you to my vehicle, of which we're going to go to jail. If you have your phone, you can call >> What am I going to jail for? >> This is a violation of a city ordinance for open container. That thing that you had in your hand, it was an alcoholic beverage. >> Even if you're not drinking it, it's still a violation? >> in possession of an open container in the city of Orlando. >> Okay. Is it okay? Do you guys want to talk to the sergeant? No. Okay. Is it okay? >> Done. Okay. Pop the window down for me. >> That's the part that I'm doing. >> Okay. I'm Officer Frederick Stephen. Please audio video recorded. Reason I stopped you is your tags are expired, 2024. Any reason they're so far expired? >> No, sir. I'm going to videotape this for my attorney. >> Great. I am, too. I need your driver's license, registration, and insurance, please. I need your driver's license, registration, and insurance, please. It's a lawful stop. You're required to identify yourself with all three of your documents. Traffic infraction, and now it's a lawful detention. Now you need to give me your driver's license, registration, and your insurance. Are you going to provide me with your driver's license, registration, and insurance? >> I'm traveling. I'm traveling. >> Great. That's awesome. I need your driver's license, registration, and your insurance. >> I'm traveling. I know. >> It is obstruction for you not to provide that information for me. >> I'm not giving you anything. I'm traveling. >> Didn't ask. I need your driver's license, registration, and insurance. You need to identify yourself. Driver's license, registration, and insurance. When my sergeant gets here, if you're not going to comply with that, we're going to break the window and pull you out of the car. We've got a traveler who doesn't want to give me any ID. And she's refusing to identify herself. So she doesn't need to. So she does. She's refusing to do so. >> Are you locked in? >> Nope. Hi, ma'am. How are you? I'm Sergeant Heineman. So failing to ID is going to get you in jail. >> I'm traveling officer. >> Okay, you're going to be traveling to jail if you don't identify yourself. Okay, so driving is a privilege, not a right. And you have to identify yourself. And and you have to identify yourself or you're going to end up in jail for failing to identify. All right, it's a misdemeanor. So, either we can break this pretty little window or you can provide some sort of identification to my partner here. And you can claim to sue. You can try to sue. Or I can break the window, we can pull you out, and drive you to jail. The crime is failing to identify like I just explained. It's a misdemeanor and it's going to end up with you in jail if you don't do that. So, this is your last chance or else we're going to go that route. Have you provided my partner with identification? No. So, failing to identify is that RCW and that's the misdemeanor. Now, I can give you a business card if you want so you can stop. Huh? Okay, so hop out of the car and we'll we'll cross that bridge when you want it. But as of now, you're under arrest for failing to identify. I can't hear if you're thinking I'm listening to whoever's talking on the phone. Okay, so I can't hear him if you're You have. Failing to identify is that crime. You're You're going to be traveling to jail. You're failing to identify. It's a misdemeanor. I provided you ample warnings to get out of the car and to cooperate and you're not doing so. So, if you're listening >> This is the police department. This stops here. Is anyone here that is against their will? Is there anyone with any sort of physical injury? >> No. >> At around 1:00 a.m. on November 15th, 2024, >> [music] >> the Iowa City Fire Department and local police received an automatic fire alarm from a house near the University of Iowa. Multiple officers and firefighters were dispatched to investigate [music] the call. When they arrived, there were no visible signs of fire outside the residence. Out of caution, officers entered the home along with firefighters to check for [music] any potential danger. Several University of Iowa students came out to meet the officers. As officers made their way toward the basement, [music] the situation quickly took an unexpected turn. >> Hey guys, what's the [ __ ] going on here? What's going on? Who's in charge? >> Okay, I'm just one person. I'll take a second here. >> In a room in the basement, officers discovered a large group of young men packed closely [music] together. Many of them were shirtless, and some had their eyes covered. Their bodies were covered in an unknown liquid. The scene was highly unusual and immediately raised concerns [music] for the officers on site. Treating it as a potential hazing situation, officers quickly requested backup and ordered whoever was in charge to come forward. >> All right, who's in charge? Looks like we have quite a bit of hazing. So, I'm going to ask again, who's in charge? >> Um >> Clearly, the young man in front of the officers was not cooperating. >> [music] >> As a result, officers decided to have the students in the room leave first. >> [music] >> But what they didn't expect was >> Okay, well, we need to find someone who's in charge cuz this is ridiculous. Hey, this stops here, guys. This is a police department. This stops here. Who's in charge? >> They're upstairs. >> Even experienced officers couldn't help but take a moment to process what they were seeing. >> How about we stop we start cleaning this up? Everyone take their blindfolds off. >> Officers were unable to get the group to comply or provide clear answers about what was going on. Firefighters and police on scene alike appeared momentarily unsure how to process the situation. As a result, they requested a supervising officer to respond to the scene as quickly as possible. >> Facing this amount of beds, people sleeping everywhere. >> Yep. For sure. >> And they're all just still standing there. >> Yeah. >> Right. >> I thought it was pretty clear. >> Yeah, I thought so, too. Guess not. Hey, you guys are in trouble here for a bit. >> Well, I just don't want to leave you by yourself. >> Yeah. >> I'll go on my way for your paperwork. >> Okay. >> This is definitely more a matter for you guys. >> Sure. You guys >> Shortly after, a deputy sheriff arrived on scene with additional officers to provide support. The deputy firmly instructed those present to identify who was in charge of the situation. [music] However, even then, they continued to refuse to provide any information. >> It's 1:00. >> Yeah, that's fine. I need to talk to people. >> Can I call someone? Can I call someone? >> Yeah. >> I'm not calling someone. I have no contact with someone. >> You're not being very helpful. >> No, no one in here has any way to contact the guy that's in charge of this house. >> This is all going in the report. So, we're only making this situation that much worse. >> I have no contact. >> Okay, we need to find somebody that does. >> No one does. He's a house dad. >> With no other option, officers had to instruct the firefighters to withdraw from the scene. Meanwhile, this man appeared to be deliberately standing [music] at the doorway, blocking officers' view of the interior. >> No, no. You're just blocking the door so we can't see. How does nobody live here, then? Just hanging out? >> Tell me. >> Since officers were unable to determine whether the situation constituted a criminal violation, they had no basis to make an arrest. Instead, they instructed the man to step aside so they could confirm whether anyone inside the house required medical attention. >> Is anyone in here that needs medical attention? Is anyone here that is against their will? Is there anyone here who is not participating in this? I.E. a leader? >> Is there anyone with any sort of physical injury? >> No.
