Let me get your badge number. You want to get arrested? You're going to get arrested for assaulting a civilian. In today's case, a police officer allegedly assaulted and injured a civilian through a car window. Back in December 2023, 37-year-old Thomas Brocuglio was driving his company vehicle when he approached a red light near the intersection of France Street and Cromwell Avenue in Rocky Hill. As traffic came to a stop, Brocuglio noticed a pickup truck sitting still and blocking the lane. Believing the driver simply wasn't paying attention, he repeatedly honked his horn. Completely unaware that the man behind the wheel was 57-year-old Meriden Police Sergeant Alan Ganter. How are we doing? Good. What are you doing? Wait up. Hey. At first, it looked like the pickup was finally about to move, but instead, the officer suddenly stepped out of the truck holding his badge in hand and walked directly toward Brocuglio's vehicle. Believing the driver was intentionally trying to provoke him. I saw you looking down doing everything else. No, no. I was moving something in my bag. The confrontation quickly became heated. The officer pulled out his phone, took pictures of Brocuglio's license plate, and threatened to issue him a citation and report him to his employer. As the argument continued, tensions appeared to escalate even further. Unable to stay calm, the officer allegedly reached through the driver's side window and assaulted Brocuglio, leaving the civilian shocked, frightened, and completely caught off guard. Moments later, Brocuglio grabbed his phone and immediately called police while the officer walked away from the scene.
