Hey everyone. In today's video, we're looking at a Halloween party that ended with pepper spray, fights, and multiple arrests. Let's see how an evening of celebration turned into a major police response. On October 29th, 2023, officers responded to a large Halloween party after reports of a massive fight. When they arrived, they found a chaotic scene with people refusing to leave, arguments breaking out across the area, and officers working to restore order. Here's what happened next. >> Yeah, split off. We got one group fighting, looks like on Hazel Street there, heading towards the DMV. And then we got a crew fighting here in the back. >> Are you good? >> He said down. >> What's up? >> Stop. Stop. Okay, but you NEED TO >> OH, MY GOD. YOU BETTER GIVE UP. WHAT IS WRONG WITH YOU? >> IS SHE ALL RIGHT? >> She got pepper sprayed. >> Okay. >> You spray PEOPLE WITH PEPPER SPRAY, YOU GOT TO CONTACT EVERYBODY. >> OH, GUESS WHAT? DON'T FIGHT. GO OUT OF HERE BEFORE YOU GET GO OUT OF HERE BEFORE YOU GO TO JAIL. YOU GOING TO GO OUT OF HERE. ENOUGH OF YOUR [ __ ] >> I BET YOU WISH YOU WAS ONE of us right now, don't you? >> I wish you girls were at home. >> I bet I bet. What you be drinking? You You can't even drink on the job. >> I'd rather go to sleep. >> Take a shot. Look. We talking to the cops. This is I'm a upstanding citizen. I would never be behaving LIKE THIS, OFFICER. >> WELL, THIS LOOKS LESS LIKE A DISAGREEMENT and more like a discount boxing match that nobody signed up for. Zero self-control, that's all I can see. And [music] you know, I like the officer's simple advice, "Don't fight." It's amazing how many problems that one sentence could prevent. >> Party's over. TIME TO GET THE OUT. GET THE OUT. YOUR PARTY'S OVER. LET'S GO. >> These mother people. You spray people wearing contacts or don't fist fight in the middle of the street. >> Everybody congregating downtown, your gathering is being deemed unlawful. It is time for you to depart. Cease your gatherings in the rear parking lot or more OC spray will be deployed. >> Why should you get arrested? >> WATCH OUT. >> I'M GOOD, MAN. >> BREAK IT UP. >> BREAK IT UP. JUST BREAK IT UP. >> GET AWAY FROM THAT. >> Get back. >> Get back. GET BACK. GET BACK. >> LET'S GO. >> LET'S GO. >> I WILL [ __ ] taze you. >> Now, PUT YOUR HANDS DOWN NOW. PUT YOUR HANDS DOWN. YOU SERIOUSLY KICKING ME? GET YOUR HANDS OUT OF YOUR POCKETS. GET YOUR HANDS OUT OF YOUR POCKETS. GET YOUR HANDS OUT OF YOUR POCKETS. >> STAY BACK. STAY BACK. STAY THE [ __ ] BACK. I TOLD YOU ALREADY, [ __ ] Get back. GET BACK. GET THE [ __ ] BACK, DUDE. Get the [ __ ] out of here. Get out of here. Get him the [ __ ] out. YOU THINK I'M TAZING YOU? >> WHAT? >> GET THE [ __ ] BACK. WHAT THE HELL IS SHE DOING DOWNTOWN? GO HOME. GIVE ME YOUR CUFFS. GIVE ME YOUR CUFFS. TIME TO LEAVE. TIME TO LEAVE. RESPECT. Get the [ __ ] out. >> Once an unlawful gathering is declared, standing around to argue isn't a smart idea. And somehow people still act surprised when the situation escalates. Now, this guy is spraying pepper spray like it's air freshener, and this is supposed to be acceptable behavior. Everyone responsible should be held accountable for their actions. >> WATCH OUT. >> DO IT ALL DAY LONG. GET THE [ __ ] OUT. >> GET IN THE CAR. >> GO. >> GET THE [ __ ] IN THE CAR. >> YOU CAN LOOK MEAN ALL DAY LONG, YOU GO TO JAIL, TOO. >> GET OUT. COME DOWNTOWN. EVERYONE, you can all come downtown. If you all have cars, you can wait and come downtown. >> Unfortunately, the attempt to control the crowd was only going to backfire [music] from here. >> Get in your car and go home, or you're going to be arrested. We're giving you a chance. Please, get in your car and just go home. Go home. >> Play stupid games, win stupid prizes. >> Bro, she's 16. BRO, SHE'S 16. COME ON, PLEASE. CAN YOU GET HER SOMETHING, PLEASE? >> Go and sit in the car. >> She's 16? Why the [ __ ] is she downtown? >> Well, why are you yelling at me? >> BECAUSE YOU'RE WALKING UP. GO. >> OKAY, WELL, CUZ I'M walking >> Go. Go. I don't care. Go. We're done. GO. >> LEAVE HER. >> GO. >> GET IN YOUR CAR. >> GO. ALL RIGHT, YOU'RE DONE. You want to play stupid games, too. >> How do grown adults feel so comfortable fighting in public like this? You know, if someone ignores repeated lawful orders to disperse, they're more likely to be arrested and face additional criminal charges. And in the eyes of the court, refusing to leave a declared unlawful gathering is where free speech ends and a criminal riot [music] charge begins. This issue has been addressed in court decisions involving unlawful assemblies and police dispersal orders. In cases such as State versus Dixon, defendants argued that they were merely standing nearby and observing, claiming their presence was protected by the First Amendment. Courts have generally recognized that people have the right to peacefully assemble, but those rights are not unlimited. Once an assembly is lawfully declared unlawful and officers issue a clear [music] order to disperse, individuals who refuse to leave can face criminal consequences under applicable state law. At [music] that point, the focus shifts from simply being present to whether a person knowingly failed to comply with a lawful order, given officers' legal authority to take enforcement action. >> Cuffs on my belt. >> Can I just ask her for her mom's number so I >> When we get back When I tell you to back off, YOU BACK OFF. >> SHE'S not going to do anything. >> I don't know if you noticed, but there's been several FIGHTS DOWN HERE. >> I'M SORRY. >> WEREN'T LISTENING TO ME. THAT'S YOUR CAR. He did some He did some extra It's because of him, though. >> All right, you ain't got to keep I'm not going nowhere. >> I'm just trying to make everybody go home. >> I've got to go to court. But he was the >> If you guys want to get in his face, we don't people go home. >> Call it. >> When I touch that golf course, I'm going to call him. Watch, he's a ho. >> I don't golf. >> I don't golf. >> I don't golf. I don't golf. I don't golf. Who is that? Joe. Who is that? >> I don't know. >> She's not listening. >> I'm not I'm just there. I didn't touch her or anything. >> Because something's apparently going on down there. >> I'm not doing anything. >> Can we just ask her her mom's number so we can call her, please? >> We can do that. Where does she live? >> She doesn't live far. She does not live far. >> Where though? >> On the south side. She does not live far. >> We work for the same mother so. Unbelievable. Thinks she can stand right over a policeman fighting someone on the ground. >> He's getting ready to punch. Keep an eye out for these dudes. They ain't [ __ ] the OC spray. >> Oh, stupid [ __ ] just jumped me. And if he's not going to do anything, you need to do something about it. >> He's not doing anything. >> Hey, Ryan. No, I didn't. [ __ ] jumped me. Clearly. I'm over it and I told him about it and then he We're going to ask him. Yeah, me and her were having a conversation but her little stupid friend came and jumped me. >> Everyone wants to explain why they're the [music] innocent one. "I mean, I didn't do anything." has officially become the theme song of the night. Some people let their pride get in the way and refuse to leave when they have the chance. You know, if the police told me to leave, I'd be gone immediately. No discipline, no respect, just no common sense here. >> When did this happen? >> Where's my sister? >> Is that her? >> Mati, and Mati, where is >> What was she wearing? Black? She was wearing black? She got blue hair? >> I'm trying >> Blow your boy up your phone. >> I'm trying. You know we ain't on that >> No, but I'm already knowing though. Like, I'm trying to de-escalate the situation. >> But like, he he literally just shoved a little girl. Like, come on, man. >> He's trying to He's trying to get them off of her. >> Yeah. No, I'm saying he could have grabbed her like he grabbed her, you know what I'm saying? He could have just grabbed her like this, you know what I'm saying? He could have actually just shoved her. >> I didn't see what he did. >> Come on, man. We're not about to do that. >> My sister got new cheerleading outfit. Do you know where my sister is? >> What color? >> The only thing everyone had to do was follow the officer's commands and leave the parking lot, but watch as a few geniuses managed to blow everything out of proportion. >> 11:58 my man. Next time don't be crowding up a policeman that's on the >> You came up to me. You pushed me three times. Man, I'm a free citizen. >> That's right. But listen. >> I'm a free citizen. What are you telling me? What he telling me? >> Okay. >> But now if I would have put her back or whatever because I'm a physician I would have got in trouble for it. >> Yeah, in a bar >> I was fighting a crowd on a Saturday night. >> For one, I was in the bar fight and I go to act two. So >> I'll give you my badge and name in accordance with policy. Next time stay the back like I told you. Thank you, sir. >> And when you come back here we're not going to take a report right now for a fight. Will you file a report tomorrow? >> matter because I she's been harassing me for months. >> Listen, do you see what this is going on? Okay, you're still here cuz you're not understanding the circumstances around this right now. Where do you live at? Where do you live at? >> In Austin town. >> Okay, so do you know who assaulted you? >> Yeah. >> So you know who the person is you can identify him. >> Yeah. >> So we can do a police report and do that at a later time, but right now due to the volume of people >> This is a perfect example of how chaos keeps feeding itself. Honestly, arguing about police tactics in the middle of an active disturbance isn't going to help anyone. It's about as useful as reading the instruction manual after you've crashed the car. You know, it looks like this is how some people choose to spend their evening when they have nothing better to do. >> volume of people and the limited resources >> Did you tell him to leave? We're telling you one more time to leave. If you don't leave, you're going to jail. Do you understand me? Hey. Well, then go file a COMPLAINT AND LEAVE. YOU'RE ABOUT 1 SECOND FROM GOING TO JAIL. WE'RE TELLING EVERYONE TO LEAVE. TALK WHILE YOU'RE LEAVING. YOU CAN TALK WHILE YOU'RE LEAVING. I DON'T KNOW WHAT THAT MEANS. GOODBYE. GOODBYE. I'M STILL HERE. GO. GO. Don't tell me what to Dude, you get out of here. Go to your car. I'm talking I'm allowed to talk though. You ain't though. You know I'm allowed to talk man. Yeah, but you're doing too much. What's me and him doing too much? do. So, why you talking [ __ ] to me though? Why you talking [ __ ] though? Am I allowed to do that? Am I allowed to do that? >> Do what? I don't know what you're talking about. >> TALK TO ME. DAMN! >> WHAT IT DON'T MATTER. PEOPLE CAN SAY what they want. >> THAT'S WHAT I'M SAYING THOUGH. I'm not doing nothing to them. >> Listen, you got to drop that right now, okay? You You It's called mutual combat, okay? So, that's the way it works. So, I You got to drop it right now. >> Do you want to know Do you want to read the messages she sent to >> We don't care. >> I know you don't care. >> No, so now we don't care. Listen, shut up. Shut the [ __ ] up. You have no idea what you're talking about either. Go home or go somewhere or shut up cuz you're out here fighting. I'll take you to jail for disorderly conduct. This is the same. >> The priority is getting everyone separated before another fight breaks out. If you keep arguing after being warned over and over, don't be surprised when the situation ends with handcuffs instead of another conversation. And during a crowd disturbance, officers may legally order people to leave the area to help restore public [music] safety. Any complaints, evidence, or disagreements can usually be dealt with later through official reports after the immediate danger has been brought under control. >> This is the same. Were you involved in a fight? >> No, I wasn't. >> Were you punched? >> She went punched me, but I did not >> Did you say anything to her? >> I Oh, no, no. >> Okay, listen. This isn't the time, okay? So, figure it out or you're going to go somewhere else cuz you're the I am the supervisor. Okay, well, if you're not, I'm the sergeant, okay? So, you're either going to go or I'm going to take you to jail. That's your choice. >> Bye-bye. Bye-bye. Bye-bye. When I get to making you, you'll be crying. You understand that, right? You understand that, right? Please don't take me to jail. That'll be the next thing out of your mouth. You heard me. You heard me. Oh, I haven't heard that one lately. Haven't heard that one lately. Is that a threat? Is that a threat? Is it a threat? That's what I thought. Keep walking. >> The sergeant gives everyone a simple, clear choice. Leave or go to jail. It's about as straightforward as it gets. It's funny how the loudest people often become the quietest the moment the handcuffs come out. These officers didn't lose their patience. They showed a great deal of it, giving people chance after chance to leave before finally taking action. >> Sir, you got to go. Where's your car? >> I'm about to leave you now. I'm calling my little brother. >> Just go. >> Oh man, if you in the parking lot though, it's going to be a problem. Just leave. >> Bro, I'm leaving. Why you tripping? >> Just leave. Just leave. >> I was just calling my little What did I do, man? >> We're telling you to leave the parking lot. Go your way. >> Come on. WHAT DID I DO? >> BRO, you get in the car. Go. >> What's going on, man? >> Is this your car? Is this your car? >> Yes. >> All right. Is this your car? Do you have any other people? Yeah? >> Bro, get in the car. >> Get in the car. >> Get in the car. >> What's your badge number, man? What's your badge number? >> What's your car? >> No, man. I'm good. >> Get in the car. >> I'm good. >> WHAT'S YOUR BADGE NUMBER? >> NO, I want his badge number. >> Man, I want his badge number, man. >> No. >> Bro, I'm not, man. He just took a picture of our license plate. >> For what? >> He took a picture of our license plate. I know I'm not. What's your badge number? >> Get in the car. >> What's your badge number? >> All right, just get in the car. All right, we'll get him in the car. >> Come on, man. >> Get him in the car. >> Oh, go ahead. When people become emotionally caught up in an argument, they may [music] keep resisting even when the outcome is obvious. And pride and frustration can take over and causing them to make decisions that only make the situation worse instead of better. And this is exactly why so many people choose to stay away from individuals who behave like this. >> Oh, go ahead. >> Badge number. I'll give it to you as soon as you get in the car. >> Badge number. >> Get in the car, dude. >> Badge number. Badge number. Badge number. >> And this is crazy. >> Badge number. >> You took a picture of my license plate. >> Yeah, I did. >> Badge. >> Get in the car. >> That's all I'm asking you to do, get in the car. >> Badge number. >> Go get in the car, man. >> I'll get in the car when you get in the car. >> Oh, he took my phone. >> Go get in the car. >> That's another violation. Get in the car. THAT'S ANOTHER VIOLATION. >> I GOT YOUR PHONE. >> THAT'S ANOTHER VIOLATION. THAT'S ANOTHER VIOLATION. YOU'RE LIKE 45 YEARS OLD. YOU'RE 45 YEARS OLD ACTING LIKE A CHILD. MCBRYAR, OR JAYLEN, GET HIM IN THE CAR. >> BADGE NUMBER. Badge number. Badge number. >> Come here. >> Get in the car. Put your hands behind your back. Get on the ground. Give me your Give me YOUR FREAKING HAND. GIVE ME YOUR FREAKING HAND. >> I DIDN'T EVEN DO NOTHING, MAN. >> GET IN YOUR VEHICLE AND GO HOME. NOW. GET IN YOUR VEHICLE. GET IN YOUR CAR AND GET THE OUT OF HERE. NOW. GET IN YOUR CAR. GO. NOW. Close the door. Drive the out of here. Now. Get in your car, shut the door. Drive. Shut the door. This is a closed lot. Get the [ __ ] out of the lot now. I told you enough times. I'm sorry. Some people say they're afraid of the police, but then they argue, refuse to listen, make the situation worse. >> [music] >> After that, they blame the officers for treating them unfairly. In cases In most cases, the easiest thing to do is stay calm, follow the instructions, and go home. Some people seem to turn almost every situation into an argument or a fight. Whether it's at a restaurant, a party, or somewhere else, they keep making bad choices that create more problems. It's just sad to see the same mistakes repeated over and over instead of learning from them. Put your hands behind your back. Hands behind your back. Everybody back up OR YOU'RE GOING TO JAIL. GET IN THE CAR. I'M TELLING YOU TO GET IN THE CAR, NOW. GET IN THE CAR. THEN GET IN THE CAR. GET IN THE CAR. WE GAVE YOU PLENTY of warnings to get in your car AND GET THE [ __ ] OUT OF THE LOT. Get in your car. Get in your CAR AND LEAVE. WE HAVE given you numerous warnings to get in your car. This lot is closing. Get down. Get in your cars now. >> I got mace. I GOT >> OPEN YOUR EYES, SEE? >> YOU'RE NOT HELPING ME, BRO. I GOT you arrested ME FOR NO REASON. >> IT'S NOT NO REASON. YOU HAD A CHANCE TO GO HOME. >> HOW? >> take that chance. >> Cuz I tried to ask you for your badge number? >> No, because you wouldn't go home. >> That's all I asked you was for YOUR BADGE NUMBER. WHAT DID MY BROTHER DO? >> THERE YOU GO. >> WHAT DID HE DO? >> So much help we give you. We asked you how MANY TIMES NOW? GET IN THE CAR. NO, GET IN THE CAR. PUT YOUR FEET IN. Put your feet in. >> Put water on my face, bro. >> You didn't want it before. >> Oh my god. >> car. Put your feet in. >> Put water on my face, bro. Please. >> Get in the car. Everyone who's hooked up getting charged with disorderly and riot. >> Our officers arrested three individuals following the disturbance. Earl was charged with riot and disorderly conduct. Another individual who initially refused to identify himself was also charged with riot and disorderly conduct. If convicted, each could face up to 180 days in jail and fines of up to a thousand dollars depending on the court's final decision. A juvenile was also arrested and charged with riot and assault on a police officer. She was transported to a juvenile justice center. Crowd violence often reflects deindividuation, a psychological effect where people in large groups become more impulsive and are more likely to follow the crowd than make careful decisions. You know, hiding emotions, peer pressure, and the fast-moving nature of these events can lead to people doing things they might never do on their own. Unfortunately, those split-second decisions can have lasting [music] legal consequences. If police repeatedly order a crowd [music] to leave an area during a riot, should anyone who refuses automatically be arrested or should the officers give people even more chances to leave?
