She came out of the front door, I think she shot at me. >> Drop the gun! >> We got gunfire. >> This man has just opened fire in a quiet neighborhood, forcing officers into a dangerous standoff. But, what they don't yet realize [music] is that he has no intention of surrendering. And with every passing minute, more lives will be put in danger. >> Down! Down! >> I can't see him. >> He's shooting the propane tank. >> The first call comes in at 3:25 p.m. on the afternoon of May 23rd, 2026, [music] from a panicked resident who is witnessing one of her neighbors opening fire near their apartment building in the town of Nashville, Wisconsin. >> Who is it? >> [music] >> I know. Who is it? Who's shooting? Okay. And his last name? Is he in there? Okay, what is he shooting at, ma'am? >> By the time officers from the Crandon Police Department, the Wisconsin DNR, and the Forest County Sheriff's Office are dispatched to the scene, [music] more than nine additional calls have already come in from frightened residents and neighbors reporting the shooting. All of the callers reported hearing a loud popping sound before seeing construction workers, who had been working on the buildings renovation, running away from the apartment complex [music] repeatedly saying, "No good." while pointing back toward the building. Moments later, they heard even more gunshots. >> Careful. In what apartment? And who are we dealing with? >> We're dealing with Floyd O. I do not know the apartment number. 600 unit apartment number B 4. He is outside of the building, has a rifle and a handgun. Uh around here, he is in a wheelchair. >> As some officers arrive on scene, while others are still in route, they have no idea where the suspect is hiding or whether he is waiting to ambush them. And as dispatch shares more information, they will learn disturbing details about the suspect's past that will immediately change how they approach the situation. >> What apartment is it? >> Uh don't know. I thought it was the I thought there was another apartment complex, a blue building. >> No. What's this guy's name? >> Not sure. >> 244, can I get the first name of the subject? >> Floyd >> Patrick, get cover, bro. >> The suspect is identified as 64-year-old Floyd Van Zeal Jr., an Army veteran from the '80s. One of the residents who walked down the hallway after hearing the gunshots stated in her 911 call that she walked past Floyd's apartment and zipped back to her apartment immediately after seeing him seated in his wheelchair armed with a rifle and firing gunshots. >> 5753, if you get him on the ground, don't approach him, just keep him at gunpoint till the other units get there. >> Copy. 343, my rifle is jammed in the lock. >> At the apartment building, I do not see anyone. Front door is open. >> As more officers arrive at the location, what none of them know yet is that Floyd is only getting started and their presence is about to instigate him toward even more violence, threatening not only the officers, but also the residents in the area. >> Here. Here. Here. Here. There's a window right there. >> I got it. >> Here. Here. Down. Stay. >> You want me to take that? >> Come back this way. I don't see anything. Thought they're in a wheelchair. >> I got screaming in >> Is there a door on the back, DJ? >> Nothing to you, Kevin. >> Floyd Van Zeal, friend. >> Trailer's open. >> Good one. >> Good one. >> Hey DJ, I got this trailer's open. >> Please, if you're in THE TRAILER, COME OUT. >> He's in the house. >> You from the building? >> He's in the wheelchair. I got him in the window. In the window, DJ. >> Okay, go back cover, bro. >> Can you guys see this front door so I can move to the back? >> Hey, we need to get a PA on this. >> I got somebody yelling this window right in front of where I'm at. >> Hey, on you. >> On me? >> On you. >> Sheriff's office, PUT THE GUN DOWN AND COME OUTSIDE. >> RIGHT THERE. DOWN. DOWN. NOPE. HE'S RIGHT THERE. >> DOWN. DOWN. >> SHOTS FIRED. >> SHERIFF'S OFFICE. >> HEY, CROSSFIRE. CROSSFIRE. >> Get back. >> Here. Here. He just shot at me. >> 20-4, shots fired. Shots fired. >> You good? >> Yep, I'm good. >> 10-7, we have several shots fired. Here. Down. Down. >> Watch your crossfire, guys. >> Floyd's brother would later tell investigators that Floyd was an extremely private person who rarely interacted with anyone. He was unemployed, received no benefits, and refused any form of medical or psychological assistance despite being confined to a wheelchair for the past 7 years. But, the roots of his bitterness dated back to the 1980s when he was discharged from the army after accidentally backing a tank into a colonel's vehicle. Floyd maintained that the support staff had given him incorrect directions. But, with his military career abruptly ending, his resentment only continued to grow as his life spiraled downward. As several residents watched the standoff unfold in horror, many began recording the scenes on their phones, capturing the terrifying events unfolding before them. A moment like this can leave them dealing with consequences they never could have anticipated. >> Cases like this are a reminder that someone else's bad decision can affect innocent people in ways they never saw coming. In a situation like that, choosing the right law firm matters. There's a reason not all law firms are the same and there's a reason Morgan & Morgan is America's largest injury firm. Morgan & Morgan has been fighting for the people for more than 35 years recovering over 30 billion dollars for their clients. With more than 1,000 attorneys across the country, they have the resources to take on even the biggest cases. That doesn't mean that they can guarantee an outcome, but they will fight to get their clients the best results possible. And the best part is their fee is free unless they win. Hopefully, you never find yourself in a situation like that, but if you're ever injured because of someone else's negligence, you can check out Morgan & Morgan by visiting forthepeople.com/codebluecam and see if you've got a claim. >> He's got a rifle. >> Drop the gun! He's got this. DROP THE GUN! HE'S GOT THIS. >> HEY, CROSSFIRE, CROSSFIRE. >> Despite the setback in the army, Floyd later found work at a bowling pin manufacturing company, but he eventually lost his job [music] after repeatedly reporting to work having consumed excessive amounts of alcohol. Later, [music] another police report was filed after he accidentally discharged a firearm in front of his mother leaving her so frightened that she was afraid of him. But now, as officers repeatedly order him [music] to drop the rifle, it only seems to infuriate Floyd who makes a dangerous move. >> 414 Get cert page now. We got gunfire. >> Get behind some cover, boys. >> Here. Here. Here. Here. Here. Come here. DJ, you got a rifle. Grab this uh He's up front. He just pulled out the front and shoot at me. >> Get cert page now. Here. Down. Good boy. >> Which window is it? >> He came out the front door, I think, shooting at me. >> Johnny, we need to fall back to this house. >> I know. Here. >> WHO'S SHOOTING? >> HERE. MY DOOR'S UNLOCKED. DON'T LET HIM GET TO THAT CAR. >> Let's go around. No, we're good. We're good. >> This is horrible. >> He's in the doorway, Johnny. >> No. I don't I can't shoot with them guys over there. >> No. We can't be here. There's that tank here, bro. >> 24, I don't know if you copy, but shots fired outside. >> 574, notify 51 both current officers discharged your weapon. Babbitt, you good? >> Where is he? >> Behind your squad. I think somebody's behind your squad. I don't know who it is. >> You want me to work around the back? >> No, stay right there. The other guy's got the other corner. He can't go anywhere. >> After losing his job, Floyd later found work at another place where he served for 14 years. But despite being good at his job, he again began feeling low and eventually stopped showing up to work. More recently, he had grown increasingly unhappy over the renovation of the apartment building, distrusting the workers. His family believed the renovation had caused him to snap. But to his brother, this was an act that had been years in the making. But now, with several lives in danger, Floyd wheels himself out of the apartment openly firing not just at the officers, but at anything that could help him cause even more carnage. >> 10-54. >> Is that my heat alarm? >> Who's calling? It's my squad. Hey shut your car it's overheating. Yeah. We had bad crossfire we're behind palace right now. I'm going to work around this fence to try to get a front front angle on him. You good Trevor? Deep breath. Can you shut the GET INSIDE THE HOUSE! [screaming] GET OFF THIS ROAD! DOWN DOWN. I CAN'T SEE HIM. HE'S shooting the propane tanks. That ain't good. I think I got him. He's in his wheelchair out front. Let me see your hands! I can't tell. The last shot he dropped forward and he dropped something. I I I can't tell. He hasn't since I shot last. Is he in the front of the building cuz we can work up to this corner? He's on the front steps. You want to work up this building then? Stand by for approach. >> While still no visual confirmation that Floyd has in fact [music] been taken down, officers know they cannot afford to take any chances. After all, this is a man who opened fire in a residential neighborhood while a graduation party was taking place [music] in a tent directly across from the apartment showing complete disregard for human life. >> [music] >> But even as they hold their positions and wait for further instructions, they still don't know whether anyone else has been caught in the crossfire that has already damaged some nearby properties. >> In my car, there's binoculars. Richard. Get my binoculars out of my car. >> Besides? >> Yeah. >> 307 out of hundreds. I have eyes on him. He's still in his wheelchair. >> Does he have the rifle? >> Can somebody cover it and grab my binoculars? >> I got binoculars in my car if anybody wants them. >> He doesn't have the rifle, right? >> They are style rifles at his feet. I believe they're facing the red car. It's coming from his something like >> We can approach. >> You want to make contact? >> If you guys can see, you guys can approach. We'll stay here. >> Do we have the most cover, though? They got to come through that front yard. >> The barrel, it's on the it's on the ground and it's facing this way. >> Do you want to work up a little bit? >> I just don't know Is there anybody else in there? The shooting stopped. >> Shooting stopped. I had residents when I got here who were running down there. >> I'm gloving up for the cover. Pull on. >> Hold on. Hold on. >> I don't got gloves, Hersh. >> Doc, I got my own. We want to turn it kids right. >> I can't see him. >> We got a protein shakes here. You need to stay behind cover right now. Go first. Yeah, I know. The guy We We got to get make sure he's in custody. All right, boys. We're going to go right to the right to the apartment and straight across. No, I'd go apartment straight across and we have a little angle at him. >> What do you from here? Just straight across? >> Go Nope, cover that. Get to that bush inside of the apartment and then we'll work our way across. 244, we're going to start approaching. >> They're moving up. >> They are? >> I'm just going to cover the house, then. Once we get him secure, we'll have to go get some first aid stuff. We got it in the car. >> Back, yeah. I don't have a vest for him, so we're clearing the building. He's not going in. His vest is in my in my office. >> For the Scotty Sheriff's Office, you're under arrest. >> Forest County Sheriff's Office. >> Put your hands on your head. >> Forest County Sheriff's Office, you're under arrest. >> All right, 6-1 we're moving in. >> This is the Sheriff's Office. Don't reach for that gun. Sheriff's Office, don't reach for the gun. >> I'll get the gun. Got it. Weapon secured. All right, let's get him out and see what we can do. >> They got him, let's move up. >> I got it. Yeah, that's right. He's on the ground. >> As officers had suspected, one of them did manage to strike Floyd, >> [music] >> and he was pronounced deceased at the scene. But in the time he had opened fire, Floyd's rounds had struck nearby houses, an LP gas tank, and several vehicles, including two CPD patrol vehicles. Fortunately, no lives were lost in the crossfire. The officer involved shooting was investigated by the Wisconsin DOJ's Division of Criminal Investigation. Based on statements from residents and officers, along with body cam footage and videos recorded by residents, investigators determined that Floyd had refused to comply with repeated commands, [music] and instead fired at the responding officers and the LP gas tank when they confronted him. As a result, no action [music] was taken against any of the officers. In the end, the decisions of a man who had once served his country left a neighborhood under fire and forever changed the lives of those caught in his [music] path.
