Nothing. No. Back. No. I I need to wait. Wait, wait, wait, wait, wait. It's just before 400 a.m. when an officer hears a deep, unsettling rumble. Metal grinding against pavement. Moments later, he spots the source. A black SUV dragging itself down the road with its front tire completely blown out. The vehicle crawls forward, barely moving. Yet, it doesn't turn into a nearby parking lot. That's when the officer decides to initiate a traffic stop. >> It just popped. >> It just popped. >> It popped. >> Okay. Okay. >> Okay. >> Her speech is slurred. Her movements are delayed, clear signs of possible intoxication. Her license comes back clear, but the red flags were already impossible to ignore. Sensing where this might be headed, the officer calls for backup to assist with a DUI investigation. >> I my my people aren't calling me, so >> Okay. Can Can you call them back in a minute while we figure finish our conversation? Uh, I I I want to have them on on on the phone while we're testing if that's okay. >> So, what >> what do you have? You know, A B C D but starting So start at the letter E as in Edward and stop at the letter P as in. >> Okay. >> Can you do that for me? >> Yeah. >> Okay. Go ahead. >> So start at E. >> Correct. >> Officer keeps it simple. Recite a portion of the alphabet. Count backwards. But Lacy struggles almost immediately. She stumbles over her words, loses track, laughs it off, and blames menopause at times. She even turns to the woman on speakerphone for help. >> E F E F H I Right. >> Oh my god. No. >> I am 50. I am 50some years old. Okay. >> So I am going through menopause right now. So I have menopause fog. So don't okay >> really really do not do this with me. I have menopause fog. So don't do this with me. >> Do you normally speak like very slowly what you're speaking to me now? Is that normal for you? >> This is my normal This is my normal. >> You're having trouble pronouncing your words as well. I'm going to I'm I'm going to put it on video, too, as well. >> But I I can't have you on your phone back here cuz I'm going to have you do a couple tests. >> If you want to leave it on speaker here, that's fine. >> Okay. I'll I'll do it on I'll do it on speaker. >> Yeah, that's fine. Like I said, my your my uh my I just have a couple concerns. Okay. >> Why? >> You have uh you're having trouble pronouncing a couple words. >> No, but this is just me right now. >> And that's what I'm trying to figure out. I want to do these tests so I can clear my mind and say, "Okay, she's >> right now." You only concerned about my tire. >> Correct. >> So now you're concerned about anything else. So you concerned about me, correct? >> So you were But you were only concerned about my tire. >> So why you why are you concerned about anything else? >> Because I have no idea who's driving the vehicle before I saw the tire. >> Me? I'm driving the vehicle. I I just need to get home. >> I understand that. >> I just I just really need to get home. >> Okay. And that's why I want to do these tests. That way we can get you going. >> I just really need to get home. >> Okay. Literally, I just need to get home. My tire is bad. >> I see. That's why I stopped you. >> The only thing I did was rope over something in the street and and my tire was punctured. >> Like I said, that's the deal, but we we'll figure that out. Over here, so we're off the main roadway here. I don't want to get >> I saw you I saw you behind me. Okay, >> that's fine. Um right over here. Like I said, I want to do a couple tests. I'll explain them to you. Wait. Let Let me get my Let me get my >> What are you? No, no, no, no. I my my attention is on you. >> Well, your phone You can't have your phone in your hand while I'm doing these tests. >> So, you can leave it on. >> Why not? >> Because it's going to be a distraction. Okay. That's why I want to do these tests quickly so I can get you going. >> So this is the whole thing why a police officer have different disparities and things like this because you are not allowing me to say okay I need to have someone to say this is what um you did to me >> what did I do to you? So not not that you did this to me. So this is what I am doing. For instance, you're I I don't even know what I don't even know why am I I don't even know why I'm out here. I don't know. Why am I here? >> Okay, >> he's explaining. >> I want to do a couple tests and we can get your vehicle going and you and we'll figure it out. >> Out here. >> Yeah, that's I don't want to prolong this any more than we have to. You know, >> I can't. It's so cold. I can't. >> All I'm asking is your feet together, arms down at your side. >> It is so cold. I can't. >> Okay. >> So, as you can do that, if you do that and you make a a judgment on that, >> I can't because it's >> Do the best you can. Do the best you can and we'll continue. >> Each time the officer tries to move forward, Lacy interrupts, wanders off, or derails the process. It doesn't take long before officer is done with her interruptions. >> It's a 30 30 secondond test. Okay? >> I want you to follow this with the with your eyes and your eyes only. Do not move your head. Do you understand? >> Okay. Go. Go ahead. You got to do it real quick. >> Eyes on me, not your head. >> Okay. Take a couple of blinks and we'll continue. Okay. >> It is so cold. I'm swear. >> It is so cold. No, it is so cold out there. >> It is so cold. I'm I swear it's so cold. During the horizontal gaze nestagmas test, officers observe all six possible clues of impairment. And what follows next is no longer just an investigation. It's a struggle. >> She's asking me. She say she's asking me if I'm if I'm here. >> Okay. >> So, >> if you want Yeah. Tell her you're still here. We're doing a couple tests. >> Let me Let me just let her know. >> It looks like you're already on the call. You can just let her know. >> Let me just let her know. >> Right. Where are you going? There's another >> Where? Man, where are you going? >> Right here. >> Hey. Hey. Hey. Hey. Can you hear me? >> Yeah. Yes, I can. You there? >> Yes, I am here. So So I'll I'll call you when I'm on the road back to my house. >> I will come pick her up. >> Okay. >> No, no, no, baby. No, no, no. Baby, >> can we continue? >> Babe, babe, babe, don't don't come pick me up. We're I'm good. I'm I'm good. Please continue the test back here. >> He's like rushing me. >> Well, you don't want to be out here in the cold. You said >> I know, right? >> Okay. >> Oh my god. It's so cold. You weren't complaining about the cold when you were talking on the phone there, >> but we're not going back over there. No more. >> No. No. I I need to >> You want to continue these tests or not? >> No. I need to I need to ma'am. >> I need to have this. >> You're under arrest for DUI. >> Okay. Okay. Okay. Let's go. >> No, you cannot book me. >> When I go home, just make it easier and get out. >> You are prolonging this more than it needs to be. >> I can't. At the station, Lacy's condition shows no signs of improvement. Officers attempting to complete routine booking procedures are met with continued resistance, making it difficult to obtain fingerprints and photographs. At one point, she is found asleep on a toilet inside a holding cell, pants down, completely unresponsive. When asked to submit to a blood draw, Lacy refuses to cooperate, remaining silent before ultimately being marked as a refusal. Her condition continues to deteriorate. She struggles to maintain balance, slurs her words, and appears increasingly disoriented. Out of concern for her medical state, emergency services are called, and she is transported to the hospital under police hold before later being returned for booking. In the end, Lacy faces multiple charges, including DUI, illegal transportation of alcohol, operating an uninsured vehicle, expired registration, unsafe equipment, and two counts of resisting a peace officer. She is later released on bond, and scheduled to appear in court. What began as a routine stop over a flat tire ultimately unravels into a clear case of impairment, escalating through denial, resistance, and a complete loss of Control.
