back get off on the ground we're taking you to the carel get away from me okay on November 17th 2023 at around 11:53 p.m. off officer Brenda Johnson was on routine Patrol when she spotted a silver Chevy Avalanche blow through a stop sign the vehicle's erratic driving was just the beginning of a night full of drama as officer Johnson tailed the vehicle it swerved between lanes ignoring traffic rules the officer knew she had to act fast to prevent a potential disaster she activated her lights and initiated a traffic stop at Mill Street and Carpenter Street oh upon approaching the vehicle officer Johnson encountered an uncooperative Robert El Prather his passenger was equally unhelpful when asked to step out of the vehicle Robert refused and became increasingly aggressive [Music] how are you guys doing tonight good so I'm stoping a couple reasons tonight okay one you ran the stop sign back there on Johnstown right there at Old Ryden hour right by the UDF remember where that was at I ran the stop sign yeah you ran the stop sign right there the intersection of Jonestown and old r yep right at the UDF ran right through that stop sign and then you're failing to uh maintain a single lane of travel you're coming in and out of your lane a little bit any reason for that no where you guys come from tonight I don't know what you're talking about so what do you mean you I just told you I just explain why I'm stopping you I'm just asking any reason why he's just weren't uh maintaining a single lane of travel it's a mark Lanes is all fre you distracted or anything going on he trying just asked told him and he's ask him why he didn't have a seat Bel on I don't believe in it um so and obviously I kind of stopped right here but I'm I asked for I got his name and his driver's license number and he's like I don't need to give you my social so I'm going to get him definitely try and get him out do some standardized F variety test but I'm going to run everything and 174 and 11 the registered Robert is negative status is valid no restrictions at the last 12 copy break for another 11 for the passenger I'm just going to get him out running through some Fields I just didn't like where I was I mean I'm going to have him I'm going to try and have him move up he's very kind of hostile okay backup arrived with Sergeant Chong and officer Smith stepping in to assist Robert's aggression escalated and when he finally stepped out of the car he got into officer Johnson's face yelling profanities after that Robert resisted arrest which forced officer Smith to deploy his taser after a fierce struggle Robert was handcuffed and placed in the back of Officer Johnson's Cruiser all right I'm going have you step out for me okay I okay you have sir out of the vehicle I a stu him out okay I the out when an officer tell I don't I'm going to give you one more time my ID here's my step out of the vehicle what the you need me to step out for if I have to drag you out of this car whatever you got on I got a knife in my front pocket because I'm electrician I didn't ask you any [ __ ] questions you're not in control just relax man I'm not in control there is there is no point you guys need him out of cuffs or exactly we we uh deployed taser in the front area so I I think we just have to at least give him checked out he's um I don't know if you want the cuffs on or off but he's very hostile right now very intoxicated so it's totally up to you guys I can get a light on and everything so he was just Ted up in the front area so right what's his name uh Robert Robert uh yeah Robert Prather you get tackled the ground or anything yeah well not t but we put yeah we threw him to the ground wor like a no he didn't hit his head at all no none of that just at that point when we had him we had him up he was tased cuz he wasn't complying at that point put his hands so you guys require him to go to the hospital um just checked out at least um okay we're going to Mount Carmel East we're not going to Grant so then why ask okay we're taking you to Mount Caramel all right take me whever all right Mount Caramel it is nothing's changing with your arrest or paperwork either way so whatever so we're taking you to Mount Carmel East all right then why ask me okay we're taking want to go to Grant or they can't take you to Grant Hospital okay we're taking you to carel attention to his passenger who unlike Robert complied without incident a search of the vehicle revealed a small amount of marijuana which was impounded for Destruction Robert was charged with OVI obstructing official business resisting arrest OB refusal and failure to stop at a stop sign his Reckless actions could have led to Serious harm but thanks to the Swift actions of the officers the
