officers immediately observe signs that the driver might be in intoxicated he's unsteady on his feet has slurred speech and appears confused he just it's spilled over the hey 221 is that you okay do initially the driver's condition raises concerns yeah yeah yeah you can tell say again um he's got some blood coming from somewhere but unknown where it's at possibly on his hand or from his [Music] nose hey am I going through now go ahead the officers document everything meticulously ensuring the process follow legal standards how do you pronounce your last name sir Kaa KSA okay Mr KSA do me a first when I first rolled up he was sitting on top of the car seemed perfectly fine wasn't injured he was good but you could tell when I was talking with him you could just tell he was completely out of it regardless of that being either alcohol or due to the crash uhhuh so um and then of course still talking with him more you could just tell it you know something obviously was wrong but you're able to get more when you spoke with them more than I did so um and then Lord's going to get that 41 the she the witness to that and then we'll get I'll have I'll have L get you the 46 and get that taken care of witness accounts suggest he was driving recklessly confirming he likely lost control due to excessive speed and impairment officers proceed to gather further evidence to determine the extent of the issue so what did she say uh so she said she was a little farther back and then um saw this guy saw him turn his blink around to start taking the exit but she thought that he was like going a little fast uhhuh and by the time she got up here uh she was just like where'd the car go cuz it was and then she like as she went by she saw it on the side right there yeah she said that it was probably going he was probably going too fast for the exit and just lost it but that's it's really it okay yeah cuz by looking at it he started back over here I'm assuming he say start right there yeah right there right there he came across cuz there spots right there and then he crossed and there's the track down so I bet what it's right there so I bet what happened you see right there he was ripping it and realized he was going to miss his exit and tried to yeah y it um so I got her 49 her statement is good C okay yeah it's good the driver later identified as County Judge Atma Singh kalsa was transported to the hospital but declined medical attention he also refused to consent to a blood draw [Music] uh to turn around you no you're going to have to we have to turn around why you're
