Viewer discretion is advised. On Wednesday, June 11th, at 5:59 p.m., Gilbert Police Department's dispatch center received a priority call for service related to a welfare check. The caller reported seeing a driver slumped over the wheel, not moving, and blocking traffic near the intersection of Lindsay and Guadalupe roads. A second 911 call was also received in which the caller confirmed the location and reported a driver passed out in his car. >> 911, where is your emergency? >> Hi, I'm driving. I met Lindsay in Guadalupe and there's a driver in a car who looks like he's slumped over the wheel and he's not moving and so he's blocking traffic. >> Okay. Lindsay and Guadalupe in Gilbert. What kind of vehicle is it? >> It's a silver >> It's a silver sedan. I don't I don't know the make or model. I drove past before I realized what was going on. >> Do you know if he was on Guadalupe or on Lindsay? uh on Guadalupe facing Lindsay right at the light uh coming towards uh going going uh east. >> Okay. >> Did it look like he was breathing or you weren't able to tell? >> I was not able to tell. I'm sorry. We drove past and I glanced over and he I'm I pulled over to the side now. It looks like he's still not moving, but I can't I can't see his car where I'm sitting and I can't tell anymore about his condition. I'm so sorry. >> No, you're No, you're totally fine. It looks like I have an officer as it is right east of there. So, they're on their way over there. They're going to go ahead and check on him. Okay. >> Okay. Thank you so much. I appreciate it. >> Yeah, no problem. Thanks for calling it in. >> Of course. Bye-bye. >> No problem. Bye. >> The first responding officer arrived within 2 minutes of the initial 911 call, followed by a second and third officer one minute later. This video will demonstrate different bodywn camera angles of the three officers who responded to the call for service. Upon arrival, the officers observed the vehicle facing eastbound in the curb lane on East Guadalupe Road. Before approaching the vehicle, two patrol vehicles were positioned to box the subject vehicle in in an effort to prioritize the safety of everyone involved. Two officers in full Gilbert police uniforms attempted to wake the driver, later identified as 24-year-old Jacob Allen Rose by banging on the driver's side window and roof of the car. Attempts were made to open the locked car door. The driver eventually woke up and acknowledged the officers by making eye contact and motioning in their direction. Open the door. Open the door. [Music] The subject then leaned forward, armed himself with a rifle, raised it with both hands, and pointed the rifle at the officers, posing an immediate and deadly threat to the officers. Oh, gun. Oh, gun. >> Officers moved to avoid the deadly threat before firing at Rose, who began ramming the police vehicles. Hold [Music] not. Hold traffic. Hold traffic. Hold traffic. >> Armed and attempting to flee after committing a violent felony, Rose continued to pose an immediate danger to the community. Officers discharged their weapons again to stop the ongoing threat. He's still trying to get away. >> He's still trying to get away. Due to the fact Rose was armed, an immediate action team was formed to safely approach Rose. The immediate action team confirmed Rose was unresponsive through the use of less lethal rounds. Rose was pronounced deceased at 6:29 p.m. The loaded firearm Rose pointed at the officers was located inside the vehicle. An additional handgun was found in his waistband along with two other handguns that were located inside a backpack along with two loaded handgun magazines, one loaded rifle magazine, a scale baggies with residue, $1,760 in cash and alcohol. An outer plate carrier vest was located in the passenger compartment. A second bag located in the vehicle was found to contain two plastic bags with 54 g of cocaine, one plastic bag with 19.8 g of ecstasy, and four bottles containing a total of 90 pills of an anti-anxiety medication. This will be an East Valley critical incident response team investigation with the Mesa Police Department as the primary investigating agency. EVERT will provide greater transparency and accountability because the agency involved in the critical force incident will not be directly involved in the criminal investigation. Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete. Thank you for taking the time to watch this critical incident briefing.
