She filed a police report and protection order. She said, "Mom, once he finds out what I did, he's going to kill me, Mom." And then he did. On June 16th, 2024 at 7:24 in the morning, a woman sent a text to 911. She wasn't calling about a stranger. She was trying to save her sister-in-law. Inside a home on Parkwick Drive in Columbus, Ohio, 19-year-old pregnant Brooke Devaney was behind a closed bedroom door with her boyfriend, Devin Blair. The family could hear yelling. They could hear crashing [clears throat] and then silence. The text read, "He is hurting her right now." Dispatch ran to the location. I think he's back at the house. Got some screaming inside. I told my sister. Where's Where's your sister? Is he inside? Is he inside? No, he he dipped. I don't Where's your sister? >> She's upstairs in her room. Upstairs, two left is the bedroom in the back. He's not here, but his brother or her brother's in there. She may be 10-18. Stand by. Help, baby. WHOA! GET OUT. GET OUT. GET OUT. GET OUT, PLEASE. I TRIED TO START A 12. I tried to do compressions. I can't What's your name? Her name's Brooke Devaney. Start me some cars here, too. She may be 10-18. I don't think she has a pulse. She's turning color and her lips I'm going to pull her out. Pull her out. Start some compressions. I tried to do compressions over here. What's your name? No, her name, dear. Her name is Brooke Devaney. Brooke! Brooke Tyler Devaney. Brooke, can you hear me? Who What's going on? Brooke Tyler Devaney. She has no pulse. Not breathing. Abusive boyfriend has multiple charges. He's in there right now? No, he he left. I don't know why. We've got three in here. We're just kind of Okay. >> checking her out and we'll probably start I don't think she's alive anymore. He beat the daughter? I think he strangled her. I I don't know. She's covered in blood. >> How old is she? Uh 19. We got an officer in here? She's upstairs. Is there any officers in here already? Yeah. Yeah, we've got officers in there. We'll get this car probably get witnesses out here. Very friendly to the face. I want to get witnesses. I wasn't able to get up. He has multiple Jordan Calm down. We have top priority now. So guys, what we're probably going to do then is start doing this up regardless of how she's at there. We're going to treat it like >> to go home now. the most serious thing possible. Please. We could, we'll get you guys separated into cruisers so that when our detectives come here, they'll talk to each of them about what you saw and heard. Go home. Take off work. She's not here. Here. Can I get one of you guys to come with me? And I'll sit with you. You want to come with me, sir? If she's going with him, do you want to come with me? Can I have the description again? You go with that officer. She's going to be wearing a black hoodie and orange shorts. Got a large afro. Sorry, the fact that she was wearing red lipstick don't do it. If you don't want to, you can stay out here. If you want to have a seat, fine. If you want to stand there, it's also fine. What's your name? I'm Brandon Davinia. Can you spell your last name for me? Uh D E V I N N I Y. Is this your neighbor? Yeah, I picked her up this I've called him multiple times on this. You mind if I talk to him alone for a second? >> Yeah, that's fine. There She fighting, crashing, and the banging. Me and my fiance, we went downstairs cuz usually he would make a run for it. Everything went quiet and we heard "Yes, is it me?" I think they said three officers inside. And we heard another another scream and that's when we were finally like, "Okay, this is definitely serious." We sent you guys a text because we know if he knew police would come, he would run, which he he did cuz he came out as you guys arrived. Um and we waited and waited and he came down with his clothes in a bag. Um and after you guys got here and chased him, we went upstairs to check on my sister. Her door was locked. She wasn't responding. I broke into her room. But opening it up with a credit card uh all we found was her wrapped up in her sheets and a blanket on the bed. I woke my dad up and then it's where we are. a couple more dumb questions real quick. Did you notice anything any injuries on her that you could see? I know it's I know it's difficult. She had the Did you see any blood on her? Did you I I'm still covered in her blood. Okay. Do you have any idea of where it came from at all? Whatsoever? She might have got a better look. She tried CPR. >> Did you hear any gunshots? Whose uh vehicle is this? Is this white sedan? >> Yeah, this is This is my sister's. Okay, so he was taking her vehicle. Okay. No weapons, anything in her room? Not that I know of. There shouldn't be any guns or anything like that. Might be a knife. But aside from that, I don't Okay. So, we'll probably have a detective talk to you soon. Are you comfortable standing here again here with you please there? Okay. All right, thank you, Brandon. So, he was saying he heard them kind of fighting and arguing. Do you What all I was the one who called the police because we heard crashing and banging. And then we heard her scream bloody murder and then it got quiet. I'm not going to shut you in there. Just a place to sit. Then it got quiet and there was no noise and he went in and out of the bathroom and came downstairs, checked around, went back upstairs, went back in the room. And that was all that all before you called or right when you called? That was before. I don't know. After I called. So you called during the actual fighting? I I messaged so that way he doesn't run because Oh yeah, yeah, the text thing. No, that's perfect. That The quieter the better sometimes. Um They're in there working on her and now we got our ambulance coming, so. He's made multiple threats. He's had multiple charges. His name is Devon and Marcus Blair. He is 24 to 25 years old, black with black hoodie, black shorts, black orange shorts and black hoodie. The black backpack, she was wrapped in multiple layers of a towel, So he wrapped her up? Her face is busted up and she looks very pale to the face. Bruises and cuts in multiple parts of her body and her room's a disaster. We did CPR and compressions on her. But I didn't feel pulses in her body. But her body's still warm. Then then we're going to keep working on her and we're going to keep trying. I hope to god that he's just found and he needs to be [ __ ] TRIED FOR ATTEMPTED MURDER. That's what she found. Um I'm not sure if that's if that's what he did or not. Um we will let you know after he talks to the detectives. We'll find him. This isn't the kind of disgusting stuff that somebody gets away with. She was pregnant. She was at least 4 months pregnant. Oh jeez. I just don't get it. I just don't get it. He's never gone back after him and after him she went to the hospital the last time. Two times she's went to the hospital because of him. Her best she's bruised her and beat her before. So she's got marks from old assaults? Maybe scars and marks maybe he just supposedly baby daddy. Okay. When I was doing compressions it was the gargling noise. I don't know if she was breathing. >> Well and that means that stuff was moving. That means that you were moving her lungs. That means that you were doing it right. I pulled her off the bed and then put her on the ground and tried as best as I could. No you were doing exactly what you needed to. That's how you do it. And unfortunately as awful as these things are that's all we can do. The mother is Billy Joe Devenny. That is my fiance Brandon Taylor Devenny. The father is Guy Francis Devenny. Okay. So that was the guy in the garage? Okay. Does the suspect have a ID number? His stuff might be in the car or in her room. Okay. And he knew what he did too. He grabbed I think he has her phone. Cuz I saw multiple phones in his pocket when he came downstairs and went back up one time. I think he has her phone too. We've got all sorts of things going on now to catch him so Now they were saying he doesn't have too many friends in the neighborhood. Nobody likes him. His family doesn't want anything to do with him according to what she said in the past. To understand what happened on June 16th, 2024 we need to look back because the events didn't begin that day. On December 28th, 2023 Devin Blair attacked Brooke in one of the most terrifying ways imaginable. He smashed her car windshield, forced her to strip naked in the cold, dragged her by her hair, and held a knife directly to her throat telling her he was going to kill her. He made her stand there completely vulnerable while he terrorized her. When police finally arrived, Blair ran, and when they caught him, he punched and bit an officer in the head. He was charged with felonious assault, strangulation, and felony domestic violence. By May 2024, Blair pleaded guilty to lesser charges. Judge Michael Holbrook released him on a $10,000 recognizance bond, meaning he paid nothing out of pocket to walk free. And as Blair left that courtroom, the judge looked at him and said, "I'm taking a chance. Don't disappoint me." On May 31st, 2024, just days later, Blair's bond was revoked after he failed to participate in a pre-sentencing investigation. A warrant was issued for his arrest, but nobody came to get him. Well, it sounds like he's going this way. That. Yeah. From Greystone. He had a car. Yeah, he had a car on Parkway he was trying to get to. Where he was at I I guess he was in the car when they pulled up. Right. And then he bailed from that. >> from that. Which makes no sense. I mean, panics, I guess. So, if they want to hang out here, we can just go check. We can go check back here. Oh, I don't even know what that was all about. Um so, this gentleman here says he's never locked his gate ever, and it's locked. He can't get into it. And this is where he was last seen cutting through the fences. So, it's possible he could be back there. Is there Is there another way other than going through your gate? Like, can we go through your house and go out? Cuz I'd prefer to not I don't want to destroy your gate. Yeah. But, I also want you to be safe. Or I'll run it through the house. What's that? Or we'll run it through. If you just want to show us where your backyard is, we can do that. From in the in the house. Yeah, I mean, from from the inside so that I can cuz you said it's it's locked. >> Yeah. I mean, unless you want us to just crack it open. >> No. Don't break my gate up. I think they'll make an exception. Tell her you were ordered to. >> [laughter] >> Then on June 12th, 2024, 4 days before Brooke's death, Blair attacked her again, this time in her car. He punched her in the face and eye and threatened to bash her head in with a can of car cleaner. She had done everything right. She called the police. She filed reports. She sought protection. But every time the system had a chance to stop Devon Blair, it didn't. And on the morning of June 16th, 2024, it was already too late. By the time officers pulled up to 4623 Parkwick Drive, Blair was already moving. Witnesses inside the home watched him pace through the house and then slip out through the garage. When officers spotted him outside, he ran, jumping fences, cutting through yards, disappearing into the neighborhood. Inside the bedroom, they found Brooke unconscious, unresponsive, severely injured. She was rushed to Grant Medical Center. She never woke up. All right. Does he got hair? Oh. I don't see any damage where he could have jumped from. All right, thank you. What is that? Maybe the freeway? Yeah, I don't know what that was. We got tomato. You want to go this way? Sure. It's kind of weird, isn't it? I don't know if it's the volume or the shock absorbing. What's going on? Yeah, I heard it here. I heard something like it. You heard something? Sounded like freeway, like big brakes or something like that. All right, thank you guys. It's It sucks cuz like cuz when I was driving around here initially, there's so many people have their garages open and he could have went into any of these houses and holding a family, like Yeah. Yeah. >> what I mean? You know if they have a gun or anything? Um I don't know. He was running in the sh- like I said, barefoot and just barely what he had on. I got his backpack cuz he dropped his bag. >> did drop it. Okay. So. Right. He didn't run too far. I don't think he really got into the woods or anything. Yeah. But if you're desperate, I mean, you got to Yeah. All right, all units are Copy that. And of course we have no way to know if he didn't just go north though this way, right? I mean we actually have no way to know. Yeah, those guys I don't know what they have. We're going by history. Yeah. >> know. I mean so it could be anything at this point. It's just too much time. And where was it? Is it saying he sometimes goes to a place that's like a business over here somewhere? So he crossed the freeway and so he he ran through here last time and ran into the car dealership, so There's no one through here, but there's a gate The gate goes on the other side. Okay. She's going to let us in her backyard. Can I get a better view? >> if we just go on inside? Yeah. Can I get a better view? I see him right there. That's the hide under stuff. Hello. Hello, sir. We're wondering if we could check your backyard. We're looking for someone that ran from a homicide scene just right over here. Yeah, sure. Um you guys don't mind coming in the front, do you? Through the house? However you Yeah, cuz my gate over there is Okay, sure. Thank you, sir. He won't mess with that. He ain't He won't bother you at all. He was last seen jumping fences over here, so Dude, what's he look like? Uh he's about my height. He's got a large afro, orange shorts, no shoes. Get down! GET ON THE GROUND! HANDS WHERE I CAN SEE THEM, BACK! GOING OUT THE BACK DOOR! THAT'S HIM. THERE HE GOES. Check his other in there. What's your name? Devon. Devon? Yes, that's my name. Yes, what's your name? Tony Carso. Devon Blair was now in custody, but he wasn't talking. He exercised his right to remain silent and refused to provide a statement to detectives. While he wouldn't speak, the scratches on his body and the blood on his clothes told the story for him. I didn't want to come. You you forced me down here and then I'm dying. And you hit me. I'm dying. You think I give a NO. NO, SHUT UP. I'M DYING. COUNTS ONLY HAD TO CLIMB. In July 2025, Devon Blair pleaded guilty to two counts of involuntary manslaughter, two counts of felonious assault, and one count of strangulation. He was sentenced to a term of 46 to 51 and a half years in prison with an additional two years for assaulting deputies while in custody. Although the court set an $11 million bond after the murder, the sentence highlights a system failure. Blair was only free to commit this crime because he had been released on a $10,000 recognizance bond for a previous knife attack.
