Hello, I'm Adrian Vosquez, chief of police for the Colorado Springs Police Department. The video you're about to see is a significant event briefing video. It's been prepared in accordance with department policy and our commitment to transparency. The use of deadly force is a responsibility CSPD takes very seriously. These incidents are complex and require thorough investigation that can take several months to complete. As the investigation progresses, new information may come to light that could change our understanding of the event. The officers involved in this incident were equipped with bodywn cameras or BWC's. While these cameras provide valuable information, it's important to remember that they may not capture everything an officer sees, hears, or experiences during an incident. In this video, you'll see relevant bodywn camera footage along with other evidence that may help provide context on what led up to the incident and what occurred during it. A public information officer with CSPD's public affairs section will now walk you through the BWC footage, other evidence and facts of this case as they are known at the time of this release. >> I'mra Cronin, a public information officer with the Colorado Springs Police Department. The following significant event briefing video contains graphic images and strong language. Viewer discretion is advised. On Saturday, July 5th, 2025, just before 1:30 a.m., the Colorado Springs Police Department received a call for service from a community member who reported seeing a man carrying a rifle and screaming at people in a parking lot in the 100 block of East Pikes Peak Avenue. Here's 911 audio from that call. >> Colorado Springs 911. What is the exact location of the emergency? >> Hi ma'am. I'm in front of the mansion in downtown Colorado Springs. Uh it's the mansion, the club. I'm in the parking lot of 19th Avenue 19. >> Okay. And that's in front of the mansion. Is that correct? >> Yes. I'm in the parking lot right now. There's an individual with a it looks like a semi semi-automatic weapon, a black male um in the parking lot. Uh he's screaming at some people and he has a weapon on the side of him. >> Okay. And um was he doing anything with the weapon? Did he raise it at all or is it just on his side? >> He's it's on it's in his hand. Um he's screaming at a group of individuals right now uh with it in his hand like in a threatening manner. >> Okay. Okay. I do have a call started here. Um just to confirm. So that um gun I know you said is in his hand. Um pointed at people or is it pointed at the ground? >> It's like literally in his hand like if he was like it's in low ready like it's like he saying comments to these individuals or group of people like if he was going to shoot this place up and everybody's intoxicated over here downtown. >> Okay. Gotcha. So it's not pointed like directly at them but it's not pointed at the ground either. Is that correct? >> No. Okay. >> Yes, that's correct. >> It is a rifle. It's not a pistol or anything like that. >> Okay. Um, what is your first and last name? >> I do have a call started here. >> Yeah, I'm trying to leave the parking lot right now. Um, I'm not staying here just because I saw the weapon already. >> Okay. And then describe that weapon. You said it was a semi-automatic rifle. Is that correct? >> Yep. It looks like a M4. >> Um, just so you does look like we do have some officers on the way there now. Officers in the Realtime Crime Center or RTCC began scanning live feeds of cameras in the area and could not locate anyone with a rifle, but did notice a group of people who seem to be arguing. About 6 minutes later, officers on foot in the area contacted that group of individuals in the parking lot located at 108 East Pikes Peak Avenue. Here is BWC and security video of that interaction at 1:34 a.m. >> Oh, what's going on? >> He pays the bills. What the [ __ ] is >> they have a gun? >> No. >> All right. Why is that guy saying uh it's a domestic? >> They got domestic going on, but they're arguing. >> Do you [ __ ] see about us trying to [ __ ] argue? She works She works with Josh's police. >> She works for um CSPD. >> All right. >> They're arguing, bro. That's it. That's all that's going on. >> Her name is Officer Sony. >> We got it under control. She works for you. >> So, nobody wants to report anything? >> No, we're good. >> All right, guys. Make good decisions. >> We will. >> All right. >> Officers in the RTCC continued monitoring live feeds from downtown cameras and also began reviewing recorded video from the time of the 911 call to try to gather more information. At about 1:34, the group of people that officers had contacted were observed going back to a nearby nightclub and continued arguing. At about 1:37 in the morning, 3 minutes after that first contact with officers, the same group in question was contacted for a second time by a different officer at 1:37 a.m. Here is BWC and security video of this brief interaction. Whatever it is, >> someplace else. >> Oh, my mama. Stop playing, you dumb ass, [ __ ] >> Bro, you're not helping. Just just walk away. >> We've been trying to >> I know, bro. They keep going. I get it. But thank you. >> Yeah. As officers in the RTCC continued to monitor the area and review previously recorded video from the time of the 911 call, an individual matching the initial description provided by the 911 caller who was also seen in the group that officers had now interacted with twice was seen on video armed with what appeared to be a rifle. Here is that security video that was recorded at 1:28 a.m. The yellow boxes on the video are part of the security camera program and cannot be removed. At 1:41 a.m., officers in the RTCC notified officers in the area that the suspect seen on video carrying the rifle was likely one of the males observed in the group that had been contacted twice. Officers were working to determine possible next steps when the individual in question and the group of people arguing walked back to the parking lot at 108 East Pikes Peak Avenue. At about 1:49 a.m., as officers in the RTCC continued to closely monitor the group by camera, the arguing escalated and the individual in question was seen going into a vehicle and then carrying a handgun with an extended magazine. Here is security video of the individual in question with that firearm. Officers in the RTCC immediately notified officers on scene that the individual in question who they'd been monitoring was now carrying a firearm. Those officers began moving toward the suspect from Tahhon Street. At that time, the suspect appears to conceal the firearm in the waistband area of his pants as another officer approaches him from behind, commanding him to put his hands up. The suspect briefly put his hands up, then turned and ran from the officer while reaching for his waistband. At that time, one officer fired multiple shots, striking the suspect. Here is security video with police radio traffic included. >> TC10 to the Georgia. That guy went back into the white Mercedes. Everybody's scattered. He's hiding behind the door. >> Copy. Just let us slow if he starts coming back towards us. >> The orange hat and gun. >> Put your [ __ ] hands up. Hey, put your hands up. Get your hands up now. >> Get the Stop running. Got a gun. >> Get your hands out of your air pockets. Now, >> here is BWC of the incident from the directly involved officer. >> Put your [ __ ] hands up. >> Hey, put your hands up. Get your hands up now. >> Get your Stop running. >> He's running gun. >> Get your hands out of your air pockets now. >> Get your hands out. He's got the gun right here. >> Give us space. >> Officers immediately took the suspect into custody and began rendering medical aid. But despite those efforts, the suspect died on scene. While medical care was being provided, officers recovered a loaded Glock 17 with an illegal extended magazine from the right pant leg of the suspect. Here is video of some of the medical care as well as the recovery of the firearm. [Applause] >> You guys got it? >> Yep. It's right here. >> Okay. Here. Wait. Hold on. Let me put on gloves. Let me put on gloves. >> Yeah, that was >> I got it. I got it. Hold this. No, >> it's going to still be >> I know >> it's >> I know. I see it. I see it. All right. Go ahead. Keep cutting. >> All right. Ready? his right arm. >> I got it. I got it. I got it. >> I got it. >> I just want to >> I know. I got it. [Music] >> On scene in one of the vehicles that officers determined was also involved in the disturbance that the suspect had been in. Officers recovered another handgun. It was a loaded Glock 43 with a defaced serial number. The rifle that was observed in the suspect's possession earlier in the evening before officers first contact with him has not been located. Pursuant to Colorado law, the El Paso County Sheriff's Office responded and initiated an investigation into CSPD's use of force. Once completed, that investigation will be sent to the fourth judicial district attorney's office for a determination on whether the officer's use of force complied with Colorado law.
