[music] In Wisconsin, two very different police calls, one in Green Bay, another in Oaklair, unfolded less than a year apart. Both began as routine responses. Both revealed something deeper. Moments where addiction, instability, and personal crisis collided with law enforcement. Oaklair, August 3rd, 2025. Oaklair police responded to a woman walking into traffic on the Madison Street Bridge. When officers arrived, they saw Gabrielle, aged 30, shouting at cars and pedestrians, throwing items into the roadway. Her behavior appeared erratic and unpredictable. >> We had used a ramp last time on 23. >> Hi, I'm What? What? Ranger [ __ ] Gabriel, >> how you doing? >> I was 13 years old. >> Can you set the water bottle down for me? Okay. >> Gabriel, set the water down for me. >> Stop. >> Stop. Just relax. All I know is you guys help me again. >> Do you have pockets on here at all, Gabrielle? >> No. >> Nothing hidden. Nothing concealed. All right. >> I don't know. I need to follow. Get into the car or we're going to have to carry you in. Everybody feel I am so weird. >> For safety reasons, officers placed her under arrest for disorderly conduct and resisting an officer. Later that month, a judge ordered a competency evaluation. By October 31st, the court determined Gabrielle was not competent to proceed, but likely to regain competency through treatment. Two weeks later, officers encountered Gabrielle again, this time with new charges. Possession of methamphetamine, disorderly conduct, and bail jumping linked to her earlier case. And by late September, another incident brought more charges. Felony bail jumping, obstructing an officer, and another disorderly conduct. >> Gabriel, stop kicking. Good. I have Gabriel in custody right now. She'll be there in about 5 minutes. I'll probably need assistance. She is not >> cooperative. I get th by the cop. >> Thanks, >> Lord. Fellowship, your friends know about this. >> Within 8 weeks, she had three open cases. Court records show that by fall, Gabrielle remains under Department of Health Services care for treatment and competency restoration. Green Bay, July 7th, 2024. Behind the wheel was Jose. Officers said the smell of alcohol filled the car and Jose's eyes were glossy and bloodshot. >> There he is. >> Open the delos in the car. He was he was swerving all over. >> Because of a language barrier, a Spanish speaking deputy was called to translate. >> It's good to see you, too. I'm sorry. I'm sorry. I apologize. >> There's two open Medel in there, one in center console, and there's one over in the back. >> Is he the only one in the car? >> Yeah. >> Yeah. >> You want to go index him in that car? Sure. >> And then uh see if you got fire. It didn't take long for officers to learn that this wasn't his first owi. No. >> Okay. >> Okay. >> He's going to buckle these. >> What's that? >> He's going to bottle. >> He's going to buckle his pants. >> Okay. And then after that, do you want to tell him? Officers also found a small amount of cocaine. >> Smell my water. I didn't get any when I looked through his pockets. >> Did you smell it on this side? >> Uh maybe out here. >> I smell when I came out here too. >> Yeah. Find some pants. >> They better not be on them. >> They better not find marijuana on them. I [ __ ] searched everything. >> It might be on them. >> Think so. >> Now it's gone, but it might be crushed. >> I wasn't getting it. Thank you. >> Thanks, buddy. >> Jose was charged with four misdemeanor. operating while intoxicated, possession of cocaine, driving without a valid license, and operating with prohibited alcohol concentration. Two months later, he appeared in court. He signed a $1,000 signature bond. No alcohol, no driving. But by November 14th, he missed his next hearing. A bench warrant was issued for his arrest. As of today, the case remains open. Two people, two very different circumstances. Some days it's someone in crisis yelling into traffic. Other days is a driver who's been drinking who doesn't speak the same language. Every call is different. Every person is different. And for the men and women who respond, there's no such thing as a routine day. Thanks for watching and remember to hit like, subscribe, and turn on all notifications so you never miss a new upload.
