The police saw a suspicious vehicle in the area which was parked for a long time. When they went closer, they found a person in the driver's seat who appeared to be in an intoxicated state. According to the law, if a person is sitting in the driver's seat of a vehicle while intoxicated and the keys are in the ignition, then it is considered intent to drive whether he is driving the vehicle or not. That is why the police started action.
