He's already misused our city funds. We like I have a credit card documents that he's used city funds to pay for personal items for his family at large amounts. >> In Peach County, Georgia, Chief DJ Flores is placed on leave after allegations surfaced accusing him of using taxpayer money to fund his lifestyle. Immediately, locks were placed on police station doors, including the evidence room. Flores is alleged to have sent his henchmen to cut the locks, apparently to take items from the rooms. Since this is a police matter, the county sheriff's department responded to take the report. >> You are being >> Hey. Hey. >> So, the power that I have, I'm asking you to leave this premises. I want you to call Helmer. Is he here today? >> No. >> Okay. and let him know to not come on this premise. You guys consider trespassing. We need all our equipment. We'll get that set up with you at another time. But what you have now, I want you to ask and he's going to escort you to your car. Can you also Where's the guy that cut the locks off our doors? >> Uh downstairs. >> Okay. Let's go get him, please. >> It was locks on what door? >> Right here. This is the chief assistant office and this was the chief's office right here. Now I asked Bet who cut these locks off the door. He said Lazar. And I told him that was destroying cities. Keep talking about these people got to get into the office. That girl been outside with that red hair. This is her office. She's been outside since I got here. >> This office belongs to who again? >> Amanda Smith. She's outside. >> What's her title? >> She's the chief assistant. >> Administrative assistant. >> Amanda Smith. >> Yes. And then that's actually office chief office. >> So one person cut the locks off both doors. >> Yes. That's the one last he said is downstairs. Can you ask come up please? Sorry. Uhhuh. What time were the locks placed on doors? So you have pictures of the locks being placed on the doors. >> Not placed. I have one after they were on the door. >> Okay. I mean actually being secured. >> Yeah. Being secured. He sent me to me 9:01. So probably about 9:30. But if we get um Colonel Helmer's phone records, he was on the phone um disputing with somebody. They was very made statements saying they called GBI. Um, all this just a lot of foolishness to give us push back on it, but we was able to get our attorney on the phone. >> Mhm. >> Hi, this is the sheriff here. Okay. >> All right. Just hang tight in here for me. This one discovered. Yes, sir. >> Yeah, I'm over here at uh PD dealing with something. >> Okay. Does the pack fit in this room? No. >> Thank you. >> Hey, do you have another lock you can just put on um these doors? number. >> Okay. Thank you. >> What time uh did you receive those pictures with the lock for being on the door? >> It was 9:01. So, it probably happened about 8:30 or 8:45 >> when they were actually placed on the door >> while we were here. And then, let me see cuz I had to speak with my attorney last night. And who placed the locks? >> Um, Chewy, >> the head of the department and two two other workers. >> Uhhuh. And I called Jim at 8:40 yesterday. So between 8:40 and Who discovered the locks being >> me >> broken this morning? >> Yeah, this morning when I died because um so Flores is basically in my opinion has been on the run since January 15th. >> Okay. And it had been said that overnight they were moving boxes out >> prior to that date. >> Okay. >> Like he been moving boxes out. So I just didn't want any type of sensing information being moved out or to be shredded. You know, I wanted them to be able to get their personal belonging, you know, under supervision of someone that could be trusted. Gotcha. So I just know that he thought these people are willing to do anything on and they don't respect me. So I just came to see cuz Al he's been here. This happened last night. So only a select few of people knew that the locks were on the door. So I could see, you know, no one just really working would think anything of it. But bost been here, he knew. But his response was, "D people got to be in their office. Flores is not even here." So if you gonna say that, you cut hers off, but why would you cut his off? He's not here. It's just no respect of authority or chains of command. >> So this is the administrative office. >> That's the administrative assistance office. That's the young lady that's been outside is not even in her office. >> She been outside since I got here. >> Okay. >> Yes, sir. before I p before like me pulling up. So it's not like she's outside cuz she don't want to be in the building with me. She was already outside. >> So my thing is what was the urgency of her being in her office and she not even in her office and she respect me >> got in this city cuz that was a majority vote that made the decision to turn in Florida immediately last night. >> Okay. >> All right. Um >> the reason for the lot being put on this office >> because she's his administrative assistant. >> Okay. >> So she handles a lot of the business. She does their payrolls and you know we talk about account payables or how things I know she also works with account payables to make sure things get paid. So I didn't want them to be doing anything forcing things cuz he he's he's already misused our city funds. We like I have the credit card documents that he can use city funds to pay for personal items for his family at large amounts. Okay. >> And I cannot risk him playing with our money because we already in a deficit. >> Okay. >> So I just was trying to be in front of it but like this that are willing to do all ethical things and we're here. >> Who who all were present last night? So I know um Colonel Helmer um assistant chief bicks assistant chief box here with some motorcycle guys as well. He still going to have to come on let's finish this lady. Go ahead and get him up out of here. The sheriff is here. >> 205 to 325. >> Come on out this ma'am. >> Can you 25 with me? >> No ma'am. Come on out. Okay. >> Come on, sir. >> No, he cannot get the business. Go outside. Both of you. All step outside, >> sir. >> No, don't do this to yourself. >> 205 325. >> Sure. Sir, can you please >> have your police chair here? Can you be being right over to the P with me? Um where I am also uh 314 probably 1401 ma'am. No ma'am. >> List this this listen this listen this listen this listen this listen this listen this listen this listen this listen this listen this listen listen to me listen to me I I I know it's a lot going on but one one one thing I don't want to happen is a lot of back and forth to >> you understand and that's why the GBI is being called sir. Okay. The the the GBI >> Yes. >> in in reference to I don't know the the entire situation. I got called by loss. >> Okay. >> I understand. >> And I'm here to take a report on loss. As far as everything else, who was terminated, why they were terminated, >> we don't have any involvement in that. >> Um >> I didn't know people being escorted out the building. >> That's just under guard truth. I got called by lock. So I did >> I have called for backup. >> Okay. Thank you. Thank you. >> You're welcome. >> Sir, you got your uh sir, >> you have your identification. >> Uh can you provide to me, >> sir? 051451026. >> You provide me your hard cop, sir? >> Yes. >> No, it's See, you go you go turn to something. It don't have to be um trying to >> Let me explain. Let me explain something to you. You damage city property. You understand that? >> You cut the lots off. >> I didn't damage city property. >> That's the question. Did you cut the lots off? >> Given a direct order >> from who? >> Chief. >> Chief who? Chief. From my understanding, your chief was terminated last night. >> I was told, >> but I'm telling you based on from my understanding direct listen to me. I know >> from my understanding your chief was terminated last night. You were not aware of that. >> I wasn't here last night. >> No, that's not what I ask you. Were you here? Were you aware of that? >> No. He was still the chief. That's why I was under the >> So you were not aware. >> That's it. >> So nobody told you anything about the chief end terminate last night? I said that's it. >> Let me explain something to you. I was giving direct order. >> Okay. I'm going with you. >> Listen to me. I've been doing this long enough. Okay. I'm giving you the common curse cuz you are no officer. Right. But if you going to stand here and blatantly lie to me. >> I was giving >> because understand that fil I'm past that. I'm past that point. Listen to me. No, you listen to me. >> I was chief for the next 30 days and I still have to follow orders. That's it. Okay. >> Okay. Here's the situation. Apparently, the mayor >> the mayor is here. I'm here about the loss. Of course, you already know, >> but she wants people to be escorted off the property, which I was unaware of. She wants Boston to escort off the property. She's in there now talking to Reigns. Um, Councilwoman E and all them in that last office on the right with Boston. Okay. Flores was terminated last night. They put locks on his administrator's office and the chief office. This officer stated he received a directive to cut the locks from Flores. >> Okay. That he just stated to me. >> He alleged that he was unaware that Flores was terminated last night or whatever. So, and I asked him, I said, "Did nobody told you that he was terminated?" He said he was out a direct from the chief. Then he mentioned something about 30 days >> the chief had >> that was a situation for the city administrator and that's fine >> that's only what I >> I understand that sir but at this point I would like for him to remove be moved from the premises as well as Boston and we can handle this with our attorney but they need to remove the premises immediately and be considered trespassing if they come back. >> Okay. What about their employment? We would have to We don't have an interim chief in place. I don't I always look to see it >> and I look like >> Yeah. Like I've always seen you. >> Yeah. So that's what you're saying. >> Okay. I understand that. Okay. Okay. But let's let's talk about that at another time. Today I just want you to leave. >> All right. So, as far as the locks, are we y'all pursuing charges or? >> Yes. Not against him, but against the assistant. >> Well, he's the one cut the locks. >> Oh, okay. Well, no. >> Yeah, he's the one cut the lock. So, the assistant did not take any part in that and he's alleged that he received directly from the chief. >> Okay. Well, long as we have the report that he received. So, Bas didn't tell you told you the chief. Okay. Well, long as we have a reported chief people to do his dirty work so it won't come back on him. >> Okay. So, he's going to leave on his own. >> He's going to leave on his own. >> Now, when >> and we have when whenever we come to the interim, we'll have them to follow up on him. >> Okay. Um and when when it comes down to equipment, anything, um >> you can set that up. >> Yeah. Okay. >> Yeah. Um, but like I said, with him still being lawfully employed, >> it's pretty much he has because he works here, so he has a right to be here without a termination, administrative leave, and um >> suspension because, you know, I'm I'm not here to talk to him. >> Yeah. So, I mean, we've always had a friendly relationship. So, >> thank you. >> So, um if like with BOS, you talk about termination. Once that is done, he's terminated, you all have all your property, whatever the case may be, and you still see fit the warrant, the criminal trespass warrant, >> then you know, we'll be >> So, I want y'all to stay here cuz we about to go get >> Yeah, we're not going to We got our major coming. >> Okay. Thank you. >> No, no, he looks close enough. >> He looks in charge. He looks in charge. Okay. >> Uh, no. Um, >> yeah. Yeah. I just want Yeah. But the the reason why I called you cuz everything was fine. He was Everybody was fine. >> Leon, Councilwoman Eastman came over and then her and the mayor started going back and forth about situation with Boston. And like I explained to them, other than the terminations, we have other knowledge of what else is going on over here. Um, and we just came because the locks were cut off or whatever. And so, yeah. >> Yeah. Um, but I on my end, they don't want to press any charges, man. Um, that that's why I stayed to you. I'm going treat you >> what I told you. And >> you you're still an officer. And >> I'm'll be honest with you, this is a [ __ ] up situation. in order to buy people experienc to have some sort of ground to do it. >> So, um since you're right here, this where we are as far as removing people from the property, we we have no legal reason to do that because nobody has been terminated. Nobody has been suspended. Nobody's on administrative leave. So, you all are still city employees. You all have a right to be here. >> Right >> now once everything else run it course whatever they decide to do >> that's the citizen city. Now at that point if somebody is terminated suspended place on administrative leave refuse to leave the property only then be in a manner to where hey come on you don't want to go we going to lock you up this that and the third. It's going to be done respectfully. Hopefully it doesn't come to that point. Hopefully all this stuff can be worked out in in a respectful manner like grown folk not employee grown folk. >> So while we're all here I have two personal items in my office. Am I allowed to get them or not? >> We don't make that call. >> No take care of that. >> Yeah we we can't we can't make that call because it's not our property. It's not our building. >> Yeah. He's in charge of this police department. >> Yeah. So, >> exactly. >> So, yeah, we we we don't have no involvement in that. Okay. Um we're just standing by for one of our department heads to arrive on scene. So, we'll have somebody higher ranking than us to say, "Hey, this is what it's going to be. This is how we're going to go about it." And it's it's a tough situation. Tough situation. But other things has to take place before we just come over here and say, "Hey, you got to go. We don't We're not there. We We don't have that. It went from damaged locks to people being escorted. I wasn't aware. We just got called about locks and that same thing I told my lieutenant. We got called about locks and then people want to be escorted out the build, out the building, whatever. So, yeah, we just not going to do that and and then not be right in doing that. And we pretty much know all these guys over here anyway. So, it's going to be if it has to be done, it's going to be a respectful manner. It's not going to be to hurt anybody that didn't or whatever the case may be. >> Excuse myself. Am I okay? >> Yeah, I got all your information. I'm done with you. Um, if you want to go ahead and leave the premises like you agreed to do. >> Yeah, I'm going to I'm going to grab my stuff from downstairs. I have my personal computer, all that stuff. >> Yeah. Well, long as you know, we're not I'm not telling you have to go and that is why I told you what I told you. Okay. That's And I appreciate it. >> Yes, sir. >> All right. Thank you, sir. >> Yes, sir. Man, they look nervous, don't they? Ultimately, Flores was fired and replaced. His firing stems from lying during the hiring process, something that should have been discovered before making him chief. Thanks for watching. If you enjoyed that case, watch another one.
