i'm a team leader with the penalty sheriff's office my name is sergeant jay white and i've been here for 13 years in the jail we're not going to carry a handgun or a rifle or something like that that right there is only for transport purposes so if we have to do high-risk transportation somewhere take an inmate to a doctor's visit or a psych visit then we'll have our guns on us they're designed by design less lethal not intended to cause serious injury or lethality the chemical will cause stress anxiety fear panic and we need to be able to fight through that we need to be able to have a strong mind and know that everything comes doing it no matter how tough it is no matter how much it burns no matter how much you can't see everything comes to an end and you've got to keep fighting through it so that's why we do so much chemical exposure to our staff we try to make sure that our operators have the newest equipment the most effective equipment because just because it's new doesn't mean it's effective and even if it's effective for another agency it may not be effective for ours so we do try a lot of different munitions a lot of different chemicals and see what we like best for us because our pod design our gel design we have to make sure it's effective for us we do so much target practice so therefore our operators are proficient on each weapon that they use so you might have an operator shoot a 40 millimeter 30 40 times just so he or she knows exactly how that weapon system works they may shoot the pepper ball 100 different times throughout the day to know how that particular munition works and the accuracy of it each one of our weapons operate a little different they shoot a different round so therefore it's very important for our officers to know each weapons behavior sometimes the inmates use weapons that we can't match such as a shank this is a gel or gel-made weapon homemade weapon or broomsticks mop handles things like that about two years ago on july 4th the inmates were refusing a lot down they were throwing tablets to the windows they were throwing bottles at us and we responded with less legal munitions we responded with a 37-millimeter gas launcher and a pepper ball launcher and the fn 303 and the inmates slot down on their own our intent is to distract them or disorient them so therefore we get them on the ground to where we could see everybody make sure everything's safe then my guys enter my girl center we have to provide safety for our officers as well as the inmates so when we shoot these munitions a lot of times we're shooting around the inmates so therefore they get what's called the air saturation so they're getting exposed to the chemical without actually getting hit by the round we're never going to ask our people to shoot somebody with something that we ourselves haven't been hit with we're never going to inflict pain that we don't know the feeling of we're never going to tell our people to do something that we ourselves wouldn't do so me as a team leader of the cert team i am the first one to tell you to expose i'm the first one to get shot i'm the first one to show hey if i could do it you could do it in our line of work you'll hear three c's care custody control so we need to provide care for them we still need to make sure that they're in custody and they stay in custody and our control is to maintain discipline and ordering the job
