approached by an individual who told them someone was sleeping in a Housing Authority owned Courtyard officers saw the man and learned he had recently stolen someone's phone which was found in his possession here is what occurred see roll please on way to make it around 3 21 hours you doing here man huh what are you doing here no I was just laying down for like 2 seconds where you coming from drinking and nor did he have a can in his possession he was coherent not intoxicated but he was a to return to this property once again look sir came from the hospital I know I see that I see that but
