On September 2nd, 2024, police were called to a local park after a mother reported that a highly intoxicated man had followed her young son into a public restroom. >> Passed up there. >> That's what I thought it was. I thought that one was like in the line of three cars. I thought that was it. >> Oh, there it is. >> He's getting out. Oh, >> hello. >> Huh? >> I said hello. >> Hello. >> Hi. How are you today? >> Oh, good. >> What are you up to here? >> Nothing. >> Just hanging out in your in your Jeep or >> Okay. Do you have to have an ID on you? >> Yeah, sure. >> Okay, cool. >> What going on? >> Well, I Where have you been since you've been down here? Have you been over there or >> No. >> No. Have you just been hanging out right here? Cuz there's really nothing here. >> It's like a trees and not much around here. >> Well, I don't know. Just my idea if you want it. What is your first name, sir? >> Matt. >> Matt. Okay. Um, >> you have any weapons on you or anything like that? Any firearms? I know you have a void card and everything. >> So, we're that's what we're trying to figure out. We got a call some suspicious activity. They gave this description of the vehicle, so that's why we're down here. We're just trying to figure out what's going on. >> Suspicious activity. >> Did anything anything happen? No. >> Did anybody confront you? Did you confront anybody else? >> No. >> Okay. >> So, you haven't you haven't talked to anybody while you've been down sitting down here? >> Pulled in here, went to the bathroom, and >> So, you have no idea what would be going on, what suspicious would be happening or anything? >> Oh, hell no. >> Jesus. >> You've been drinking? >> Well, you couple. Yeah, I can tell you're kind of wobbly there. >> Have you been driving? >> Yeah. >> How long have you been here? >> Uh, like 20 minutes, maybe. 15 20 minutes. >> Where are you coming from before that? >> I was at home. >> Well, you weren't at home cuz you live in Hayworth. >> Yeah. So you let me just make sure I'm following. Right. You live in Hworth, which is like 30 m 25 miles from here. >> No, it's not that far. It's only about 12. >> Okay. So 12 miles and you decide that of all places in the entire city of Bloomington, you want to come to the Forest Park bathroom. >> Oh my god. Where are we going with this? >> Well, I mean, what are you trying to get? >> Well, there's a couple different things, right? Like we got a call of someone acting weird in a bathroom. You're visiting a bathroom and you're drunk. So, there's a couple different things. >> Acting weird in a bathroom. I'm acting weird in a bathroom. >> I mean, they gave your your physical description. They described your Jeep. You're still here, >> right? >> So, I mean, it would be reasonable to think that it's you, >> right? >> I guess, but I haven't had any contact with anybody. I don't understand. >> Well, I mean, I find it odd that you drove all the way from Hayward to come to the Forest Park bathroom. Like that seems like an odd place to come for, you know, to go to the bathroom. There's countless places. >> My mom. >> Where's your mom at? >> Uh on Jackson Street. >> On Jackson? >> Yeah. >> Mhm. >> Okay. Is that where you were drinking at or were you drinking before that? >> Well, I had Yeah. I had a couple beers at her house and I come this way, go down Mors Avenue straight out. >> What else did Where else did you drink at? >> It just at her house. I mean, >> so >> why didn't you use the bathroom? >> Understand? >> Why didn't you use the bathroom at your mom's house? >> Well, I didn't have to go when I was there. I just >> on Jackson. It's like right over there. >> It's 1700 block east. It's It's >> So the 1700 block >> probably a half mile or >> Well, I mean, you know, the the Hu as you're going back to Hayworth has a really nice bathroom. >> Hu? Yeah, >> that place is jacked up. Have you seen that place? It's all under construction. You can't you hardly even get in there. >> McDonald's Circle K, you know, there's a litany of bathrooms you could use that weren't a park at this time of night. You know, >> just odd that you're here is what I'm getting at. If you if you were drinking at your mom's in the 1700 block of Jackson and you live in Hayworth, you would go right on to Main Street and then go south to go home. You chose to come all the way over here. >> Main Street. I'd go down Morris Avenue straight out. >> You understand this is like a dead end parking lot right here. So you have to come down Springfield >> and this is a dead end. >> This >> Yeah. >> Well, yeah. I know this is >> So So what we're getting at >> Morris Avenue is a dead end down to you got to go back >> uh 12 uh >> I mean >> 1200 east is it? And then it cuts over to 51. What the hell are you doing? Why are you shining in that in my eyes? >> Well, that's not in your eyes. It's over there. I was looking at you. >> It's not. It's right in my eyes. That would be >> This is over here. >> It's The sun's going down, man. We just like to see what we're looking at. So, Matt, how much have you had to drink tonight? >> I don't know. I've had a couple beers. I mean, what the hell? I'm not >> any other any other jacked up. Uh, what? No, I'm not. Good God. Could you get the goddamn lights out of my eyes? Is this how you act? >> Why are you trying to freaking provoke me? >> Is this how you act all the time, sir? >> No, I don't act. What do you mean act like this all the time? >> You can see where the You can see where the circle of my lights at. >> [ __ ] light in my eye. >> Again, the circle you're not in your face. >> You are. >> Actually, that's on your chest. So, it's not even in your eyes. >> Okay. Whatever. >> Okay, >> Matt, are you with anybody else or is it just you in the Jeep? >> No dogs, no kids, no >> no other friends. >> Go ahead and [ __ ] look in [ __ ] look in. Go ahead and look in. >> [ __ ] search that [ __ ] I don't give a [ __ ] >> Okay, let me pat you down real quick. Put your hands on top. Let me put your hands on top of your head. Interlace your interlace your fingers. >> What the [ __ ] is going on? >> Okay, I'm going to pat you down though. You said I can search your car. I'm not >> the [ __ ] are you driving my >> [ __ ] jack, man. >> Stop talking my [ __ ] junk, man. [ __ ] my [ __ ] dude, >> dude. You consent to search your car. I'm not going to turn my back on you. You >> go for it. Go for it. What? Yes. >> Step over here. All right. >> Jesus [ __ ] Christ. >> All right, cool. Go, >> Matt. Step down. Whatever you want to [ __ ] do. I don't care. I didn't do [ __ ] anything. I have done nothing [ __ ] wrong. >> Okay. >> Other than say the f- word a couple times. I'm sorry about that. >> Body camera. Okay. >> Huh? >> So, I'm offer I have a body camera. Okay. >> I don't care. >> All right. >> I could give a [ __ ] You can film me all you want to. >> Okay. Well, that's great. So, Matt, I have a couple questions I need to ask you about what happened in the bathroom. Okay. Nothing happened in the bathroom. Okay. Well, I'm going to read you what's called the Miranda warning, okay? Cuz right now, you're not free to go while we investigate this. All right? You have the right to remain silent. Anything you say can be used against you in a court or other proceedings. You have the right to talk to a lawyer for advice for you. Ask any questions. Have a lawyer with you during question. If you cannot afford a lawyer, want to be appointed for you, prove any cost to you before any questions you wish. You understand the rights. I read you off pre-printed card, Matt. >> Yeah. You don't have that memorized yet. >> I always read it off pre-printed card so you don't [ __ ] it up. All right. So, Matt, tell me what happened in the bathroom. Nothing happened in the bathroom. >> Okay. Did you go Did you use the bathroom at all today? >> I went in there and peed. >> Okay. Was there anyone else in the bathroom? >> No. >> Okay. So, you don't remember seeing a young boy sitting on the toilet or anything like that? >> Young boy said no. >> Hell no. >> So, why do I why do I have a young boy and his mother? >> A young boy and his mother. >> They called us because they said you were in on him. >> What are you talking about? >> Okay. So, they're saying that you walked in on him going to the bathroom and he you left. Is any of that ringing a bell? Like, if you walk into the bathroom and door wasn't locked and you see someone in there, that that's one thing. All right. Like, there's nothing wrong with that. Do you Does that >> that didn't happen at all? You're not remembering any of that? >> No. >> Okay. So, you're just going with that never happened? >> What do you mean I'm going with it? That's what happened. >> Okay. All right. So, you're you're saying nothing like that ever happened. >> I've never seen anybody here. >> Sorry. In the park about drop the fbomb again. >> No, that's all right, man. I got it. Hey, I'm just trying to get to the bottom of all this. >> Inside your eyes. >> Yeah. >> Oh, >> here. How about this? Will this help? >> It's kind of bright. >> Here, Tam. Kill yours. Is that better? >> I don't care. Whatever. I'm just >> So, Matthew, this is what I'm trying to get down to the the brass tax of things, right? Obviously, they're claiming something happened. You're denying anything happened whatsoever. I find it really hard to believe that a kid describes you. You have blue eyes, right? >> No. Green. >> Greenish. Yeah. Okay. Kid describing you directly to your exact description, saying that you walked into the bathroom on him and some stuff happened. >> What happened? >> What? You tell me. I wasn't here, man. I've already got his side of the story. I want to know your side of the story. >> I want to hear his side of the story. I don't >> Well, how about this thing that ever [ __ ] happened? >> Tell me yours and I'll explain that on anybody. So, I want to know the goddamn story. >> Okay. >> What's the story you're presenting me with >> because nothing happened. >> All right. >> I did not walk in on anybody. >> Okay. So, I'm being told that you walked in, there's a young boy sitting on the toilet. You started to back out. You shut the door. Okay. >> No, I mean I >> Did that happen or did it not happen? >> No, it didn't happen. >> I was then told that you went back into the bathroom and you began to approach the young boy, making him severely uncomfortable. >> No. >> Okay. >> I don't know. Have you been in that bathroom today? >> Freaking happened. >> Have you been in that bathroom today? >> I told you I was in there and went and peed in there earlier. Okay. I may have missed it. What's your purpose of being here right now? >> I don't have a purpose. I'm just >> You're from Hayward, correct? >> Is everything all right? I mean, what the hell are you >> So, Matthew, you're you're from Hworth, right? >> Yeah. >> So, what brings you to Bloomington, Illinois Forest Park? >> Bloomington, Illinois. >> Because I've lived here all my life since 196 [ __ ] n. >> My mom lives here. She's lived here all her freaking life since 1943. >> What brings you to this location? >> My dad is a Huh? >> What brings you to this location today? >> I just pulled over here. I had to go to the bathroom. I peed and I'm done. >> All right. How long have you been here today? >> Well, now I don't know. >> It's 8:00. >> Well, now about 40 minutes. >> 40 minutes. Okay. So, you said you got here around 7:20, >> right? 40 minutes. Uh, >> 8 - 40 minutes. That about >> 7 exactly. >> Okay. >> Minus 2 minutes. >> Okay. So, when you first pulled up, is that when you went to the bathroom or you been sitting here? >> What in the [ __ ] are you looking for, >> Matthew? You granted him permission to look through your car. >> Searching your car. >> Jesus Christ. Why don't you just >> So, so you've been here for 40 minutes, right? You use the bathroom >> for 20 minutes I've been talking to you. >> Okay. So, you've been here for 40 minutes and 20 minutes since you've been talking to me >> before you came up. >> Okay. So, >> out of the blue, out of nowhere, I don't know what the hell's going on. I just don't understand. >> Matthew. That's what I'm trying to That's what I'm trying to understand. >> Matthew Robert. >> Yes. >> Is your middle name Robert? >> Robert Schulz. >> All right. My dad was a veterinarian for a long time around. I mean, not that that [ __ ] matters, but yes. Matthew Robert [ __ ] Schulz. >> Okay. Is the address on your license still good license for you or good address for you off your license? >> Yeah. >> Okay. >> Okay. What's a good phone number for you? >> Uh, my cell phone's You want my wife's number, too? >> No, I don't think that's necessary. >> Go with that phone number one more time. Very co. Are you working anywhere? >> No, I'm retired. >> Hey, congratulations. >> Oh, thank you. Have you found anything yet? >> Not yet. >> No. Keep looking. You >> spilled some booze in here. It smell like booze. >> No. >> All right. So, Matthew, let me make sure I got your statement right. You just randomly pulled over to Forest Park. You utilized the latrine here. You went inside. There was no >> inside. Is that Is that wrong? >> No. Not >> come in and use the public. It's bathroom. >> It's a little strange. >> Let me ask you this. Have you been drinking tonight? >> Oh my god. You already asked me that. >> I have. >> And I already told you that. Yeah. I've had like three beers. Yes. >> Three beers. >> Okay. >> I Yeah. >> All right. Oh, what the >> So, you're drinking and driving. I was the That's not yours, Matthew. >> So, you're drinking and driving. >> Oh my god. >> And you come here to Forest Park, right? Because you've only been here for 40 minutes. You come here >> 20 minutes before you showed up. 25 now. >> 40 minutes prior. You said you had three beers. >> 20 minutes prior. >> Okay. When >> or 15? Honestly, >> I don't know. Starting at 3, maybe >> 3:00 p.m. >> Yeah. Not 3:00 in the morning, 3 [ __ ] p.m. >> What brought you to Bloomington? >> My mother lives here. >> Okay. >> She just had knee surgery. >> Okay. >> I came to see her. >> All right. >> I came here on my way home to go down Morris Avenue >> because it's easier than going down 51. >> Okay. >> It's a straight shot and it's easier. And I >> And you went to the bathroom. Yes. >> And then you stood up here for 10 minutes and dick showed up. >> If Where are you going with this? >> So, Matthew, I find it strange. >> Oh my god. Why are you just Okay. What? I >> I find it strange that you're sitting in a park with no reason. >> I find it strange you guys are just interrogating me for no goddamn reason. >> No, that's false because we do have a reason to talk with you >> because right now you're a suspect of a crime. That's why I read the marina warning. >> Well, that little child is alarmed to serve by your action. Little child know the little child. >> I never saw a little child. >> Okay. Well, I'm going to go finish. >> Where's this little child at? >> What the hell's this little child doing running around in the dark? >> Is he got keys on him and all that? >> Oh, yeah. They're in the car. >> Okay. So, um you mind just checking and Yeah, we can check. >> Yeah. So, all right, Matthew, if I have any questions, I'll come back and ask you. I'm going to go talk with uh someone else. All right. >> Okay. Fine. >> All right. Thanks, man. >> You want me to stay here then? >> Yep. >> Yep. >> Okay. >> Is somebody going to stay here with me? >> Yep. We're both going to stay here. >> We're both going to be right here. >> Okay. >> I'll stay right here. >> Can I Can I >> No, you're good. >> Stay right over here. >> Go right over there. Perfect. >> I don't have my paper on me. >> Damn, man. >> This is fun, isn't it? I can't. >> See, I used to work for animal control and I used to know a lot of you people, but I don't know a lot of you any [ __ ] more. You >> I can go get a [ __ ] different now. >> I used to be one of the [ __ ] good guys. Just stop. Stand right here. Quit acting like a goddamn child. Okay, I'm tired of your mouth. Stand right here. Okay. Do you have any problems with your head? >> See, is that what an adult does? No, it's not. That's what >> But what are you doing? You're treating me like a [ __ ] idiot. >> Old and you're acting like >> I'm not 60s something [ __ ] years old. >> 50 [ __ ] five 69. >> Close enough. >> Do [snorts] you have a head injury? >> Yes or no? What's your head injury? >> I was hit in the [ __ ] head with a baseball bat when I was in >> in 1987 when I graduated high school. >> Just kidding. No, I don't have a head injury. >> Perfect lord. Do you have any problems with your eyes? >> No, I don't. >> Have you ever been diagnosed? >> Other than the fact that you said they were blue when they're green? >> That was the other officer. >> Have you ever been diagnosed with resting nestagmas? >> What? >> No. >> Resting negments? >> Yes. >> Do you have >> What the hell is that? >> It's an involuntary jerking of your eyes when your eyes are stained still. >> Oh, no. >> Perfect. Do you wear contacts? >> Nope. Perfect. >> Glasses. >> And you haven't had a recent head injury like a concussion? >> No. >> Are you diabetic? >> No. >> Do you take any medications >> at this point? >> Yes. >> What medications do you take? >> I take a pill for high blood pressure and I take a a low dose uh I can't remember what it's called. >> Anti-depressant. It's >> When was your When was your last >> dosage? >> Huh? >> When was your last dosage? >> When was the last time you took a pill? >> It's everyday pill. >> I take both one. >> Did you already take it today? >> Well, yeah. >> That's okay. >> This morning. >> When was your last alcoholic beverage that you consumed? >> My last one was >> I don't know, two hours ago. >> And three hours ago. >> When was it? Uh, Miller Light. >> What size? >> 12 oz. >> And how many of these did you have? >> Uh, about three or four all day. >> Did you have any mixed drinks? >> No. >> Have you had any other illegal drugs? >> No. >> Do you take any other prescription drugs that aren't prescribed to you? >> No. >> Are you under any doctor's care? Other than my doctor that for >> prescribed to me my anti-depressants which is >> any physical problems acetamin what is it called >> that's yes >> pro I think is what the blood pressure is >> what I'm asking >> huh >> do you have any physical problems are you able to walk and move without problem >> no I can't even stand up >> okay >> I'm kidding my god come on. >> Okay. I know you don't. I know you. >> Okay. So, what I'm going to tell you is >> would you agree that where we're standing is relatively flat, level, free of debris? >> Yeah, pretty much. >> Perfect. All right. You and you don't have any eye problems. So, what I'm going to have you do, this is not a vision test. So, I'm going to have you do is I'm going to have you put your glasses on top of your head. Okay? You only need to see about this. About that far. Okay? Go ahead and put your glasses on top of your head for me. Can I put them on my >> You can put them wherever you want. They're your glasses. What I'm going to have you do is I'm going to have you stand with your arms or with your feet at your like this, right? Put your feet together and your arms at your sides. All right. Oh, are you having difficulty balancing? >> No. >> Okay. Cuz you you start doing this is kind of immediately you're going, "Okay, do this." >> Okay. >> Ask me just to stand there. >> Oh, that's all you got to do, man. Just stand there. Put your arms out to the side. Like I said, what you're going to do is you're going to follow my finger. Okay? Put your eyes in your eyes only. Do not move your head. Can I cross my arms? >> You cannot switch arms to your side. >> Oh, Jesus Christ. >> You're going to follow my >> like this. It's not super hard. It's just like this. That's all you have to do is maintain that position. Okay. So, you're going to follow my finger with your eyes and your eyes only. Do not move your head. You understand that? >> Yes. Do you have any question before we begin this test? >> Perfect. >> This is going to be my finger you're going to follow. Okay. >> I see it. All right. >> Can I look you in the eye or not? You're not looking. >> You're supposed to follow the tip of my finger. Like the instructions. >> Falling out of the position. >> Are you sure you only had three? Cuz you're not doing very well. This is like the easy test. >> So, I'm going to do it one more time. It looks just like this. Feet together, arms go to your sides. This is the position you're going to maintain while we conduct this test. Okay? So, get in that position. You're not in it. Put your feet There you go. Now we're good. >> Okay, >> there you go. Now follow this finger with your eyes and your eyes only. Do not move your head. >> You got to keep your head still, buddy. >> All right, go ahead and blink a few times. >> Are you ready? >> I don't know what's coming up. >> Same thing. >> I don't know. You punch me in the stomach or what? I don't I'm not sure what I'm ready for. >> We're going to move my finger a few more times. Okay. Complete the test. >> I mean, you just say, "Are you ready?" >> Yeah. I I gave you a noticeable break so you could rest your eye. >> Bam. You know what I mean? >> I wouldn't do that again. That'll go really badly. >> You know what I mean? Saying I wasn't I don't know what I'm expecting. >> Uh-huh. You do that again. That's going to go real bad. >> No, I know. I understand. Put your arms. Jesus Christ. I don't have anything in my back pocket. Do you always act like this? >> Kind of when I'm in when I'm, you know, confronted with >> possibility of committing a crime. Yeah. >> A crime. >> Yeah. Follow my finger. >> I seriously can't move my head at all. >> No. Sorry, I move my head a little bit quite quite a bit straight. >> I can't see it anymore. >> I can't see your finger anymore. It's out of my range. >> I'm not trying to get you to where that you're still right over here. I can't see it. It's out of my range. I can see the back of your hand, but I can't see your finger. >> Well, it's well within your field of vision, sir. Finger. Look at my finger. Run this right here. It's well within your field of vision. I've done this many, many, many times. And again, you're not looking at my finger. Okay. So, what I want you to do is if you can't keep your head straight, I need you to take your hands, put them like this. Because every time I turn it, every time I move my finger either way, you're turning your head and tilting it. So, what you need to do is look straight ahead. Follow the tip of my finger with your eyes. >> Oh my god. >> So, look straight ahead. >> Let's get a vice. We need a vice. >> No, we just need somebody to not act like a child. >> So, just don't act like a child. It's really easy. >> So, all you need to do is put your arms like this, right? Take your hands, put them together, hold your head straight. Don't move it to the side. You're to the side. Straight. Oh my god. Okay. Jesus. >> Now we'll try it again. >> What the hell, man? >> That's what I'm thinking. I've never seen an adult act like this. This is pretty impressive. >> Have you ever had a somebody shine a [ __ ] flashlight? >> God damn. Jesus Christ. >> Grow up. Stop acting like this so we can get through this test. >> Oh my god. It's really easy. >> Your face. Hold it. Just hold your face. >> Just this guy's [ __ ] problem. You don't want your arms down by your side, so keep your hands up on your face. >> I don't have anything. >> That's part of the test. >> It's part of the test. It has nothing to do with this in your pockets. >> Jesus Christ. I have my wallet. It's made out of leather and I have nothing else. >> Okay. Again, we're going to try to We're going to try the easiest possible. Okay. All it requires is >> Okay. I'm holding my face. Oh my god. >> All right. >> Are you ready? >> I am ready. >> Perfect. All right, blink your eyes a few times. >> We're going to begin the test again. >> Chief, clear val >> almost went out of range. Well, you followed as long you followed as far as you can follow it. >> I can't see that because the light's in my eyes. >> Look down at your belly. Look at your belly. That's where the light's at. That's not your face. It's not even close. So, stop it. >> Are you going to continue this test or are we going to sweat? >> Am I your baby? Okay. >> You said born in 55. Is that what you said? >> 69. >> Whatever. 55 years old. That's what it was. Are you going to look at the thing? >> Okay. Obviously, you can't do this test. We're going to do the next test. So, come over here. >> What the hell? >> Come over here. You can't do this test. Next test. >> I've never seen anything like this in my life. So, come over here. >> Oh, you've never seen anything like this. >> Okay. >> Okay. >> I'm going to have you face this way. Okay. You're going to >> Okay. >> Nope. This way. From here straight to there. You see that? That's >> Nope. I'm going to have you come back here though cuz you're not >> Where do you want me to go? I want you right here towards that tree. I'm going to give you the instructions and I'm going to even demonstrate the test spin so you can do it. >> Okay. What I want you to do is I want you to imagine a straight line that starts here and goes all the way out into the grass. Right? It's an infinite infin infinite line >> 3 ft from the tree or 3 ft from that tree. >> It's a straight line from >> where I need to a point to look at if I'm going to do a >> Imagine a straight line from where your foot's at. Straight out. Okay. Okay. It's the width of your foot. Okay. See your feet? Okay. I'm going to put you in the starting position. When I put you in the starting position, I'm going to read you the instructions. You do not begin the test until I tell you to. Okay. >> Mhm. >> So, on that line that we talked about, right? I want you to put your left foot on the line with your right foot in front of your left foot touching heel to toe and your arms at your sides. You're going to stand just like this. You see how I'm standing? >> Mhm. >> Okay. When I say begin, you're going to take nine heel to toe steps down the line. Turn around and take nine heel to toe steps back. It's going to look just like this. One, two, three, four, five, six, seven, eight, nine. Choose the small steps. Nine back. 1 2 3 4 5 6 7 8 9. Don't stop during the test if you have any questions. Could you Could you not show right in my face while I'm doing this? >> Look at your legs, sir. That's where the light's at. So, stop it. Do you have any questions? >> It was in my face a second ago. >> Notice you're not in the starting position like I asked you. >> Oh my god. >> So, get in the starting position left first. >> How did I describe it to you? >> I think you said left first. >> Put your left foot on the line with your right foot in front of your left touching. >> Okay. Sorry. I have >> three. Four. >> Oh, here. Stop. Do you want to take some different shoes? >> Seven. >> We have these on the bottom. >> Take your shoes off. Go barefoot. >> Good lord. >> Good lord. Starting up the same spot over here. >> Yep. We'll just do it the same way. >> All right. >> So, get back in that starting position. >> All right. Left foot in front. >> Fine. Right foot in front of your left touching heel to toe. Arm at your side in >> front. >> Put your left foot on the line with your right foot in front of your left touching heel to toe. >> All right.
