On July 24th, 2025, a routine patrol turned into a DUI investigation after a concerned bystander flagged down an officer to report a driver asleep at the wheel with the engine running. Here's what occurred. All right, male asleep All right, one of the construction guys over here told me that there's somebody slumped up at the wheel uh across from Pig and Parrot. Plate's going to be New Jersey X367 Michael November Zulu. I got somebody in the driver seat. You. All right, I got somebody in the driver seat. Uh slumped over at the wheel. They're not uh talking to me right now. What's the problem? Can I have your radio copy, please? What eight? Two, we're going that way. Police. You're on body camera, can you just put the car in park? Give me a time in park, please. All right. You all right? Yeah, of course. Okay. I was knocking on the window for a good amount of time. >> Yeah. You okay? Yeah, of course. All right. One guy flags me over and goes, "Hey man, there's a guy slumped over the wheel." So, car is on. See the lights. There's a ton of stuff in the car. I walk over. Knock on the window window repeatedly. He's kind of like hunched over on the wheel. He's not moving. I keep going for about another minute or two. At that point, just because he's not moving, he's not responding, I open the door. As I open the door, he like shoots up and his eyes as I saw him were pretty bloodshot. Yeah. I go, "Hey man, you all right?" He goes, "Yeah, I'm okay." I go, "Listen, my body cam's on, whatever." I just gave you your license registration, insurance, with the car parked, blah blah blah. And he's looking dazed, but as he's speaking, he's slurring. So, he gives me this. His name is David Troy. That's the RO. Um he said it's his friend who he's using his Instagram. Vehicle comes back all good to go at the time. I'm going to run him. Um so, insurance is vehicle. And he has his DL in Missouri. DL here to dispatch. So, they'll have all his info. Mhm. Um Johnny Roy, you didn't see nothing, right? From that point, I mean, it's a sparrow bag, but Yes. >> from this point the Red Bull back there where we're standing or police standing in consequence. Um but at that point, Officer Rossi showed up. Um just from his eyes and his slurring, he also said oh, he went from Jersey City to Hoboken. And I said do you have anything to drink? He said zero. Where did you go? Hoboken, he was at 30 Burgers. Where was 30 Burgers? He goes, uh somewhere on Washington Street. 30 Burgers is right in front of us. So, I told Officer Rossi he was parked here approximately 1 hour. He was parked here. Um a little longer. So, So, parked here for approximately an hour? That's what he said. No alcohol tonight. He came from Jersey City to 30 Burgers to get food. And I went no time on the lease. No narcotic use, nothing like that. So, he So, he Officer, you got me on hook. All right. Thank you, man. Thank you, guys, for the help. You're still waiting for like 2 more minutes. The incident concluded with the driver receiving multiple summonses, including driving under the influence and refusal to submit to a breathalyzer. In accordance with local regulations known as John's Law, the individual was eventually released into the custody of a responsible party.
