hello I'm patrolman Braswell at the
Highlands Police Department could I see
your license registration proof of
insurance please
I just got to let you know ma'am I'm
recording us on my body worn camera okay
I'm sorry can I tell you can you tell me
why I was pulled over yeah if you just
let me have your license I'll let you
know okay
sir
do you live up here
no would you come up this way for I'm
[Music]
okay
do you live in Leonardo
why do you have an Indiana license
[Music]
okay can I kind of the registration and
the insurance for the car is this your
car
no it's my ex's car and he lives up here
and I do not have all the
current paperwork yet because
um we don't have adults right now yet
and I gotta pulled over multiple times
for it and it doesn't have it you got
pulled over multiple times for what
for not having the the right
registration
oh okay yeah all right that's not aware
of it because I know I charge a shirt in
Vermont right
right three two
and he lives up here and I'm picking up
my son right now as scheduled
okay can I just tell you why did I get
pulled over sure so on underneath yeah
underneath the bridge I was coming down
the hill and you were coming up the hill
right when you came under the bridge and
there's there's a lane marked out there
and you went way out of the lane
down there and like people just sort of
avoid them when there's like
the potholes basically yeah
so you were just avoiding a pothole I
mean you yeah I always stop at the yeah
basically I started the pots I got you I
work
and I'm very aware of the stop side down
there and my ex lives here and I pick up
my son regularly okay I just got back to
work
do you have any um any medical
conditions or anything like that
no no sir okay anything to drink today
no so okay so um it looks like it looks
like there's an insurance card right
there could I have that one just so I
can get an idea so so the thing is I
know I'm missing something just the
thing is
cool yeah
I just know I didn't forget them
is the same policy basically
thank you
okay and I got I got another question
for you you got some damage on the front
of your car up here did you did you hit
something or was that there already
I think somebody got me into like a
shopping parking lot
oh someone hit you in the parking lot I
know okay we're at
I'm not exactly sure
well this is Fred that just happened
yeah I know I noticed where'd you come
from prior to the year
where'd you come to prior to here I was
in Red Bank today okay once you step out
of the vehicle
can you just turn the car off too thanks
the gauge clusters though okay
you got it
what sure you're gonna have to move over
here
yeah you know not the car you're gonna
hop out and we're gonna walk over here
thank you you can leave your phone
[Music]
how do you pronounce your name
you want to leave your phone yeah you
can put your phone in the car people
jumping out I just don't know let's go
over here where it's flat because it's
hard to stand right here okay
[Music]
down where it's flat over here by that
big by that big big blue truck
I'm sorry
by that big blue truck right there
yeah let's let's step this way Myra mira
mira okay
where'd you say you were coming from
okay
all right so you didn't have anything to
drink today no
did you take any any drugs no sir okay
all right so I'm gonna run you through
some tests okay
based on your behavior and the way you
were driving I I just want to make sure
that you're okay to drive you understand
I understand yes okay yes I understand
now yes I understand yes is English your
first language yes sir it is your first
language
wow I'm asking because you have an
accent do you do you speak a different
language
[Music]
I'm gonna explain everything carefully
for you and slowly if you don't
understand anything just let me know and
I'll repeat myself so I'm going to run
you through a series of tests okay I'm
going to demonstrate and explain the
test to you
[Music]
while I'm demonstrating and explaining
the test to you
just I want you to pay attention and
listen and don't start until I tell you
to begin
did you get that
okay so can you just stand just like
that with your feet your heels and Toes
together with your arms at your sides do
you want to do a hcn first yeah so
officer O'Donnell here is going to just
do a quick test with your eyes
okay let's turn this way
turn this way
any issues that your eyes I should know
about
no okay you don't wear glasses or
nothing okay so put your feet together
like this Hands by your side okay all
right so you see it's at my pen
do you see the tip of my pen you're
gonna follow that
that's right
actually as soon as hit my pen I'm gonna
follow that with your eyes and your eyes
only okay you're not gonna move your
head you understand yes sir
foreign
[Music]
[Music]
I'm going to explain and demonstrate the
walk and turn test I just want you to
listen and pay attention and then don't
begin until I tell you to begin okay so
see we're going to use this line right
here so I actually want you to stand on
this line
yep stay another one so I want you to
I'm going to put you in the starting
position for this test and I just want
you to stay in that starting position
while I explain and demonstrate the rest
of the test for you okay so I want you
to take your right foot put it put it
out in front of your left foot just like
I am right now
okay
just on the line you got to be right on
the line
okay
I understand
if you'd be more comfortable without
them you could do without them
okay
and I just
uh right in front of the left your right
foot just like that and now keep your
hands down at your sides okay I want you
to stay in that position while I explain
and demonstrate the rest of the test
okay
so what you're going to do is on this
white line you're going to take a series
of nine steps once I tell you to do so
it's going to look like this
one
three while you're taking the nine steps
I want you to be looking down at your
feet keeping your hands at your sides
just like this
while you're looking down at your feet
and keeping your hands at your sides
just count your steps out loud just like
I'm doing three
four
five straight on the line nine steps
once you reach the ninth step looking
down at your feet counting out loud
keeping your hands at your sides I just
want you to take a series of short
little steps like that and turn around
and then do nine steps back the same way
counting out loud Heel To Toe
nine and none back yep so again it's
going to look just like this mirror I'll
demonstrate it for you so that's why
there's
one
two
three
four nine five I did five you're gonna
do nine you understand them here
yep
counting out loud keeping your hands at
your sides looking down at your feet
okay
do you understand that so get in the
starting position for me
[Music]
so the starting position you remember
the starting position right
right but the starting position is like
this with Heel To Toe
with your right foot out in front of
your left just like that all right
now you may begin
foreign
just restart the test get it get in the
starting position for me
all right so get in the starting
position with your right foot in front
of your left
okay don't be getting and again you're
just going to take nine steps Heel To
Toe keeping your hands down at your
sides
okay you may be good
I'm sorry it just my shoes are wet so
be
nine
[Music]
you can stop so
I can it's just my shoes are falling off
sorry
okay is that okay all right so we're
gonna because here we're gonna start the
next test okay sneakers
[Music]
shoes where they at
another purchase
okay so just come come stand over here
across from me okay so the next test is
the one leg stand that's what it's
called okay again just like the last
test I'm going to explain and
demonstrate it to you I don't want you
to begin the test until I tell you to
you understand okay
so the one leg stand looks just like
this
this is the starting position with your
your toes and your heels together
keep your hands down at your sides okay
so that's the starting position I just
want you to stay in the starting
position while I explain and demonstrate
the rest of the test okay all right so
you're going to take either your left or
right leg whichever one you prefer and
you're going to hold that foot out in
front of you approximately six inches
off the ground just like this okay I
want you to keep your foot parallel flat
parallel to the ground
you understand yes sir can I just
mention that this test I get it but
while I'm wearing clothes and it's windy
and I'm wearing slippers and a dress
that flutters in the wind is gonna be
hard to stand still because you're
wearing Army shoes and army bands FYI
okay so but you're gonna look you're
gonna keep your foot super helpful to
people who actually live in Highlands
you're going to keep your foot don't
don't begin until I tell you to please
yeah so you're gonna keep your foot flat
just like this you're going to look down
at your foot the tip of your toe and
count out loud one one thousand two one
thousand three one thousand four one
thousand I have eight police reports
with you guys for domestic violence and
you guys do nothing I understand that so
we just we got to do this test okay yeah
keep doing your test all right so you're
gonna count out loud one one thousand
two one thousand three one thousand and
you're gonna keep counting like that
until I tell you to stop
do you understand that man yes
yes okay so could you get in the can you
tell me
you can buy one one thousand two one
thousand that's the count you want just
like this one one thousand two one
thousand one thousand don't don't begin
until I tell you to start yes sir so you
understand the instructions yes sir okay
so get in the starting position for me
okay you may begin
if you put your foot down just pick it
back up and keep going okay
one one thousand two one thousand three
one thousand four one thousand five one
thousand
[Music]
s
okay
all right if you want to do please do
ABC's
um all right so you said you primarily
speak English now sir okay so you know
the English I do know the English
alphabet yes sir okay
um
could you recite the ABCs for me without
singing them A to Z without singing them
a b c d e f g h i j k l m n o p q r s t
u v w x y z okay
um do you have any problems with your
hands
no injuries with your hands okay could
you just go like this for me
one two three four four three two one
two things one
four four three two one and just keep
going one two three
[Music]
are you guys
[Music]
okay
you can stop
[Music]
um yes you could stop now okay
you put your hands back down okay yes
sir
[Music]
what do you want okay so I was just just
seeing what you had all right um could
you just place this way for me
Hawaii
okay can you put your hands behind your
back
anything in the vehicle you would like
for us to get for you
okay
this is your vehicle
You Walk This Way With Me
do you have anything in your pockets
ma'am
we're just gonna go to this block yes
yeah you hold it up right this way
we're gonna go to the other side of this
vehicle right here
around the back from my car officer
O'Donnell is going to get your phone for
you you want your bag as well
[Music]
we will do that for you okay
and I would like to call my lawyer right
a second okay we're gonna get in the car
now unlock the door
I don't want to go anywhere without my
phone we're gonna get your phone you can
come with me okay I love the lights
we're going to roll up the windows all
right listen this is happening come on
so helpful right away
[Music]
every day do you know what you hit with
the vehicle
the side of your car it's damaged from
front to back you know yeah
did you hit something today
do you need help
I'm sorry I didn't answer your question
I understand yeah and we're on a hill so
I'm gonna help you get in the car yeah
you want to hold on to me not really I
just will not have a second please
do it on my own please you could do it
on your own I just I don't want you
that's why I'm holding you I don't want
you to fall everything is being recorded
with body cameras
oh yeah
I have the camera right
I forgot my butt into the chair okay
there you go
that's what I meant yeah okay I'm just
parting my reach I'm gonna put the seat
belt on you okay
go for it
she doesn't have anything on her she
doesn't have pockets
so I don't think she has the key or
anything
we'll check them with uh
um
our box isn't working no no
this is definitely fresh this is fresh
yeah just now
you know if if it's truthful that she's
coming from Red Bank
it could be anywhere far back here you
know what I mean yeah obviously it's
something green but that could be who
knows you know I'm pretty sure we did
this document
um
all right so you're checking Receiver
right we'll get you somewhere
delicious yeah
yeah so I was coming down the hill to go
underneath the bridge she's turning
right coming up the hill heading up this
way and you know like that
that painted off area where like we said
Lorraine sometimes yeah yeah she's all
the way in that and I'm like holy
she's gonna hit me and she swerves
really hard and gets back in the lane
next don't look next time when she's
like walking like that and she's pulling
away you just grab her and tell her
listen this is for your station because
she falls in face plants we're getting
sued you know what I mean if she went
when she's in hiccups she was like
trying to walk and pull away from you
and stuff
she's very adamant about wanting her
windows rolled up yeah
no seat belt
uh she had it like that
no I know she's not gonna have her car
I'm saying
make sure it's all
secured what's up
rolled up yes
so you're go so he's probably gonna be
going to Middletown
how does nobody have a box
oh man Atlantic doesn't no I don't know
what they do but yeah
nobody nobody's an operator
at the BMW yeah
can you just say that no he said he was
notified
you got a 450 pack yeah I do
um
cool all right
you get to put some machine yeah
[Music]
no seat belt no seatbelt
Reckless
450. she doesn't have insurance or
registration
oh yeah
their guys are all tied up there looking
for a vehicle
that's when you go there
now
um
yet
she's got yeah she could have hit she
could hit the dumpster right there we
don't know what she did
that's a good point green
um no I'm just I don't know where to get
how to get there no I know I know how to
get tomorrow's Beach I'm saying I don't
know where their Police Department is
I've never been there okay you know
where um that like where the fire
department is
is it where they're like little downtown
area right there it's right in there
behind the firehouse yeah so so you make
a right off each Road okay and you head
down and there's a firehouse is on your
left
okay thank you guys
yes let me get in the car
yes
so when you're arrested for
the suspicion of driving while
intoxicated
you can search Somebody's vehicle
for um
straight up with you how ma'am
straight up with you Hal what would you
like to know
regarding my skin I just wanted to let
you know
hold on
she um I might have to loosen her
handcuffs
she wants me to loosen her hands just
stand right here
I'll be able to loosen them just like
this okay okay I just wanted
I'm going to take you to the police
department
no we have to go to Monmouth Beach okay
so this one's nice and loose and you've
got plenty of room in that one too
we have your phone look I have your bag
and your phone just like you asked
foreign
not right now once we're gonna go do
some paperwork at the police department
and then you can have your phone okay
how did this get off why'd you take this
off
a little space I'll get it on it might
have been my bed okay yes sir
are we going somewhere am I gonna be
able to I I need I have a schedule and I
need to am I gonna be able to notice it
by somebody to make it gonna be able to
use my phone in the next hour or so yes
and probably in the next hour okay so
we're gonna do some paperwork and when
we're done with the paperwork you can
call someone to pick you up okay
that's how this works so you don't you
don't really go to jail for driving
Under the Influence okay so we're gonna
do some paperwork you're going to get
some not under the influencer I'm just
okay I'm just tired of classes
I hear you I uh I had an early morning
too
all right I'm sorry my car your car
what about your car

oh you're rolled down your window I
thought you wanted something
yep I go to um I haven't put any of her
stuff in the computer yet so I just got
to print out the
the 450 ticket before we start okay
sure you wanna just hop out
you can't help out
handcuffs okay I'll make sure you don't
fall
foreign
Alex
don't ask me why they gave the newest
guy the newest car but I'm not gonna
argue
you're right for her to use the bathroom
yeah yeah
um
okay like I have to use the bathroom
within the next few minutes
I just got to get the 450 ticket printed
okay cool yeah just keep an eye on her
for a second yeah what's up do you have
the summit number up that's what I got
to print it out and then we can get
started and I gotta grab our paperwork
I'll be just a couple minutes
foreign
[Music]
thank you
so we'll hop right back in here
and then we'll get you someone to pick
you up okay
you can go home you mean I get to the
station yeah you could call whoever
you'd like you mean I have to tell you
something with me up right yeah you're
gonna call whoever someone has to pick
me up you mean I can't just leave on my
own no so
can I get my car let me put this back on
you can you slide this one can you just
let me so I can think about it a little
bit so someone has to come get me
someone has to come get you but am I
able to access my car no no I explained
to you earlier that we have to oh just
tell me you're gonna play school quick
the car is out of access I can't even
get anything from it you told us what
you needed from the car it's right here
I
like
the keys are with the car
[Music]
if someone has position of my car I
explained earlier that your car as per
New Jersey state law it's called John's
law your car has to be towed and held
for uh 12 hours
so in 12 hours from when we towed your
car you can have it back
the key the key that we left in the car
was just the car key
okay
1738 County 10 11 starting miles
