That footage was submitted to me by the sister of that man who is apparently schizophrenic and it shows police in Canton, Illinois putting their canine on this guy. Note, deploying canines on suspects who pose no immediate safety threat is generally going to be unreasonable. Canines should only be deployed by police where there exists a serious immediate safety threat in a tense, fast-moving situation where there's actually some reason for doing so.
