in our definition it was bias policing
simply because he didn't have any
grounds for his articulating as to why
he followed the planet why he
[Music]
stopped one of the most important
characteristics of a good leader is the
ability to admit when they're
wrong admitting you made a mistake in
writing the wrong are things that good
leaders do to earn the respect of Those
whom they serve unfortunately this is
not a trait that the city of Columbus
Department of Public Safety Inspector
General
possesses if you remember about a month
ago I released a video where I exposed
the ig's office for having an anti-p
police bias and I called for the firing
of the Inspector General Jacqueline M
Hendrick as well as an investigator and
a supervisor in her office I made that
demand after seeing an investigation
where they falsely reported that a white
teen was black and then used that error
to file a complaint of biased based
profiling against a Columbus Police
Officer as you can see from the
screenshot taken from the teens's own
cell phone video he clearly is
white in response to that video
Inspector General hendri released a
vague statement stating they were made
aware of a mistake and have fixed the
error but stand behind the finding of
that
investigation so the teenager who
complained is white but they still find
the officer guilty of biased based
profiling which is absolutely impossible
under these
circumstances this is an indication that
Jacqueline Hendrick not only lacks the
Integrity to fix her wrong wrongs but is
also incompetent does not understand the
directives she was hired to enforce and
does not understand the training
officers receive no person with an
understanding of the training these
officers receive would come to this
conclusion in order to demonstrate my
point I'll show you the accusation that
was made against this officer then I'll
show you the training the officer
received with
screenshots then I'll show you video of
Jacqueline M Hendrick trying to explain
her position to the civilian review
board the concept we're going to focus
on today is reasonable suspicion and
here are relevant examples of reasonable
suspicion from the Officers Training in
the
academy one unusual dress dress or
apparel that is unusual for the area or
weather can be an indication of possible
criminal activity
two excessive alertness before during
and after committing a crime people
instinctively look around a lot to see
if anyone is
watching three high crime area if an
area has a documented history of being
located in a high crime area what might
otherwise be considered innocent
Behavior may form the basis for
reasonable suspicion to stop and
investigate
the officer admitted that the teen was
not linked to any criminal activity that
he was investigating the teen was not
engaged in any criminal activity the
officer stated the teen appeared to be
suspicious because he was one wearing a
hoodie and he believed that the weather
was too hot for this hoodie and number
two the teen was looking over his
shoulder therefore it is recommended
that the allegation against this officer
be closed as sustained the first item
that Drew the officer's attention to the
teen was the fact that he was wearing a
hoodie with the hood pulled up over his
face on a hot day according to the opada
search and seizure manual on page 51
dress and
apparel either of the following while
insufficient by itself can be an
indication of possible criminal activity
and can contribute to the totality of
the circumstances used to establish
Reasonable Suspicion point a a clothing
that is unusual for the area or the
weather this was taken directly from the
opata training manual that is taught in
the Columbus Police
Academy the federal law enforcement
training center has the exact same
language in a recent update to their
training materials on Terry stops
unusual dress dress or apparel that is
unusual for the area or weather can be
indicative of potential criminal
activity next the officer described
watching the teen constantly looking
over his shoulder to see where the
officer was this is described by AATA as
excessive
alertness before during and after
committing a crime people instinctively
tend to look around to see if anyone is
watching this is especially true of
robbers burglars and people who buy and
sell drugs as the court of appeals noted
those those involved in Narcotics trade
are skittish group literally hunted
animals whom everyone is the enemy until
proven to the
contrary officers are also trained
specifically about looking for
suspicious activity in a high crime
neighborhood if an area has a documented
history of being located in a high crime
area what might otherwise be considered
innocent Behavior may form the basis for
reasonable able suspicion to stop and
investigate if you remember from the
officer's interview he stated he was
patrolling a high crime neighborhood and
observed a teenager wearing clothing
that was unusual for the weather he kept
looking over his shoulder to see where
the officer was at all times what the
officer described is textbook Reasonable
Suspicion according to his training and
experience uh as patol in the area for
the several different types of crimes
that going on in the hilltop um I
observed him walking and he gave me
several over the- shoulder looks like
checking where I was at in relation to
him which to me seemed fairly suspicious
as well as he's wearing a long sleeve
hoodie with a hood up and it's about 90°
day severe humidity um like extremely
hot all very suspicious Behavior so I
just watched where he was going so I uh
pulled up and just gain a conversation
with him Cally throughout my passenger
window and just asked
him uh I forget how I started it it's on
the cam on my camera I think um but just
inquired know how he's doing cuz he was
looking very looking at me uh several
times like watching my track which in my
experience someone's kind of being
suspicious about that or wonder what I'm
doing so they might be doing something
wrong okay now listen to Jacqueline M
Hendrick try to explain why she thinks
this officer violated policy so just
following up so what I would say is when
we get complaints we get complaints
based on what the complainant is
describing the actions that occurred and
so what we do is we look at the actions
that the complaintant is saying and we
look at those and make a determination
as to what they're explaining is the
allegation and we find out whether or
not the officer violated a policy and
procedure and so in this the person is
expl the person is alleging that the
actions that the officer take they felt
to be harassing what we did is we looked
at what the officer did and the actions
he took was in our definition it was
bias policing simply because he didn't
have any grounds for his articulating as
to why he followed the planet why he
stopped them and his continuously asking
him questions so I hope that answers
your question so what we did Is We I
know that you're asking us to give you a
definition of harassment but what we're
telling you is the sustaining of the
policy violation that we use to state
that the officer violated policy and
procedure was based on a CPD
directive the fact of the matter is the
officer never violated any policy or
procedure he acted 100% in accordance to
to his training Jacqueline M Hendrick by
failing to understand this is
demonstrating the fact that she is not
qualified for the job she was hired to
do she knows less about police work than
recruits who just graduated from the
academy if the Inspector General
understood what she was doing or had any
Integrity as a leader she would have
thrown out the bias
investigation she has the attitude that
a faulty investigation is not a big deal
because the chain of command can simply
ignore the investigation and do what
they want unfortunately for the officers
who fall victim to her incompetence
those faulty investigations are still a
public record and citizens will be led
to believe the officers did something
wrong when in actuality it's the
Inspector General who should be facing
