it's confirmed stolen and I'm just following it right now kind of keeping my distance and you'll notice that I already have my rifle out um I already had my rifle I charged it my sight was on uh and I was ready to deploy straight out of my car with it you have no idea what happens with a with a stolen vehicle you don't know what what you're coming into as a guy on the SWAT team uh I'm pretty handy with a rifle and it is my go-to weapon if I have a a choice to get out of my car with a weapon it's going to be my rifle waitting for some more units here so we can start a uh try to conduct a traffic stop and see if we can get taken into custody it is it's on Grappler on yep it's actually a net that's deployed from the front of one of our Patrol vehicles and it wraps around the the tire and the axle of a suspect's rear vehic uh rear tire of a vehicle and it immobilizes that vehicle it makes it that the vehicle can't drive um so and then it's got a tether to the vehicle that deployed it so you can see it if you watch the video there's a long line um that goes from the DPS Patrol vehicle all the way to the underside of that suspect vehicle um so what it does is it immobilizes it and it makes it said it can't go too far um so pretty much what happens is that Grappler is deployed the DPS Officer Slams on his brakes that cord tightens up and it makes it that the vehicle can't drive even if it's a a all-wheel drive or if it's in four-wheel drive um that's it that's as far as it goes get out the car put your hands up yeah here we go someone get hands over here bring the right go ahead stand take walk to your right this whole call starts with DPS following a stolen vehicle DPS in Arizona is the Department of Public Safety it's our state troopers so the Arizona State Troopers um have a bunch of unmarked cars and they're following this car that they know is stolen uh and we jumped in just to help so they would have some some local assets there um so with me being there I can relay to panel County Sheriff's Office dispatch and if this thing would have if someone would have ran from the scene and we needed to set up a perimeter um I would be the the asset there to allow for other deputies to coordinate with EPS um so as we're driving I end up being right in front as the number two car when the grappler is deployed um and I end up being um the guy with the gun uh who's giving commands none of this was choreographed beforehand uh it just happened to it just happened to end up like that walk to your right to your right to your right right yes keep going to your right only one to your right keep going keep going stop this guy's done this dance before walk backwards to the sound of my voice walk backwards stop take two steps to your right yes yes walk backwards straight back straight back straight back straight back super easy highrisk stop or a felony stop uh which is what we did here is taught in the academy at the Academy level and then a continuing training throughout just about everyone's career um so all cops in Arizona are taught this um the fan which you you could see a little bit with that DPS Cruiser that that comes up on my right um but what we do is we'll have a suspect vehicle in the middle we'll fan out behind it and then there's one person who's giving instructions which ended up being me um everyone else is providing in cover in case you know two or three guys jumped out with guns that we could address that issue um but on this particular instance driver comes out um because of the position where I was in the fan um I ended up giving instructions and then DPS Troopers knew that someone was going to have to U be the hands team or put their hands on the suspect and because I had a rifle um and I was giving instructions that wasn't me so I just called them back uh and it was we we didn't have to really coordinate very much because we all knew our individual roles because we've all received the same training through the State of Arizona good there we go anyone else in the car hands there step out with your hands up step out with your hands up perfect face away from me not stand just like that do not move ready ma'am walk to your right walk to your right all the way to the fog line all yeah keep going keep going keep going the fog Line's the white one keep going keep going keep going keep going stop walk directly backwards walk directly backwards with your hands up you're doing absolutely perfect thank you so much keep coming backwards keep coming backwards we got you we'll take good care of her keep walking backwards ma'am keep walking backwards keep walking straight back keep walking straight back straight back keep going keep going take her yep keep going keep going keep going so a mark DPS Cruiser came up use a Grappler device which is a vehicle immobilization device that uh disables the rear wheel of the car um on that stolen vehicle um as soon as it came to a stop the driver who had probably done that before hopped out um knew exactly what to do hands up um spun around did a whole bunch of stuff uh was very easily uh responded to my directions uh vehicle was cleared nothing you know no other people in the vehicle so what they do is they go up um they'll make sure there's no one laying in the back seat they'll check the trunk make sure there's no one in the trunk uh and then once the whole vehicle is deemed safe um then everyone puts their guns away and then we deal with the issue of the fact that there's a car stopped in the middle of ice 10 um so we'll sever the tether uh drag that vehicle off the roadway move all of our vehicles off the roadway get traffic open and then DPS continued their investigation um on the stolen vehicle um and I cleared the scene because I was I was done with my interaction we pulled the vehicle off the roadway to make sure that we reopened I 10 so traffic could get back moving towards Phoenix um the entire scene was turned over to Department of Public Safety and uh we cleared stolen Vehicles you never know what you're going to find in there um it is a felony to to steal a vehicle so you're dealing with a a felonious suspect so I think we could all agree that stealing cars is a bad idea um there's lprs or license plate readers all over the place um police agencies have them uh civilian tow truck companies have them uh where they're looking for vehicles to repossess um they're everywhere and I don't believe that Arizon is the only state that has it um I know there there's agencies across the country that use lprs um in their just their daily Patrol function so um stealing cars is really a bad idea um and it is the uh industry standard to pull everyone out of gunpoint um to do exactly what we did have them come back to us uh where we're staying sitting in a position of cover everything worked out exactly as it should that was the best case scenario for that all right guys this is me playing with you to satisfy the YouTube gods don't be empathetic L I need you to do hit that like button let me know what you like this subscribe to this channel so you can get updates on whenever we put out a new Frid or Frank video and the other thing I want you to do is leave a comment let us know what you think about what we're doing here do you want the speed limit on that Rus uh I honestly don't know do you think that would be pertinent information to operating a motor vehicle yeah okay so the speed limit if you look over your right shoulder it's posted as 25 mph your speed as you traveled away from me with no cars in between us was 71 God oh good good gracious that's what I said I actually I Ed some different words but good gracious gets the point across so you are almost triple the speed limit in the state of Arizona on any roadway if you exceed the speed limit by more than 20 M hour over the speed limit it's considered criminal and you're like almost 50 over so pretty pretty close um so exceeding the speed limit exceeding the speed limit more than 20 M hour criminal all that means that you have to appear in court talk to the judge why 71 and a 25 is a good idea it's not a good idea I agree see driver's license please I don't have a license right now it's uh I'm temporar going through oh your driver's license is suspended it's not suspended I have the thing that said is not spend it I just went to court with it um I'm got to go to DMV to get that taken care of cuz they just missed my DUI but what are you going to get taken care of if you have a driver's license well when I went I got okay so it's a long story I got a DUI before and I going to class alcohol or drugs uh the first one was for drugs what was the second one the second one was for alcohol but Theiss because my I wasn't trunk I blew like A9 we'll talk about blood alcohol concentration which is BAC um this guy initially said he like yeah my BAC was 0.9 at 0.9 you'd be dead so that's that that I knew that wasn't true I figured what he meant was 009 um in the state of Arizona the legal presumptive level for impairment is 8 so in Arizona the law says that we presume if you are at 08 or above that you're impaired every single person across the board um between 008 all the way down to 005 it depends by person so some people are going to be drunk some people aren't it varies and Below 005 you are presumed to be not impaired so that's how State of Arizona Works uh it's kind of a ladder um so when he said 009 and they dismissed it they didn't dismiss it what they did was they had him plea to reckless driving so he plead guilty to reckless driving so that he didn't get a DUI um it's super common in a lot of jurisdictions panel County Attorney's Office pleas cases all the time um that falls under the discretion of the Deputy County attorney and they they do what they do uh for their case load um so that's what happened with him is he pled to a reckless driving after already having gotten a DUI uh so sounds like he just habitually makes bad decisions which is what led him to be in front of me with canceled registration a suspended driver's license and all the things there in and so they took me and so well 9 99 is drunk point I had the tickets right 9 yeah that's strong I mean well they considered not so they dropped it and they gave me reckless driving and so they dismissed the that's called a plea deal you took a plea reckless driving well they dropped it so I mean yeah I don't know how it goes but they dropped it they told me that and she said didn't give them a couple days we submit cas cases so someone does something bad we write a report we submit that case to the county attorney's office um the county attorney's office determines based on the facts of the case the totality of the circumstances um if they're going to offer a plea or if they don't um if or if they offer a plea and the subject doesn't take it then the case goes to trial um I do DUIs pretty much every week I'm doing one or two depending on the time of year um during the holiday season it's a little bit more because I I work more focused on UI enforcement but we're doing a couple a week um every every single week and it turns out I testify in court about maybe once a year maybe twice a year uh for DUI specific offenses so the majority of them um people take some sort of plea deal uh and that's all by the county attorney's office that has nothing to do with us um and that seems to be about the average within the whole Traffic Unit um guys aren't going to to trial every single week we go to trial way more on on civil traffic stuff speeding tickets and um no seat belts and cell phone tickets and stuff like that we go to trial way more on that than we do for um for DUI enforcement related stops um so not that it doesn't happen it just doesn't happen as much and that's probably a result of people taking plea deals um with the county attorney's office has anyone ever told you to wear your seat belt yes I just drove off of McDonald I was trying to eat trying to hurry up and get to where I got to go I see I can tell that you were hurrying so I'm Deputy slope I work for the pinoc kind Sheriff Office Traffic Unit um first reason that I stopped you is you're 61 and a 45 cuz you're in a hurry uh second reason is your registration on this vehicle is canceled your registration is I bought it from my sister I know that so I don't know how how long ago did you buy it from her uh probably about a good maybe less than a month maybe about a month maybe okay so did you ever put the vehicle in your name I haven't yet that's why cuz I'm getting all this stuff I got we see some registration paperwork current proof insurance to live up in Phoenix yeah see you could drive like that in Phoenix all day long and not get pulled over man he's going to get a citation for driving while his license is suspended um Arizona used to have a law that if you were driving while your license was suspended that we had to uh tow your car was awesome and that was that law was great um State Legislature for whatever reason took that law off the books so we no longer have that mandate to tow a vehicle um so we don't it's not in our policy that we absolutely have to and it's not in Arizona law that we have to so I know that like the internet's like oh you should tow that car well Towing this car takes me off the road for an additional half an hour while I wait for a tow truck to get here um and and it doesn't really serve a purpose cuz they could literally go in 1 hour and get it back um because there's no hold on it like we used to have so it's really a waste of my time to tow a vehicle course it's located down the south side of Santan Valley right on Hunt Highway you have to appear there the other thing I'm going to tell you is that that your license is suspended so you can't drive you can call someone they can they could they can drive your car as long as they have a good license but you can't drive from here okay all right that does that clear does that seem at least Fair yeah all right man I always try to be fair appreciate you being cool with me thank you so much man be safe
