Hi. >> Hey, how are you guys? Officer Kunkle Boise Police. Reason I'm stopping you is your registration It is. I just got it from my dad. Wait, no, it's not expired. >> Okay, so here's the here's the issue, right? Uh-huh. That's not the license plate that's on the car. All right, everyone. I'm Frank Slope. I'm a 24-year veteran of a sheriff's office here in Arizona. Today, we're going to be doing some body cam breakdown. Today's video comes from Midwest Safety. They are the goat of great channels on YouTube for great content. Uh we have a great relationship with them. We love their stuff. They love our stuff. While we're doing this and we're checking out this great video, body cam bingo is the game. So, we went with card three today. Uh if you want the whole pack, cards one through five, you can find them on our website. But today, we're going to check this one out using card three and let's see what Midwest Safety has for us. Okay. So, >> old license plate. I did Well, I just got it. What is that stuck to your face? So, even if You need a Canyon County license plate? >> two Yeah. Canyon County license plate. So, that's what's displayed, okay? So, if that's what is actually it's registered under, then what it is is it's a fictitious display. You can't have an old plate. Well, what do I do if I don't have the new plate delivered yet? Take old plates off. >> Oh, I don't know. My dad was the one handling everything. >> So, yeah, as long as you if you take the old plates off and just leave the temporary registration in the window, yeah. As long as you have a temporary registration in the window, you're okay. If we can see it, then you're okay. So, I'm pretty sure this window is just kind of old out here. Uh yep, that's fine, man. Thanks, man. Do you have uh info? What's that? Did he actually have a driver's license? >> Yeah, South Carolina. Okay. Dude in the back, man. I didn't see him at first. Yeah, I I didn't I barely saw I like I barely saw him as I walked up there. Or he's got a warrant. Yeah, and he doesn't have a seatbelt on. Let me see if I can get the uh backseat passenger's ID. Yeah. Here's this bag. >> And then, can you roll the back window down for me, sir? This one. Uh no, there's no reason to. This one. There There is actually. I need to ID him. No, I don't I don't have to. I do. He's not He's not wearing a seatbelt. What kind of What kind of He's not wearing a seatbelt. It's a citeable offense, so I need to know who I need to write that citation to. >> I like it. I've mentioned it multiple times that laws vary from state to state. Um in the state of Arizona, I can't ID a passenger who's not wearing their seatbelt. Uh case law came out a bunch of years ago, and there used to be a subsection of Arizona law different for driver and passenger, and they said, "Hey, the passenger one is no good. Driver one is still good today." Um but in Idaho, obviously laws are different. Um it could be a city code, it could be a state law, but they obviously are good to go with IDing a passenger um and demanding that ID. Uh I think that I I wish we could do it here. I think it it leads to better and more thorough investigations, and I think it leads to bad people being taken to jail more often. So, I wish we had it. It's just not a tool that we have in our bag here. Okay. Okay, so I need to be able to identify him. I like it. No, no, no, no, no, no. Hey, sir. Let me see your hands, please. Hey, sir. She's just eating away. >> Let's see your hands. Show me your right hand. Do you care if I wake him up? He's kind of >> Sir. Back seat, show me your right hand. Okay. Keep that where I can see it. You understand? I'm going to pull him out. >> No. All right, here's what I need you to do. I need you to put both of your hands on the back seat rest. Okay? >> What do you Put your hands on the seat rest. Yep. Put your hands on the back seat. Sir. I think I had a I don't I didn't do anything. I'll take it. >> All right, guys. I've got a free app I'm super excited to tell you about. Even before I had a YouTube channel, I was using today's sponsor Upside. Check it out. I have the app on my phone right now. We could all use a little help paying bills these days. I've been using Upside for so long that I've made more than $3,000. My favorite part about Upside is all the money I get back from gas stations. I pull up this map on my phone and it shows me what gas stations are giving me the best deal. Not only do I save cash at the pump, but I get cash back on my energy drinks inside the store. I get paid back at restaurants, too. From large chains to small businesses, I save when I use Upside. No confusing rewards or points or credits, just actual money you can transfer straight to your bank account. To start getting your cash back, click the link in the description or scan the QR code and use promo code Fridays to get an extra 25 cent bonus on every gallon on your first tank of gas. 2214 code one. Here's the thing, sir. Okay? I have a legal reason to identify you. No. I do. You were wearing your seatbelt. The seatbelt doesn't work. Okay. Doesn't matter. That's not the issue. The issue is that you were not wearing a seatbelt. When I asked you No, it wouldn't because he's an adult. If he was a minor, it would be. I'm a minor. When I'm talking to you, you were hiding your hands from I'm a minor. Okay? That is pretty suspicious. I have every reason to have you step out of the vehicle. No, I am a minor. Okay. If you Just keep your hands where I can see them, okay? But I need to identify you, all right? What's your last name, sir? What's your date of birth? What year? 2000. So, if you were born in 2000, that means you're not a minor like you were just telling me. Like I don't think that map >> [ __ ] reaching. You understand me? Don't [ __ ] reach. Roll your window down. You need to stop reaching. You understand? I'm sorry. You sir, understand that I can control your movements right now. Do you understand that? To get him out of the car. >> Put your hands on the back of the seat rest. Driver unlock the car. You're not Hey. getting me out of the car. Go ahead. You're not getting me out of the car. Hey. What the you doing, man? >> Hey. Hey. Hey. Hey. Get out of the car, you two. Get out of the car. What an idiot. There they are. Sorry. What an idiot. So, everything about this guy being in the back seat is suspicious. He's um he's unsecured. He's hiding his hands. He's pretending to be asleep. Um he's really slow to respond and and almost argumentative and hey, I need your name. No, you don't. Um everything about the necessity to identify this passenger is there. Um and we've got great Supreme Court case law that says, "Hey, if I need you out of that car, especially because you're acting suspicious, um I can do that." And I think it was a good it was good that this officer recognized that he was acting suspicious, um that he came out of holster, went guns up, started giving verbal commands. No. NO. NO. NO. NO. NO. GET THE WAY. GET AWAY. NO. NO. GET AWAY. GET OUT OF THE CAR. DON'T DO IT. Don't do it. Don't do it. Don't. Get back here, dude. Get back here. Don't do it. Get back here. Sir, get back here. What are you going to shoot me? Shoot me? Hey. Get back. STOP. STOP. STOP. 22 14 52 HARD TO REHOLSTER WHEN YOU'RE RUNNING. DON'T got divisions. Just heard East Garden Island. Black male adult. Just another piece of piece of trash. Good description. Armed with a knife. Sir. He's still calling him sir. I am not built for foot pursuits. Um I've gotten in them, especially when I was younger, but the possibility of getting injured, of stepping in a hole, stepping off a curb, tripping, falling, running into something, um all of those are exacerbated by a foot pursuit. Um I'm not a big fan of them for especially just because I just don't want to get hurt. Um and especially having a career altering, especially something like with your your legs or ankles or knees. Um so I'm not a fan of foot pursuits, but I definitely like them way more during the day. Foot pursuit during the day, absolutely. Good to go. You can see everything way better. Um and this officer, you can tell he's not a fat body because he kept up with that suspect pretty well. Um did did great in calling out direction, calling out what the suspect was wearing, gave a good address where he thought he had he had contained him to. Um probably not this officer's first foot pursuit. And uh he did a damn good job. Yep. He just went around this. Going to be a black male adult, tan jacket, blue jeans. Here comes back up. 517 Highland. He's in the uh He ran back in this gated area. We should start setting a perimeter. I'm on the north side. We can get people to the east and south. Okay, just stay out of there for now. We got a suspect with an armed armed suspect back there. Hey, just make sure you guys know he is armed with a knife. He took off running from us. Hey, we'll we'll hold here. I don't have eyes on him. Sounds like he went running back that way. At this point, we just have our dough. I've got him somewhat ID'd. I don't know if he has any warrants or anything, but he escalated pretty quick and then pulled a knife out whereas try to have him get out of the car. Dispatch was working on running him when this all kicked off. Should information should be in the call. Assault on LE. Now we're talking. He was the back passenger. Try to get him on his knees, pretend to be asleep, has his seat belt on, and then he reaches in his pocket. So, we unholster, he pulls out a knife. We know his name. Maybe. Maybe he gave me the right name. I don't know. As officers set up a perimeter and search the immediate area, a 911 caller reports seeing the suspect jumping fences and traveling through people's properties. Outstanding. Boise Police, stop right there. Do not move. Get on the ground. All right, I'm challenging him. He's coming at me with a knife. Stop right there. DO NOT MOVE. OH. DO NOT MOVE. THIS IS A first for this channel. This is the first video that we've ever reviewed that results in an officer-involved shooting. Um this is a pretty cut-and-dry scenario. Uh you have a suspect not obeying verbal commands, displaying a deadly weapon, approaching the officer, disobeying commands. Um officer really has no choice. It is this guy's in a neighborhood. He's obviously shown that he wants to use that weapon since he jumped out of the car and ran away with it. Um this officer's got uh got no choice. I think he did great with giving verbal commands Um and then not allowing the suspect to get too close. There is a 21-foot rule which is is you let someone with an edged weapon get within 21 feet of you. They they can get on you pretty quick, faster than you can than you could get out of your holster is what the 21-foot rule is. So this officer is kind of backed into a corner. He had to do what he had to do and as far as I could tell everything looked absolutely perfect for this use of force being justified. Shots fired. Tell me. Suspect is down. Knife is still in his hand. Don't move. I understand that. We love you, too. Okay? Put the knife down. Put the knife down. Put the knife down. Cairo? Right next to division. He's got the knife in his hand. >> [screaming] >> Let go of the knife, sir. Let go of the knife. Okay, stand by. We can get the knife to him once uh I want to kick that knife away. >> Okay. Knife is in his right hand. See you come up uh Got you. Yep. You stay in deep left. Yes, sir. Do not reach for that knife. Do not reach for that knife, sir. Got it. >> [screaming] >> Wait. Get EMS right now. Yeah, after code. Probably should have listened to those commands that said, "Hey, drop that knife. Stop walking at me." Wait. [screaming] We're going to get you medical attention right now, sir. The knife is right here. Do you want to mark it? Hey, there they went that way. Boise. I'm sure they'll find us. You guys all right? Yeah. Yeah, he was just coming at me from here. Yeah, yeah, we're going to help you. We got help on the way, bud. Don't worry. Help is coming. Help is coming. >> [clears throat] >> Help is coming. Through the chest. >> Yeah, let's get Jesse on it. Just Just one around. Three. One here? Yeah, right. Uh one in the two in the chest. >> [clears throat] >> Good buddy? Yeah, he's good. No, just me. I'm going to go update. This incident took place in Boise, Idaho on November 13th, 2024. The suspect, 22-year-old Gabriel Pope, was shot three times during the incident and was quickly provided medical aid before being transported to a nearby hospital. The officer who fired the three shots, Boise Police Corporal Steve Martinez, was placed on administrative leave after the shooting while an investigation was opened into whether he was justified or not. >> The video says that the officer that was involved in this shooting was placed on administrative leave. That is common for the overwhelming majority of agencies, including my own agency. Uh if you get into an officer-involved shooting, you are after you're interviewed and and all the parts of the investigation that you're involved with are done, um you're typically taken off the road for at least a couple days. You have to go see a psychiatrist. You have to do another shoot. You have to shoot a qualifying score, um again, with your handgun. Uh so, there are steps that are in place, and the majority of agencies have some variable of that. Um and a lot of times it's actually up to the officer to when they feel like they can come back. Um cuz it everyone reacts to an officer-involved shooting differently. So, some guys can come right back. Some guys want to take some time, spend time with their family. Um some guys want to, you know, go and talk to someone and all of those variables are acceptable. Just varies by person. So, this guy got some days off um and I'm sure was, you know, went through some of those very similar procedures before he came back to work. >> Pope, after being treated at the hospital, survived his injuries and was later charged with felony aggravated assault on law enforcement, resisting arrest, and providing false identification to law enforcement. Pope's attorney said that he has had a very traumatic life as his mental health issues have caused him to commit crimes throughout his whole life, even while he was a minor. In September 2025, 10 months after the incident, as part of a plea deal, Pope pleaded guilty to aggravated assault on law enforcement with an enhancement for use of a deadly weapon during the commission of a felony while the other charges were dropped. The judge, who told Pope he needed to quote grow up, sentenced him to 10 years in prison with the possibility for parole after 4 years. She also urged the Idaho Department of Correction to provide mental health counseling, aggression replacement therapy, and substance [music] abuse treatment during his incarceration. In November 2025, a full year after the incident, prosecutors found the officer who shot Pope justified in his decision under Idaho law after reviewing the body cam [music] footage. All right, body cam bingo. We only got one. And here it says I didn't do anything. I think the verbage was I didn't do nothing, but we'll give it to him. But, that's it. So, no bingo today. Um what is great is on the 29th of March, I'm going to be in Florida. I'm going to be in Miami with my boy Nick off duty. You know, if you if you don't follow his channel, he does a police vlog. Guy's awesome. So, check him out also. But, he and I are going to sit down together. Uh Sam's going to be there and we're just going to talk. It's going to be 7:00 p.m. East Coast, so Eastern Standard Time on the 29th and uh tune in. We're going to talk. It's going to be open for the internet. So, everyone can watch. Nick's fans will be there, my fans will be there, and uh you can ask us some questions and and we'll just have a good time. So, we'll see you there.
