referral with the the university all that is is it's another set of rules that students at a university have to follow and if they don't follow those University rules which aren't laws they're just rules within the university the police department can issue a referral or refer those people which means hey these kids are not following conduct that's approved by the university so all that is is there's there state law and then there's University rules and you may have a First Amendment right but you might not be able to say that because it infringes upon the University's rules that have nothing to do with law um but it could get you expelled so um that's that's what these these officers are talking about and that's why um they're using it as a tool because it's a it's a great tool student IDs right now turn ask give me your student ID I think I have the right to ask one okay so now you're going to get another referral for not for non-compliance I'm sorry hold I'm just asking providing Aid um you know they've got bottles of saline they've got gauze they're you know they're wiping this kid's eyes and and trying to um you know make him feel better after the realization hit
