This body camera footage shows a wildlife officer patrolling a boat ramp just after sunset. He observes a vessel approaching the ramp without navigation lights. He can also hear loud arguing coming from the vessel. What's up, y'all? All right, internet. I'm Frank Sloup. I'm a 24-year veteran of the Sheriff's Office out here in Arizona. Today, we're going to be doing some body cam breakdown. Swamp Cop is the channel where we found this video. Uh it's a great video. It's so long, they broke it up into two parts. We're going to watch both of them here. While we're doing that, we're going to do some body cam bingo. So, this is card number four uh we sell cards one through five in a pack on the website. So, this is card number four that we're going to use today. And uh let's check this video out and see what he's got in store for us. Can you turn that down? Y'all got nav lights? Yes, sir, we do. What Do they work? Yes, sir, they do. Can I see them? We will. Thank you. All right, cool. You're just right at it. I want to make sure y'all have nav lights for you guys. All right, y'all have a life jacket for everybody on board? Yes, we do. All right, where they at? Yes, please. All right, there's three. Where's the one I was sitting on? All right, how about your uh fire extinguisher? Where's that at? I have a question. What's up? Why are you stopping us? Huh? Why are you stopping us? To do a safety inspection cuz your nav lights weren't on. Is that okay? Unlike on land, where you need a reason to stop a vehicle on the water because of the requirement of there to be safety equipment, uh you can stop any boat at any time simply to do an inspection of their safety equipment. Um now, in this particular instance, as the Fish and Wildlife officer is walking up, you know, to the boat, walking down the dock, you can see that that boat didn't come into um to the dock in a normal way, right? It's all caddywampus, kind of angled, and people are, you know, reaching off, trying to reach the dock. So, obviously, it shows that the operator obviously isn't good, or has a possibility of being impaired just based on his inability to pull up to the dock squarely. So, I think that even though the Fish and Wildlife Officer is looking at the equipment violation for operating after sunset without navigation lights, and is doing a safety inspection, he's also looking for a possible impaired driver just based on the operation of the boat. Well, what's going on? Why is everyone perturbed? No one is perturbed, sir. No? What happened? She is talking to the officer, sir. Anything I need to know about? No. No. Okay. Where's your life fire extinguisher? It's right up there. Can I see it, please? I need you to grab it for me. I can't come in your boat. You have my permission to come up in my boat. It is under there, and you can go up in there and find it. Hey, find your your flashlight. Why not? Because it's it was zip-tied in there pretty difficultly. You're diff- difficultly? Difficultly. Okay. Well, in order to check it, I need you to take it out. fire extinguisher. If that's what you want to do. Wow. If you want to give me for a fire extinguisher, I'm I'm fine with that. I'm just trying to figure out what's going on here. That's all. I'm pissed off cuz I have teenage [ __ ] girls. Yeah, my wife is upset, and if you want to be a then be a I'm not doing being a I'm just trying to do a safety inspection. You're being a dick. safety check. How am I being a dick? >> Because you're here doing a safety inspection. >> Yeah, and you can't provide a fire extinguisher. >> And I said, "Get up in there and look for your But you have to be able to access it. If you want to be a just fine me. All right, come on. Let me talk to you. Find me, I don't care. Perfect. Listen, man. We just need to chill out. >> guys. We could all use a little help paying bills these days. I've been using Upside for so long, I've made more than $3,000. My favorite part about Upside is all the money I get back at gas stations. I pull up this map on my phone and it shows me what gas stations are giving me the best deal. Not only do I save at the pump, I also get cash back on my energy drinks inside the store. I get paid back at restaurants, too. From large chains to small businesses, I save when I use Upside. No confusing rewards or points or credits, just actual money you can transfer straight to your bank account. To start getting your cash back, click the link in the description or scan the QR code and use promo code FRIDAYS to get an extra 25 cent bonus on every gallon of your first tank of gas. Okay, I don't know what's going on. Let's just take a chill. Okay. Okay. You You guys are right. Just trying to make sure safety equipment's there and you can get to it, okay? I don't want to make this bigger deal than it has to be. Yes, sir. I understand you're under some stress, okay? Thank you. I get it. That's why I had you step away, okay? I get it. Okay. So, is this unique? Are you okay to drive? I'm If you just let me Get her, please. Who's driving? Y'all I'm going to drive. I don't think you're good enough to Ooh, no. No, no, no, no, no. These are daughters? Okay. Is anyone sober? >> don't get ran over. What's going on? Y'all all right? I'm all right. Can I please pull my Listen, you need to drive Hey, hey. I'm trying to save you right now, okay? Yes, sir. I'm all right. You need to drive. Do you understand me? Are you okay to drive? No, I'm driving. I don't I don't have a driver's I don't have a driver's license. I will drive. You can't drive the trailer, Megan. >> I will drive. >> She will drive the trailer, like this. I will drive. Can I just at least back it down so she can pull? Come here. No, you can't just back down the trailer when you're drunk. It doesn't work like that. >> You had four beers. All right. Please, just just pull over. All right. You shut up. In order to make this Hey, you need to get out from there. Listen. You need to get from there. What? Yo, yeah, you see what I just wanted to get out of the You said I'm going to What is going on? >> So, you've been drinking. Yeah. All right? Yes, sir. All right. You willing to do some tasks for me to prove that you can operate this vessel and the vehicle? I will do it. Okay. When I tell you to, touch the tip of your nose with the tip of your index finger and immediately return it to your side. This is the nail of your finger. This is the tip. This is the side. And then this is the pad, okay? >> Good instruction. >> You're going to aim with the tip of your finger to the dime-size portion on your nose. On the tip of your nose. Okay. Tip of your finger to the tip of your nose, super easy. You want Okay. For the next 30 minutes the wildlife officer conducted a seated sobriety Ma'am, you can't drive right now, okay? Let's not make matters worse. I have kids and everything and I under- I understand that. >> trying to let me go. >> Wow. Go do Go do whatever you Let's not make matters worse. He's trying And okay? Go do whatever you need to do. Yep. I don't know. Listen. Ma'am, please don't drive, okay? Do you understand what I just said? Yeah, I got you. So, like my daughter's trying to find the keys. I can't find the keys. I got you. I I understand, but please don't don't drive, okay? Don't drive. Yes. He's trying to help me out. Sorry, but Don't drive. Okay? Can you go back over the boat? Just don't drive. >> Yes. And listen. Don't drive. He's trying to help me out. Don't drive. [laughter] Shut up. The fourth task is to open your hands palms down >> seated >> in your lap like this. >> Walk and turn. You've seen the regular field sobriety test battery given on this channel. The HGN test, the eye test, the walk and turn, and the one leg stand. The battery of tests that this Fish and Wildlife officer is administering is the seated battery. It was developed by NASBLA. NASBLA is National Association for State Boating Law Administrators. And what they do is they help make policy for safe boating for recreational boating all across the country. And this battery is specifically made either to be administered while seated on a boat or for someone that just came off the boat like it is here. Um it is not balance related at all like the other tests, but more cognitive related. Still dealing with, you know, having um differences in doing a physical test and doing a mental test, also known as divided attention. So, that's what we're seeing here and that's why it's different. >> Do you understand? One, two. All right. Begin. Two, three. >> Remember what our starting position was? One, two, three. Begin. What about beginning? You're beginning of the list of tasks that I Oh, I have to do all of them. Two, three. >> I said it was it was one to four, right? Two, three, four. Five, six, seven, eight. Okay. That's That's how it usually goes. All right, last opportunity for you. Stand up. >> That's not how the instructions are given. Put your hands behind your back. >> There we go. You're under arrest for boating under the influence. >> Yep. That needed to happen. Rest. Thank you. Nice job. Why are you arresting my dad? Get back. Hey, hey, listen. Don't make it bad. Step back. Hey, listen. Just step back. Please. Please, listen. I'll be It'll be fine. Go back. >> It'll be fine. Please. No, because I wanted to know why the [ __ ] you arrested I'm going to explain it to you. Chill out, all right? Let's not get it bad. >> I literally could have drove home, and if you arresting him for DUI, I'm not arresting him then arrest cuz I WOULD DRIVE HOME. I'M NOT ARRESTING him for DUI, ma'am. Then what the [ __ ] you arresting him >> It's for boating under the influence, okay? I drove. I have my license. All he did was pull it into here, cuz he didn't want me to hit the dock. >> Sit down. >> I drove the whole time. I have my boater's license if you want to see it. I don't I'm going to Doesn't matter. He pulled it in. >> Okay, cuz I drove the whole time, and all I wanted to Chill, all right? Listen to your dad. Go ahead. Hey, the guy's Don't touch Don't touch me. All right, [ __ ] >> [laughter] >> NO, CUZ IT'S CUZ HE'S A LITERALLY, I YEAH, HOW ABOUT YOU DON'T NO, PUT YOUR HANDS ON ME. YOU CAN'T. HEY, LISTEN. STOP, OKAY? YOU ARE A DICK. OKAY, I'm listening. >> You are a dick. Sit down. [ __ ] YOU. SIT DOWN. YOU'RE A [ __ ] HEY, HEY, HEY. WAIT. WAIT. I KNOW. SHE'S SHE'S DRIVING. SHE'S GOOD. YOU'RE A DICK. WOW, LOOK AT THIS. >> STAND BACK. HEY, HEY, HEY, STAND BACK. ALL RIGHT, YOU'RE UNDER ARREST. GET BACK. WHAT is going on? GET BACK. GET BACK, OR YOU REALLY [screaming] CRAZY? DO YOU UNDERSTAND? 10-94 ON MY SIDE OF THE GROUND. That's just a The officer calls for backup as the family gets aggressive. Get back. What is going on? EASY. ALL RIGHT. GET BACK. I don't want to taze. Let's go. Easy. That guy is That guy needs a life-saving award. >> Easy. The operator's brother is seen trying to restrain the two females as they continue to harass the officer. >> [laughter] >> Y'all be easy. Don't make this a I KNOW IT'S SIT DOWN. EASY. GOOD. YEAH, she's sober enough to drive. Easy. While waiting for backup to arrive, the officer tries to de-escalate the situation. Back. All right. I understand. Back. I don't want to taze you. Hey, come over here and just sit. Just sit down. >> What a mess. Another officer there? All right. Okay. Hey. No. No. No. No. No. Dude. Dude. Don't make me taze you. Don't make me taze you. Get on the ground. Stop. Get down on the ground. Stay right there. You hear me? I'M NOT PLAYING AROUND NOW. I'M NOT PLAYING AROUND. >> SO, AS A deputy sheriff, there's many, many times that I'm in an area and there's no other deputies that are really close to me. Just ends up being the fact of fact of life when you deal with rural enforcement. Um game wardens deal with that even more where they're even more spread out um and your closest backup might not be for some distance away. And that's what it's what it's looking like this fish and wildlife officer is looking at. Um he obviously sees, he knows he's going to place this guy under arrest. Um he starts he calls for another unit. Hey, can you start this way? Um but it looks like he's going to need a lot more help than just one guy. STOP! STOP! STOP! I UNDERSTAND. GET BACK! >> A GOOD Samaritan observing the situation attempted to assist the officer, but was attacked. Easy! Come over here. Come over HERE BEHIND ME. STOP! THAT CHICK NEEDS TO GO. She needs to go to jail. She needs to go to jail. I know. DUDE! GET BACK! YOU'RE NOT PROTECTING MY FAMILY! >> GET BACK! GET BACK! YOU'RE NOT PROTECTING MY FAMILY, MOTHER GET BACK! [screaming] GET BACK! HEY THERE. I'M NOT HURTING YOUR FAMILY, DUDE. STOP! UNBELIEVABLE. >> officer arrives to assist. Ah, good. At least he's got SOME BACKUP NOW. STAY THERE! STAY! SHE NEEDS TO GO TO JAIL. PUT YOUR ARMS BACK! HELP ME! HELP ME! HELP MY BUDDY! STOP! STOP! STAY THERE! STAY THERE! THAT CHICK NEEDS TO GO TO JAIL. It's all right. You can hug her. Hug her. Hey. What? Are you doing? Stop. You're okay driving your boat while you're drunk and all of a sudden it's you hurt my family. Do you have someone that can COME GET YOU? NO. STOP. DON'T MAKE IT WORSE. I can't believe they don't arrest them. I can't believe I'M SHOCKED. OH, WELL. I KNOW IT'S HEATED. IT'S HEATED. I get it. I get it. You're good. You're good. Anyways. Oh, well. I ain't trying to get into >> I know you're not. I know you're not. You're fine. You're fine. You're fine. I understand. I understand. How did she end up with a bloody mouth? You punched him. So, to be fair. The girls are sober. Okay. How about that? Oh, no badge number on this card. So, here's the deal. I need a sober individual to drive the rest of you home. >> They're all sober. Okay. We're all sober. Nah. You act like that sober. You're a terrible human. Get her now. Are you impaired? No, I'm not drunk. >> This is how you act. >> Yes, cuz it's 6:00 now. YOU PISSED OFF. LET'S GO VIRAL. LET'S GO VIRAL. LET'S GO VIRAL. OH, I think you're going to. People say a lot of things that get caught on body worn camera video. Um, this daughter or the mother, whoever it was that yells, "Let's go viral. Let's go viral." Well, I don't think that at the time, in her drunken stupidness, um, that she understands that what's going to go viral is them acting like a bunch of animals. Um, but I got to thank them cuz this video's great. The adult female wipes what appears to be blood on the officer's arm. He's going. Oh, NO. NO, YOU DON'T. HEY, BACK UP. BACK UP. GET BACK. BACK. NOW IT'S TIME. BACK. TURN around right now. No. Back. You were attacking the law enforcement. >> You wipe blood on a cop, you're going to go to jail. It looks like this woman walks over and wipes her hand down this fish wildlife officer's arm. He looks down. I think he probably immediately recognizes that it's blood and that she's now transferred a bio hazard to him, which constitutes an aggravated assault, at least here in Arizona. And then, then it's time for her to be placed under arrest. And I we can all agree that needed to happen well before, but just the totality of the circumstances didn't allow for it. But that was the perfect catalyst for her to end up in a pair of cuffs cuz she needed it. >> HEY. OH, WELL. DO IT AGAIN. WHY DON'T YOU JUST LOCK your door? Go. No, I will. I just lock the door to your truck. How was this that hard? It's been hectic. Hey. needs to go. Yep. Here it is. EASY. COME HERE NOW. That's it. Now you're going. Here we go. Now we're talking. Now we're talking. Down you go. Everyone goes to jail. That's what needs to happen here when you ACT LIKE THAT. >> [screaming] >> I GOT TO GIVE an absolute ton of credit to this Fish and Wildlife officer. I mean, he's outnumbered five to one. He's got a subject in custody. He's got unruly people. They're attacking him. He's pushing them back. I mean, it's It is a What a terrible situation to be in all alone with no backup. And then another Fish and Wildlife officer gets there. So now there's two of them. So he's got a little bit of He's got a little bit of help. But what really happens is the deputies get there and now he's got some backup in numbers. Now he's got four or five deputies showed up. It's a force multiplier. Um and now people really everyone that needs to be taken into custody ends up in cuffs. Um so that's what's nice about when agencies really work together. Um and we do it a lot. Well, we will help other agencies. Other agencies will help us. Um especially in in a sparsely populated area or area where where your backup's far away. Sometimes you call another agency and say, "Hey, can you help someone?" And then when they send like this three or four or five other deputies, then you can really take control of a situation and really really enforce the law. So I don't know what sheriff's office this is, but nice job. Girls, listen. STOP. >> [laughter] >> HEY. HEY. HEY. LISTEN. LISTEN. LISTEN. LISTEN. This could have all been prevented. Let's breathe. Let's breathe. Yeah, listen to your mom. Listen to your mom. Okay. Who? This is the first time she's been calm in any of this video. I hurt too. Listen, I hurt too. I hurt too. That deputy's like, this is how deputies work. I should Now there's some back up there. Now we're talking. Y'all y'all willing to provide a statement? This guy's like Yeah, I know. I know. I know. He's He had my back. >> Yeah, and and and then I saw to then storm you. So I'm like, whoa, we got to I know. It's They did storm me and But I know. He's a good [clears throat] Sam. >> [snorts] >> Hey. He's a good Sam that came to my aid, man. They They stormed me and he pulled them back. So I would have been Well, right now he's a victim. Yeah. Yeah, I appreciate it, man. I Yeah, I wasn't sure if you said to come over or not. Yeah, I told I Dude, I had I had all five of them. So I said come over and if you were willing, I appreciate it. >> Man, that's cool. That's a cool good Samaritan right there. Yeah, you're good. No, you're good. You're You okay? I know, man. Are you willing to provide a statement for us and everything? Okay. He's got my ID. Okay, perfect. I appreciate >> deputy's so happy. That takes a That takes a courageous person to do that and I appreciate that. >> Yeah, man, that's cool. Hey, man, I appreciate you, dude. I really do. You're not You're not in any kind of trouble despite what they say and No, I didn't think I could be. Yeah, you're good, man. I'll I'll go to court for you all day. Right on. I appreciate it. Hang out for me. Right on. All right. It's got hot. You good? Yeah. Got here as fast as I could, but here That's the thing with with game ward, man. They're spread out. Look at how many cops are all there [snorts] now. On this channel we've seen a lot of people taken into custody. I mean a lot a lot. And in one video we've seen two or three people taken into custody. This is the first video where five people were all taken into custody, processed and booked. And I would have what a great video, great teamwork. Like I'm really I'm I'm happy that I got to watch this video today. Hope you guys are too. In the end, the boat operator was arrested and charged with BUI, resisting arrest and refusal to submit to a breath test. The wife was arrested and charged with two counts of resisting arrest, battery on the good Samaritan, aggravated battery on a law enforcement officer and providing a false name. The operator's brother was arrested and charged with battery on the good Samaritan and resisting arrest. Both teenage daughters were arrested and charged with battery on a law enforcement officer and resisting arrest. This is a great video, but not for body cam bingo. So we ended up with nothing. There might have been something in there. Maybe I missed it, but nothing I could definitely hang my hat on. What I can hang my hat on is the fact that we're going to do a live chat on Sunday, March 22nd, 3:00 p.m. Arizona time. If you're not a member of our YouTube channel, click here, join and be a member. And if you're a member, you'll have access to the live chat. So we do it for an hour from 3:00 to 4:00 Arizona time and love to see you there.
