Hello. Good afternoon. Hi, I'm Officer Stanley, Cole Beach Police Department. Hey, the reason for the stop is I had reasonable Florida passenger might not be seat belted in. So, that was the reason for the stop. Okay. Okay. Do you have a driver's license for me? I do. Back seat in my Okay. No, no, you can just stay here. Are you the registered owner of the vehicle? I am not. What's he reaching for? Nothing. Okay. I wanted to make sure. This is the registered owner of the he has not slept in these 24 hours. Okay, I understand that ma'am. You just have to understand I can't see through your tinted windows. Okay. Why is there writing all over that car? That I was concerned uh for your safety and mine. Okay. This goose got too silly. Um this shirt came to us from Midwest Safety. They're not even paying me for this. This isn't a paid endorsement. I just thought their shirt was awesome. Um, they sent us some swag. They make great videos. You You can't go wrong with them. So, if you're not following their channel, definitely jump on there and subscribe. You said he's not slept. Is that why he was unseat belted? He's wearing a seat belt, not a shirt. Okay. But he was hanging out the window with no shoulder restraint on. So, he probably put the seat belt on when we pulled up. I think he had it on. He probably I don't He might have been underneath. Yeah. Yeah, Arizona is one of those weird states where wearing your seatelt is not a primary violation. In other words, we can't I can look at someone, see that they're not wearing their seat belt and can't pull them over for that violation. State of Arizona just doesn't think it's that important and it's it's gone in front of the legislature multiple times, even during my career. And um they won't change it. They won't make it a primary violation. So like running a red light or speeding, something you can pull someone over for. So in the state of Arizona, we couldn't have even made this traffic stop um for a passenger not wearing a seat belt because just not a violation here. Um now once the vehicle is stopped, then it's different. Then you start, you know, you can go down that road, but as a primary violation, not here. Just trying to pay attention. I understand you're trying to be safe and I and I get that. I understand that. What is he doing? 18 years old. He's over 18. Over 18. I just have to ask cuz that the statue depends who the ticket goes to. You understand what I mean? Okay. So, um, if that was the route we go, I'm not saying that's the way I'm going. Okay. What a jerk. Okay. But Mr. You're the registered owner. Okay. Oh, he is. Okay. That's what I was trying to get at. All right. Sit tight. Let me just check this out. Okay. and I'll be right back with you. Stay in the car. Stay in the car. What? Stay in the car. Okay, I will. I won't ask you twice. I'm in the car. I'm in the car. What are you talking about? 42, keep an eye on the passenger. Possible signal. 20 10 4. He's the one we're looking for this morning. Now I'm in the car. Hey sir, how you doing? He just tried to get out of the car and I commanded him to stay. That's all. Why does it look like someone scribbled over your whole car? Hang on one second. What was that? I'm sorry. I was just volunteering at a I was on the phone with you earlier. Oh, okay. Yeah. I'm the one who called to make sure that you were okay. Yeah. I'm driving because he hasn't slept in a while. Wonder why cousin slept and I do not hear you. Okay. So, Melissa, if I want to be I'm going to have you step out of the vehicle because I need to speak with you. Okay. Okay. I I I can get in the front seat. I was just You can You can stay where you are, sir. In the front seat. This is actually a church. This is a church. 27. You're going to want to say, you know, this is a church. This car is a church. Okay. This car is a church. I think any law enforcement officer that sees a car that looks like this with random writings and scribblings on it can pretty much go down the road that the registered owner is probably has something psychological going on, right? Like maybe maybe they're not playing with a full deck, you know? Maybe they're a maybe they're a chicken nugget short of a happy meal. I don't know. We don't know. But in this case, I would absolutely approach this car with some level of caution because the unpredictability, the lack of judgment, sometimes being really violent, um having those violent tendencies on someone who is psychologically unstable. Those are all present and uh and I think it's a legit possibility. And as would happen here, um you know, the the registered owner just wasn't super cordial with the law enforcement officers that were stopping him. And I need you to stay in the car. Okay. Thank you, sir. Driver's seat. Okay. Melissa, can you come over here? He just jumped in the driver's seat. Okay. It's all right. Are Melissa, seriously, are you okay? I am okay. He is having probably another manic episode. Step out of the vehicle for me, please, sir. Turn the vehicle off before you do so. He's locking himself in the vehicle. This escalates when he feels threatened or he gets. Here we go. Get him. Here it comes. Step out of the vehicle. That's my crime. I need you to step out of the vehicle, sir. What's my crime, sir? I'm offime. I'm off. What's my crime? I'm offly. I need you to Hey, get the window breaker where you got it at. Uh, what's uh Let me here. You want to just keep an eye so he didn't run us over. 27. We're probably about to break the window. Sean Cocoa Beach. Here we go. We're going to try to talk. It's a great area to fish, by the way, if you've never been there. I understand. What's my crime? Resisting. I'm not resisting yet. Then open the door now. No, I'm not. Then you're resisting. Window. You're going to jail. Get out of the car now. Sir, is there sir? You are now a law enforce. Is there anything that would get you to get out of this car? Is there anything I can say would get you to get out of this car? Sir, you just punch it. I'm going to break the window in 6 seconds. Five. Four. He won't get out. We've given him lawful multiple orders. You have a light. This is the signal 20 guy from earlier from down on South Second. And we did a while being on her and him. He was the passenger. The lawful stop was for seat belt on the passenger. When she got out to speak with this officer, he jumped in the passenger the driver's seat resisting. He's already had to be told to get back in the car. I'm afraid he's either going to drive off or drive over us. That was the reason for getting him out of the car. He is resisting that lawful order. Get him out. That makes me feel a little better. Yeah. Well, the problem is he needs to get out of the car. Out of the car. Do you think she could talk him out, Bets, or would it be too dangerous? Sean, open the door. Patiently waiting. Sergeant, what are you doing? Yeah, we're keeping an eye. I don't know if you want to pop it on that side to unlock the door. Good call. Since he's since that way he's sitting there. See if that back door's open just for grins. No, it's locked. Okay. So, pop it and unlock that door with the master. Do not reach for anything in that car. You will get shot. Do you think she can talk him out? I just don't want her to get hurt. No. Get He's reaching for things in the car. Pop the window. Unlock it. And I'm dragging them out. There we go. There we go. What is my crime? What's my crime? What's my crime? This is my crime. I'm getting it. Get out now. Out. You don't crime. You're going to get tas. Just grab him by the face. What's my crime? you. Yeah. I'm not resisting. I'm not resisting. You just kicked him in the face. My crime. What's my crime? What's my crime? What's my crime? Dealing with people that are are mentally ill or having an an episode or have a psychological issue that they're working their way through. Um, it's common in today's society for whatever the catalyst of that is. But that doesn't give you the right to act like this. Um, you can be dealing with your own issues, trying to get yourself help, trying to get better, but when you actively fail to respond to law enforcement, you fail to obey those lawful orders of unlocking the car and getting out, and then you have a physical response that includes what appear to be kicking officers and then resist being placed into custody. Um, there's no excuse for that. whether you're you have a a mental issue, psychological issue or not, um there's just no excuse for that. So, this guy needed after that, this guy needed to go to jail and I'm glad that they took him. What's my crime? What's my crime? My ankle. What's my crime? What's my crime? What's over on your stomach? What's my crime? What's my crime? What's my crime? What's my crime? What's my crime? What's my crime? What's my crime? Turn your crime. What's my crime? What's my crime? What's my crime? Go ahead. 42. Roll over on your stomach. Now come this way. We'll go this way. What is my crime? Melissa. Melissa. Tape. Tape this. Tape this. [ __ ] you. You. Why? Why are you doing this? Why? All you had to do is comply. Why? Why? Why are you doing this? Turn over now. Go ahead and tase me again. Stop. Go ahead and tase. Roll over on your stomach. Go ahead and roll over. Go ahead. Go ahead and tase me again. What is wrong with people? Yeah. This could have been such a pleasant interaction. Excessive force. Is your Is that on? Is that on? You're forcing it. Get over. Is that on? Go ahead. Amaze me. I don't care what. Go ahead. [ __ ] you guys. What is all over that car? What is my crime? Why do you think you can do this to me? Answer me. I have in my eyes. I am not a fan of pepper spray. I'm just not um I it's it's not my preferred less lethal use of force. I don't carry pepper spray. I don't have it in my car. I don't I don't like it. Um because even though he's outside of of suspect's car, he gets sprayed and for his his active aggression against law enforcement officers. So the use of force is justified. But you put that guy in the backseat of your car and he's there and he's moving around shaking his head. Well, that pepper spray goes through the air and then you end up breathing it. So no matter what, you're getting affected by it. It's terrible. Would not have been my choice in this position. And I Yeah. Still have my tape in my hand. Put your arm behind your back. There you go. There's one. I got it. Hang on. You got your cup. Hang on. Hang on. There you go. I'm not resisting. That's my crime. I love when people say that they're not resisting while they're actually resisting. Sit up on your butt. No. Roll over on your butt. No. No problem. Just doesn't want to do anything. What is my crime? 52. My head's my crime. Thank you so much for keeping track of these Midwest safety. I appreciate it. We're going to get some more sick. Yeah, right. You don't care about me. All right. All you care about is your feelings. Sit in the car. I don't think anyone has feelings involved in this. Sit down and we'll get you wiped out. Yes. Okay. What the [ __ ] Oh, [ __ ] Oh, don't open your eyes. Oh, don't open your eyes. You 16 mail 10:15. He wouldn't get out. We had to pop the window and drag him out. And he started kicking me. And he kicked him a few times. Okay. But now it's battery on the law enforcement officer. The ticket was going to go to him, not her. So, she's free to go. Water. Oh, [ __ ] Water. Let's get Does anybody got a bottle of water? We can get water. The sound of regret. Water. Water. Right. We're going to get you rinsed off here real quick. Okay. But you got to if we open the door. But you just complied. Listen, we'll tell you. But if we open the door, you're going to could just complied. We got you rinsed out. Yeah. Cooperate. What? Water. Hey, water. Say you have something to poke a hole in it. Yeah. Here. Don't squeeze it or else it's going to go everywhere. I've just drank all mine. Water. It's coming. All right. Just squeeze it. Get a spray bottle. Clean your head out. And I'm going to hard. Little by little. All right. Just let it soak. You got to dry. I'll get him med clear before. Could have just opened up the door and got out. No, he grabbed him and squeezed on him. Oh, really? Yeah. Okay. Yeah. I'm good. Keep blinking. It's not going to get better. You got to keep blinking. All right. We're about to get you med cleared and we'll get that. We'll get the the doctors will get the rest out. Yeah. All right. All right. Sit sit back in there. No. No. You got any more in there? Yeah. Let me take it just in case. Please. Please. More water. More water, please. I'm going to tow this car. She's not the registered owner and it's got a broken window. Absolutely. Towing. Yeah. Yeah. Do you mind? So, ma'am, you were the driver. Yeah. You were You were not in violation of the law. Your passenger was. He's an adult. So, you're free to go. I need to tell you that just so you know. You're welcome to stand and talk to our bosses as long as you want. I just legally wanted you to know you are free to go. We got to take some pictures. Well, yeah. Toe's coming to get it. Toe's coming to get Yeah, cuz we're not going to let her drive with a broken window. It's your call, boss. I mean, you want some more? I I'll get it. Are you ready? All right, let's go. We're going to the hospital. Okay. Yeah, I'm going to go right away. Sean, let's go. Get your eyes washed out, man. Let's go, brother. Get step your feet out first. I won't let go. Now sit down. You feel the chair? Yeah. Go ahead and sit down there, buddy. Now, lean back. After being treated and medically cleared, officers bring the suspect back to the squad to transport him to jail. I'm going to search him a little more properly. Take off my hand. No, no, I don't want that. I don't think anyone wants that. What I'm suggesting, brother, man, watch your feet. Just stand right here. Good. I think we're good. Watch your head. Watch your head. Watch your head. Yes, sir. Yes, sir. Thank you. All right. We talk about um you know, the fact that he needed to go to jail possibly to get help that he needs. He needs that help. Uh we have mental health counselors, physicians that are within our jails. Uh and every jail has them. So, someone like this that's having a manic episode probably has some sort of diagnosis um on the psychological side. uh he's going to get help and he's going to be given resources and um maybe this is the start of going down a path where he doesn't react like this um by doing silly things and then fighting with law enforcement. Also, you can't kick someone and then say that you're not resisting. Like that doesn't work. Just because you say it, your actions speak louder than your words. So, like, no matter how crazy you are, I think you know that kicking a cop in the face is probably bad. This suspect, Shawn, was charged with two counts of battery on a peace officer and two counts of resisting obstructing without violence, totaling a bond of $11,000. He is innocent unless proven guilty in a court of law. Midwest Safety is great, but if you want to become a member here, go to the homepage, click join, then you can be a member.
