I'm stupid. I'm dumb. I didn't graduate high school. That's why the handcuffs are not even on. Where's the camera? >> TURN THE CAR OFF. >> OH MY. ALL RIGHT, EVERYONE. I'm Frank Slope. Coming up on 25 years as a sworn deputy sheriff here in Arizona. Today, we're going to do some body cam breakdown. Behind the mug shot is the channel where we found today's video. Not a channel that we use often, but we're going to check out how their video is today while we do some body cam bingo. So, we're using card number four. If you're looking for the entire five card set, you can find them on our website. So, if you order them, I'll send them to you. But let's see what uh see what this video does today. >> You're in there by yourself? >> Yeah, I'm by myself. >> Come on. Step to the back. >> Yeah. Come back here. >> Okay. >> Stop right there. Are you crazy? >> I know. I'm sorry. I just saw there was a red light in there. I just >> You got your license on your registration insurance? >> Yes. I live right on Well, you overshot at 106 mph. Whoa. I know >> 106 mph is grounds to go to jail. If you're totally stone cold sober, you're driving 106 and a 45, you're going to jail. I'll tell you right now in Panol County, you go to jail. Um, it is just unbelievably dangerous. I I just the amount of speed and energy that a vehicle brings into a collision sequence at that speed is just it that's how fatals happen. So, this deputy that stopped her and she didn't know where she was going. He definitely uh he he might have he might have stopped her from killing herself. >> You got the registration insurance? >> Yes. Yeah. >> How much you had to drink tonight? >> Nothing. >> How much is that? How much is nothing you had to drink? >> I just told you nothing. >> Okay. Well, I'm going to be checking for something. >> Okay. >> You on medication? >> No. >> You can hang the phone up. Don't worry about >> I need to get my insurance. >> I don't need it. You can hang the phone up. >> Okay. Well, what do you want me to do? >> Well, I'm going to have you do some field sobriety test if you wouldn't mind. >> Okay. >> We just got to hang on. Got to wait till somebody else get out here. Just >> I think I need to call my husband. >> I'm the police out here. >> Okay. But I need to call my husband. Like, >> ma'am, no, you don't. You need to call your husband. You're going 106 mph. You could have killed yourself. You did a U-turn and you come back the other way at 100 plus miles an hour. >> I know. >> You should have been calling your husband then. Why are you driving so fast? If you live here, you went past it real fast. >> I know. I passed this light. So, I was trying to get back to >> So, are you on any medication or anything like that? >> Why not? No, no, no, no. >> So, where you coming from again? >> I was dropping my friend off from his house. >> Do your husband does he know about that? >> No, he does. He has my location. >> I know. I was speeding. >> Yeah, you >> I like that question. >> Where are your shoes? >> They're in the car. I don't >> I got pulled over. >> Yeah. >> Come on out, madam. You can leave your phone in your >> So, you willing to do field sobriety tasks for me? >> Uh, I guess >> that means yes. >> I don't know. I think I need to call my husband or something. >> You just talked to him. >> You going to do him? Well, I felt weird. >> I don't know. I just feel weird. I felt weird watching you go 106 mph. >> I know I was speeding turn around. I know what I was speeding. Yeah, I know. I was just trying to get home. >> Listen to me. >> Okay. >> I do suspect that you are impaired either by alcohol, drugs, or both. >> Okay. >> You went to take your friend home and and I don't know what caused you to go that fast. Your car was not driving steady as you was going back the other way at a high rate of speed. So that's why I'm at >> speed. I know. >> I'm asking that you do field sobriety tasks. They're voluntary. You don't have to do them. But if you don't do them, I'm going to take everything up to this point now as towards your impairment. That's right. >> Being your driving pattern, your vehicle not being steady, and also going to be used against it can be used against you in court if you don't do the task. >> All right, guys. This is literally the wallet I now carry every day, and it's made by my sponsor, Extter. Check this out. Boom. This thing holds up to 14 cards. Now, I like the traditional leather, but Extter also makes the card holder pro, and that is made of recycled aluminum. And these also come in a variety of colors, and there are all kinds of customizations. My favorite is the Finder card. It's like an Air Tag, but it's the size of a credit card. And it works seamlessly with Apple's Find My app. And Extra makes all sorts of other cool stuff, like this travel pack vacuum kit. You can get up to 15 items in this little bag. It makes it thin and you can use a little little rechargeable vacuum. And if somehow this isn't enough, they just launched the vacuum kit plus and it's triple the size of this bag. That'll get you through a 10-day trip. And backs up all their products with a 100-day money back guarantee. Extra is currently offering a Father's Day sale of up to 50% off sitewide through June 24th. Use code Frank 20 at checkout for an extra 20% off. not making you do them. >> Good Arizona case law on that. >> I got to work with something. I do think you're impaired. >> Okay. >> So, with that in mind, do you would you do the task? >> Why? >> Can I just call my husband, please? >> You just >> You just talked to him. >> I'm dealing with you and your driving. Your husband, if he was in the car, >> I know, but I would just feel safer if he was here. >> All right. I feel >> What makes you feel unsafe? >> Cuz he's he can't come here and get in my way. Yeah. >> No, they want to test me for I don't know. They want to do a test. >> I don't know what to do without like Okay. Can you just send me the insurance, please? >> I don't need the insurance right now. >> But you're going to need it eventually. >> I I don't need the insurance. I know what I need. I do know what I need. What I'm dealing with now is your speed and my suspicion of you being impaired. >> Okay. >> Okay. >> Are you willing to do the task? >> Yes. Yes. Okay. >> There we go. >> Come stand over here. Do you have any physical problems or anything like that? >> Um, just anxiety, but that's it. You >> take medication for it? >> No, I don't. I have therapy, but that's about it. >> She's a young girl. She's got three kids, a husband. She's living a normal life. And she's like, "Well, I have anxiety." Well, you take any medication? Is it is are you doing anything to help yourself with it? She's like, "No, I have a therapist." Well, that's I I mean, it's good. And not everyone likes pharmaceuticals, and I'm I'm definitely down with that. But if it's if it's just that you feel anxious and talking to someone makes you feel better, you could probably talk to a law enforcement officer who if your day went bad and you got into a car crash or someone broke in your house, you'd be calling the police anyway. So, I don't think it's the fact that she's there with law enforcement that's giving her anxiety. It's the fact that she's doing a criminal amount of speed while impaired and now she got caught. I think that's and I think that's a normal amount of anxiety for any person. I don't think it's think it's the I don't think it's the medical issue that's the problem here. It's her. >> Are you a diabetic? >> No. >> If you would for just come stand right in front of me. >> Leaning up against the car there. It's always a good clue. >> Put both feet together like mine are now. Do you understand what I'm asking you to Yes. >> Keep your head still. Just your sh. Okay. >> There we go. >> Okay. Relax for me, man. Watch your back. >> I don't understand why agencies do that. You notice in this video there's a solid white fog line that probably goes for miles. It's pretty straight. It's wide. Um, and it's right there. I've seen all sorts of agencies um across the country that use a roll of duct tape to create a line. Um I don't know what that is. I've never seen it happen here in Arizona. It's typically in other states. Um I I don't know. I I don't know. I I it must just be it's either that individual deputy's discretion and maybe he likes it because he likes to say that they walked a line that was you know that was visible and straight. Uh it could be department policy. I don't know. It's just it's not something I'm familiar with and every time I see it I go strange. >> Piece of tape on the roadway. What color is that to you? >> Yellow. >> Yellow is right. Um and before we get started with this particular task I need you to distinguish your left from your right for me. Okay. >> Raise your left hand. And where's your right? That'll >> work with your feet as well. Where's your left foot? >> Like the hokeyp pokei. This. >> Okay. Now I give you the opportunity. You didn't have your shoes on earlier. I'm going to ask >> I know. I'm sorry. I don't like to drive with my feet my shoes on. >> Can I finish? >> Yeah. >> I'm going to ask you to walk on this line a certain way. >> If you want to take your shoes off, that's totally up to you. But a certain way you have to walk on this line. Are you comfortable? Would you be comfortable with those shoes on? >> Yeah. >> Okay. Now, you want to try it first and see. >> What do you want me to do? >> I'm going to tell you. Okay. You like take shoes off or what? >> I don't know. This is just making me nervous. >> You know what made me nervous? >> 106 mph. >> Going 100 plus miles an hour and weaving. >> Make me nervous. Do you understand them all, ma'am? >> Yes. >> Do you need me to go over anything else? >> No. >> Okay. If you understand the task, I I'd like for you to begin and don't stop until you complete the whole task. You understand that? >> Okay. Okay, you can start. Put your right foot in front of your left. You can start when you're ready. >> Just go like one, two, 3, 9, 10. Do you want me to go back? >> Exactly like you were instructed. >> You said you understood. >> But you said nine. >> I know what I said. And you said you understood. Just now you're on 10. >> Well, just complete the task if you want to make sure. >> Okay. I did nine steps. So, nine steps back. >> Just what you understood, ma'am. Just do >> nine steps back. Okay. >> One. >> I knew it. >> 2 3 4 5 8 9 10. >> Okay. Is that what you understood, ma'am? To walk forward, to walk backwards. >> I think so. >> Okay. Go ahead and put your shoes on. >> Okay. >> Now, I want you to turn around and face this way, ma'am. >> Something different. >> Right there. Right there. That's good. Right there. Go back to the beginning of the tape. Right here, ma'am. Here. And face the windshield. Okay. >> Okay. Both feet together. >> Yeah. >> Arms by your side. Okay. Now, when I tell you to do so, either leg of your choice, I want you to raise about 6 in off the ground like you see me doing now. Flatten your foot out to where it's parallel to the roadway. Look at your elevated foot with and count like this. 1,001 1,002 1,003. I want you to [laughter] >> I just feel so stupid. >> You do you want me to continue? >> Yes. >> Okay. You're going to count until I tell you to stop. Do you understand that? Keep that foot elevated about 6 in off the ground. Look at your raised foot and count like I showed you in the man of 1,001 1,002. You're going to keep counting until I tell you to stop. You understand? >> Yes. >> Okay. But can I count to like 1 2 3 4? >> Could you count like I'm asking you to count? Cuz that's >> I don't know how to count like that. I'm stupid. I'm dumb. I didn't graduate high school. >> That's fine. I don't know how. Repeat it after me. Instead of one, just put a th00and in front of it. 1,001 1,002 and just keep going up until I tell you to stop. Do you understand that? >> It's not hard. >> Okay. Go ahead and start with both feet together. >> It doesn't require a degree. And >> you can start when you're ready. >> So, this suspect says that she didn't graduate high school. I have an 11-year-old niece. She also hasn't graduated high school. And I guarantee as that as sure as I'm sitting here, I guarantee she could do absolutely every test that with the instructions given because the the deputy did a great job giving the instructions. I guarantee if that deputy gave my 11-year-old niece instructions, I guarantee she could perform these tests. So, they are made to be very simple. You don't need a high school diploma or a college degree to correctly perform these tests. What you need to do is be sober. >> 1,000 2,000 3,000 4,000 5,000 6,000 10,000 >> Keep going. Got to keep your feet up to keep >> like what number? >> Till I tell you stop. She doesn't count if I'm fat. Okay. 1,00 2,000 3,000. >> Okay, you can stop. >> Okay, >> come stand right here, ma'am. >> Right there. Okay. So, this deputy does a great job while giving the instructions for the one leg stand. Um, they are the instructions as he gave them are exactly the way that I give them. Um, he didn't tell her that he was going to time the test for 30 seconds, although that is one of the aspects that makes it standardized. It is I don't know what state this is in, but in that state, they are given the same way they're given in Arizona, the same way they're given in New York and in Oregon. They're all the same. It is because it is those tests were developed federally, so they're given the same everywhere. Um, but counting 1001 1002 1003 um seems pretty simple and I don't feel like you need a high school diploma to count in that manner because you're not doing math. You're simply just counting. Um, exactly as the the deputy said, I just I don't think it was her lack of education. I think it was her lack of sobriety. Um, that was the variable that we're dealing with here. I know you said you didn't finish high school, but are you comfortable with reciting all 26 letters from A to Z? >> Yeah. >> You are? Okay. What I'd like for you to do is you're going to tilt your head back then and close your eyes. You're going to recite all 26 letters without rhyming it or singing it. It's going to sound like this. A B C D and all the way to the letter C. >> Okay. >> Do you understand what I'm asking you to do? >> Yes, I understand. >> Okay. Go ahead and tilt your head back, close your eyes, and go ahead and recite them. You'll see that he gives the alphabet test which is a a version of the Romberg modified and it is simply recite the alphabet. Um easy test there is a wives tale somewhere I don't know where it started that Google probably knows but there's a wives tale that police officers used to ask a subject to recite the alphabet backwards. I am stone cold sober as I sit here in front of you and I couldn't fluidly say the alphabet backwards right now. So that's a wives tale. It doesn't happen anywhere. Um it did happen on Reno 911. Uh if you've ever seen that one, the the suspect, he nails it. He does it great. But in real life, it's not a thing. >> I can't get arrested. I have kids. I can't get arrested. I can't. >> Could you hand her your jewelry like a mask? Yeah, except my earrings. >> Do I need to get those off, too? >> Second one. >> You want to take that? You want to leave that one? >> I don't know. >> Put Put your arm behind your back for me, man. >> Ma'am, you're being placed on the rest for DUI. >> I can smell it coming off your breath now. Yep. >> Yeah. I drank earlier, but I didn't [ __ ] inside. >> Well, you said you didn't. >> You have to go to jail. >> Well, it's a process. >> What do you have on? Do you have just a bra on? >> Yeah. >> Okay. All right. We're going to go on this side. We're going to sit on this side. Okay. >> What about my car? >> We going to take care of it. >> We going to take care of it. >> It's being towed. >> Get out. >> No. Wish you >> Why not? >> Because we said we can't. Can you have a seat there? Put that. Okay. I I grab this. >> So, I'm going to be arrested for like a day or two. >> You're under you're under arrest for DUI, ma'am. >> So, how do I get >> She doesn't have a handcuff on. >> Never been to jail. >> They going to let you out in 8 hours. >> 8 hours? >> That's what it is. The state mandate is a 8 hour hold. >> But what I don't understand is why can't my husband pick up my car? Because when you get arrested, we have to tow the vehicle. >> I love that this deputy said, "Hey, you're arrested for DUI, they're going to put an 8 hour hold on you." I love that. I think that that booking someone into jail, making sure that they stay there while they sober up so that they can understand the consequences of their actions. I love that. U here in the agency I work at, they have court twice a day. They have a morning court, like an afternoon court. Um, so sometimes if you get arrested right after that afternoon court, you're in there for more than 8 hours all the way until the following morning when you can see the initial appearance judge. So, uh, sometimes it's more than 8 hours. And I like that >> cuz my husband lives 5 minutes away. He Why can't he pick up my car? That's kind of crazy. All right. All right. This is why I said I wanted my husband here. >> He could have done nothing. >> Yeah, he could have drove my car home. Yeah, he could have drove my car home. >> He was just going to do that with >> No, he my grandpa could have drove my car home. Why does it have to get towed? >> Cuz usually they ask like, "Can somebody take your car home?" >> No, I don't have to ask that. You You better better I can tell you what a better situation would been if you would have not had. >> Okay. >> And you could have asked my husband to take it home to make it easier, but you made it harder on purpose. >> It's the law. [ __ ] bro. That's real [ __ ] You could have called my grandfather. You could have called my husband. Tell him to come pick up my vehicle. No. Yo, decided to bull for real. All this just to geting out in 8 hours. That's bull. That's why the handcuffs are not evening on. What the is this ghetto ass [ __ ] bro? Like, that's [ __ ] up. You could have let my husband know when I'm going to go to jail cuz he was expecting me to be home with threeing kids. You could have at least had >> Maybe you shouldn't be out drinking with three kids. >> Maybe there's that >> ridiculous. And I'm on my period. This is [ __ ] What the am I supposed to do, bro? >> Oh, come on. Uh, got to put these on. I tried to leave them loose, but No, you got to be in the back. Unlock. Unbuckle yourself. Okay, now step out for me. Listen, here's what I don't want you to do this time. Turn around. I don't want you to slip his cuff. You understand? >> I didn't mean to. >> Yeah, I Well, I'm not trying to make >> I didn't mean to. You know, if you're going to do that, I'm have to tighten him up on him. >> All right. Do what you got to do, bro. >> No, no, man. >> Do what you got to do. >> I'm not your brother. >> Do what you got to do. >> Oh, I wish I had a bro on here. I'm not your brother, ma'am. >> Okay. >> I just make respect. >> You think that's complains about? I don't think she's complaining about the handcuff. >> I've been nothing but respectful of you. >> You're the one that's a you're the one who's a straight up >> straight uping as broing ass. >> Wow. >> Races mother, bro. >> I'm going to say that's the race car. try to have a [ __ ] fun night. Me, that's what I get. That's what I get foring celebrating my son's birthday. That's what I get. >> So, she's just mad at everyone and she's like, "This is what I get for celebrating my son's birthday." So, I don't know what part of the country you are. We have Peter Piper Pizza here. They sell beer there. I don't remember if back east at Chuck-E-Cheese, one of my favorites growing up, they sell beer at Chuck-e-Cheese, but I feel like they should because I feel like that rat probably needs a drink every once in a while. But going to Chuck-e-Cheese or Peter Piper Pizza and ordering a picture of beer while your son is celebrating his birthday and then drinking the entire picture by yourself. That's not what that's not the proper celebratory response for a kid's birthday is. So, I think she maybe she had the right idea. It was just it was performed poorly. So, I don't know. Let me know if you can get beer at Chuck-E-Cheese. I don't remember. >> Is the money worth it? >> He slipped the cuffs again. I'm going to put that in there as complaints about handcuffs. >> Yeah, they're off here. Here you go. >> Okay. >> Tighten it tighter then. too much, man. >> You don't know how. >> She's the only person that's ever said, "Put him on tighter." >> Here, here, here, here, here. Get me the jail so I can get the [ __ ] out, bro. Here, here, here. Is a fun job for you? This sounds like a miserable job. >> Hold. Oh my god. Why the am I in public's parking lot? I'll I'll explain it to you as we go. >> You keep saying that. You keep saying that. You keep saying that. >> Oh my gosh. You have to write a report cuz you caught me speeding. Didn't evening do a breathalyzer. That's crazy. >> You're drunk. So, >> okay. So, why are you putting that in the report? It's illegal. >> I thought you couldn't read. >> I could read. I said I didn't graduate. I didn't say I couldn't read. >> That's true. >> I thought you said Yeah, you did say that. Yeah, exactly. Cuz I decided to be a mother. >> Can you um in high school you ma'am, you keep flipping them. >> I hate to throw shade on the young ends, but this lady's kids have an uphill battle. Um mom is out dropping some dude off at his house at 1:00 in the morning drunk. Uh, lots of bad decisions there along with mom not having graduated high school, which, you know, I get it. It's it's a it's a decision that people make. Not my decision, but it's a decision. Um, so she she doesn't have real good decision-making skills. I think overall, I think we could all agree with that. So, I'm hoping these kids take after their dad. Let's just let's all hope. >> No, I'm not. No, I'm not. It's tightened on my wrist. Okay. Well, be still and stop trying to take them off. >> No, it's pinching me. It's pinching me. >> Where's the camera? >> You see, it's pinching me. >> Yeah. Make my life harder. Thanks. I'm already broke as with three kids and now you're going to make it even harder [snorts] when you could have called my husband and said, "Come pick it up." >> Come on, young lady. >> Okay. Am I going in that car? >> You're going right in here. Hey, it's a DUI command post. >> Okay, ma'am. I'm now requesting that you submit to an approved test of your breath. >> I'm done. >> This will be for the purpose of determining the alcohol content. >> Will you submit to the breath test? >> That's something you said you wanted to do. >> I'm done. >> Change your mind. >> Okay. Well, I want to read your implies. So this deputy explains to our suspect that it is requested and perceived as required to submit to a breath test. Um the admin per se affidavit which is what he is reading is a form that in different forms is in every single state. Every state has some requirement that hey, if you're driving and you're performing a impaired driving um investigation that you have to submit to a test and if not there are consequences. Typically that consequence comes with either jail or license suspension or both. Here in the great state of Arizona um if you say no the first time we suspend your license for a year, the second time within 84 months we suspend it for two years. Um, and every state has different var variances in that, but that's how we do it here in Arizona. Um, so she says no to the deputy. That means that I'm almost sure her license is going to be suspended for some amount of time longer than if she would have just said, "Yes, I'll submit to the breast test breath test as requested by the state." So, it's always better to submit because just like here, we're going to get it anyway. car this paper and then go. What is it, bro? This thing that I got to go. >> This car going to jail. Am I in this van? This car. Where the [ __ ] did I go, bro? >> Bro, card number four. We only got two. I got complaints about handcuffs and she uh she said that the the deputy was racist. So, we're going to we're going to call it a race card on that one. So, not a bingo. Um, if you played with another card, let me know if you uh if you got a bingo in there. Sometimes we get them, sometimes we don't. What we need you to do, we could do every time, is subscribe. So, click the subscribe button.
