Hey, welcome back to the Here's the Deal channel. I appreciate you joining. Your time is valuable, so I'm going to get right into it. I hate just I don't just do live streams just to do live streams. I try to bring you things that are substantial, things that are important, and I really can't think of anything more important right now than talking about police abuse of power and brutality. And of course, that leads us to this incident that happened in Madison, Wisconsin. We will take a look at this triple tap in the middle of the street, on this busy street in Wisconsin, by the Madison Police Department, on a guy who's being held by three law enforcement officers, three male cops, being tased by one female cop. So, there's four cops on the scene. And as the guy lay apprehended, in an apprehended state, laying on the ground, one of the cops drew his service pistol and triple tapped him in the head. But don't worry, they tried to perform life-saving procedures on him, medical intervention, and uh Sorry, he died shortly after. The guy's name, I think, is Chris Ruiz. Let me see. Let me just double-check that. Yeah, sorry, Corey. Corey Ruiz. We're going to go over the specifics. Yes, he does have a rap sheet. Does it really, technically, matter? Not really. Not in that present moment. Because whatever his criminal history is, he was still a man who was being held by three officers, tased by another. One of the officers got up and triple tapped him in the head. So, we're going to go over that in a second, but first I wanted to show you what the police chief said. This is a long video. We're only going to play part of it. We're not going to go to the question and answer, but here's how he framed what his cops did. >> that everyone in our community please keep this this particular neighborhood and the historical trauma including today in mind. And please take a moment to to reflect and offer some support to one another. Uh so today an officer with the Madison Police Department was involved in a shooting on the city's near east side um this afternoon. >> An officer was involved in a shooting? No, one officer shot, but it was four officers involved in the shooting and you can see this right here. You can see all four of them. I got to be careful how I play this on a live stream, but you can see the female officer right here. One male officer number one, male officer behind him number two, male officer number three who's holding this guy down while the hefty officer just goes ahead and he you know, got to give him credit. He didn't mag dump, I guess. >> And PD officers were dispatched to a call just before 1:00 p.m. in the Marquette neighborhood. >> Oh yeah, what was the call for? Was it an armed robbery? Was it a hostage situation? Did he just get done shooting up a school or a post office? Were lives in jeopardy? What what was the call for? >> Uh for a report of a person who was allegedly checking parked vehicles. Uh that's it. He's checking parked vehicles. Okay. >> Officers located the man. They attempted to contact him. Uh but he fled on a bicycle and then traveled through some some nearby backyards we think in attempt to to get away. Officers then uh connected with the man again uh near the intersection of Baldwin and Williamson Streets around 1:30 p.m. Uh now this man either fell off or was taken off of the bicycle by officers. We're not sure which. That's still being determined. >> You're not sure, really? You have access to the same video we have. I saw one video where the guy is riding his bike and he goes behind a car. I can't remember if it's a cop car, but all of a sudden he's removed from his bike after contact with what looks like a police officer. His bike goes flying in the streets. He goes flying in the streets. And it seems to me that if you're going to give a statement as a public official, you would un- turn over every stone that you had available to you before you actually went out there to make a statement and to ask or answer uh questions from reporters. >> Uh and then a struggle physical struggle ensued with officers in the middle of the intersection. Uh during the struggle, um the man uh we're told pulled pulled out a knife or produced a knife, a fixed blade knife. Um and an officer was injured by this uh while attempting to arrest him. >> Oh, no, an officer was injured. Oh, no. >> A less >> How horrifying. >> device, a taser, was deployed. Unfortunately, it was unsuccessful. Uh The officer who was injured by the knife is the same officer who fired his weapon um at this man. Uh four officers were involved in this incident. Only one officer uh fired his weapon. A second officer was also injured. Um it's not clear how that occurred. We do not think it was from the knife. Uh The other two were not injured that I'm aware of. Um So, this this male is an adult in his 30s uh who was involved. He um initially suffered life-threatening injuries and was taken to an area hospital. Um I was notified prior to to coming in here that he has tragically passed away from these injuries. Um I want to take a moment >> There, he tragically passed away from the law enforcement initiated injuries that should have never happened. Three male cops had their hands on him and they still felt like they needed to shoot him. >> I honestly and sincerely offer my my heartfelt sympathies to his family. >> He seems so sincere, doesn't he? Let's just look at this real quick. I got to be careful how I play this, guys. Let me just expand this a little bit. This is disturbing, so if you want to turn away, probably now's the time to do it. Before he actually lobs off that first shot, I am going to go ahead and pause it so that you can see that the positioning of every one of these law enforcement officers. They're so scared to death of something happening to them that even when they have a man outnumbered four to one, they still feel like they have to use lethal force. It's truly pathetic. Okay, so here's Ruiz right here with the hoodie on. You have male officer number one, two, three. You have female officer number four. She's going to use less lethal by deploying the taser. They all at one time had their HANDS ON RUIZ. OKAY, I'M GOING TO STOP IT RIGHT THERE. Notice where Louie Ruiz is. This is um Sorry, let me get his name right. I think I mispronounced. Let's see, Corey. It's Corey Ruiz. Notice where Corey is at this point right here. He's laying on the ground. I wish I could expand this just a little bit more. Let me just back this up just a little bit. Prior to the firing of the gun, they put him on the ground and then this man who weighs at least 200 lb, I would say, has both of his knees on him at one point. He's clearly on the ground. This cop right here behind the other cop, we're going to look at another angle here in a second, unholsters his weapon, draws his firearm, puts his gun on the trigger, and at point-blank range, I would say no more than a foot, a foot and a half away from Ruiz's head, while this cop has him apprehended and laying prone on the ground, that is when he fired the shots. Three shots in a row. One. Two. While the cop is on him. I mean, in the direct line of fire of one of his thin blue line buddies. Three. So, here's Loui- Ruiz laying on the ground. Let me go to the other video. This is a freeze-frame shot of it right here. There is another video. Yeah, here we go. So, here's from a different angle. We were looking at it from over here. Now, we're looking at it from the other side of the street. Here's Ruiz completely laying on the ground. They have him well in hand. We're talking about four bodies against one body. Four bodies versus one body. Ruiz is on the ground. This police that this police officer right here hears his gun. There it is right there. And this police officer, by the way, is unnamed. They are protecting his identity. Why are they protecting his identity as they conduct this investigation? We're just going to go ahead and go go over it silently. That was number one. That was number shot number two and shot number three. Right there, point-blank, right to the cranium. Here's Here's Ruiz's head right here. We'll just show you how close that gun was. Look at this. No more than a foot, a foot and a half. Here's the gun. You can barely see it because it's against the dark pants of the other cop who was kneeling, who still has his left leg on Ruiz's back. Here's his head. Here's the gun. Point-blank. How in what world is this necessary? In what world can you go to sleep at night going, I had to do that. I I was saving and protecting public life. I was saving the lives of my buddies. There was no indication. Now, what the cop's going to say is that Corey Ruiz pulled a knife and cut the cop who was shooting. His There is no indication that this cop's life was in mortal danger. >> This loss. >> This guy I I got to tell you of all the police chiefs I've seen give a statement, this guy looks the most humble. He looks like he plays the part of somebody who is disturbed within himself because of this, but I don't believe it for a second. I'm just saying he's putting on a really good show. I do not believe any police chief. >> Um officers who were at the scene did attempt some life-saving measures. Um the officer who fired his weapon is is what I would consider a veteran officer. >> They would They attempted life-saving measures? Excuse me? Can Can somebody inform me and Is there anybody with a medical background out there? Can anybody tell me how do you perform life-saving measures on a guy that you just pulled the trigger on point-blank to the cranium three times? What What life-saving measure Are you going to put a tourniquet on his neck to stop the bleeding? Are you going to Are you going to get some some utensils to to shove the matter back into his cranial structure? How do you perform life-saving uh techniques on a man that you just shot point-blank in the head. >> Um has what is standard in all instances like >> I I just got to hear this again. Listen. >> officer who fired his weapon is is life-saving measure. >> Let's hear it again. >> Um officers who were at the scene did attempt some life-saving measures. Um the officer who fired his weapon is is what I would consider a veteran officer. Um has what is standard in all instances like this, all four officers uh not just the one involved in the the discharging of the firearm will be placed on administrative leave. >> Okay, so they get a paid vacation. Can you imagine losing a package or damaging a package in FedEx and FedEx going, "Hey, no problem. While we conduct this investigation, we're going to give you a week off with pay. It's not a problem." And that's just damaging a package or having a practice and pattern of damaging or losing packages, let alone taking a life. You're going to get I don't know if it's paid administrative leave. He doesn't say that, but they are on administrative leave until the investigation is is concluded. And typically what they conclude is, "Hey, we just found from third-party information. This isn't us. We didn't investigate ourselves. We found that there was really no wrong doing. He followed all the policies, procedures, and protocols, and he did exactly what the Madison Police Department trained him to do. We back our guy 100%." And then the police unions come out, and it's all just so pathetic. So disgusting. >> Um and uh I I I will say that when a a knife is produced during officer's apprehension arrest the overall situation is is clearly elevated. Um it becomes incredibly dangerous, uh and it obviously increases risk for everyone there. Um for every officer, for the person as as well. I think it severely narrows the the scope of options and possible outcomes, but uh this was clearly a dangerous situation. Um I'm grateful uh that we're not you know, some more serious injuries uh inflicted to those officers, but I I again I'm so grateful that more uh injury wasn't inflicted on our officers. Instead of saying, "I'm so grateful that a stray bullet didn't ricochet off the pavement and hit a baby in a stroller. I'm so grateful that the the negligence of our cop didn't cost the lives of an innocent member of the public that we're supposed to be protecting and serving. J Lobo, thank you for those 50 Here's the Deal memberships. If you get a membership from J Lobo, give him a give a shout-out to him. Supporter of the channel. Appreciate that, man. Delete Laws is here. What's up, Delete Laws? If you haven't seen Delete Laws' latest videos, he's really hitting them out of the park and they're just algorithmically suppressing him. It's pathetic. It's pit It's as pathetic and pitiful as this law enforcement officer trying to convince us that he sure is sorry that uh all this stuff happened and his heart goes out to the family of the victim who was victimized by the Madison Police Department. It's truly pathetic. These people should be embarrassed, but I don't think they know how to be embarrassed. Convey my sympathies sincerely to to this uh to this family. It'd It'd be like Al Capone saying, "You know, Guido was out there doing his job for the organization. And I found that uh Guido misused a firearm. A a organized crime-issued firearm. And he shot Aunt Elizabeth in the head three times. Accidentally, of course. Of course, Guido thought she was producing a knife and that his life was in mortal peril. So, you know, he had to do it, but my heart goes out to Aunt Elizabeth's family for the actions of Guido. That's how I see this right here. >> Um >> I need cotton balls. Next time I try to do that, I'll get some cotton balls and a fake mustache. >> Justice division of criminal investigation is now going to independently investigate this incident due to our officer's involvement. We will not be investigating it. Um I will say that I'm aware of cell phone video that has been shared and circulated online. >> Oh, yeah? >> Uh depending on the incident, I I I ask um the community recognize that there is other video that they have not seen that's not circulating online that will be released >> Yeah, but have you seen it? Have you seen this video right here? Have you seen what your officers did? They basically dogpiled him and that wasn't good enough. While they had their knee on his back while while this officer had both knees on his back and on his side, this officer right here pulled that freaking firearm and point-blank wrung his clock three times. Have you seen that, police chief? Inquiring minds want to know. >> dude is a part of this investigation. So, to the extent um that they can as we all navigate uh this trauma together, we try to remain calm and >> Navigate this trauma that we caused. It's like It's like the Hegelian dialectic, problem reaction solution. They created this whole problem. They're marching in the streets of Wisconsin right now. People are freaking pissed off. They're tired of their kinfolk dying in the streets. Am I saying Corey Ruiz was a good guy? No, I'm not saying that. Looks like he has a long rap sheet, but the cops could be lying about that as well. I don't know. You got to leave everything open. You got to uncover. You got to turn over every stone. You got to ask every question. But I know one thing, he didn't deserve to die like a dog in the street. We treat We treat dogs. We treat pets better than these cops treat human beings. Not only that, you have four officers on the scene and you still needed lethal force? What really? What's wrong with you guys? >> Um remember that not all perspectives are online right now. Uh This is This is tricky for me to answer questions, but I want to try to provide the opportunity. Um as I said, we are turning this to to DCI for their >> What do you think about this, Police Chief? What do you think about him? Is it feigned sincerity? Is it true sadist sadness and empathy? Or is he faking this whole thing? Because I'm telling you, man, if if I was a part of an organization where people not just did this, you know, once in a blue moon. No, no, no. What if they were doing this stuff all the time? Philip Brailsford offs Daniel Shaver. Yemane offs Philando Castile. Matthew Schneider mercilessly tases Johnny Weatrock in front of his screaming family. And on and on, the gang in Albuquerque, New Mexico ganging up on James Boyd, a homeless man who just wanted to be left alone. Just destroying sicking the dog out of out of him and then just pumping him full of .223 bullets. Unbelievable. Here's the again, if you if you're just new Here's Uh here's the closer version. I don't know why these videos are so grainy. I don't know what kind of cell phones these people are using or if there's some kind of compression problem and so many people have copied this off that it becomes blurry. I don't know why the resolution is low. I really, really wish it was more clear because I want the name tag of this cop right here. This is the cop who decides to execute a man in broad daylight on the streets of good old USA. He's on his knees right here. With with hands on Ruiz. This guy's got hands on the Ruiz. >> [screaming] >> For some reason this guy let him go but now he's got his left arm again. And there's the first There's the first round. But the first round wasn't good enough. And this guy's too Just backing up just one frame or so. Both of While the shot was being fired, this man had Ruiz down on the ground. This is Louis Ruiz's body Corey Ruiz's body live body at this point laying vertical on the ground I'm sorry, horizontal on the ground. And you get this cop right here with both of his knees on Corey Ruiz while this guy takes a pot shot at him point-blank. How in the hell can anybody justify this? Shot number one, this cop freaks out. He's like, "Oh, what the hell just happened?" Shot number two, shot number three, he holsters his weapon right Oh, hey, I just noticed there's an edit here. He holsters his weapon right there. Let's just back up a little bit. He shoots, holsters his weapon. I don't know if that was an edit, maybe not. And now, you know, to add insult to injury, I don't I've heard reports, but they're already grabbing his arms like they're going to torture cuff him. So, basically, essentially, and we've seen this so many times before, you could be unconscious, you could be stone cold dead, and they're still going to torture cuff you. And yeah, that's a that's a Chile DeCastro Delete Laws original. They torture cuff a dead man. That that's how ridiculous and off the charts evil this is. So, let let me just get up to speed with what you guys are saying in the comment section. You know what I'm going to do? You know what I'm going to do? I'm going to open this up to discussion. I want to hear what you guys have to say about this. Maybe I'm missing something. Do you think Corey Ruiz deserved this? Here's the link if you want to call in. Link for discussion. And enter. All right, there's the link for discussion. If you guys want to talk about this incident that just happened yesterday in Madison, Wisconsin in broad daylight on a street corner. While I'm waiting for you guys, the name of the guy who shot Officer Ruiz has not been officially released by the Madison Police Department, city officials, or the Wisconsin Police Department, or Department of Justice as of the latest reports of today. Police Chief John Peterson has described the shooter only as a veteran officer, the sole one who fired among the four involved. All four officers are on administrative leave. I have no doubt that's paid administrative leave. Pending the independent state investigation, Madison's independent police monitor has also stated that the officer's identity has not yet been shared with her office. That is That is a bunch of BS. We really should know who that guy is. On Wednesday, July 22nd, 2026 around 1:00 to 1:30 p.m., a Madison, Wisconsin police officer fatally shot Corey Ruiz, a 38-year-old black man described Now, people are going to make a huge deal out of this being a black guy. I don't care I don't care what color your skin is. You should never be shot by law enforcement officials. If you haven't If you're not in the commission of a crime, if you're not harming somebody, if you don't have a blade to the neck of a hostage or something like that, you should not be killed by the police. There's the link, guys. Jen, welcome. >> Hello. >> What what do you have about this? What's your take? >> I'm sick and tired of seeing the same old crap. These cops are so terrified of their own shadows that they will just I mean he couldn't have, you know, shot him in the leg, foot, something? He had to go straight for the head that close. It's absolutely disgusting. And the thing is, the world is seeing this. And I'm just I'm just sick and tired of it. It just It annoys me to no end. >> Yeah, and not only that, I mean, like, I don't think lethal force should ever be used unless there are lives on the line. What do you think about that? >> Exactly. >> And when you have When you have When you have three full-grown men in uniform, Kevlar vests on, and one woman with a Taser, I just can't understand how they couldn't apprehend this guy to such a point where they could restrain him without killing him. >> Honestly, my opinion, by the looks of the cop um that close-up that you got of him, he looks unfit. And he just In my opinion, it looked to me like he was just, you know, "Oh, I I can't keep doing this. I'm you know, you know, I'm just tired. I'm exhausted." He was probably out of breath, whatever. He's He's clearly out of shape, and just went straight for the head. But not once, [screaming] three times. What the hell is going on? Th- Th- This crap needs to stop. >> It sounds like are you in Australia? >> I am. >> And does this kind of thing happen in your neck of the woods? >> Not as bad as up there, but yes. It happens, but it's not to the degree that's happening in the States. >> So, there are cops in Australia that are actually like ending people's lives. What What Do they Can they carry firearms in Australia? >> Yes. Yeah. Uh we we don't We we can't carry firearms here. They took them away from us years ago. >> Yeah, yeah, I know that. I'm talking about the police. Do they carry them? Cuz I know the UK doesn't. >> Uh yeah, yeah. No, no. We They took our guns away. Um but they're still around. I mean, people have them, you know, it is what it is. But there was this um one time that there was a 90-year-old lady in a nursing home. And she had dementia, and she's walking with a walker. And she [snorts] picked up a knife from the kitchen and was just walking around with the knife in her hand. The nurses couldn't get her to drop the knife. She She wasn't threatening anyone. She was just walking around holding it. And so, they called the cops. The cops came out, and one of them literally said, "If this shit," and tased her, right? She died. And it took a while for like a couple of years or so for him to finally, you know, get sentenced. And And it was a light sentence. You know what I mean? At At least our cops here get held accountable like straight away. We don't have qualified immunity here. Like the cops up there do. That That's got to go. That's got to go. They all hide behind that. They're all one big gang and like I I watch way too many of these videos in the States to know that you know, this this is It's got to stop. It's got to stop. It's disgusting. >> Yeah, it's pretty epidemic. Well, listen, Jen, I really appreciate you calling in. >> Thank you. Thank you for having me on, Brian. Appreciate you. >> Thanks. >> Bye. >> All right. On the screen Oh, by the way, Kevin, thank you very much for the 10 here's the deal memberships. If you snatched those up, thank Kevin. Thank Jay Lobo as well. Appreciate you guys supporting the channel. On the screen is a picture of the cop who fired the shots. And I can't tell It's so blurry. I can't get this guy's name. But I've been searching all over so we can get this guy's name and plaster him all over the internet. I've left the If you guys want to call in, there's another I just put another link uh the StreamYard link. If you just want to call in and give me your two cents on this. Otherwise, we're just going to go ahead and move on. I'm not going to play any more of this police chief's rhetoric. He's obviously He has asked a question or two about the videos that we saw and he said, of course, with this being under investigation, I can't really comment on this. And that's pretty much to be expected. I wanted to show you See, this right here is We're going to go over this real quick because it kills me that the cops parade around and show as a bad as though it's a badge of honor how well they can do a PIT maneuver. This was just uploaded by the Police Activity Channel. And this I don't know what trooper this is. Let me see if I can get the information out of the description. Sandy Springs, Georgia on June 22nd, 2026, Sandy Springs police officers took the driver identified as Jared Jovan Pierce into custody after a vehicle pursuit entered Sandy Springs from neighboring jurisdictions. During the pursuit, Pierce drove at speeds of 110 mph and endangered other motorists. Well, I would contend that not only did Jared endanger other motor motorists, but the cops Now there's just Now there's not just one speeding vehicle on the road. Now there's two, three, four speeding vehicles on the road and they're all doing over 100 mph. And you got a madman trying to perform a PIT maneuver on this guy, trying to flip his vehicle while they're in traffic. We're just going to watch some of this right here. >> Charleston County will be fleeing on the interstate 126. >> And they love to show this stuff. It's amazing how many times this cop tries to PIT this guy in traffic. Look at this 18-wheeler. If he PITted him in front of this guy, is he going to have time to stop? The cop is knowingly jeopardizing the lives of everyone on the highway. They already got his license plate number. They probably already ran his plates. The ALPRs have already activated. They know where this guy lives. They can back off on the pursuit, put a helicopter or drone in the air, and protect people on the roadway. But no, no. Look at this guy. >> Charleston County will be heading towards the bridge. It's going to be a 10-3. >> This is attempted vehicular homicide, by the way. You can easily, easily kill somebody. If you're going 80, 100 mph and you flip somebody, you can kill this guy and you can kill everybody else, you know, other people that are in the vicinity. What I think is interesting about this guy is he crashes on the embankment on the side on the concrete barriers and just keeps on going. Yeah, they don't ranch us says they don't care who they endanger. No, they don't. And another thing, they don't care about damaging that taxpayer-funded vehicle. They would never do this if it was their own personal vehicle, but because it's not, they don't care. Man, I got a brush bumper. It's there for a reason. I'm going to go ahead and use it. They record their attempted vehicular homicide. Look at this poor guy. Look, could have totally crashed into this innocent bystander. Good pit. >> [screaming] >> Good third pit. Only for the perspective of a madman, a psychopath who doesn't care about anybody else on the roadway. What if there What if there's a van full And I mean, it doesn't even have to be this, but what if there was a van full of kids? You know, moms bringing their kids home from school or soccer practice and they get wiped out by this yahoo who just pitted a guy into their car. Total disregard for anyone's life. There are other ways. There are smarter ways. There are more sane ways. Furthermore, what did this guy do to get pitted like that? Was he only speeding? Did he not activate his turn signal? Is he a Is he a a known gunman? Is he on the FBI's most wanted list? He continues to go. >> [screaming] >> TRV blocking, TRV blocking, TRV blocking. >> Get on the ground. Get on the >> And I love this guy just keeps running. If he was in shape and he ran in the right direction, I think he could outrun every single one of these cops, but he backtracks. >> Get on the ground. >> He shouldn't have damaged that guy's vehicle. That was That sucks. >> Get on the ground. Get on the ground. Get on the ground. Get on the Hands behind your back. >> Hands behind your back. >> Hands behind your back. >> Put your hands BEHIND YOUR BACK. >> HANDS BEHIND YOUR >> WELL, you got him down without killing anybody else in the process. What a minor miracle that is. Now you got this guy from the Fish and Wildlife deploying his taser, guess where? Guess where he's deploying his taser. I mean, we got some real smarty pants over there on those police voices over there. Listen to this. >> Thanks for joining us tonight on Fox 10 Investigates tonight. A shocking encounter that was caught on camera. >> A Mojave Valley man catches fire when a US Fish and Wildlife officer >> Damn, that is such a good point, Kevin. Kevin says, "I'm diabetic. I pray every time I drive I don't have an episode. Would be pitted and shot for sure." That's an They do not consider what people are going through. There could be an older person who hasn't taken their medication, or they're having a seizures, or you know, something happened with the you know, diabetes, having a heart attack. Anything could be happening. And these cops just don't care because they treat one person like they're the worst criminal in the world, and we got to bring him down cuz we got a whole school full of dead children, so we got to pit maneuver this guy. Good point, Kevin. Thanks for the super chat. >> Sir, tased him at a gas station. >> happened just days ago on the Fort Mojave Indian Reservation. Fox 10 investigator Justin Lum obtained the video and has this exclusive story. >> Now, this incident is raising questions about this department's use of force policy, specifically when and where stun guns or electronic control devices are deployed. And tonight, we hear exclusively from a man who thought he was going to die. You're looking at cell phone video from Clarence Coils' point of view, capturing the tense standoff between him and an officer with US Fish and Wildlife Service on July 16th. >> And you're going to go to jail. All I'm asking for is your license right now to identify what I am. >> he's power tripping I got to get that license, man. Give me a couple lines of that ID. That's what I want. And he's so inebriated. He's so drunk on his own power that his his cognitive thinking skills have completely disintegrated. If I fire this right here, it's going to produce a spark near that guy who's filling up his tank with gas and gas fumes are all over the place. Should I do it? I don't know. Just dumber than a box of rocks. >> Four, you are not cooperating or having committed a a >> What? What? >> a misdemeanor? A misdemeanor? >> This is why I don't care where you are. Even if you don't want to get out of your vehicle, just record the police. Just record them during any interaction. Things go south so quickly and you can use your video as an insurance policy for the person who's being victimized by the thin blue line gang. >> It's a $10 >> Unbeliev- un- And then the fire. And then the fire. >> Coils falls over, recording the aftermath of flames. you can hear him screaming in pain. >> ALL I ASKED YOU WAS WHY I WAS BEING ARRESTED AND YOU WOULDN'T EXPLAIN it to me. >> Coyle says he and his friend drove through an open gate approaching Catfish Paradise at the Havasu National Wildlife Refuge. That's when he first noticed the officer. >> And he goes, "You guys came through the gate, didn't you? You're trespassing. Leave now. Get out of here." And I'm like, "Okay." And he goes, and he got really snotty and he and he goes, "Well, I'll give you a ticket." I said, "Go ahead and give me a ticket if you you got to trespass me first." >> Coyle turned around and drove to the Thalaifo gas station, which is located on Fort Mojave Indian Reservation land, 20 minutes away. The officer >> So, you can't technically say that the officer was off the reservation. >> officer also arrived there and confronted Coyle for his ID. >> What was going through your mind when the flames burst? >> That I was going to die. Uh believe it or not, that and it went to straight up instinct to drop, you know, stop, drop, and roll. >> Coyle waited for paramedics and was later >> kind of hard to stop, drop, and roll when you're seizing because you just got shocked by How many volts is that from a Taser? I've never looked at it. How many volts actually goes through you? >> treated at the hospital. He says he was never arrested. >> And I spent 5 and 1/2 hours there. Not a single officer or anything followed up to come up, write a report, question me, or nothing. Nobody showed up at the hospital at all for any of this. >> We reached out to US Fish and Wildlife regarding the officer seen on video. The name on his uniform reads P. Nielsen. Fish and Wildlife Service is a federal bureau within the US Department of Interior. A spokesperson for FWS sent us a brief statement saying, quote, >> Just FYI, most traditional Taser models like the X26, X2, and the Taser 7 have a peak open circuit voltage of about 50,000 volts. This high voltage helps arc jump the gaps to establish a connection. Once the circuit is completed through the body under the load, the voltage that actually reaches the subject drops sharply, typically to roughly 1,200 to 2,000 volts. Axon states less than 2,000 volts for these models. The newer Taser 10 is designed differently and delivers less than 1,000 volts. But think about it. Can you Put a one in the room if you've ever been hit by a Taser? I've never been shot with a Taser. I have no idea what it feels like. I have been, um, you know, partially electrocuted with a 220 and 110, uh, but I've never been never had the Taser probes in my body with electric currents going through me. >> A Taser was deployed during the incident consistent with DOI policy. All such deployments undergo review, and we are unable to comment further while that process is ongoing, end quote. The department's policy for electronic control devices says, "Unless there is clearly an articulate compelling reason to do so, an officer should not use ECDs when it can result in direct or secondary injuries, including when a subject is near flammable or explosive materials." The Fort Mojave Indian Tribe also told us they have no comment. Meanwhile, Coil says he has >> Of course they have no comment. I mean, what are you going to comment about this? Yeah, that was a dumb ass thing to do, and that officer is no longer with us. But I bet he's not He'll probably get one of those paid vacations. He'll get a slap on the wrist. Something will go into his file for maybe 30 days, and then it's going to disappear. This guy is going to be on the force, and he will probably will will hear about this guy again. He will probably end up killing someone. >> First and second-degree burns. >> believe how many people in the room have been hit with a Taser. That's crazy. You got You got Sojourner. You got Mass, uh, Mass Tyren Hunter. Mike. Okay, there's three. I thought I saw more than that. Three people in the room have been hit with a taser. What's up, Back Schmel? Oh, I didn't know you were in the room. What's up, man? Can you hear me, Back Schmel? >> Hello, Brian. Can you hear me? Hello? >> Yeah, yeah, we're talking about this uh guy who got hit by the taser at the gas pump. Got any comments on that? >> Uh, I have no comments, man. So, what's going on, guys? What's happening, people? So, uh we're all like keyboard warriors. Because >> Oh, did you Did you want to comment? I would I was just looking for comments on the things that we were watching. >> No, I'm just talking in general, Brian. Like, 2030 is the year that's coming along and I think whatever the promise to us is going to happen. Um What else? Uh, you know, artificial intelligence. I know I work in a data center, actually. And these data centers actually do expand. Um I personally set up uh I was setting up a company and >> Hey, Back Schmel, let Let me just interrupt you. I I just wanted to keep it on what we were talking about. >> Okay, I'm sorry. No, I'm just saying >> I I just want to keep this video nice and tight and kind of focused. So >> it. I'll get off then. I'll jump >> All right, brother. All right. Thanks. >> on his hands and severe nerve damage. But mentally, he feels that going to get gas is a traumatic experience. >> I start shaking really bad and I start having kind of flashbacks. And I've been having really bad nightmares over this. >> I'm Justin Lum for Fox 2 Investigates. >> Un- Well, you know what? It's not unbelievable. It's actually expected. If this didn't happen, I'd be I'd be surprised. Back Schmel, I really appreciate you calling in. Sorry to cut you off. I just wanted to keep all this just kind of self-contained into one kind of along the same lines. That's the That's the, uh, pit maneuver. This is a guy who, um, is accused of assaulting police officers, but then the camera footage comes out and tells a different story. >> An all new at 6:00, a man accused of assaulting officers says he was beaten while handcuffed, and he believes that surveillance video backs up his claims. Channel 11's Cara Sapida covers Washington County and heard why he is now calling for accountability. >> This local man is headed to trial next month. He's accused of assaulting police officers, medics, and a corrections officer here at the jail. But he shared videos with Channel 11 that he says prove he's the victim, and he's hoping a jury agrees. >> How many How many times have we seen that? >> Dash cam video shows Jacob Skurpan arriving at the Washington County Jail on September 10th, 2025, asking to breathe for a minute before getting out of the patrol car. Seconds later, video shows someone pulling him from the vehicle by the front of his shirt. Skurpan told me he was still handcuffed when he was beaten, tased, and pepper sprayed. >> Wow. >> You could see that I really didn't even do nothing. They pulled me out and they tased me and pepper sprayed me in the sally port. They kicked me, they punched me. >> Here's another view, video obtained through the discovery process by Skurpan's >> Oh, no, no. Do you think we'll see a good cop arrive on the scene? Surely there's going to be a good cop cuz we always hear about all the good cops and just a few bad apples, so the good cops way outnumber the bad apples. I'm sure they're going to step up and they're going to intercede for this guy and they're going to protect him. Let's see. >> The attorney shows a different angle inside of the sally port where a group of corrections >> Look at all these. Got one. Okay, here's one. two Oop. >> 1 2 3 4 5 6 7 and then the eighth guy in there with this victim. >> Skurpan. You can see what appears to be an officer affected by the pepper spray. Another video looks to show Skurpan getting dragged through the jail followed by a close-up photo of his bloody face. >> They said I was being violent. I don't know how you can be violent when you're defending for your life and you can't breathe. >> 11 Investigates looked into Skurpan's arrest that night by Mount Pleasant Township Police. According to the criminal complaint, he reportedly told the officer his BAC was way over the limit. Police wrote that he was extremely argumentative, belligerent, and that his balance was extremely wobbly. The complaint states he began spitting and kicked several medics and police officers in the crotch. >> They called the jail and told them I was coming in to be a problem when I wasn't. >> But the jail also filed charges against him for allegedly assaulting a corrections officer. According to that criminal complaint around >> He doesn't look like he's in any shape to be fighting or kicking anybody. Look at this. >> I was coming in to be a problem when I wasn't. >> But the jail also filed charges against him for allegedly assaulting a corrections officer. >> It would be a very easy thing for these cops and these EMTs to produce some video imagery of this guy doing the things they accused him of doing. >> officer. According to that criminal complaint >> No, you can't. Doug says you can't believe a single officer's report. No, you absolutely cannot. >> complaint around 10:00 a.m. the following morning, Skurpan was taken to the nurse's office where investigators say he punched a corrections officer in the face, grabbed his beard, and ripped out chunks of hair. The complaint says the officer feared for his safety, hit Skurpan in the face and upper body. But Skurpan told me that's not what happened, and he says he's looking forward to fighting those charges at trial next >> know what happened, but I believe Skurpan and I don't believe one of the cops. Not one of the cops stepped in to help him and say, "Hey, this guy's handcuffed. What the hell is wrong with you people? Get your hands off of him. Stop beating him. He's He's already bloody. Who bloodied him? I'm writing a report. We're going to get you guys in trouble. We're going to get you guys fired. No, no, not one cop. Cuz they got that thin blue line of silence. >> months. >> Assault on a jail guard. And I didn't even do nothing to anybody. >> And there's been no video evidence that you assaulted a jail guard. >> No. >> Commissioner Nick Sherman who chairs the county >> like, and there won't be because I didn't. If I did, there would be video evidence, but there's not. Which tells you if what this Scruggs guy said is true, every single cop who was involved with roughing him up and abusing their authority, every single cop lied on the report. Because you know every one of them gave a report. They're required to give a report when they're involved in anything like that. >> The prison board told me they cannot comment at this time due to pending litigation. Reporting Washington County tonight, I'm Cara Sipahida, Channel 11 News. >> And then we have this guy. He says, "I lost everything." Albany man sues sheriff's office for $8 million after jail stay. Guys, there are some horrible, horrific, tragic things that happen when that jail door slams. We're talking about body cavity searches. We We don't call them rape cages for nothing. There's no place to sleep. There's a lot of you know pee on the floor, crap on the floor, smeared on the walls. There's a lot of horrible situations people find themselves in. It's a very dangerous situation. And a lot of those people who are thrown into those jails and fingerprinted and body cavity searched, they've literally done nothing wrong. Look at the WSMV Channel 4 in Nashville investigative reporting where thou- now it's up to thousands of people given false DUIs. They all went to the clink. They all had their pictures taken. It was in a paper called Jailbirds in Nashville and Murfreesboro. And they completely wreck and ruin your reputation. While they're destroying your life, people are losing their jobs, losing their families, spending days, weeks in jail and they blow triple zeros. The toxicology report comes back, there's no drugs, there's no alcohol in their system. The cop lied on the report and with that one lie, they can ruin a life. They can even lead somebody to committing, you know what? Because they're at the end of the rope. They don't know what to do. They don't have an advocate. It looks like the whole system is against them. These cops have completely framed them and everybody thinks you're the guilty one and the cop is the hero. It's truly it's a disgusting state that we find ourselves in. >> A man is suing the Dougherty County Sheriff's Office for $8 million. >> I really appreciate you everybody being here. OG's here, Death Angels here. Um AWE, Jennifer's here, Jennifer Hill. Rancho Relaxo. Soy Leaf. Appreciate you guys being here. Thanks for the support. >> dollars claiming he was wrongfully arrested >> Yeah, let me go let me go back over this. >> Dougherty County Sheriff's Office for $8 million claiming he was wrongfully arrested during a 2023 investigation involving an escaped inmate. Thank you for joining us tonight at 5:00. I'm Greg Lloyd. >> And I'm Carla Hixson. Clinton Rector spent more than a year behind bars before prosecutors dismissed the charges against him. >> What the Spending more than a year in jail and then it's eventually dismissed. A year in jail. Missing your family, your friends, your job gone, all of it. It's gone. Your house, the mortgage that you had, the the car payment that you had, everything is going to be ripped from you. If you don't have a rock solid support system while you're in jail, you will lose everything. Everything. And what about pets? Maybe you're maybe you're a single dad, a single mom, and you go to jail, and and like there's nobody else taking care of your pets but you. And now your pets are locked in the house. Nobody goes to check on them. Pets are dying. There's no food. There's no water. Or what about people who have kids? This is just uh like there's no way when you look on the back end of what these people went through. Remember Kevin Strickland in Missouri? He went to jail for 43 years for a triple homicide that was committed back in 1975, 1978, or something. Prosecutor knew he didn't do it. The arresting officers knew he didn't do it. The trial judge knew that he didn't do it, and yet they railroaded him anyway. He wasn't anywhere near the crime scene. 43 years, and they finally let him out of prison what, in 2022, 2021, something like that? How do you get 43 years back? You don't. You missed it all. I don't care if they they gave me a billion dollars. That is not going to make up for all You took my entire life from me? That's when people start welding plate metal onto bulldozers. That's what happens to people. You just pushed them too far for too long. You messed with the wrong person. >> WALB News 10's investigative reporter Ashanti Drake explains why deputies believe they had reason to make that arrest. >> Has he been >> Uh he stopped by here about 2 days ago. When he first come out, he he stopped by here and >> When did he stop by? When did he stop by? >> About like 2 days ago. >> 2 days ago he stopped by? >> I told him I said, "You can't stay here, man." And he he uh he left. >> In October 2023, law enforcement launched a search for an escaped inmate, Carlton Gillis. Authorities say Gillis escaped custody while receiving medical treatment at Phoebe Putney Memorial Hospital. And after a day's long search, investigators found Gillis in Albany. >> Put your HANDS BEHIND YOUR PUT [laughter] YOUR HANDS BEHIND INVESTIGATORS ARRESTED PEOPLE THEY BELIEVED helped Gillis after his escape. His mother and stepfather were charged in connection with his escape from custody. And Clinton Rector was charged with aiding and abetting after officers found Gillis inside of Rector's truck. >> In my indictment, it said I picked up picked up the escapee at the hospital. That's wrong. I mean, that's slanderous. I mean, never happened. It's just a power and how all this whole SWAT team took their time to arrest me. It was a 4-hour ordeal here for nothing. >> Now, Rector is >> just making stuff up about this guy. Just making it up. Pulling it out of their derrieres. >> suing the Dougherty County Sheriff's Office for $8 million claiming that he was wrongfully arrested and spent more than a year behind bars for something he says he did not do. >> Wow. >> show the charges against Rector were later nolle processed, meaning prosecutors chose not to move forward with the case. >> The truck, my vehicle, my time being in there, my two businesses I lost while I was in there, um all the tools and stuff that was on the vehicle, college scholarship they didn't care nothing about cuz lost attendance. I couldn't I couldn't be there. I sat there a year and a month. I lost everything I had. >> The Sheriff's Office >> and a month. I mean, I I want you to think about something. Think about being framed by the people who claim to be your protectors and servants. So, you've already been betrayed by people in trusted positions. And then you lose your life. They humiliate you. They put the torture cuffs on you. They fingerprint you. They body cavity search you. They put you in general population. You're there for a year and a month. You can't You can't make any payments on your vehicle or your house. You lose everything in your entire life. And then when you get out, you got to start over. Doesn't seem like $8 million is enough, and it's not going to come out of the pockets of the right people. It's not going to come out of the law enforcement uh um goons who apprehended him. It's not going to come out of the judge's pocket who issued the warrant. It's not going to come out of anybody in the judicial system who should be held directly responsible for taking away a man's life for a year, an innocent man's life. I can't even imagine starting over from scratch with nothing. >> It says investigators believed Gillis had been at Retter's home and had access to his truck. Deputies say they informed Retter that Gillis had outstanding warrants and believed Retter knowingly helped him. >> So, you lied already. You said you ain't seen him. >> I seen him yesterday walking away through there. >> Yesterday? >> Yesterday. >> And walking over over by the FedEx place. Both trucks. Both of those >> Body camera footage obtained by WALB shows investigators discussing the information they gathered during the search. In one recording, an investigator explains to dispatch why Retter was arrested. >> It also another guy that >> God, it's it just makes my skin crawl anytime I see something like this. Anytime I see people just, you know, lounging around in their house like people do, and but the body camera footage is being shot by a guy who shouldn't be there. Being shot by a complete stranger, an armed stranger in your house is so foreign to me. Put a one in the room if you've had if you've ever had cops break into your house and hold you at gunpoint. >> An investigator explains to dispatch why Retter was arrested. >> It also another guy that was that that was at the house yesterday. Um that was in truck with him. So, we got him for aiding and abetting. >> Retter claims that he had no relationship with Gillis, And his lawsuit claims investigators wrongly identified his involvement and failed to properly verify information before arresting him. >> Judge Denise Marshall dismissed all charges for no evidence. If I get some of the citizens here in Dougherty County, Albany, Moultrie, we can all come together and make this not happen again. I mean, I lost a lot. I hate for somebody else to lose what I lost again for nothing. >> Now, being no process is a formal action, not a judgment of guilt or innocence. And the sheriff's office says that investigations or investigators acted based on the information that was available to them during the time of this investigation. Now, a lawsuit is an allegation and the claims have not yet been proven in court. That's all we know for now, but reporting in studio live, I'm Ashante Drake for WALB in >> I I think we should get this guy's name and somehow contact him and have him set up a GoFundMe or a GiveSendGo and just publicize that around, tell people his story. I'm sure there's a lot of people who give him one, five, 10, 20 bucks and you know, build this guy's account up and help him get get on with his life cuz you know, you know what's going to happen with this. They're going to they dropped it, but they're going to run out the clock on this guy. They're going to drag him through the mud. They're going to you know, try to you know, cut him a deal. Now, we ain't going to give you 8 million. What about What about 20,000? Well, that you know, it's be a good boy. Just go on your way. So, what I'll what I'll try to do is find out Let's see. We got this guy's name. Let's see. What is it? >> D. And Clinton Retter was charged with aiding and abetting after officers found Gillis inside of Retter's truck. in custody. And Clinton Retter was charged >> Clinton Retter. Clinton Retter. Let's see. Uh I guess r e t c h e r $8 million uh Let's see. See what we can get here. If I can find a number and a way to reach out to him cuz he could already have uh GiveSendGo or GoFundMe. r e c h e r An Albany, Georgia man is suing Dougherty County Sheriff's Office for $8 million. He claimed wrongful arrest and incarceration. Inmate Carlton Gillis tells the whole story. Does he have a GoFundMe? Let us see. Let us see. If he's got a GoFundMe, we'll drop that link for sure. No publicly known GoFundMe appears to exist for Clinton Retcher related to his arrest. Searches across the web results news coverage of the case and specific queries for GoFundMe pages tied to his name. See, how about a GiveSendGo? Sometimes people don't do GoFundMe because what they did to the Canadian truckers back during the COVID 1984 by George Orwell idiocy. No no publicly known GiveSendGo either. Huh. Well, uh tell you what, I'll try to I'll try to do some more research on this and if you guys find any information on how I can get a hold of Clinton Recher from Dougherty County in Albany, Georgia, I will uh I'll do some more research and we'll try to get this guy some money. We got to help We got to help people out. An injustice that happens to one man anywhere is an injustice that will happen to all men everywhere. It's just a matter of time.
