I haven't done anything I haven't done anything officer am I under arrest yeah am I under arrest [Music] from another car under arrest am I under arrest am I under arrest in your hands you're under arrest for what yeah all right fine you just get out right now we're not even a couple seconds into this police interaction and the cops already got the taser pointed at this guy and believe it or not this ends up being one of the most expensive traffic stops in Road piracy history but here's the deal here's the deal here's the deal here's the deal and here's the deal here's the deal here's the deal because here's the deal here's the deal either give me your ID or you go to jail how about that catch me outside how about that there's the deal [Music] [Applause] you may remember this incident which happened on September 14 2014. this is a follow-up to the brutal and merciless treatment of a Missouri teenager by another costume clown who claimed just like they all do to be protecting rights and keeping the streets safe and just a little reminder in case you're conned into believing that you're actually safe around the boys in blue in 2017 cops killed nine times more people than terrorists did sorry it wasn't nine times more it was 39 times more now think about that 39 times oh wait what's this oh it's much worse than that cops killed 100 times more Americans than terrorists did kind of gives the term domestic or homegrown terrorism a whole new meaning so if you think you're safe under the care of The Thin Blue Line you might want to think again because you're not fortunately in this case the brutality didn't lead to another death well it did but only because the EMTs were able to shock this kid's heart back into beating again now before we really get into this story it should be noted that mainstream media often uses police brutality cases to propagate there we've got serious racial problems narrative into the fabric of the subconscious mind racism is not and will never be more dangerous or widespread than authoritarianism when people buy into the fiction that mere human beings have the moral right to harass detain kidnap and murder other people without suffering consequences simply because they're wearing a costume and a badge you're dealing with the sick society that applauds criminality while giving away Liberty and nothing can be more dangerous than that generally speaking government officials enjoy broad protection against Federal lawsuits known as qualified immunity but a federal appeals court back in May of 2021 refused used to extend that immunity to an Independence Missouri police officer who is tagged with a 6.5 million dollar jury verdict in a police brutality case in a rare instance of a court denying qualified immunity to a government official the eighth U.S Circuit Court of Appeals found that officer Timothy Reynolds had violated the teen victim's right to be free from an excessive prolonged use of a taser the victim Bryce Masters sued rentals in 2016 for violating his civil rights two years earlier Masters then a 17 year old high school senior was driving his car when Reynolds pulled him over for a fishing Expedition disguised as a traffic stop runnels demanded Masters rolled down his window he didn't when Masters refused to get out of his car rentals tried to drag him out and then drew his taser and shoot him probably because he was fearing for his life one of those laser barbs lodged into his chest and the other one into his abdomen Masters was able to crawl out of his car before falling unconscious on the pavement but here's the deal runnels kept the trigger engaged for about 20 seconds which is the equivalent of four cycles of the taser even though it was clear that Masters was in a submissive position after handcuffing his hands behind his back runnels lifted the unconscious teen by his arms and dragged him several feet to a driveway before dropping him face first onto the concrete fracturing four teeth and causing abrasions on his face the discharge taser caused Masters to suffer a convulsion and go into cardiac arrest several responders revived him and brought him back to life but he suffered hypoxia or oxygen deficiency to the brain following a five-day trial in December of 2018 a jury awarded Masters five million dollars in actual damages and 1.5 million in punitive damages including five hundred thousand dollars for prolonged use of a taser and one million dollars for the pavement drop post trial Reynolds argued that he was entitled to qualified immunity but the trial judge denied Reynold's Motion in the eighth circuit upheld that finding Circuit Judge Jane l Kelly wrote on behalf of a three-judge panel of the Court an officer may not continue to tase a person who is no longer resisting threatening or fleeing this is so whether the tasing comes in the form of multiple separate deployments or in this case a single continuous deployment that lasts for an extended period of time Kirk Presley Masters attorney hailed the Court's ruling saying it relied on quote established precedent that excessive force is always unconstitutional he said the jury found that defendant runnels continued taser trigger pull was intentional and malicious so the record clearly supported a denial of qualified immunity any qualified immunity which is the Doctrine established by the Supreme Court about 40 years ago has become a central goal of proponents of police reform and a lot of people rightly argue that this Doctrine has been a major obstacle to police accountability I mean these guys literally think they can do anything in broad daylight on camera just because they're cops the Supreme Court has said in the past that this Doctrine is necessary to give officers breathing room to make reasonable but mistaken judgments because without it the possible threat of personal liability would make them overly timid and discourage people from entering Public Service sorry this isn't public service this is domestic Terror and finding that runnels was not entitled to qualified immunity the eighth circuit adopted a position that it is rarely taken in the past two years ago for example it upheld the denial of qualified immunity to an officer who slammed a non-threatening non-violent woman to the ground breaking her collarbone and knocking her unconscious the court found that the law surrounding the officer's use of force was not clearly established now fortunately this runnels case is unusual not just because it represents the rare instance of a cop successfully sued for damages Reynolds was also indicted on charges of depriving masters of his civil rights under color of Law and obstruction of justice now just to do a little further follow-up Reynolds who is fired from the Independence Police Department after his encounter with Masters pleaded guilty in 2015 to a single deprivation of Rights charge and was sentenced to four years in prison federal prison records show that he was released on December 27 2019 which means if this guy hasn't amended his ways we have a psychopath on the loose again in the form of former officer Timothy runnels but what better way to fill another local police department with low expectations and a low IQ order following conform thermist who doesn't mind foisting brutality on his fellow Americans if you guys get something out of these videos subscribe to the channel hit the Bell notification icon give it a thumbs up share with everybody known
