It turns out that power doesn't just tend to corrupt, it seems to specialize in attracting the corruptible. This is Lamar Roman, a married former Monroe County, Florida deputy. Oh, that's him right there. His days were once filled with actions supported by his protection and service mentality. That is when he's not busy stalking and praying upon innocent women. While working security on the TV series Bad Monkey, which is a comedy crime drama filmed in the Florida Keys, he developed an interest in one of those women involved in the production. Using Flock ALPR cameras and their associated AI database, he located her home address and tracked her vehicle whenever it traveled down the road. Dash cam footage shows him illegally passing two vehicles across a double yellow line at more than 70 mph in order to catch up to and pull her over. One of those vehicles had to swerve off the road to avoid his patrol car. He had no lawful basis for the stop, but he did it anyway. And body camera video captures him telling her, "I told you I'd find you." while laughing during the illegal traffic stop. Afterward, he placed her vehicle on a hot list so the system would alert him every time she passed one of the privately owned surveillance cameras in the county. We're going to go over this video and make some comments along the way, but suffice it to say that this is one cowardly, creepy cop. >> So, the reason I asked you to come in today is um I am a supervisor of the detective unit. I operate down south. Um We I recently have been investigating one of our deputies for some misconduct. And I'm wondering if you know about this or you know what I'm talking about? >> No, I just know Lamar. Yeah, so I know like what happened and like that. >> Can you tell me about like your interaction with Lamar or like how it started or whatever? [clears throat] >> Yeah, so I was on set with Bad Monkey pretty much all of February. But the very first day which was February 3rd. Um they had us shuttled over to the first scene. And as soon as I get off the bus, it was like immediately it was "Oh my god, why didn't nobody tell me we were bringing models to set?" Just being very loud >> Lamar was saying >> Lamar. >> Okay. >> And I pinpoint him immediately. I'm like, "This is so uncomfortable. >> Yeah. >> This is not how I want my first to be. Like this is not what I wanted to be." >> was right when you got off the bus? >> As soon as I was walking off the shuttle. So then we are stand-ins go to the where the scene is happening. They're walking us through it. And he comes up to me and he's like, "Hey, I apologize if I made you feel uncomfortable or disrespected you or anything." And I'm like, "Oh no, you're fine." And he's like, "What's your name?" And I was like, And he was like, "Do you live here in town in Key West or you with the LA crew?" And I'm like, "I live in Marathon near my boyfriend. We've been living here a couple of years now." And then he was like, "Oh, cool. So you live here in Marathon?" I'm like, "Yeah." And then they asked us second team to go in. So then we went in. And then as soon as we went back out and I was by myself again. He came back up to me. He's like, "Hey, do you have like social media or anything?" And I'm like, I noticed the ring on his finger. But then again I'm like, "Is he a real cop or is he a fake cop?" >> Right. And I'm like, "Yeah, I do." And he like pulled out his phone and I'm not mean enough to be like, "Leave me alone." >> Right. >> Um so, he like pulled out his phone and he's like, "What is it?" And I was like, "My name." And I was kind of starting to be standoffish cuz I could tell what his demeanor was and like how his phone like I could tell what he was going after. >> Oh, you mean how predatory he's acting like all cops act? He's got a wedding ring on his finger. She just told him that she's got a boyfriend, but none of that matters because he can leverage his power and authoritah. Cuz that's the only way cowards can get what they want. >> And so then I'm like, and he pulls me out and then he's like, "Oh, you're popular." And I'm like, huh. And he came up to me again and he was like, um "I'm going to pull you over." And I'm like, "Mm-mm, no, you're not." And he's like, "I'm going to find you. I'm going to pull you over." And he's like flirting and like acting like it's a joke. And I'm like, "It's like, no, you're not." And I was like, "My boyfriend would not be happy. I wouldn't recommend that." So then on February 20th, the last day that like Bad Monkey and everybody was on set. >> Mhm. >> Um and I was a little past Big Pine and all of a sudden I'm driving and there's like steady traffic, like nothing too bad. And I see this cop on the side here and he cuts off the truck behind me and I'm like, and immediately I'm like, "This is him. Like I know it's him." >> Let's just go ahead and take a look at that dash cam footage. First part of this audio is muted, so he passes one dump truck, goes in between both dump trucks. He's going to wait for his break on this bridge on a double yellow line. He's going to pass on a double yellow line. And what would happen to you or I if a cop caught us passing on a double yellow line. We know exactly what would happen. They would apply that law that doesn't apply to them to us. So, he cuts this vehicle off right here. Speeds up to her. Lights her up. I'm going to fast forward this. What's this right here? He goes over the Oh, he goes over the Okay, so he had a break in the lines right there. But did it very unsafely. Look at that. Wow. Had to get him some, didn't he? Just had to get him some. If you did this right here, unfreakingbelievable. They don't care whose lives they put on the chopping block. They're going to do it so they can fulfill their passions and desires. Let me fast forward this. So, here's him pulling her over. Let's fast forward some more. Oh, you remember me? I said I'd pull you over. Unfortunately, he's not mic'd up. There is a body cam somewhere showing what he said, but I couldn't find it. Now, back to this interview. >> Nothing too bad, and I see this cop on the side here, and she cuts off the truck behind me. And I'm like and immediately I'm like, this is him. Like, I know it's him. And I can see him in my like like like rearview mirror. And I'm like, he better not pull me over. And he pulled me over. And then he came up to my passenger window, and I had my window rolled down. I'm like, I knew it was you. And like, does all my information pop up on your screen? I was like, how did you know it was me? He was like, I told you I'd find you and pull you over. And then he was like, and I was hoping your boyfriend was in the car so I could pull him out and give him a hard time. >> So, when he pulled you over, um did he state the reason for pulling you over? >> No. >> Okay. Uh did he ask for any >> Meanwhile, he's got a wife at home that fully trusts that he's going to be faithful to her and there's no telling how many people, how many women he's done this with. >> information? >> Driver's license? Like a normal driver's license? >> Yeah. >> Nothing? >> Um and he was just >> So, I know I know it's right now, right? It looks like the interaction was approximately 4 minutes long. >> So, in that 4 minutes, he was What was he saying? Like what was he doing? >> He was He was just laughing and I'm pretty positive he brought up his dancing again and he said that um See, I told you I'd find you. >> All right. So, um So, this is kind of sudden here, right? >> right. >> Pulling you off the road, pulling you in here. Um >> [clears throat] >> so, the reason we're pulling you in today is for a criminal investigation. Okay. So, before I go any further at all, I'm going to read you your Miranda rights. I know you know them, right? But we also We all know the drill, so before we ask you any questions, you must understand your rights. You have a right to remain silent. Anything you say can be used against you in court. You have a right to talk to a lawyer for advice before we ask you any questions. You have a right to have a lawyer with you during questioning. If you cannot afford a lawyer, one will be appointed for you before questioning if you wish. Um if you decide to answer questions now without a lawyer present, you do have the right to stop at any time. Um do you understand each of these rights? >> Yeah. >> With these rights in mind, do you want to talk to me today? >> Yeah. >> Okay. >> Now, >> Sorry to cut you >> you would think if anybody knew not to talk to an investigator without your attorney present, it would be a cop. And yet this dumbass is like, "Yeah, I've got nothing to hide even though I committed my criminal acts on dash cam and body cam, and I misused the ALPR system, and I acted like a creepy thug. Sure, I'll go ahead and talk to you. That tells you where this guy is mentally. >> Our investigation is regarding you. >> Okay. >> And some database stuff. Right? Do you have an idea what this is about? >> Uh I think so. >> Okay. Well, what do you think this is about? >> Um >> They know this guy is guilty and they let him walk into the investigation room armed. >> I know I've stopped people uh to some, you know, investigation and kind of look like I'm David but then that's that's it. >> Okay. Who do you look at David for? >> Um for warrants. >> Okay. I mean, I'm not talking in in the in in our law enforcement capacity, right? Um this goes a little bit beyond that. Okay. So >> bit. >> It's my understanding based on what we've seen, are you aware of somebody named >> Yes. >> Okay. How do you How do you How do you know who she is? >> I've talked to her. >> What does that mean? >> Uh at a detail. >> At a detail? >> Yeah. >> Okay. Can you like Like describe what you Like tell me tell me what you mean you talked to her. >> Okay. Well, it's it was kind of like a thing where she like gave me her name. We were kind of teasing. >> Kind of like hitting on her, but >> It was kind of like one of those things. >> Flirting? Okay. Okay. Okay. I mean, listen. That's You're allowed to flirt, right? >> Yeah. >> Um So, you you met her on a detail. >> Mhm. >> What detail? >> Uh Battle of the Key. >> Okay. And after you met her, like what happened after that? >> She was like giving me hints of like, hey, like, good luck finding me, whatever. It's like, you know, I was just saying like, uh I will, something like that. And I got her writing her name on her name on him and I. And then I went from there. >> Okay. Like, when you said that she was saying good luck finding you, is that in like texts or like >> In in person. >> It was in person? >> Yeah. >> Okay. Now, so that was all in the detail you were kind of referring to, going back and forth. At any point did you guys exchange numbers or anything? >> No. She had I just got her Insta. >> Okay, you got her Insta. Did you hit her up on Insta at all? >> Yeah. >> Okay. What was that exchange like? >> All right. Just saying like, it was nice to meet you and >> Just sliding in her DMs? >> Yeah. >> Again, I'm Listen, I'm not a moral police, right? >> Um So, was she communicating back and everything on Insta? >> No. No. I just said one thing and kind of just like went back off. Just I don't know. I was Uh God. You know, I'm married, so it's just like >> I get it, man. I get it. Um as far as I'm concerned, this stays with us, right? Beyond this room. Um I don't have much control, but >> He's recording this as part of an investigation that could be FOIA requested, and this is just it's it's not going to go beyond us. Don't worry. Uh everything's going to be cool, man. We can keep this between you and me. I know you're married and not Your wife is never going to hear about this, man. Don't you worry. So, now you got the investigator lying to a known liar who all he does, as a matter of course and as a profession, is lie to other people. It's just pathetic. >> I I have no place to tell anyone about anything else, right? So, back to her. Okay, so you met her, >> Yeah. you got her inside, followed her a little bit. Did you run her David? >> Yes. >> Why did you run her David? >> Um, for some reason I didn't need to but I don't know. I knew right when I did that I was like, "Fuck, what did I do?" >> I was thinking, you know, she's exhibiting characteristics of being a drug mule. So I thought I'm I'm going to nip this in the bud. We need to protect our community. He couldn't even come up with a good lie. >> So I kind of went back cuz I said I I was able to find her on uh >> on Instagram. >> Yeah. >> Okay. >> Well, I mean I I got her Instagram that day. >> Yeah. >> Um, but I'm just saying like you know, I was just teasing her. I was like I was like I was going to find her. You know, and >> So you ran her name on David? >> Yeah. >> What's what's >> Well, I mean like if I did it in my first >> Okay, so you ran her name on David to see if she had an MNI. Did she? Did you find any info on the MNI? >> Um, yeah. >> Yeah. >> Yeah. >> And then did you So whatever you found in MNI to run her on David? >> Yeah. >> Okay. What did you run on David? Like what was her name or her >> Yeah, I think it was like her DOB. >> Okay. >> That's it. >> And it was just to kind of >> Uh, yeah. >> There was no legal reason to do it. Okay. Did you run that name maybe more than once on David? >> Um, I I don't know how many times. >> Okay. >> I think it was once. Then we called. >> Did anything else happen with this female? Did you put your involvement >> No, no, no, no, no, no, nothing, nothing, nothing else. Nothing else. >> Nothing else? >> Nothing else. >> Okay. If her boyfriend was in the car, would you actually have pulled him out? Uh, cuz I think you would have. I think you would have. >> Did you pull her over? >> Uh I did. >> Okay. When was that? >> Um I don't remember. >> Okay. Was it recent? >> Something like last week. I don't know. It's like a couple weeks ago. >> When you pulled her over, did you know it was her? >> Yes. >> Okay. Did uh Did you have a legal reason to pull her over? >> No. >> So, on the 19th when you pulled her over >> [clears throat] >> with no legal reason for the stop. Did you call out the stop on the radio? >> I tried. But I [clears throat] had no uh reception. But I was at point I was just going to say hi. You know, got you and we were laughing and then >> Wow. >> That's kind of it. >> Okay. >> This guy is delusional. Now, any investigator worth their salt or who cares at all about the Constitution should say this about any cop who pulls anybody over. Now, when you pulled this person over, did you have a constitutional reason for it? How was you pulling this person over consistent with securing their life, liberty, and their pursuit of happiness? Now, don't give me what the Supreme Court says, Pennsylvania versus Mims, Terry v. Ohio, Wren v. US. I don't care about any of that stuff. I'm talking about from the Bill of Rights perspective, specifically from the Fourth Amendment perspective. What gave you the right? What supreme law of the land gave you the power to pull that person over, pull that American over, and suspend their rights on the roadside? Every investigator should say that. Every one of them is as guilty, by the way, as this pathetic, creepy, disgusting deputy. >> Didn't put her in the car or anything. So, that >> Okay. Did you create a hot list with her tag? >> Yes. >> Okay. Is that how you knew she was driving south that day? >> Police cameras alert when that car is seen. So, he put her on a hot list so he could get an alert anytime she passed by one of those cameras. >> That's why you passed multiple cars. It looks like your camera went on about three times prior to getting behind her. >> Wow. >> So, you're pursuing her in an effort to just stop her and say, "Hey." >> Yeah, that's stupid. >> All right. Did you have any legal reason to put her in the hot list? Suspected of anything? >> No. >> Wow. >> Have you guys communicated since that traffic stop? >> Um No, I think that's That was it. I just wanted to do that and I think No, but that's that's the last time. >> Okay. >> Yeah. >> Have you misused any any databases? Any other times that I have not brought up? >> No. >> Okay. >> Have you given me any reason to believe one word that comes out of your mouth? Have you given your wife one reason to believe anything that you ever say for the rest of your life? >> Has there been any other individuals that you've like looked up in David or anything? >> No. >> What a liar. >> No, it's it's for like for other cases. I know I've used that in for the hot list as well. But, that's the only one that I >> But, both the hot list, David, and CIC you use for people with warrants or you try to find somebody for a legal reason, right? >> What he should admit and what every deputy and every police officer who's ever done any kind of traffic law, enforced any traffic law should say, "Yeah, I used all of these systems to infringe on the constitutional rights of Americans I'm supposed to be protecting and serving." That's That's the truth. >> But, with her it was just a kind of holler at her. >> Yeah. >> I know it's difficult. She was like a Yeah. Yeah. See. >> What's that mean by that? What do you mean? >> Well, I mean like I thought she was like a model from like the acting cuz you know they brought cast on at the Bad Monkey and and uh I was like I'm going to go say hi and I did and then it was just like you're are you a model? And I guess so like fans. Like no. Local. And we got into this thing and then and she brought her name. I said oh. I was like You should follow me. Like well, you like a Insta you know thing. The following and she does. She lives in Marathon. >> Is she like an Insta famous or something? >> Yeah. >> Okay. That's like what she does. >> Yeah. She's like a good model. >> Okay. And you guys have never corresponded like otherwise other than you hollering at her and >> Yeah. >> That's it. >> Other than you hollering at her and pulling her over and trampling all over her rights and threatening to pull her boyfriend out of the car if he was in it. >> Yeah. Um did you run either her vehicle or her driver's license or name through FCIC at all? >> Uh >> Like in the car. >> I think so. I feel like it was either her car >> Her car? >> Yeah. >> Like the tags. >> Yeah. >> What she got for David? >> Uh I think so. It was either the car or uh the Audi. >> When did you put the Hollis in? >> That was like beginning of February. >> Okay. So it was like right after you like >> It was the first Yeah, it was probably like the third. >> You put her in the LPR? >> There you go. I think >> I don't know. I don't remember. Probably >> Like right after you met her? >> Yeah. >> And then And you not get any hits? So, she didn't >> It was just timing. >> Okay. >> Yeah. >> Did you know that running her in Gainesville was illegal? What What was your What was your goal with all this? Like what did you get? >> All right. I >> Come on. Come on. >> I don't know. I thought uh I don't know. I think just meeting someone like that, you know, and kind of getting the high from it. And you know, she was leading on and it was just one of those things where >> She was leading on. He's just an absolute liar. Well, what I hoped to get out of it was, you know, rub my shoulders with famous person, a beautiful model, maybe get down her pants, you know. >> I don't know. She was kind of pushing that. >> Pushing what? >> All right. All right. So, for us, one more. Um I'm doing a criminal investigation as we already talked about, right? >> So, that was a chick sandal that I thought that was a dude. Man, this guy is such a dumb ass for talking to these investigators without an attorney present. >> What I'm going to do is continue to investigate this. Okay. Um once I'm done with my investigation, per like we usually do, we're going to buy the state attorney, you know, at that point we'll decide if maybe you weren't for your arrest in the future. Then maybe >> And now, we wouldn't do anything if you hadn't recorded it on your dash cam and your body cam and if we didn't get a complaint from this lady, we would have brushed all this stuff under the rug, but because we're going to get some serious public relations pushback, we got to do something, Lamar. We got to do something. >> And I'll be I have no reason to lie to you. I have no reason to be untruthful with you or anything. If that occurs, I will be in contact with you, right? >> Okay. >> Um so at this point you're going to be free to go from from those side of things, okay? Um and I'll be in touch. Either way it rolls out, I'm going to let you know, okay? Cuz I don't want you to be thinking oh [ __ ] you know, something's happening or something's happening. I'll let you know that, okay? >> Okay. >> Do you have any questions for me? >> I just apologize for you guys to have to do this, you know. >> Okay. >> I'm sorry, I mean it's a tough month and saw shiny thing and teasing and all that and >> Teasing? The only teasing was on his part. They're going to let this guy walk out of here with his firearm. It's absolute lunacy. >> And when I put that on my [ __ ] And that's why I just like I stopped right out there and nothing else. >> If that's BS, I don't believe that for 1 second. >> Okay. You want to talk to her? >> Watch this guy squirm. >> It was all coming. Um honestly, I think it's stolen. It's just going to come through the transport and then it's just one service. You want to talk to your wife before you get in the car? >> They wouldn't let you talk to your wife, no way. They'd come in probably with the SWAT team. They'd knock down your door if you didn't open it with or without a warrant and they would take you out in cuffs after they threw you on the ground. This guy will be treated with kid gloves. They have two little kids. I was about to say, "Well, at least they don't have any kids." Is that what she said? He has two little kids. He was stalking a woman, ma'am. He was trying to get down her pants, ma'am. He was in the process of basically leaving you, or at least being unfaithful to you, ma'am. You need to find a higher quality man who's not wearing a clown costume as as profession during the day. You don't need to spend any money to try to help him. Now, he would have had the money if he was able to control his passions, stay on the force, and continue bleeding the county of all that overtime he was ripping everybody off for. I mean, think about it, man. He was on the clock, the taxpayer-funded clock, to stalk an innocent woman. A married man was stalking an innocent woman who has a boyfriend because he couldn't exercise self-control. You cannot trust this man, ma'am. Look into my eyes. You're better off without him. >> Cuffing him in the front and no doubt lightly cuffing him in the front. Preferential treatment all along the way. >> Okay. >> If I have any problems or anything, you know? >> Yeah. It should be in the system, right? >> As long as it's in the system, it should be. Should be good to go. >> Just checking. >> Roman. I'm sorry, man. It is what it is. We're here now. But just remember what I said about this is a speed bump, okay? No, it seems that way right now, but in in the scheme of things, you'll get past this, bro. All right. Listen, I wish you the best of luck, okay? >> I wish you the best of luck. You know, cops don't wish us the best of luck. As a matter of fact, they try to make it appear as though any luck that we might have had has just flown out the window because the cops are here to save the day. And if they have to, they'll serve and protect the crap right out of you. Following his arrest, the criminal case was diverted into a program under which the charges would be dropped if he successfully completes court-ordered requirements. He will not serve one single day in prison for criminally stalking her or for the clear violations of her fourth and 14th Amendment rights. One can only hope that this innocent terrorized woman holds him and the entire county financially accountable for choosing to deploy this technology in a way that predictably enabled exactly this kind of abuse. Cuz think about it. County leadership made a conscious decision to take risks that were entirely foreseeable at the time. And power does tend to corrupt, and absolute power corrupts absolutely. And more importantly, that power draws the corruptible like a magnet. Leave your thoughts about this in the comments section below.
