She is alleging that the guy came up in the red car and started giving them [ __ ] for protesting. And because she can't help herself, she walked over here and confronted him where he allegedly spit on her and tried to hit her with a car, so she threw one of the boards at him. And then at some point he drives over there and I think they wrecked back here. And then he's got abrasions to his knees where he says the car hit him and knocked him down. So, we need to see who, what, where on that. If you're not directly involved in the incident, I need you to step away. >> Now, right there he's talking to a cameraman who happened on the scene and from a public street or a public sidewalk, he's recording the incident as we should all do anytime you see a roadside terrorist pull somebody over. >> I'm only going to ask one time. HIPAA, that's Health Insurance Portability and Accountability Act of 1996. It's a federal law that sets national standards to protect the privacy and security of individuals' protected health information or PHI. It can only be violated by two groups, covered entities, which includes health plans, most health care providers, and health care clearing houses, and the second group is the business associates. That's the vendors or partners that handle PHI on their behalf. This includes the workforce members of either group. Everybody needs to hear this. You cannot violate HIPAA unless you're a covered entity or a business associate of that covered entity. Therefore, it's impossible to violate HIPAA while filming in public. And I believe this cop knows this. That he would say this in an attempt to scare somebody out of exercising their right to film in public is classic pignorance on display. I wanted to bring this to you because guys like this have uniforms, badges, and guns and they claim to be protectors and servants of the people and he's glad to have a battle of wits against an unarmed person while he tells people who are in the public exercising their rights that they need to step back and respect the 25-ft Oklahoma officer safety bubble while claiming that same guy with the camera can violate HIPAA. These are the voices of the land of the free, home of the slave.
