lackluster channel today we are going to talk about the importance of having a good dash cam the video we will be reviewing comes from chuck wood's channel if you enjoy it be sure to head over to his page and check him out on april 11th 2019 chuck was driving on the france's scott key bridge a toll road on the baltimore beltway in maryland that crosses over the patapsco river the posted speed limit was set to 55 miles per hour which allowed chuck to catch up to a maryland natural resources police caravan consisting of two marked pickup trucks one of which was towing a marine unit the vehicle towing the boat was traveling at 40 miles per hour in the passing lane while the trailing vehicle driven by officer todd cartarelli was occupying the right lane at the same speed and at a distance that prevented other travelers from passing as the three vehicles approached the maryland transportation authority's tollbooths the two lanes split into multiple the tow vehicle opted to take the left lane for cashless easy toll mr wood took advantage of the open highway and began accelerating the other vehicle changed lanes without indication of his motives cutting off mr wood and chuck immediately changed lanes accelerating past the officers and through the tollbooths after clearing the booth chuck passed officer cartarelli and was almost immediately pulled over all right you got unlike unsafe lane change and following too closely right off the bat an unsafe lane change yeah when right there before the uh did you cut me off didn't cut you off you swerved out from behind him to come over behind me no i stayed in the same lane you did yes i did i got dash cam bro okay is there a reason why he's holding up traffic on 40 in the fast lane what's that is there a reason why he's holding up traffic on 40 in the fast lane it's not about holding up traffic then what is it it's about driving safely at this point in the interaction officer cartarelli explains that the caravan was driving 15 miles under the speed limit to drive safely but according to the minimum speed regulation in section 21-804 of maryland code of transportation a person may not willfully drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic coupled with section 21-310 subsection b a truck following a motor vehicle that is towing another vehicle shall leave enough space so that an overtaking vehicle may enter and occupy the space without danger the manner in which the police vehicles were blocking two lanes of traffic at greatly reduced speeds suggests that both officers were in violation of multiple codes so driving 15 miles an hour below the speed limit is safe holding up traffic oh here it is and i got this all in dash cam so sir i don't mind that i'm going to go ahead and file a complaint with you guys okay there's no reason to drive 40 in the fast lane and hold on you drive right next to them so no one can pass well isn't that what we're trying to get by isn't this like a new law can you listen to me yeah i can listen okay well the thing was i was staying right behind him all the way from ritchie highway and you got right up on him to where i couldn't get back over behind that's not what happened that is what happened the officer claims to have been traveling directly behind the vehicle towing the boat and this is exactly why everyone should have a dash cam the officer's depiction of events was much different than the story the camera tells at no time in the entire video were the nrp's vehicles directly in front of or behind each other before we continue it is important to note that i have linked three dash games in the description of various price points if you don't have one those links will serve you well then he needs to get out of the fast lane he couldn't because i couldn't get back over there he couldn't come back earlier all right listen this is all in the dash cam everything you're saying so i'll just show that to the judge at court okay that's fine i don't have any problems he had every opportunity to get over you had every opportunity to get over i was going to try and pass you but you wouldn't let me pass and what was the problem with why you were swerving and then all of a sudden you took off your speed there and everything else what's swerving you cut me off and i didn't speed up i'll be right back with you sir yes you did i didn't i didn't speed you did speed sir i don't think i ditched me officer carterelli issues chuck a citation for ta.21.310 subsection a which states as a general rule the driver of a motor vehicle may not follow another vehicle more closely than is reasonable and prudent having due regard for the speed of the other vehicle and of the traffic on and the condition of the highway the way this code is written is broad and is left to the determination of the law enforcement officer chuck took the ticket to court and based on the accounts left by chuck in the original video's description the officer claimed that their low speeds were because the trailer's tires were dry rotted essentially admitting to towing an unsafe trailer across a bridge chuck pleaded not guilty and after the dash cam was reviewed as evidence the judge found mr wood to be not guilty as mentioned earlier it is important to film all of your encounters with government
