I clocked him at 107. I just realized I had a donut on the back tire. I thought that was just a full-size spare. Be quiet. Don't say another word. You hear me? Bro, we were supposed to take care of our own, bro. Yeah, we are. You know I can't turn off my camera. All I need is I'm not asking you any incriminating questions. You know I'm not going to do that. But you're telling me that you don't want to talk with me, but now you're talking with me. So I don't I don't know what it is that you want me to do. I'm not going to ask you any questions. I'm I'm not going to ask you any questions. This is not an incriminating question. Quiet. No, you're not allowed. Don't say anything else. Don't say anything else, man. Bro, I didn't pull over, bro. Anything else? Anything else? pull over. Don't say anything else. Did you want me to deal with that family? Three cop cars behind you, literally you were next to you, and you still kept going at 111. And I pulled over, right? No, bro. No, you didn't pull over. You went for another 3 miles. This is definitely going to be on the news, boys. Welcome back to the Lackluster channel. Today's story was submitted by a viewer named Jerry. It took a few weeks, but the Monroe County Sheriff's Office finally released to me the body cam footage of June 12th, 2022. At about 4:00 in the morning, Officer Torres observed a vehicle driving nearly three times the posted speed limit on the Overseas Highway in Florida. Officer Torres noted in his report that the Doppler radar read the vehicle speed at 108 mph. The suspect did not slow down or yield and passed two other emergency vehicles with emergency lights activated. It then took about 2 minutes to catch up with the suspected car. Despite the emergency lights, tones, and conspicuous markings identifying the cruiser as a Monroe County Sheriff's Office vehicle, the suspect began to weave and drive more erratically, and the chase continued for over 4 miles, reaching speeds of over 100 mph before finally coming to a stop. He's going to run. Turn off the car. Turn the [ __ ] car off. How many PEOPLE IN THE CAR? GET OUT OF THE CAR. GET OUT OF THE [ __ ] CAR. GET OUT OF THE car right now. Out of the car now. Put your hands Hands UP IN THE AIR. Hands up in the air right now. Turn around. Turn around. Turn around. Do not face me. Turn around. Just walk walk right here. Walk right here. Shut the [ __ ] up. Get right over here. I don't give a [ __ ] who you are. Get on your god damn knees. Yeah, I'm a cop. Why you Why you acting like that? I'm a cop. Then you'll listen to me when I tell you to get on your [ __ ] knees. I'm a cop, bro. Where? Where? Where? Where do you work for? You used to work for Miami-Dade. Why you acting like that, man? Stand there. Thank 11. 18 customer. I'm acting like Be quiet. Don't say another word. Do you hear me? All right. Yes, sir. Get him off. Sit down. Can I get this coat, sir? Can I get my ID, sir? Of course. Of course. We're going to check this car first. There's There's guns, radios, and all kinds of [ __ ] After locking Donovan in the cruiser, they began an inventory of the vehicle and noticed his emergency lights through the front windshield. He's got the Glock right there. He's for real. Jesus. What? Sir, that can't be it. Well, that wasn't on when he passed me. No, it was not on. No, he's drunk. Son of a [ __ ] Let's find out who his uh Find out who his supervisor is. And uh And then guys, I'm going to be right You got to be What? The Monroe deputies call the suspect's supervisor to come secure their equipment while Officer Torres has a few more words with Donovan. Boss, what's your first name? Don. Don? Donovan. Donovan. That's your first name? Yes. Okay. Don't say anything just yet. Understand me? You know how this goes. I get it. I don't want to. Be quiet. Before I ask you any questions, you must understand your rights. Yes. You have the right to remain silent. Anything you say can be used against you in court. You have the right to talk to a lawyer for advice before we ask you any questions. You have the right to have a lawyer with you during questioning. If you cannot afford a lawyer, one will be appointed for you before any questioning and if you wish. If you decide to answer questions now without a lawyer present, you have the right to stop answering at any time. Do you understand each of these rights I have explained to you? I get it, brother. With these rights in mind, do you wish to talk to me now? No, sir. Okay. I feel you're impaired. Me? Yeah. No. Okay. Are you willing to perform field sobriety tests to dispel my suspicion you drank before driving? No, sir. No. Okay. Is this an agency vehicle? Yes, sir. Son of a [ __ ] This is his agency car. Huh? This is his agency car. Who's the detective here? I just asked him to have him run take. I just got here. Um Yeah, we're good. He didn't do it. So, she doesn't want to talk? Refuses to do sobriety exercises? So, I thought Absolutely, he's [ __ ] up. All right. Yeah. All right. This Thank you. It is what it is. I I will notify What are we going to do? Do you want rotation or what are we going to do with the car? We're going to do rotation. Okay. But everything That's agency related Yeah, we need to take and store Well, I don't want to be responsible for any cars, firearms Yep. Uh Yeah, if we can ask if we can do it on the solid and let them know that they got all this [ __ ] here. If they have somebody local that can come and pick it up. So, that I mean, I don't mind doing the property receipt. That's not the reason. I'm just saying. He's got I I don't even know what to do. It was you and I You was Andy? I clocked him at 107. I got him up to 111. know he saw my lights. Oh, yeah. So, he needs to pass me. I was directly behind him and he still kept going. He was weaving in and then out of traffic. And he's not on duty, so he shouldn't be running code. Well, he didn't have Those lights weren't on. Lights were not on. No. No, those lights weren't on when he he when he passed me. And if they were on now, I couldn't see them because they weren't facing me anyway. This one's funny. It like fell down anyways. Oh, he's right there. Whoa, I just realized there's a donut on the back tire on the back. Yeah, the reg- the regular one's inside. I thought that was just a full-size spare. Holy [ __ ] Did he hit something? No. That looks fresh. Did you see this over here? No, it's all lifted in I think he hit something, dude. Look, that's all fresh. Still [ __ ] chalky. Yeah, somebody rubbed it. He probably was like, "Oh, shit." Yeah, that's probably what he did. Oh, dude, look at the front rim. Oh my god. Look at that tire. Well, look at this one right here. Oh dude, yeah, he totally he smacked something. Dude, yeah, this makes no sense. Oh my god. Well, how long has he been riding that with this? That thing is slick. The whole thing is slick. How fast does those tires wear out? 130, 115, I don't know. Probably pretty fast, but not that fast. Well, they're only rated for a 50-mi radius, aren't they? That's why. He's been out doing it for a while, probably. Oh, I don't think the department will let that happen, dude. No, but he just said he didn't want to talk to nobody. Original speed was 107. He He got so far away from me after I turned on my lights that I couldn't get a speed. Once I got close enough when he was still fleeing, it was 111. That was the the top speed that I was able to record. I was running running running from you. That's what I was doing. I was running from you when I was at I was at 150 North Avenue. It It Everything's all right. Everything's okay. Let me get some stuff to bag all that stuff. I don't know what this was. This man Yeah, okay. I mean, I was right there with you guys. I'm a grown man. Arresting a cop. Jesus Christ. Correction, arresting what appears to be a dirty cop driving recklessly while under the influence with multiple firearms. Donovan, sir, I'm trying to get all your stuff to somebody safe. Uh can we contact your immediate supervisor? Yeah, I do. Can we contact your immediate supervisor? Yes, sir. We don't want to leave all your [ __ ] here, man. We don't want to put it into property. We want to see if we can get it to a supervisor. Okay, we're going to get your supervisor to keep it wraps. You already invoked your right to remain silent, so I'm not going to ask you any questions, bro. I'm a man. Yes, sir. Bro, you you this is not the highlight of my day. I know. I Bro, I'm sorry, brother, but Yep, don't say anything else. Yes, sir. Officer Torres continuously reminds Donovan to remain silent, which is already far more leniency than the average citizen would receive, but it doesn't stop there. Bro, is that This is how it has to be? Boss man, you know how many people are involved in this? I get you, bro, but like Bro, we we're supposed to take care of our own, bro. Yeah, we are. Yeah, like I've been doing this [ __ ] for 6 and 1/2 years, bro. And And if I came to your county and I put you in this position? I I'll take you home, like You take me home? Of course. me home after your sergeant shows up on scene? And I just got cameras? This is Miami-Dade, baby. We take care of you. Like This is what we're supposed to do. I know that's what we're supposed to do, but unfortunately, I can't do that. All right, bro. I get it. I get it, bro. You're going to tell me I go to Miami-Dade and I flee from the cops, I'm going to walk home? Is that what you're telling I I didn't even notice you were fleeing. No, man, come on. Don't give me that [ __ ] We're supposed to be brothers, right? I would never flee from you. That's why I pulled over. Trust me. Yeah. Officer Torres tells Donovan he can't take care of his own because his supervisor was on scene and because cameras were rolling, not because it was the right thing to do or even because I'm just doing my job or I don't make the laws, but because witnesses and cameras. Officer Torres brings Donovan in and attempts to have him perform a chemical test where Donovan begs to call PBA, the Police Benevolent Association, to get a hold of a union representative or lawyer to ask for legal advice. You okay? Yeah, bro. You know I can't turn off my camera. Come on. Listen, boss. Nobody who's sat in this chair has ever thought they did anything wrong. Okay? But today But today Today, I'm not going to listen to any [ __ ] about how I did this. Okay? All right. 70, boss. What's your uh I didn't get your deal. What's your full name? Yeah, you can call whoever you need to call. I brought your phone so you can make all the phone calls you need. But you can't call right now. All I need is I'm not asking you any incriminating questions. You know I'm not going to do that. Stand up. Relax now. What's going on? I thought you wanted to do something. I wanted you to take off the cuffs. Bro, what are you charging me with? Sir? What are you charging me with, bro? Fleeing. DUI. Fleeing? Fleeing. Bro, really? I pulled over. No, man. You you pulled over after almost 5 miles. Really? I didn't even notice you, bro. Okay. I'm sorry about that, bro, but I pulled over as soon as I noticed you. That's cool. Man, you know You know I want to talk to you. But you're telling me that you don't want to talk with me, but now you're talking with me. So, I I I don't know what it is that you want me to do. Okay? Okay. I I'm trying to level with you. Yeah, I pulled out as soon as I saw the night. Literally. Okay. So, so boss, listen. Have you you you exercise your right to remain silent, or you want to talk with me? That's crazy. Okay. All right. I like it. Can I call my legal help? Just to make sure I do the things right. I do the I've been wanting to assist in that. Okay, boss. You don't have too much more time on than I do. I get to that. Okay, so what what is it you What what do you want me to do right for you right now? My legal help? Okay. I just want to do things the right way. All right. So, right now I'm not going to ask you any questions. I'm not going to I'm not going to do anything other than ask you to provide a breathalyzer. I find And you already told me you're not going to do it. I'm just going to ask you one more that. Like, I just want to call the legal help and make sure I do the things the right way. All right. So, you're not going to have to do anything right now. I get it. I just want to call my legal help. No, I I brought your I brought your phone so you can make your phone calls. I brought your phone. So, you can make your phone calls. Do you want to find All right now. 778 All right now, I can't I can't give any phone calls right now. Okay? As soon as we're done here, you can make whatever phone calls you need. That's why I brought your phone. Does that make sense? You trying You trying to book me before I call my legal help? You're not being booked. If my legal tells me to blow, I blow. Like, I want to I just want to be able to call him. Okay, boss man. Here's what we're going to do. Here's 105. Stop. Give me just a second. I got to get I I got to get it. All right? You realize that nobody else in this room gets this, right? All right. So, what's the phone number? The phone number? You said three You were giving me the phone I have it in my in my badge. You saw it. Like, I know. I'm sure your partner has it. I don't have your phone on me. It's I know, but yeah, I'm sure your partner has my my legal You want to call the Can you search over like the contacts and You want to call the PBA? That's what you're saying? You want to call the PBA? All right. I did. And you can please let the other guys look out a little bit. Donovan continues asking for legal help. Offenders in this position are almost never afforded this opportunity, as your right to an attorney does not attach to the contractual obligations to submit a chemical test when required by law. As a licensed driver in Florida, Donovan has already consented to the test and was not entitled to the advice of an attorney. As a sworn law enforcement officer, he of all people should know this. But Officer Torres makes a single unsuccessful attempt to contact the PBA. He even searches PBA's emergency number, but is unable to find one and Donovan tries to talk his way out of charges. They don't have an emergency number here, Ross. No, trust me. So, trust me. Huh? I'm I'm not going to ask you any questions, but I will tell you this is not an incriminating question. I'm telling you. That's good. Every agency has a certain policy and I don't know what yours is. Every agency has a policy on whether you get arrested for DUI and whether or not you blow. I don't know what yours is, so All right. I'll do it together. What are you trying to tell me, really? Yeah. That's good. That's good to know. You can ask me anything. Ross, there are some decisions that I don't get to make. Yeah, I know there is. No, there there are some that I can make. There are some that I can't. Yeah. Okay. I don't know, man. That's I know it's ridiculous, but like I'll pull over. Yeah. I don't know. I wish I would have known all this [ __ ] I'll feel it. I did what? How you get I don't understand this [ __ ] I pull over. Like you know I am doing it like I'm a lyric pull over. Come on. Can you contact your partner and give my people a piece? They don't have your phone. Your phone is in my car. Park right outside, remember? Yeah, my phone but like my phone is in there. My bags and my all that [ __ ] but we're trying to figure out where you were at. Yeah, we're trying to find out where you were at. We're trying to get all your all your agency stuff into good hands so that we don't have to put it into property. Make sense? They doing me dirty with that felony. Felony. Doing you dirty? Boss, I told you I wasn't going to listen to any of sort of that nonsense, okay? So you have a split. Okay. I would never do that. Okay. Missing me eyes. Like what up? What felony you working? What is that? I literally like you trying to launch me, bro. Bro, I literally literally that's doing me dirty, bro. Bossman, you had three three three cop cars behind you. They literally lit you up right next to you. They literally lit you up next to you and you still kept going at 111. Next to you. Next to you. No, bro. No, you didn't pull over. You went for another 3 miles. And what's 3 miles? Literally like right there, right? I literally saw that next turn. Coyote, listen. Listen. Coyote, no you don't mind now. Bro, I literally pulled over, bro. else. I literally pulled over. Don't say anything else. I swear to god I saw the red and red and blues, pulled over. That's it? That's all. All right. Bro, you know what feeling and looting is. I would all be knowing. I would all be knowing. Like, bro, I've been in the game for 3 and 1/2 years. I know what feeling and looting is. Okay, boss. You hear me? Pulled over. You know what I'm talking about? You know what I'm talking about? You know what I'm talking about? Nah. I know for damn sure that if I did what you did in Miami, nah. Really? You can sell me all the fairy tales and rainbows and water. of that, bro, but like You can sell me You can sell me all of that. Okay? Okay. I understand like maybe I was looking at my phone or something, but brother, I pulled over when I when I saw the red and blues. Like, I did. Like, it was just man. All right, man. All right. Feeling and looting like [ __ ] that [ __ ] That's That's like doing me dirty, bro. You think so? Really? Okay. So, what how What am I supposed to explain to to my supervisor, my sergeant, the sergeant that was on scene? Like, what am I supposed to explain to that person when they ask me? But you just did. You literally arrested me. Mhm. Yeah, exactly what you're doing. You're arresting me. Explain to them. That's it. Literally. Like, I I didn't mean that. You know I ain't no douchebag [ __ ] cop, bro. Like, I really feeling and looting, bro? That's That's That's dirty, bro. That's dirty as [ __ ] You know, like, I ain't with these bags, bro. Listen. Please. Please. Just do me a favor. Don't say anything else, okay? I ain't saying anything, bro. I ain't I'm just saying what I feel. Okay. After Donovan's tactics literally failed to pressure Officer Torres to drop the fleeing charge, he attempts to gain the officer's sympathy. First, by his motions to symbolize the Holy Trinity. He then looks up to see if his display of purity is being witnessed by Officer Torres. Showing no signs of swaying Officer Torres, Donovan now tries to evoke sympathy from his captor by crying. Alas, it appears he finally chose the correct tool. His pathetic whimpering inspires the officer to consider dropping the felony charges that would ultimately ruin Donovan's career. I'm going to see what I can do about the felonies here. I make no promises. But I'm going to try. Eventually, Donovan is read his rights and he refuses to blow. But Officer Torres offers Donovan one last favor not offered to the general public. We're going to go to my car now. I'm going to listen. Listen. We're going to go to my car. I'm going to give you your phone. You're going to try to get a hold of the PBA. All right? If they tell you to blow, I'll bring you back in here. And if you're willing to blow, you blow. Make sense? Yes or no? All right. If that's what you want to do, go ahead and get in the backseat. Don't go close the door so I can give you your phone. It's open. While Donavin is on the phone, Officer Torres pleads with his supervisor to drop the fleeing and reckless charge. I'll give you a few minutes, okay? You remember this is a police car, right? Are you recording? Do you remember this is a police car? Sergeant Hill. Is there a Is there any chance that I I could just hit him with the DUI and uh and not necessarily uh flee? What's the matter, is that But you're not on video. You're not being recorded. I'm listening to you privately. Yeah. Of course. But What did he say to charge him with? Well, I I got three. I got reckless and I got DUI. Okay. I'll keep the reckless out there. I didn't ask any incriminating questions cuz he invoked his right to remain silent. He's been talking, but he hasn't said anything that was a of anything, you know, and I'm I told him, "Wait, the other guy out." Yeah, guy out there going, "No." Just don't say anything. I have because I I don't I don't I I don't care. I don't want to know. Cuz it it it's just going to come up even more. Wait, this guy's got history? Yeah, no problem, pal. While Officer Torres tried to talk Donovan out of the felony charges that would remove his ability to be a law enforcement officer, Donovan makes a few calls himself. Yo. Yo. What are you saying? Call the PPA for me, please. Oh my god, Donnie. Oh. Call the PPA for me, please. Okay. Call the [ __ ] PPA for me, please. All right, just call the PPA for me, please. I don't know why I got I got to tell them to call me cuz I don't I don't know whether or not to blow or not. Please. Bye. Hey, this is uh Detective Ross with the Miami-Dade Police Department. All right, I don't know, but uh currently getting arrested for possibly uh DUI. Um I just want to be well advised. Uh I I I mean I mean I can't I can't even ask for like advice whether to blow or not. I get it, but you you be you guys don't like um like uh refer like whether to blow or not? Whether to blow or not? Can you refer me to what I'm trying to like maybe like whether blowing or not blowing would be better? Like I'm trying I'm trying to understand like whether what's the best option. After the PPA rep declines to advise him to blow or not, he calls some friends, during which he complains that this department doesn't take care of their own. Should I make a phone call? I mean to I mean we whatever it is what it is. But But I don't get I don't get I don't get what they told you to get over here. But that's not like that over here. I would try that [ __ ] Donovan's statements infer that he believes that the Miami-Dade Police Department would have handled things differently if arresting an officer for reckless driving, fleeing and eluding, and DUI with multiple weapons. Donovan was then brought to jail where he was booked and charged. He's in the front cuz he's a cop. Okay, so He has since been suspended without pay and it appears as though he is going for a jury trial. The Miami-Dade Police Department issued the following statement. The MDPD will not tolerate this behavior as it is not aligned with our commitment to the community and its sacred trust. As is customary, the department will assist and cooperate with the judicial process during this time. The employee will remain relieved of his official duties and because his actions involve a felony charge, his pay will be suspended in accordance with policy. I will be sure to update you as this all plays out. But let me know in the comments down below, how would they have treated you differently and should they ever allow Donovan to hold any position of authority ever again? As always, thanks for watching. If you have a video you'd like to submit for review, use the link in the description or pinned comment.
