all right you guys probably already heard there was a shooting in Louisville Kentucky this right here is Colonel Alex Payne from the Bullitt County Sheriff's department and I wanted you to listen to this because this was a pretty interesting interaction The Newsroom ladies asked him two separate questions here's the first one and we're going to talk about it listen to this victims advocate standpoint you know we need to do I operating with ever everything you can it's I mean let's say laws don't change no let's just say that the situation like that is going to stay the same does law enforcement have everything they need to handle situations like this yes ma'am uh today we did uh you know and they did especially and and the first thing that you would want to check off on that list is a brave men or woman wearing that uniform willing to take a fight to a bad guy and we uh he's talking about men and women in uniform taking the fight to the bad guy well what if you're what if you're in that bank or you're in that restaurant or you're in that post office and there is no man or woman in blue to help you out why don't you take the fight to the bad guy well take that back why don't you be in the fight when the bad guy shows up why don't you be prepared why don't you be trained I know you can't see it because there's arms in the way you can kind of see it on his right hip he's got a firearm in that new studio I don't know anything about this new studio but what do you want to bet that there's a uh guns prohibited or no firearms allowed sign there no firearms allowed for you but if you're law enforcement well you're a special kind of person will drop the standard for you you be ready there's gonna they're gonna ask another question and he's gonna give another response here in a second but it's almost like nobody considers well wait a second ma'am when uh when seconds count you know police are minutes away you need to arm yourself you need to educate yourself you need to find out where the exits are you need to be aware you need to exercise situational awareness which he's going to talk about here in a second at that in Spades out there today and because if it weren't for them you'd end up with uh Uvalde or you'd end up with a Marjory Stoneman Douglas where you got people outside waiting while more if you didn't have cops you would have another Uvalde if you didn't have cops you'd have another Columbine what about if you had an armed person I can't remember what that guy's name is in uh Sutherland Springs Steven Williford remember that Stephen Wilford will for didn't have his shoes on but he did have an AR-15 he's told his daughter hey load some more mags because I'm gonna need him he runs out of the house and he takes the shooter down doesn't have to wait for police what about that guy I think it was in Indiana but he was only 20 something years old he's in the mall with his wife and he takes the shooter down and I think less than 15 or 20 second from 40 yards away with a handgun 15 or 20 seconds no no cops necessary thank you that's what you need you need situational awareness you need preparedness and you need to be armed the right to keep and bear arms shall not be infringed but they are going to use this to try to infringe on your right to keep in bear arms people inside are getting shot that doesn't happen here in Kentucky yeah I know these conversations are hard to have especially for parents with their children but how do we have those conversations how do we start to talk about what if this happens and I think I hit it on a little bit earlier but making part of your just your daily routine awareness situational awareness aware of where you're at what's going on and maybe what could possibly go on around you it could be simple things I mean like identifying Escape Routes and you know just just playing role-playing in your mind you know we still do that you know you know as far as police officers riding about we what if things all the time you know where would we go what would we do you know what would our reaction be because when you pre-plan these reactions you're a lot faster than just playing off the cut you know all of a sudden you're overwhelmed with whatever the situation is you haven't thought about it before it's a new experience for you and we don't often do well in new experiences however he's bringing up some good points right here do you have situational awareness when you walk into a mall when you walk into a restaurant do you know where are you all your exits are do you know what what people are around that look Shady it's easy not to have situational awareness do you have situational awareness when you pull over on the roadside to get some gas find out how far that car is away from you how many people are in that car can you tell do they have tinted windows can you see inside the vehicle do you have a plan in case something goes down would it be a good idea if maybe you parked on the other side to keep the pumps in between you so if somebody did Advance they wouldn't see you pull out your Firearms so you can protect yourself and your family instead of looking at just how many exits there are where are they when can where can I hunker down and and cower in fear how about where can I take up a position where would be the best place for me to situate myself and my family or you know me and my girlfriend she's got a firearm my my daughter's got a firearm I got a firearm my son's got a firearm what position how can we take up a position to where we can cover all the exits so we can protect all the people that we can in our zone of influence including ourselves when something like that happens because it really isn't a matter of if it's going to happen it's just a matter of when people are psycho guys they are on big farm guy meds all day long there's like 72 78 of all Americans are at least on one pharmaceutical drug and we're not just talking about heart medication and nitrogen we're talking about serious stuff like Klonopin and then they're drinking and then they probably take other kind of drugs and they're just their mind is deteriorating because with the big farm guys pumping into their bloodstreams and their brains whatever's passing their blood brain barrier so it's not a matter of if it's a matter of when these psychos inhabit the same place maybe you're out at the sporting goods store buying a football for your kid or a frisbee or whatever maybe you're uh maybe you're looking for some two by fours and some Lumber and lows no matter where you're at where are your exits who is around you what is your draw time do you have enough ammunition did you bring extra magazines if you just simply visualize and put yourself there occasionally you'll actually respond better in those situations at first there's initial shock that this has happened in our community that it's not happening someplace else but then quickly we go back to the standard reviewer massacre here in Louisville so the shock is not as shocking as it was at one time are you surprised that this is the situation here and that this continues to be an issue 20 years later no ma'am it hadn't been that long ago I responded to uh Marshall right and uh no uh you asked me if I was surprised I I'm fully aware of the evil that's out there and it just rears its head at times and and we as a community as a society we've got to be ready for it not asking your personal opinion but as a law enforcement officer are there things that you would like to see our legislatures do to an act that would protect us and protect you the good Lord had Moses right on a stone tablet in my faith a long time ago Thou shalt not kill you know there's been laws on the books against homicide killing other people for a long long time me personally I don't believe that anything that man writes on a piece of paper is going to change the evil in some person's heart nothing that man writes on a piece of paper which is what politicians do which is what laws are laws are nothing more nothing less than the opinions of politicians backed by the threat of force there's nothing that a man can write on a piece of paper to make another man not be evil I can't believe I'm sitting here in 100 percent agreement with what this law enforcement officer is saying right here I'm not agreeing with everything but I do agree with what he's saying right here nothing there's no let there's no piece of legislation that would have made anybody in that Louisville bank or in Uvalde or in a post office it wouldn't have made them any safer because that's not how criminals respond he's even going to make the point that you know criminals don't give a dang about your laws it's only the law abiders that will obey the laws and those are the ones that end up getting victimized in these gun-free criminal empowerment victim creation zones really don't so I wish it would if it did I think we've got pretty good laws on the books but good people obey laws the people that do the kinds of things that we saw today and are experiencing right now are not good people they don't care what your laws are they do not and so that so I lean more toward preparedness if it's out there let's be better prepared is it too easy for a bad guy to get a gun yes yes and see that's that's the big factor who do we determine who's bad and who's not right you know who who's the guy that's going to go out and just be a supporter and who's the person that's going to go out and do something heinous like what happened today you know how do you because that's all we got that's all we got in his mind we have people who buy guns to be a sportsman a Sporter and we got people who go out and buy guns and do bad things with their guns what about the people who want to buy guns so that they can keep and bear those arms so that anywhere they go they have a really really good chance of making it out alive what about those people I'm talking about I'm not talking about law enforcement I'm just talking about regular individual who isn't a badged costumed law enforcement clown what about those people there's only two there's only sporters and evil people who want to do evil things to their fellow human beings come on man and he goes we already have laws in the books he just made the point that nothing that man can write down can change the heart of an evil man who wants to do evil things with the tool that the rest of us have see it's like it's crazy politicians are they'll go you know what we need to do look what happened in Louisville look what happened to you've already look Ed he look happened in Sandy H over there in Connecticut look what's happening all over the world we got mass shootings taking place what's the logical solution The Logical solution is to criminalize everybody who owns that particular style of weapon and if they don't turn them in then in the eyes of the state they will be a criminal and we're gonna take them down we're gonna find them we're gonna we're gonna cage them we'll take care of it that way instead of going you know what the people who need to go down for this are the people who contributed to it maybe we should look at uh you know the government splitting up families and only causing zero father homes maybe we should look at the Pharmaceuticals that are being prescribed to all these people in the in the brain damage it's doing to them or it's changing the Fabrics of our society where people don't give a damn about other human beings maybe we should look at that but no we gotta we gotta criminalize everybody who happens to have an AR-15 or AK-47 or high capacity magazine man those are weapons of war you don't need those in your house and so it's ridiculous so I agree with what this guy says on the one side is you know we got plenty of laws and they ain't working writing more laws ain't gonna do anything to stop criminals who are engaging in criminal Behavior determine you know who that is and boy if we knew the answer to that we'd be a whole lot further down the road on making Society a lot safer all right Colonel Alex Payne Chief Deputy with Bullitt County Sheriff's Office we appreciate it so I agree on one side with Colonel Alex Payne that hey you know what uh we got enough laws in the books and men can't write laws to make people less evil but on the other side he's like well you know look for you know situational awareness amen look for exits amen but then there's something you're missing Mr Payne something you're missing make sure you arm up make sure you Empower yourself make sure you protect your family it is not up to law enforcement law enforcement has no obligation there's two court cases outside here law enforcement has no obligation to protect anyone ever at any time the Shany versus this is Winnebago County and Gonzalez versus Castle Rock and in Gonzalez versus Castle Rock Mrs Gonzalez had a restraining order on Mr Gonzalez and he still didn't stay away and it still didn't keep Mr Gonzalez from taking care of his kids and driving him to that police station and getting into a shootout just didn't take care of him so we have two court cases The Cheney versus Winnebago County and Gonzalez versus Castle Rock that shows the court said hey cops have no obligation to protect you don't depend on the police depend on yourself and then don't let yourself down wherever you go make sure you carry your firearm leave your thoughts about
