I got electronic body cameras recording audio and video lights registration insurance please. >> Thank you. >> How's your night call? Where you coming from? >> I'm coming from my >> Around 1:15 a.m. on March 15th, 2024. Patrolman Nicholas Kamarda with the Spotswood Police Department observed a 2010 Honda speeding and driving without a functioning tail light on Manalapin Road in the area of River Street. He began pursuing the vehicle and eventually initiated a traffic stop on Monday Avenue near the intersection with Fernhead Avenue. >> My boyfriend's house. >> Okay. >> Oh my god, he's calling me a million times. >> Okay. >> Okay. The reason I'm pulling you over today is uh for the So the left uh tail lights out. >> Is it? >> Yeah. So you have like um I guess for for these tail lights you have a light in the back like facing backwards and then you have a light kind of on the side. The left like the left light that's facing like the car that would be falling behind you is completely out. So, it's just low visibility on that whole side of your car if you're like driving at night and stuff. That's why it stopped you. >> Thank you. >> Yeah. >> Um I'm sorry I could find that. >> That's all right. >> So, you come from your boyfriend's house? >> Yeah, he's in James. >> Okay. All right. >> Yeah. >> All right. And also for the uh so um when you made the turn and coming down Monday, the speed limit is 25 mph. I didn't get you on radar or anything like that, but I did have to increase my speed like severely to catch up to you when I got behind you. >> I was going 30. >> 30? >> Yeah. >> I had to go like 45 to catch up >> right now. >> Yeah. To catch up to you from from Monday and then by the time I turned, you were all the way down here. >> If I told you my previous record, I can't Where's my insurance, bro? >> Um if I told you my previous record, you would believe me. >> Oh, you my phone. Can I get it on my phone? >> What? The insurance? >> Yeah. >> Oh, yeah. Absolutely. That's fine. I just need to see the registration in your license. >> Here's this. >> Are is this your car or is it >> Yeah, this is Yeah, this is my car. >> Okay, >> that's the registration >> headquarters. I have a DL. >> Yeah. >> Jersey. >> Thank you so much. Just let me know if there is any points if it's valid. >> I can hope so. >> Any points? Any Ever been pulled over? >> Uh, yeah. >> All right. >> I haven't got pulled over recently. Okay. Stop calling me. Oh my god. But I I have a record. I'm going to call you. >> Okay. Why? Criminal record. You've been arrested before. >> It's not criminal record. >> Oh, just like 2 years ago. >> But since then, I haven't. >> Okay. >> This is embarrassing. And I need to show you this. >> All right. 14 29. >> I can't really. >> She's just been arrested for DUI. Nothing else in the past. Anything like >> No, just my DIY. >> Negative standby. I'll be right back. All right. >> Okay. >> All right. Just >> get headquarters. What do you got? >> I'm still running. Uh, but her info history does have uh 34 as well as uninsured or uninsured unregistered. 10 4. Is she currently 340? Negative. >> Okay. 10 for >> That's all right. currently 34 submit it. [Music] >> I'm going to off myself because >> Oh, don't say that. >> I can I show you like this? Is that okay? >> What is Oh, that >> it's like my my >> Oh, wait. Yeah. Click to view the ID card. >> It won't let me pull it up. I don't know why. >> What does it say to have ID cards faxed or mailed? Please contact your agent. Hit okay. And then >> patrolman Kamar exited his vehicle and made contact with the driver who was identified as 23-year-old Alexa Kosovich. As he was speaking with Alexa, he the odor of alcohol and observed other indicators of impairment. Alexa told patrolman Kamarda that she was coming from her boyfriend's place in Jamesburg and admitted to consuming alcohol earlier that evening. She also admitted that she had previously been arrested for driving under the influence. After patrolman Tyler Campbell arrived on scene to assist, Alexa was asked to exit the vehicle and perform field sobriety exercises. >> I don't know what's going on. Oh, bill due is when when is the bill due? Oh, it's still it's currently due. >> Yeah, it's like in a week, I think. >> Okay, payment schedule. Yeah, just so I could see what month we >> April. Yeah. Oh, yeah. So, the next payment's due April. So, you paid March. Yeah. So, that's good. You have current insurance. Okay. Yeah, I do. All right. Um >> All right. Uh that's fine. Um that's good enough. That satisfies. All right. Um, so my next question is, have you had anything to drink tonight at all? >> I did a little bit, >> but >> All right. The only reason I'm asking is because I do I smell the beverage coming from you. As you speak, I didn't really smell it as much when I walked up, but then when you started talking, I'm starting to smell it. And your voice, you're a little little slur, little horse. So that's Yeah, just a little just a little bit. I don't know. I don't I never met you before. I don't know if that's how you know your normal voice is or >> Okay. All right. No problem. >> I get that. I get that. It's fine. >> All right. Yeah. That's all right. Listen. So, I'm just going to have you step on out. I just want to write the field soiety test. Make sure you're okay to drive being that everything is on uh body camera, you know. >> So, I'll do uh my two first then when he gets here. >> What? >> Yeah. Yes. Just step on out. Okay. You >> want to just shut the uh off again? >> Yeah, you could just just leave it. >> Yeah. Man. >> All right. Here you come on. Uh, you come over here with me. Just follow me here. It's behind my car. I'll get you off this main road cuz cars like to come flying down through here. >> All right. You want to just shut all of them off? Ty. >> The Truman Kamar started with the walk and turn test. During the walk and turn test, Alexa did not touch heel to toe on each step and turned improperly. The second exercise was the one leg stand test and put her foot down before the test was complete. The final exercise was the horizontal gaze nestagmas HGN test and it was administered by patrolman Dominic Gibney FSKI. During the HGN test, Petroman Skibney FSKI observed the lack of smooth pursuit in distinct and sustained nestagmas at maximum deviation for six clues. >> Thank you. All right. So, this is perfect right here. So, if you want to just stand right here and face me. >> All right. So, the first test I'm going to have you perform is called the walk and turn test. >> I'm going to do the walk and turn the one leg stand. And then my partner's going to come and do an eye test. Okay. And then after that, if you're good, you're good. You'll be on your way. >> Um, all right. So, first test, walk and turn. Um, do you have any injuries or anything that would prevent you performing the balance test? Any surgeries or anything like that? Okay. Uh, ever hit your head, concussion, anything like that? Brain injuries? Nothing? Okay. on any medications or anything like that. That would Okay. Um, so what I want you to do is see the straight line right here. I want you to place your left foot on that line and your right foot directly in front of your left foot and then your hands down at your side. Yep. >> Just keep it like that. Stay in that position. I'm going to demonstrate the test. Do not begin the test until I tell you. Do you understand? >> Okay. Just stay in that position. >> Okay. >> Yep. I'm going to demonstrate. Okay. I'm going to turn and face this way so you can so you can see me better. Okay. So, what I want you to do is keeping your arms down at your side, making heel to toe contact each time. You're going to look down at your feet as you count the steps out loud. 1 2 3. I'm doing three. You're going to do up until nine. On the ninth step, keeping your lead foot planted, you're going to take a series of several small choppy steps to turn around. It's going to look like this. >> Like this. And then you're going to return the nine heel to toe steps. One, two, three. For demonstration purposes, I'm doing three. you do up until 9:00. Just remember to maintain eye contact with your feet. Make make heel to toe contact each time. Count your steps out loud and keep your arms down at your side. >> Okay. >> Okay. Do you understand? >> Mhm. >> Okay. Whenever you're ready, you can begin. >> Okay. >> Does this count as one? >> No, you're going to take uh nine steps as I explained. So, your first step would be one and then so forth. >> Sorry, my AirPod. >> Yep. >> Okay. >> Whenever you're ready. 1 2 3 4 5 6 7 8 9 and then nine back. >> Mhm. >> 1 2 3 4 5 6 7 8 9 >> Okay, the next test is going to be the one leg stand. Again, I'm going to place you in the starting position. Um, you're going to keep your feet side by side like this. Your arms down at your side. That's the starting position. I'm going to demonstrate. Don't begin the test until I tell you. Do you understand? >> All right. So, what I need you to do is, um, pick either leg of your choice, your left or your right, whichever one is better, whichever one you prefer. You're going to raise that foot approximately 6 in above the ground. You're going to point your toes forward and you're going to count out loud. 1,00 1 1,002 1,003 1,004 1,005 1,006 1,007 and so forth. If for whatever reason you drop your foot like this, you can just start where you left off. >> Okay? >> 1009 1012 and so forth. Just remember to keep your toes pointed, your foot approximately 6 in above the ground, just like I showed you, and keep your arms down at your side. Make sure you make eye contact with the point of your toe as you're counting. >> Okay. >> Okay. Do you understand? >> Mhm. >> Okay. Whenever you're ready, you can begin. >> How far am I going up? >> So, usually usually we do it until 30. Until 30. >> Oh. till 30 seconds passes by. So, but until I tell you to stop. Okay. >> Okay. 1,001 100,004 1005 1006 1007 1008 1009 1,101,23,456 2017 1,920 1,021,22 2 1,023,024,025 1,026,027,028 1,029,030 >> Okay, you're good. You could stop. Just hang out here for a second. Okay. >> Okay. >> So, the first one starting walking and uh Yep. >> I for one like standing obviously look down. >> Yep. >> Okay. All right. Yeah. We're just waiting on my uh my supervisor to come here. Just do the eye test. Okay. And then uh take it from there. Right. >> All right. You out here? Yep. >> He's on the book. >> Is it like a light? >> What? >> The eye test? >> No. >> Okay. >> Cuz my eyes are very sensitive to light. >> Okay. Yeah. No. No. It's not a light. >> Okay. >> It's what he's going to he's going to explain it to you. But what you're going to do is pretty follow a stimulus while you're keeping your head still and you're going to follow it with your eyes, but he'll explain the test. Okay. Okay. It's on the move. >> Yeah. >> Should we try not to have people stay? >> Yeah. >> You know, for an extended period of time when they don't have to. >> It's a small street. I get it. >> Yeah. Oh, you don't even need anything. >> I just want to be subtle. Are you making determination for 15? >> Yeah. >> Oh, then you don't even need me then. But yeah, sure. I'll stand right here. Okay. >> Put your feet together, hands down to your side. Do you have a concussion or anything like that? Any injuries? All right. What you're going to do, you're going to follow your eyes with the tip of my finger. Your eyes only. Okay. You're not going to move your head. All right. >> If you need to blink, blink. >> Okay. Heat. Heat. All [Music] right. I got four out of six. There you go again. >> So, you should just turn up right back. based on her erratic driving, the odor of alcohol, her admission to consuming alcohol earlier that evening, and her inability to adequately perform the field sobriety exercises. No. >> On your person. Any >> What do you need from the car? >> What do you need from the car? Do you need your house any house keys or anything like that? >> Right. >> Where's your wallet? >> It's in my car. >> I need a driver's license to scan into the machine. >> So, wallet, phone, keys. >> Mhm. >> Am I? >> Yes. >> You search for Can I take your light?
