on August 13 2022 police were dispatched
to an entry call at a residence in La
Crosse Wisconsin
initially a caller stated an
unidentified male had entered his
property without permission
he followed the mail to speak with him
and eventually saw him go into an
exterior basement door of another
residence
dispatch soon received another call
stating a male could be heard possibly
in their basement screaming that he was
stuck downstairs in the basement
there's like voices okay I did not uh
did you guys get a we got a call from a
neighbor okay that was practical hang
tight hang tight down there that's where
the voices are coming from it's like
behind the voice like by the fire
extinguisher
yeah
we're just gonna I'm gonna hang tight
until I get a partner here okay
you guys just want to hang tight outside
here yeah I'm gonna get my shoes on
79 I have contact with another neighbor
who's hearing the same thing
just describe to me when you go down
this side and the door opens there's a
room and he's not in there he's behind
something it's behind like I swear to
God that piece of plywood like right by
the fire extinguisher okay and I look
above it there's like a whole I've never
seen it before but it looks like in like
a hollow line that's almost okay he's
like crying himself oh can we go down
there yeah okay we'll have you guys stay
up here we don't know what's going on so
we're just gonna have a shield we're
gonna go in and check it out all right
the male was later identified as 49 year
old Jason Rankin police were familiar
with him from previous contacts
upon entry to the basement officers
could hear Jason yelling and cursing at
the corner of the building
who's whose apartment is like right here
on this first floor that's yours okay
from there it sounds like he's right
underneath my floor okay so it sounds
below
okay
we're gonna go down a minute we're just
waiting for a third officer to get here
it's unlocked okay okay yeah
I just wait back in the alley to just
want everything we don't know we don't
know
[Music]
it sounds like we could hear him right
there yeah that's exactly right
they said when we go down to this room
it's a room and they said there's like a
plywood wall That's put up and there's
like next to a fire extinguisher they
said sounds like he's behind the wall
yeah but we could hear him yelling
somewhere in good stuff we can hear him
yelling right there in that corner
[Applause]
right
yeah we can hear him thank you
La Crosse Police Department
Police Department
after they identified it was the police
the yelling stopped and they discovered
a hole that led into a crawl space
there's a crawl space up here it's
probably not clear
let's clear this door first
Police Department
thank you
we know you're in there can you hear us
clear yeah it's clear
we have the dog
Police Department
stay
s
help me
cross plays with canine come out with
your hands up now
speak speak
[Music]
Crosby's in the canine we know you're in
there we're not going anywhere
maybe a bit
hey man we know you're in there
can you hear me
hey man we know you're in there we
hurted you can you just talk to us
huh
I for sure I mean I could for sure here
yeah
and we're not receiving a response at
all anymore
um put the dog up for now could you also
have my fire stage and just let me know
there's possibly going to need a
extraction from crawl space I have no
idea how we're gonna get this guy out
Jason wouldn't say anything for a while
but he eventually claimed he was stuck
inside the wall and couldn't find his
way out
oh
hey man I can hear you
you all right
all right can you come out for me
can you hear me
are you able to crawl out yeah all right
could you do that for me
because we don't have to we don't want
to have the fire department come over
and start cutting holes in the floor to
get you out
we're not going anywhere just
[Music]
okay you're stuck
okay is there what do you mean by stuck
like you can't like you're pinned or
there's just no way out are you hurt yep
okay how are you hurt
can you see my flashlight
okay
do you have a phone with you no okay
we're gonna shine a light in there and
if you can see it crawl towards that
light okay
you see it yeah okay start crawling
towards that light
but when you get closer make sure we can
see your hands okay is it coming this
towards you
okay
you still see the light
all right we'll put we'll put light back
up there and see if you can see it let
me put the light back up
I'm gonna ask you are you are you pinned
or you can just not find your way out
your PIN okay what what's holding you
against the wall like a beam
um so you can knock it out and he saying
that we're gonna need to remove
floorboards to get them out yep
I am with the police department I'm just
letting my dispatch know that we're
probably at them contact me getting it
as a secret service
well we can talk about the Secret
Service after we get you out of there
right now we need to get you out of the
floor
so if you want to keep trying for me
that'd be great otherwise if we need to
take some forwards off it gets
what we're gonna have to do what's your
name
hey what's your name man
what's your name Jason Rankin thank you
Jeremy Rankin
Jeremy Jared this is Jason 93 it's Jason
Rankin
unfortunately we might have to cut some
floorboards because he says he's stuck
in you can't get up should I go get
myself
because so I don't even know if we'll be
able to see him because he's like right
here
and the crawl space is on the other side
of the house so he crawled all the way
under the floorboards to his corner so
there's the corners he turned and yeah
so
we can maybe try driving it back there
just didn't connect through it looks
like it's just a cement wall behind it
so Jason's being decent then he's kind
of all over he's still he was saying he
wants to talk to the Secret Service and
stuff and he's all over the place but I
can hear him trying like yeah as he say
you need anything about being armed or
he has no weapons he's usually pretty
awesome that's my first actual kind of
contact with him so yeah right to the
right on that back side of the door is
where he's stuck okay
he's got a phone light in there oh
hey Jason
can you see our flashlights
over here
to where you came in can you see him
hey I need you to focus okay I need you
to go back to where you came okay so if
you see my flashlight over here
I'm the police fireman next one I know I
see him I need to go to this next one
and keep working your way this way you
understand
to your right I need to see you where
are you I'm right here you see me okay I
need you to keep working towards back
towards the way you came
can you do that for me you need to focus
man come on listen to me
that's a big [ __ ]
Jason
's been feeding these [ __ ] bodies to
these animals
or how big do they get I don't know but
they're gonna keep getting bigger come
get out of there
all right keep going I see him waiting
for the next one keep going one more
time
maybe you can get out through here
God damn it you good yeah
go get on my face hey Jason Jason you
know Lakey Gully
she back is everybody back there with
you Jason
are you the only one back there is
Lindsay with you
uh back here yeah huh is she
it's really exactly right I know you're
letting him jump on me
Jason can you see my can you see my
flashlight he said go okay can you see
my flashlight yeah I can all right crawl
towards it looks like had a jealous trip
I had that [ __ ]
[ __ ] in my heart
I'm just asking hey Jason can you focus
on the side of my voice real quick
I need to keep crawling back to the way
you came Are you standing up or are you
on your stomach
is on the floor
put your phone down so I can see what
kind of what you're working with back
there can you just move your lights
right in my face
McDonald's
he's got plenty of room back there
you need to go this way where my light's
pointing just keep going that way
don't bite my dick
I've never excited like this bike before
response
electrical
Jason let's go feed first get you out of
there
you guys
all right I'm gonna take this so we
don't drop it it's pulling on a cord
there too hold on hold on you're gonna
kill the shoulders
yeah
damn it okay can you turn around put
your feet on first and then step on the
bucket let's try to get this cord out
all right sit on your butt here and then
you can drop your feet down we'll help
you out okay after some time Jason
appeared to be willing to come out but
he refused and went back into the crawl
space
wow
did you make it that far back this way
yo Jason Jason
come on we gotta get you out of there
Jason Jason
you need to come out
foreign
police then deployed the emergency
response team's robot to gain a visual
on Jason
got a lot more room on this side
yep
you even got a little stepping stool so
uh
you can go down safely
okay
I got about 10 10 more yards Jason 10
more yards Jason
can you hear me he became more and more
agitated and began threatening officers
Jason we don't have to send the dog in
treasure the rest like that okay
all right we are just trying to help you
out man
hey Jason
all right so we got two options man you
come out I give you this bottle of water
or I'm gonna spray pepper spray up there
and you can come out that way I'd much
rather you have you come out here and
have a bottle of water the new pepper
spray up there
Jason we got Tracy waiting too they want
to make sure all of us want to make sure
you're okay since you said that your
shoulder and stuff's hurting we thought
you were stuck you're probably
dehydrated
Jason come on come out so we don't have
to spray this down here Jason this is
your last warning before I give you
pepper spray okay
can you hear me hey Jason no one wants
to hurt you that's why we didn't like
just yank you out earlier we were trying
to make sure you could get out as safe
as possible after a couple of hours
Jason still refused to leave the crawl
space so police deployed OC spray Jason
last chance
I do not have to send any more in there
if you crawl out
Jason once you're on the fresh air and
we get some water too you're going to
feel a lot better
Jason come on Jason do you need help
getting out no
we're not coming in the only thing
that's going to come in this pepper
spray if you don't come out Jason will
you crawl to the sound of my voice all
right here comes
police then deployed canine Loki to
enter the crawl space in an attempt to
lure Jason out however he was soon
removed after Jason made several
attempts to kick at canine Loki
foreign
come out
walk it's not the way you came all rise
up the poor dog you may be bit find him
find him Jason The Dog's right there
speak speak
good boy watch him watch that guy
good boy down
watch him watch him watch him don't kick
the dog do not kick the dog hey Loki ah
down hey
stop tune stuff up go
down down down
so he started kicking at him
so if we go in there she's gonna kick
out of dogs
in
in little boy
huh oh no still I'm still being a little
stubborn
okay on the plane D it was determined a
higher level of force may be necessary
after other methods were ineffective OC
gas was then deployed and appeared to
have an effect on them hey Jason
Jason I'm going to toss you a bottle of
water Jason listen to me you ready
I just threw a water bottle to you
it's right there
Jason bottle of water right there
Jason
gas is coming

short foot pursuit he was apprehended
and transported for medical clearance

running Jason stop it's the police knock
