Out of Minnesota. >> So, that's the reason why we're talking to you. >> Okay. >> Okay. >> Okay. >> Does that answer your question? >> Yeah. >> Okay. So, go ahead with your name and date of birth. >> For what though? >> Just to get a documented warning that we're letting you >> It's a documented warning that way you We're out here with you and you're >> I I haven't done anything wrong. >> You're lodging in your vehicle. Basically, it's that or it's a civil citation, which is a monetary fine, that you'd have to pay the city of Key West. We're here to just educate and warn people on it right now. >> Can I document it? >> I I I I already told you >> fine. I don't mind. I told you our body cameras are recording as well. Okay. So, all I'm asking now, you said you didn't have your driver's license with you? >> No, I got a birth certificate. I have a birth certificate. >> And that's fine. And all I'm asking right now, I don't need to see your physical ID. I'm just asking you for your name and your birthday. >> To run it? >> Verify that you have valid driver's license so you can drive it. >> No. But so you can move your vehicle cuz there's no overnight parking here. >> I'll just move it tomorrow. So what but I haven't done anything wrong to have to show you my license? >> to be a documented warning in the system. Otherwise you're going to be issued a civil citation for lodging in your vehicle. You just can't lodge in your vehicle in the city of Canby. >> Okay. >> All right. >> So I'm not lodging. I'll just move it. I have I haven't done anything like I'm just in there watching a movie. Like what What It's What time is it? >> 12:30. >> It's 12:30. So like I've only It's not even overnight. So I don't understand how it's lodging. >> You have all the elements inside your car. Sleeping bag that you were laying back on right inside your vehicle on the back seat of your truck. >> I was watching a movie. >> Okay. So right now you're going to be issued a citation for lodging in your vehicle. We're going to give you the opportunity again to provide your identification. >> It's in the glove box. >> I asked you for your name and your birthday. That's all I needed. >> I'll give you my birth certificate. >> That I mean that that'll that'll work. That's all we had to do to get through this, okay? I asked for your name and your birthday. Said you don't need to see your birth certificate. All I need is your name and your birthday. What state your ID is out of? >> I'll just give you my birth certificate and you do as you want with it. Is that cool? >> If you have your birth certificate, it's in the the glove box. Do you have anything in there that I need to be aware about? >> No. >> No weapons? Okay. Okay. What state is your ID out of? Is it out of Minnesota? That's all That's all the information right there. >> Okay. Camping used to be able to go anywhere and just like camp and park or whatever. Now it's like I feel like everybody's strict about it. So why though? Like >> Because we're like a tourist place, you know? So >> I don't know what's happened to like a free world. They're like I don't know. I don't Nothing's free but like So since I got a ticket tonight, or whatever it is, am I good to stay here tonight? I mean, you gave me a ticket, technically, so like, I might as well just stay here. >> Well, that's not a ticket for parking. >> What is it? >> It's a civil citation for lodging in a vehicle. >> That's illegal? >> Yeah. >> I'm just going to take a nap in here after you guys are done, cuz you already gave me a ticket. What I mean, if you already given me a ticket for tonight, like, I'm I'm just going to go to sleep in there, just cuz you gave me the ticket, and then I just want to do it again. You know what I mean? I mean, what are supposed to people supposed to feel or do? Like, when you guys are hovering over me like this, over over a civil citation? Like, isn't this a little dramatic? What's the big deal? If I'm not doing anything wrong or breaking a law, just be like, "Hey, you can't park there." Well, you know, I'll tell you, "Okay." I do I do understand. I'm not trying to be ignorant. I do understand. I can't stand up, or what? No reason I have to sit. I'm not a dog. >> What's your social? >> I need to talk to my lawyer. I need to talk to a lawyer. So, why do they why do they keep doing this to me? >> Right now it's a civil, it's not criminal. >> But regardless, they try to question you, so I said, "I need to talk to my lawyer." >> Look at it as a like as a traffic stop, right? If you you will get pulled over because your like tag light >> Yeah. >> is not working, right? >> Yeah. >> It's not like, "Oh, can I have a lawyer for that?" No. >> I know, but like, you guys keep asking me questions in a roundabout, cuz first you said it was civil lodging, and now it's like, "What am I doing here?" Now, I gave you said you needed identification. I gave >> So, because to put your name on that citation, we need to know your name, and because you're probably from the different state. >> I did give my first name. It's got all the information in there. >> Yeah, but you are from the different state, not from Florida, right? So, from because you're not from Florida, we need a little bit more information to find your information, right? It's only reason. >> So, if I get mail in Florida, I'm technically a Florida resident. >> Um if you have a like Florida ID or driver's license. >> My driver's license is showing your last name p u g h. >> Okay. >> Okay. >> System shows that you have a driver's license out of Minnesota with the last name S K E >> Why you asking me this information? >> I need to speak to a lawyer. Let me go. Like, am I under arrest? >> Right now, you're being issued a citation. >> Am I under arrest? >> You're being issued a civil citation. So, right now, you're not under arrest, no. But, you're not free to leave. >> Okay. >> Okay, not until we conduct finish this investigation. >> Like, I'm done speaking with y'all. Like, I I gave y'all the information. I gave birth certificate. I'm not being rude. I'm not being ignorant. I gave the information. I'm not I'm not speaking no more till you lawyer. >> Just have a seat there, bro. Not only that, I don't want you to fall in the water. >> I don't want to talk to anybody anymore. I don't want to talk to any of this. I told you I want to talk to a lawyer. >> You asked for a supervisor. >> No, I said I want to talk to a lawyer. >> Okay. Well, you're not free to leave. >> I'm not. Just write it up. Okay. I don't want to ask any more questions. So, please don't ask them. >> The only thing I was going to tell you is >> I'm not answering no I'm not being a dick. I'm just not I'm >> He's not asking questions. He just want to >> I'll let you know something. Your driver's license out of Minnesota is suspended. So, if you're caught operating a motor vehicle from this point on, you're going to be arrested for driving with knowledge on a suspended license. >> Okay. >> This is a civil citation. Basically, it's not an admission of any guilt. All I need here is a signature from you. >> I'm not signing that. >> This is stating >> I'm not signing it. >> Okay, you have a court date Monday, March 5th. You have all the elements of lodging inside of your vehicle. >> Elements of lodging? A blanket? I was watching a movie. >> Okay. So, you have the elements of lodging in your vehicle. >> Mhm. Okay. >> And you're telling me that you're refusing to sign this citation. >> If If I don't sign it, then what? >> I'm asking my supervisor about it. >> Okay. >> I'll be right here for this. >> Ask him. >> Okay, I'll come back and I'll I'll let you know. >> Thank you. I appreciate you. >> He's a convicted felon. He's been here since January, at least. >> Okay. Which he would know the rules, you know, because they tell you that. And apparently said he gets his mail sent down here to the homeless shelter, but doesn't know where it's at. Can't give the address of it. >> a murder charge for sale of a controlled substance. And last year. >> Oh, that's >> Somebody overdosed on his [ __ ] >> Nice. >> So, you're going to explain to him about the canine aspect? >> What's his name? >> Jesse. >> All right, Jesse. Jesse, how you doing? >> I'm well. >> All right. Um just to let you know, my dog did alert to your vehicle that you're driving. Um do you have the keys to open it? >> No. >> All right. So, you're not going to let me search the vehicle? >> For what? >> My dog made positive alert to the presence and or odor of narcotics in the vehicle. No? You'd rather go to jail for obstruction? >> Yeah. I didn't do anything. >> Okay. So, if you didn't do anything, so you allow me you can unlock the car and do my search, be done with that, continue on your way. >> I'm No, like it's my property. No. >> Okay. 10-15? >> No. >> Put your hands behind your back. >> Wow. >> Drugs. Is that the keys? >> Yeah. >> Yeah. Everything you had up adds up to more and more of our suspicion. There's something else going on besides just you sleeping in your truck. If not, then you're just being a jerk. Oh, it's going to be towed as well. Uh but we'll need access to do a uh vehicle search. All right. Is there anything illegal on your person? >> No. >> All right. Is there any If there's anything else on your person or anything illegal? >> No. When we get to the jail, okay, we can say there's introduction of contraband and that's what you're going to be charged with. >> I don't have anything. >> Check the inside of the car. Okay. It's all locked up. Can you just undo the battery? >> I can disconnect the battery. >> Thank you, sir. >> No problem. >> You're the man. I can smell weed, but trying to see what else we got. Oh, yeah. It's got weed in it. I'm just going to set it on the back of the truck so we don't lose anything. This is his change of name paperwork? >> Yeah, he uh changed his name for some reason. >> Hm. Well, if he did all this for some weed in his car and being suspended, he's just not smart. >> Powder in the door? >> Powder in the door? All right, I got a wipe. Matt, you want to try to test this or see if you think it's something else. Pink and yellow? >> Amphetamines. >> Amphetamines. Positive detection, methamphetamine. >> Maybe that's why >> he didn't uh he didn't want us to get into the car. Well, and you said he's got prior drug convictions, right? >> Uh it's all something about drugs. >> I found a little baggy in here. >> Step Step over there, the wind's blowing towards you. Right here? >> He does cocaine. I pulled the little baggy out. >> I don't know. Where's the zip lock? Yeah, it's cocaine. Look at that [ __ ] Yeah. All right, so that's cocaine. Where's the zip lock? I wonder if he's transporting somehow. >> Well, let me look under the car. >> Yeah, dude, cuz this is like sealed. >> Another successful K9 sniff, key throwing, drug going >> His mom's car key. >> Yeah. Who throws their mom's car keys in the ocean? That guy. >> He threw his keys in the water? >> Yeah, his mom's keys in the water. >> Dude, that's drugs. >> Son of the year. >> What began as a routine encounter over alleged vehicle lodging in Key West, Florida quickly escalated into a much larger investigation. Officers initially approached Jesse because he was inside his pickup truck. But the situation intensified after a K9 alerted to the vehicle and a subsequent search reportedly uncovered methamphetamine, marijuana, cocaine, and drug paraphernalia. However, the biggest twist came later in court. According to the case timeline presented in this video, prosecutors filed no information on both felony drug charges on June 18th, 2024. Then, on October 15th, 2024, prosecutors entered nolle prosequi on all four remaining misdemeanor counts, meaning they chose not to proceed with those charges, either. The transcript does not establish a conviction on any of the six original charges, nor does it establish exactly why the prosecution ended. This case raises important questions about police investigations, individual rights, and what happens after an arrest. An arrest and the discovery of evidence do not automatically mean a person will be convicted. Now, we want to hear from you. Do you think this encounter escalated beyond what was necessary for an initial vehicle lodging violation, or were the officers justified in investigating further after the K9 alert?
