Like let's let's not beat around the bush here. >> Okay. >> How much? >> All right. I went to 14 stone drive like five minutes away from here at like I got there cuz I was late cuz I had work at Olive Garden in effort. >> Went there picked up my friend got me from 242 Force Drive. Went to my friend Joelle's house. Took a shot of Titos cuz I'm a lightweight. I'll literally make cran mixed cranberry juice in the shot glass. Took a shot and drank a few of sips of my friend. So we just twisted lightly. >> So you had to drink it. >> She lit like you guys can smell that bottle. It's like XX Dragon fruit drink. >> Did you have any of that? >> You don't have any? >> No, she had that bottle. It's an XX water drink. >> One shot of Tito's >> and a Twisted Lighthouse. >> Twisted light half. You can run the other sixes. >> How long ago did you have those, man? >> About 9:30. >> Have you had anything to eat since then? >> Last time I ate was at work. >> Okay. When was the time you had your last drink? >> Bow it all the way out there. See it? Keep your head still. Just follow your eyes. Nope. Just follow it. Follow it. It's okay. Once you can't see it, if you can't see it anymore, tell me. Okay. >> Okay. >> See it? >> Keep your eyes on it. >> A college campus. Early September, the first weeks of a new school year, and a silver sedan is driving down a pedestrian walkway, the paved path students use to get between buildings. Not a parking lot, not a service road, a sidewalk. Behind the wheel is an 18-year-old freshman. And when a campus officer walks up to that window, the very first thing he sees isn't even her. It's what's sitting on the floor of the passenger seat. [music] Rowan University in Glboro, New Jersey. Roughly 20,000 students, a walkable campus, and its own sworn police department, Rowan University Police, with full arrest authority patrolling the grounds around the clock. It's September 7th, 2023. The fall semester has barely started. >> Hello. >> Hi. How are you? >> I'm Can I have directions to Robo? I I don't >> So, you're on the sidewalk right now. >> I was looking for turn around. >> We have no idea where we are. >> I don't I know I'm in. >> Right. So, like I said, reason for the stop is we're on the we're on the sidewalk right now. And also, you failed to maintain your lane right before you turned on a WestB. So, I need your license, registration, proof of insurance. >> I don't know where >> And why does nobody have a seat belt on in this car? >> I was just looking for my >> This is your regist. >> Where you guys coming from today? >> I was picking him up from wherever the street was. >> I got you. >> I was trying to take him to the robo. I'm a friend. I was just >> 465. >> Is this her registration? >> Where's your insurance? >> So, what's that? What's that pink bottle you got right there by your leg? Is that an alcohol bottle? >> Mine. >> That bottle right there on the floor. Not that one. The one behind her. She's trying to hide behind her leg. What is that? >> This is XX water. >> So, I'm not going to >> Ma'am, can you turn your car off for me, please? >> Turn off the car, please, ma'am. Okay. >> All right. >> Which matters because early September on a campus means walkways full of students moving between classes and dorms. exactly the surfaces cars are never supposed to be on. And that's when Rowan officers spot a vehicle driving on a sidewalk inside the campus boundaries. Patrolman Lim initiates a traffic stop. And here's the thing about a stop like this, the officer doesn't need to build a case for why he pulled her over. Driving a car on a pedestrian walkway is on its own the entire reason. There's no ambiguity to argue about later. And when he reaches the window, he immediately notices an open container of alcohol on the passenger floorboard. Not hidden in a bag, not in the trunk, sitting on the floor, visible from outside the car. That single detail transforms the stop. It's what the law calls plain view. The officer didn't have to search anything to find it. And it takes this from a bizarre driving complaint to an impaired driving investigation. In about two seconds, a backup officer arrives. Standard procedure. And it's also why you'll often see a second camera angle in footage like this. The 18-year-old is asked to step out of the vehicle to perform standardized field sobriety tests. Those are the three roadside exercises you've seen in every one of these videos. The eyetracking test, the walk and turn, and the one leg stand. >> So, my partner's going to have you exit the vehicle over there, okay? We got to run some test to make sure you pay to drop. Has anyone had any alcohol? >> Okay. How are you? >> Good. >> What's your name? Man, you can stay. You can stay. >> I don't know where Robo was, but he told me to sleep in there. >> Okay. All right. Uh, let me face you away from the lights. Okay. Bring you over here. All right. So, how much you had to drink tonight? >> I came right out tonight. Just put up Marcus from Silver. >> Okay. So, >> and he said Robo. I don't know where those apartments are cuz I live in Woodstone. >> And where were you guys at tonight? >> I picked them up. Picked that kid up from Silver. >> His name is Marcus. I mean, >> okay. >> I picked up from Gordon Stone Drive in and like Westboro. I'm from Woodstock. I just moved. >> It's like 27 minutes away. >> Okay. And you you haven't had anything to drink tonight? >> Yeah. You can be honest with me. >> I'm going to be honest. >> Okay. >> Around 9:00. Uh Twisted Light. >> Okay. Okay, >> it's 14 guys. Okay, >> you pass me. Go ahead. >> All right, >> I can blow them. >> So, do you know the ABCs? >> Yes, I know. >> I'm not going to make you say them backwards or anything like that, but I'm going to have you say them from the letter A to the letter O. >> Okay. >> From A to O. Do not stop. Do not sing. Just say it. All right. >> From A to O. >> Stop at O. Okay, you can go. >> A C E F G H Q R S T >> Okay, that's fine. I just asked you to stop at O, but that's fine. Okay. All right. So, do you have any issues with your eyes or any problems? You don't do you wear glasses or contacts or anything like that? Okay. So, this test is going to be really easy. You're just going to follow the pen with your eyes and your eyes only. You're going to keep your head completely still. So, just feet together, hands by your side, just like you are right now. Stand in that position. Okay? And then >> head completely still. Okay? >> See the pen? >> Yes. >> You're going to follow it. Just your eyes. All right. Uh 68. >> And what did you say you had to drink tonight at 9:00? Twisted light. >> Twisted tea light. >> Twisted tea light. >> Okay. Can you see my pen? >> Yes, I can. >> All right. You're going to follow from side to side with just your eyes. All right. Ready? So you're following it. See it? If I'm moving too fast, tell me. Can >> you still see it? I'm clear. Okay. Ready? >> Follow just your eyes. You ready? >> Still see it. >> Follow it all the way out there. See it? Keep your head still. Just follow your eyes. Still see it bought it all the way out there. >> Nope. Just follow it. It's okay. Once you can't see it, if you can't see it anymore, tell me. Okay. >> Okay. >> See it? Keep your eyes on it. Let's try this again. You ready? Keep your eyes on it the whole time. See it all the way out there. Still see it. Okay. Still see it? >> Yep. >> Okay. Keep your eyes on it. Okay. Good. Ready. County 487. >> Hi Julia 64. >> Yeah. >> So see it. Yeah. >> Yeah. Wrong. >> One more. You ready? >> You're going to follow it all the way up. You ready? >> All right. >> Still see it. See it? >> It's getting a little dark, but yeah. >> Try it again. Try it again. You ready? One more. >> All the way out there. You still see it? >> I don't. >> Okay. >> A little high. A little short. >> See it? >> Yes. >> Just keep your eyes on it. >> One more time. >> You got an ID, my man? >> No, I don't have anything on me. >> You have nothing on you? You sure you got none in your pockets? >> No. >> So, what what was in that cup? I just I got I got it handed to me. I'm not really >> Okay. >> Do you need my ID? >> We're going to need yours as well. You're going to give it to my partner when you get it. Okay. >> You got an ID, my man. >> I don't >> see it. Nothing on you. You sure you got none in your pockets? >> I swear. >> All right. So, listen. >> You scored really poorly on that test. I need to know how much you really had to drink tonight because I don't believe you. 9:00. I think there's a lot more alcohol in your system >> than just one drink at 9:00. >> That test how how much alcohol is in your system? We need to know like let's let's not beat around the bush here. >> How much? >> All right. I went to 14 stones drive like five minutes away from here at like I got there time cuz I was late cuz I had work off garden and effort >> went there picked up my friend D 24 drive went to my friend Joelle's house took shots cuz I'm a lightweight I literally make cran mixed cranberry juice in the shot glass took a shot and drank a few of sips of my friend so we just twist it lightly >> so you had the drink like you guys can smell that bottle it's like sex dragon fruit drink >> did you have any of that >> you don't have No, she had that bottle. It's an XX water. >> One shot of Tito's >> and a twisted light half. >> Twisted light half. You can run the other side. Sixes. >> How long ago did you have those, ma? >> It was around 9:30 10. >> Have you had anything to eat since then? >> Last time I ate was at work. >> Okay. When was the time you had your last drink? >> 9:30 10. >> 9:30 10. Okay. So 6 out of 6. Okay. So I'm going to put you through another test. It's called the walk and turn test for me. Okay. So what I want you to do is stand facing me. We're sleeping in my friend's house. 5 minutes. >> Put ma'am, put your right foot in front of your left foot with your hands down by your side. Okay. And stay there till I tell you to do otherwise. You understand? >> Actually, let me let me give you a style here. Got a straight line, nice flat surface here. This straight line test. All right. >> All right. So, like I said, you want your right foot in front of your left foot so that your heel of your right foot is touching the toe of your left foot. Stay in that position for me. Okay. Do you have any injuries or anything like that? >> A year and a half. You'll be correct. Is it going to prevent you from doing a simple walk and balance test? >> Okay. So, what I want you to do, stay there, like I said, until I tell you to start otherwise. So, what I want you to do is you're going to take nine heel totoe steps counting out loud with your hands down by your side. Two. Three. And on that ninth step, you're keeping your left foot planted. You're going to take a series of small steps around back to the right in front. You go one, two, three, all the way to nine. >> And tell you to stop. You got a line here in front of you. Okay. Do you have any questions? >> Nine there, nine back or just nine there. >> Get that get that front foot touching your uh heel to toe. There you go. >> If you have any >> What do I do first? Left or right? >> Well, you're going to want to step >> So, you get back in the starting position. You got to start from the starting position. So, you got to get back in that. >> So, you want that foot in front of it like this. >> Straight. >> No. So, I'm straight ahead. More like this. >> You can see. You may begin. >> Do you have any questions? >> I don't. >> Okay. You can begin. >> All right. All right. count. >> That was your instructor. >> Just count out loud. >> 46. Get down, guys. Get down, guys. >> I just don't think that was so Don't turn on the >> Yep. Did you hit nine, man? >> I'm blonde, but >> it's okay. So, when you hit nine, like I said, you want to you want to make that turn. Yep. >> Make that turn. >> You're doing great. And then we're doing nine steps back. Okay. Make sure we're counting out loud. All right. Romeo Jango. >> Okay. >> So, you ready to continue for the neck test that I have? Okay. So, the next test that I have is going to be the onelegged stand test. Okay. So, what I want you to do, >> stand how I'm standing with your feet together, hands down by your side. Okay. Stay in that position. So, I tell you to do otherwise. All right. So, what I want you to do with the foot of your choice, you're going to lift it approximately 6 in of the height of a soda can, point your toe out, and you're going to count 1 1 2 100 3 100 so on and so forth until I tell you to stop. Okay? Do you have any injuries? Are you okay so far? Do you have any questions? >> No. 1 2 3 100. >> Yep. The foot of your choice. Okay. >> It's going to be roughly 30 seconds. All right. >> So, you may begin whenever you're ready. 1 1,00 2 100 3 100 4 100 5 100 6 100 700 8 100 9 100 by your side. >> Keep going till I tell you to stop. 11 100,000 12 100 14 100. >> They're standardized for a reason. Every officer administers them the same way. So, the results mean the same thing in every courtroom. Based on what the officers observed, she was placed under arrest for driving under the influence. and according to the record, a whole list of additional charges alongside it. >> 2100. >> All right, you can stop. So, where we're at right now is I need you to do one more test. Okay, I need you to face that officer. Put your hands behind your back. Okay. And do not move. You're under arrest. >> Okay, you ready? >> Come here. >> You're under arrest. All right. >> So, you're under arrest for DUI. Okay. >> One under. >> One under >> 6. >> Okay. Hold up. Got to b you down real quick. All right, >> they're coming with me. >> You're going to go in the back. Okay. You're not going up front. Just >> had to open the door for you. All right, hop in there for me. All right. >> Can you make sure to get my phone and stuff on? >> Yeah, we're going to get everything out of the car for you. I got your license and I got your uh lean back for me. >> Nicotine. >> Yeah, we'll get everything for you. Lean back for me. >> Sorry. >> I don't want to face. >> All right. There you go. And you said there was your wallet in the car, too? >> Well, it's on my keys. Yes. >> Wallet's on your keys. Okay. >> It's okay. Thank you. officer there so I could >> Is that her cell phone? >> Can I have that, please? >> Okay. And then is her wallet in here as well? >> Um, >> is it attached to her keys? >> Yeah, it is. >> It's okay. Take a breath. It's going to be okay. Okay. >> I do need her wallet. Yes. You don't have to give me her key. Well, just give me the whole thing. >> Okay. All right. I think my banging door. >> Okay. You got to drink it. >> I'm just popping your door so it's easier to talk to. You don't have any type of anything with your name on it? Nothing like that. You don't have your wallet on you at all? >> No. >> All right. >> I didn't want to Yeah. >> Didn't want to bring your wallet to the party. >> Okay. >> All right, sir. What's your first name? Um, Matthew. >> Matthew. >> Test is called the walk and turn test for me. Okay. >> What's your last name? >> O N O. >> O N O. >> R A T O. >> R A T O. >> Yep. >> What's your date of birth? >> Uh, September. >> Yep. >> 30th. >> 30th. >> Yep. >> 2003. >> 2003. >> Do you have a drive? Like, do you have a driver's license? You just don't have it with you? >> No, I don't have it with me. >> What town is on your driver's license? >> Uh, >> Roxberry. >> Roxberry. left foot. Stay in that position for me. Okay. Do you have any injuries or anything? >> No, I I don't like I respect I respect the police. >> Roxberry's in New Jersey, right? >> Okay. >> Do you know your social security number off the top of your head? >> No, I don't have that on. >> All right. You're just going to close this door again and just do me a favor. Have just stay seated for me. All right. >> In a couple of seconds here, you either can get a ride. They'll meet up on 322 or you can just walk home. It's up to you guys. All right. I'm going to ask a guy. >> What's up? >> I'm going to ask for a ride. >> Okay. >> I'll walk back. >> All right. Just uh let me ask my off my other officer out here since it's his motor vehicle stop >> and I'll I'll let you know what he wants. All right. Thank you. >> She was transported to the Rowan University Police Headquarters. At headquarters, she submitted to an evidential breath test. The result, 0.08%. Now, if you've watched a lot of these videos, that number probably looks unremarkable. 08 is the legal limit for an adult driver. She's right at the line. Not double it, not triple it. On its face, it looks like she just barely tipped over. >> Your friends, I think, are walking, but like I said, I'll be able to give you more information when we get in there. Lean back for me, sweetie. I should only >> step out for me and face my vehicle. All right. >> All right. >> Don't move. Stay right there. All right. Oh, we're going this way. >> First room here. All right. Face that window for me and don't move. Okay. Stay right there. All righty. So, I'm going to take you out of them cuffs. Okay. When I do so, you're going to put your left hand on top of your head. All right? Do you understand? All righty. Do that now. Leave it up there till I tell you otherwise. I'm going to do the same for your right. All right. Same thing. You're going to leave it up there until I tell you otherwise. >> Right hand. >> Yep. Right hand on my head. Hold on. Locked back up on you. All right. All right. Take a seat on the bench. Keep your hands up, bro. Hey, you can let out your right one. >> Sorry, I wasn't player. I kick your shoes off for me. >> Where were you at? You got mud and stuff. >> No, you have your legs and stuff. >> Yeah. Did you fall at all? >> No, I had a bruise on me by now. >> You're going to put your hands down. You can relax. >> Honestly, >> thank you. I ran into Silver and >> you ran into Silver. What do you mean by that? >> I was trying to don't even know that was my friend. You don't even know him. Stop taking my mom's like well they're like I am again being too nice to everyone cuz I don't know them. >> But she's 18 and in New Jersey a driver under 21 isn't allowed a 08 at all. The underage [music] limit is 0.01% effectively zero tolerance for her. One drink is already a violation. So that number does something unusual here. It's simultaneously 8 times the limit that applies to her age and exactly at the threshold that triggers the full adult Dwee statue. She didn't squeak under anything. She landed on the worst possible line high enough to face the standard charge when for her the ceiling was supposed to be essentially nothing. The charges [music] stacked up quickly because almost everything about this stop was its own separate violation. The driving surface, the open container, the impairment, each one a distinct offense on the ticket. And for an 18-year-old, the consequences of a New Jersey DWI are genuinely heavy. Fines and sir charges that run into the thousands over time. A license suspension. Mandatory hours at an intoxicated driver's resource center. Insurance rates that follow you for years. Plus, on a college campus, a separate track of consequences. The courts have nothing to do with student conduct proceedings. Housing. Sometimes scholarships. Here's what I keep coming back to on this one. Nobody was hurt. And that's not luck in a small way. That's luck in an enormous way. A car on a pedestrian walkway on a college campus in the first week of the semester changed the time of day by an hour and this is a completely different video with a completely different ending. So the question I'll leave you with, she was 18 weeks into her first year and right at the line where the law stops treating you as a kid. Should a first offense at that age be a hard reset, heavy penalties, license gone, lesson learned? Or does throwing the book at an 18-year-old just wreck a life over one bad night? Tell me where you land in the comments. For more real stops broken down from the first contact to the sentence, [music] subscribe and hit the bell.
