hello everyone i'm detective richard encinis public information officer for the mesa police department this critical incident community briefing will provide you with information about an officer-involved shooting that occurred in mesa you are about to see relevant video footage and learn about evidence and police procedures related to this case so you can better understand what happened mesa police department conducts thorough use of force investigations typically investigators interview multiple witnesses view numerous hours of video footage and analyze a significant amount of forensic evidence this video will not draw any conclusions about whether these officers acted consistent with our policy and the law until all the facts are known and the investigation is complete in this video we will be sharing our officers body-worn camera video as well as 9-1-1 calls and any any other surveillance video obtained as part of this investigation we do want to warn you the viewers hello i'm sergeant chuck trapani of the mesa police department on tuesday july 20th 2021 just before 7 30 pm mesa police received multiple 911 calls about a family fight on the 4100 block of south neptune the caller said her son dominic alvarez was threatening to shoot his wife and himself yes we need help we need help right away okay what is going on please my son is the man's wife also called for assistance hello i need help my husband's intoxicated he has a gun can you please put someone up neptune okay and south neptune and mesa yes okay yes i need help please worry please stand online this is your husband yeah what kind of gun is it today is is he threatening you or is he threatening himself okay please hope i don't let anybody have my dad okay please hurry please hurry stay on the line with me i'm not gonna hang up i don't want you to hang up on me okay i've got officers headed that way how about slowly it's just drive time they're coming they're exactly in as safe as they can who's inside the please don't hurt him oh my daughter's sleeping it's me how old is howard hurt his daughter she's two and now oh my god please hurry don't it do not shoot me okay as officers arrived and set up around the house a woman who identified herself as dominic's wife exited the home and told officers that dominic was drunk and armed with an ar-15 rifle and their young daughter was upstairs in a bedroom who is this dominic this is kimber what's going on well a lot actually well talk to me oh well um i got an ar-15 in my hands i understand that dominic i want you to listen to me for one moment okay no do you know that's okay you listen you listen to me i absolutely will listen to you but i don't want you to make any decisions that you'll regret okay i got a fully eighty hour i only have 15 in my hands um i'm not wanting to hurt him buddy i'm gonna put my gun down okay i appreciate it okay you let me know when it comes and just keep talking to me hey are you dominic are you okay right now no i'm not okay okay i want you to take a deep breath wheel okay i want you to take a deep breath i want to help you will you let me help you i'm so sorry though but i made it to you [Music] i don't want that to happen and you don't want that to happen so let's work together so it's not the outcome okay officers heard what they believe was a gunshot and move closer to the front of the house here's the body worn camera video of the first officer walking alongside patrol car to get a better look at the front door and street facing window is that a gunshot that was a gun shot go there he is he's got a gun he had a rifle in the front room coming from the house okay nothing's in your hands right who's in my house who's in your house i will shoot who is in your house okay who the [ __ ] is at my house dominic i don't know who's in your house right now i have officers on the outside waiting for you i will shoot okay if you're going to shoot you know that's not going to have the outcome that you and i just talked about they could then see dominic in the front window holding an ar-15 rifle across his body officers lost sight of him and when he reappeared in the window officers say he was pointing the rifle at the window and in the direction of the officers that's when the officer-involved shooting occurred yeah that was me that was me too did you see him yeah i saw him right there in the living room did he go down no i don't know the officer fired one round which did not hit dominic moments later on the phone with dispatch dominick said he did not want to get shot and he was coming outside to surrender okay okay we're gonna get some help to you you hang in there i want you to stay strong dominic my gun i pushed it to the door i give up i don't want to get shot okay i don't want to get hurt dominic i'm going to get some help to you today stay with me i don't want to get shot please don't i wouldn't come and shoot at me please please help me please i give her i give up he exited the home unarmed and was taken into custody without any further walk incident to the sound of my voice slow he's drunk as [ __ ] that's fine put your hands out to your side like an airplane stay in that position give me one more hand all right ready stay there i got it i got him covered i've got him covered do not move keep your hands where we can see them dominic told officers that he accidentally discharged the round from his ar-15 rifle that rifle was located just inside the front door dominic has been charged with aggravated assault on law enforcement aggravated assault with a deadly weapon one count of unlawful discharge of a firearm and threats the officer involved in this shooting has been with the department for eight years and this is the second officer-involved shooting he's been involved with all the information in this case will be turned over to the maricopa county attorney's office for review thank you for taking the time
