hello everyone i'm detective brandi george with the mesa police department this critical incident community briefing will provide you with information about an officer-involved shooting that occurred here in mesa you are about to see relevant video footage and learn about evidence and police procedures related to this case so you can better understand what happened based on what we know right now mesa police department conducts thorough use of force investigations typically investigators interview multiple witnesses view numerous hours of video footage and analyze a significant amount of forensic evidence these investigations take time to complete which means things could change as additional evidence is collected analyzed and reviewed this video will not draw any conclusions about whether these officers acted consistent with our policy until all the facts are known and the investigation is complete in this video we will be sharing our officers body-worn camera videos as well as 9-1-1 calls and any other surveillance video obtained as part of this investigation we do want to warn you anytime a police officer uses force the images and information can be graphic disturbing and difficult to watch and the video may contain strong language viewer discretion is strongly advised especially for young children and sensitive viewers hello i'm detective richard encinis with the mesa police department's media relations unit on monday may 9th at approximately 904 pm mesa police officers were dispatched to the circle k located at 1953 east southern avenue for a report of a male inside the store threatening to kill the manager and acting erratically the manager stated that the mail was punching the air and yelling at people who were not there here is the 911 call from the circle k manager yes when i work at the 0k on 7 i have a guy out here like threatening to kill people are you just starting to kill me is he threatening with a weapon or anything no he doesn't have a weapon or anything but um yeah he's sitting there like looks like he's hallucinating out of some type of drugs he said they're like yelling at nobody punching at nobody he actually just took off from the store he went across the street over by uh by the subway there he's on a blue like a dark blue bicycle he's wearing a like a grayish blue uh vulcan shirt as officers head to the circle k one officer spots a man who was later identified as 27 year old omar fernando lugo osuna on a bike who fit the description heading southbound on gilbert just north of the us 60. the officer attempted to stop lugosuna and he refused the officer tried to stop him a second time when lugo osuna jumped off his bike and swung a knife at the officer the officer stumbled to the ground and fired at lugo osuna striking him twice here is the radio call from the officers involved well entirely nineteen and any units two break four four eighteen yeah good coffee it's uh 1953 east southern 1953 east southern that's a circle k there's a subject that's threatening to kill people and yelling and punching in the air occurred one ago the subjects on a dark blue bicycle subject was laughing charlie 19 go ahead riding south down on gilbert just north of the 60. and we're at gilbert in the 60s in the north one running one [Music] here is the officer's body worn camera footage of the incident hey get off the bike [Music] i don't have anything i don't have a gun right here hey get off the bike [Music] [Music] officers began treating lugo osuna for his injuries until mesa fire medical personnel arrived he was transported to the hospital where he was later released for non-life-threatening injuries the officer involved received minor injuries but was not taken to the hospital during the investigation officers recovered a knife next to lugo osuna lugo osuna was taken to the mesa city jail where he was booked on one count of aggravated assault with a deadly weapon and one count threatening and intimidating at this point in the investigation we know that the officer involved fired three rounds from his service weapon he has been on the department for just under two years all the information and evidence in this case will be presented to the maricopa county attorney's office for review thank you for taking the time to watch this critical community incident briefing
