[Music] As I say, I'm delighted to be here. I think the fact that I am speaks volumes about the extent to which the Portland Bureau of Police is forward-looking and leading edge. I'm covering some work on dialogue policing. Police, left and right, take part and get fixated— but the key issue here is about maximizing police capability to de-escalate tensions and to deal with low-level problems. The best way that we know internationally of shaping policing in that way is to empower what we call dialogue-led policing. That policing is supported by a framework where, strategically, the police are oriented toward the facilitation of First Amendment rights. That strategic perspective and that tactical capability give the police the opportunity to understand realistically where the problems are and respond to them proportionately. Across the world, where we do this work and where those factors are in place, we see a lot less escalation— and we see a lot less confrontation.
