[Music] I'm sending you one down he's on the way he's like laying on the floor screaming he's sweating he say he's got abdominal pain but he can't F this Tiffany wac a trained EMT asked to check his vitals but the nurse in charge anene Visser said no the 32-year-old father was detained for drug possession the charg nurse believed it was all an act to be sent to the hospital did he look like he was okay medically at that time you know when they act out they do act like that they pretend to be dead this video contains the interview of a nurse who denied a prisoner treatment which resulted in his death when Kev Wingo was booked for drug possession in 2019 he expected he would go through the detox period for several days and then be released fairly quickly he hadn't been feeling well for several days and it wasn't long after his arrival that he felt like something was wrong there was a pain in his stomach that kept getting worse he was nauseous dizzy and found it difficult to move when he asked for help he was met with little to no sympathy one of the nurses annalene Visser dismissed him as faking an illness in an attempt to get medication to ease the symptoms of his withdrawals some nurses were more concerned but viser refused any request to check wingo's vitals she then had him placed in isolation so she wouldn't have to deal with him while in isolation wingo's condition deteriorated he vomited and could barely crawl across the floor he became unconscious at least six times according to the surveillance footage when someone finally went to check on him they found Wingo cold and unresponsive he was rushed to the hospital where he was pronounced dead um yeah we're in here talk about the incident that happened day at the gym okay yes m go um we've watched the video went back through everything um now we're going to start back when you came into Shi that morning okay all right um and we've you know we've talked to other people so we've you know watch the video so we got a better understanding now of what happened what went on as before we did the other day we went into it we we didn't have video that day we were just doing our fmer interviews and this is just something follow up and you know do more interviews after this just to for our investigation okay sure so that's what this is about um so that morning you came into shift could you explain again you know what was passed on to you his behavior sure and just you know kind of slow down for me so we can understand it so we can you know okay okay so just a Sunday morning I came on duty at 6:00 and the Night Nurse uh event Bon she handed over to me and she said that Mr wio was in the night he was disorderly and they were going to put him in closeups she told me she was going to put him in closeups I said okay don't worry I'll look at him and if he needs to go I'll put him in closeups um she went home uh gave me a report went home um I went and sat at the desk at that time there was no commotion for he was in room number eight okay which is just a little distance it was no commotion and and at that time you were where were you sitting in reference to room I was sitting near the uh officer's desk so I sit there which is about one two I would say three doors away from me he was in eight s six and five just directly in front of me okay there was no commotion then what happened is what I got up is um the gentleman next to his bers at the V and there were one two three buns and here's the door the door was here and the gentleman on the I would say on the right hand was his name Watkins I contrary to his name he got up to go to the bathroom and Mr Wingo got into his bed when he came back um he said hey this guy's in my bed okay and Marshall was on duty she was the deputy at the time and um I didn't go yet that was the first time that I went there um so we saw the commotion and he was loud at the time and this what this G I think this Mr Watkins I remember said I can't remember his name I think he said get out get him out of my bunk okay he got up and he went back to his bunk Mr WinCo then later on let me see later on he came and he moved in between the two bunks and he was lying there and that's when the gentle Mr Watkins I think his name was Watkins called and said get this guy away from me because he stinks and that's when I got up and I went to the window to see and I said to Mr wio Mr Wingo go back to your bunk this is not your bunk Wingo was in pain and may have been disoriented or attempting to rest in the bed that was a shorter distance for him to reach and he scooted back and he went back to his bunk okay then I went back um I went back and then later on this guy went to the bathroom again and that's when Mr Ringo went into his bed again and that's when Marshall said I'll have to move him to close move him out and she told him to come um I was stand I wasn't standing there I was standing a distance I think behind the counter I was standing behind the counter um and Marshall took him out and she called Sergeant Gordon to come because at that stage he was Rowdy and Loud um Gordon took him uh handcuffed him got him up he stood against the window and he handcuffed him and I think he moved him to the seat in front of the desk and he was loud he was talking um and then they said oh um Gordon said then U Major Harris came and Gordon said you're going to take him to the anex and he walked to about room number 11 and then they said okay I didn't see it they said that uh they going to bring me a wheelchair and they moved to a wheelchair all right all right let's go back to when you were sitting at the desk over there um and this just you know when you came in was anybody saying anything to you did you hear him over the intercom said he couldn't Bree did any other nurses advise you of this no nobody said anything to you while you were sitting at the desk no no no he was Ry and he was l R yeah I understand that but what I'm saying is he didn't the nurses but but the nurses that were in the infirmary signed out to the infirmary nurses text whatever they were did any of those say yes to you that he needed to be checked because he could not you don't recall that I don't recall it no not no he was Ry he was loud um explain r um okay he was loud he was um I don't know what he was saying he was just disruptive loud and shouting and um I can't remember exactly what he was saying and that's why Marshall said I think I'm going to put him in closeups so Marshall said that she was going to put him a closeup yes she said I'll I'll move him so that he can go to closeups that's when she called Gordon because he was rad and because that guy wanted to hit him because he was on his bu and he said if you don't take him away going to hit him and when was the last time his vs were taking listen probably the night before I think I don't know when EV does it I think they do it about um I don't know what time they do it at night at the time those vitals were taken the results did not show anything to indicate Wingo had any concerning health problems we are do it at about 8:00 but if he's disruptive you can't I don't them as far as are concern didn't so oh um yeah U just to be honest oh so um in the video there are people that we can see that our employees that they're concerned about him in the room and they stated that he fell over in no no well I didn't see that and you never told me Wingo collapsed several times and more than one nurse was concerned about his condition when they asked Visser if they could check his vitals she refused I recently released another highly intense video on my patreon an explosive altercation between two cops where tension escalated so quickly resulting in a drawn gun and a devastating gunshot in a mere 26 seconds witness the events unfold as two officers engage in a fight that turns deadly watch this video and more at stranger stories plus neither did the other inmates say that he fell at all he was lying between the two bus I don't know maybe he thought that was the bed or he just wanted to lie there and the only reason I went this was that gentlem Miss on the right hand side said move him because he sck we don't want him here and I asked him to go back did any of the nurses say that he fell no not to me no not to me at all what be surprising if some of them did say that they told you that I would be surprised yeah cuz I went there I went to his room I don't know if you saw that in the video yeah I saw I did go to the room I went go I did go to the room and asked him to move back when you asked him to move back what was his how did he move back he moved back with his hands onto the B did that look a little bit like not normal him the way he was he had had a white pants and I a to move he moved back SC it back with his hands um when when you were talking to him what what was his complaint at at the door didn't say anything at the window all I said to me is Mr move back and I like this and say move back to your bik that was or he didn't say anything to me like I got a headache or I feel sick or I'm vomiting or anything okay why were you asking her to move back because a gentleman said if you don't move you he's lying you know I went through because the Gent said he's lying there between he's lying there on the floor and he stinks that's why I went there and said please move we did I guess what I was getting at with that is the Deputy why wasn't she over there why did you notify her that he was there was going to be a fight or you know normally if something like that's going to happen you know okay we may have to step in to break that fight up instead of you just going to the door and asking him to back so that's that's what I was asking I don't know I didn't even ask Marshall I mean she just I think she came the second time that he lay on the bunk she came and she said I think I better just move him to the close office let's move him out of the room okay and um you said that if somebody's acting out you don't take their vitals we we've seen the video and he's I've yet to see him throughout the video acting now at all well I and you know there's people has did anybody mention about taking his vitals to you do you remember that when somebody said that to you nobody he vit no okay I went over there because he was loud okay um and because of gas he was lying in between the two brothers you and he continue being that so explain loud to me okay he was explain like how he was he was he was talking loudly and I've been already warned that he's going to go to clo because of his dup disruptive behavior in the night and I did say to I will take care and if I have to move him I'll move him to CL if I have to okay so you were don't think you were just coming to an assumption since you'd already been warned about that that you know he was acting out well maybe maybe I was warned okay maybe you know be careful you know yeah maybe but I mean Mar mov him out because he was he wants to everybody's F okay um we do want to fight no you don't want to fight um I'm just having a hard time recalling that no one stated his medical emergency to you that and and think about this where you know while you're sitting at the computer M um you're telling me that no one made a comment to you about him not being able to breathe no I promise you nobody nobody Visser was asked by at least two different people if they should check wingo's vitals he had been sick and was visibly sweating which is a symptom he would not have been able to fake I'm try promise okay um and nobody you're telling me nobody made a comment um to check his vitals do you know what his oxygen level was when he came in you you don't call okay uh I don't recall that I know they did the v in that before okay well what happened where did he die from what it's still all investigation yeah it's still all in our investigation um but we trying to conduct our investigation and we have information um based on video okay and witness statements um that there was a lot more went on we we got we have to uh not only do we look at Stu but we got to find out step by step sure everything that that happened to that so why was he down because he was detoxing from opius he does IV heroin and he snorts heroin and cocaine was there anything else that was down there complaints that he was down there for not I know was op it was op detox about an ulcer cuz that's what that's what he went down for was an ulcer oh no no tell me anything about an ulcer is that when she handed over to me she obviously led him when she handed over to me she sent his for opiate uh detox and I and snz and SNS cook you guys normally look through the notes and the charts shifts I normally do because I got to hand over to the doctor okay it was Sunday morning so uh I gone through his stuff at all I think he was room number eight and we had other people before you but I do go through it normally to hand over to the doctor you know if there's anything else but if it's good she really is good and she normally puts down everything if there was an Al and maybe didn't mention it wa you're saying you didn't look at the chart that morning I I not theart I just got the report from her and this happened this happened uh I came on duty 6:00 she handed over to me about 20 6 I think she left and at 7:00 he was already being loud and getting into somebody else's B none of the surveillance footage of Wingo shows him being loud or doing anything that might be viewed as causing a disturbance and you know you say he's being loud what what else was he doing but you know besides being loud what was he um what can I say just as I say getting into other people's B I suppose what do you call it not being obedient not let come on you know didn't why want to get into the front on the right hand side I don't know why is it um you know when he came out of the dorm um out of the cell yeah out of the cell after um how was his behavior how was he you know how was how was his his loudness then well he was still I can't remember what he was saying but he was still like loud I don't what he was saying I can't remember what he was saying but he was loud so much so that Marshall I still say to Marshall listen don't open the door okay because I've been at the jail for a long time and venal hi venal was attacked and I told her years back don't go into room three and she did so again I said to Mar Marshall don't go in there on your own get a sergeant don't open the door okay because he's getting you know he's causing agitations with the other inmates you know what I mean don't go any on that on your own and she said don't worry I'll just call him to come and somehow she got him to come to the door and then she pulled him no she didn't pull him out Gordon came Gordon pulled him out Gordon I told don't go in there on your own and after sergeant G gets there how how how was his behavior um I think I know he was resisting him because um let me think Gordon went got him down and told him to stand up and he did stand up and he put his hands on the glass and Gordon handcuffed him and moved him up in front of the desk and he was still loud I don't know what he was saying but he was still loud and then Gordon and then maor Hayes came I mean Harris came excuse me Harris came and they took him to the annex and he walked into that room 11 and they said the criminal on a wheelchair and the next time I had anything to do with him was um the code and he was in that extension okay and you're the head nurse over all of the nurses are down the infirmary care you kind of tell them what to do tell what not to do and I must admit when they called the code I was like who can that be is that when acting out and I didn't go because what conversation did you and haris have about the move about who to the to the annex um ex the extension um listen I have no saying that I don't I had no say as to where he's go you know what I mean they didn't ask me I mean that's Marshall of Gordon they decided to take him to the extension they could have put him into out CL maybe I don't know what Marsh decided to take him to the anex extin you and so who who decides are you guys able to put no we we don't have any input as to where they go you know I can't say don't take him put him in the I mean they could have put him in closeups right there maybe it was full you know I don't know you know but we don't have any say you know I don't say he can't that's Med because say security moves as they de you know and then was any of the times when he was talking was there anything saying about being in pain no my view of the video is he's invisible pain and he passed out about six times that's what he was going when he was getting on the when he was getting on the boats he was passing out he was he did it one time one time he was standing straight up and he went flat straight back boom and a nurse saw it which the one sitting at the front counter and she looked up and she said at the front counter Tiana and he fell right there nobody told me that I promise you he six times he went he went out how could you pass out and they just come through quickly you know what I mean he fell he fell out and it wasn't it wasn't a fake F okay nobody told me that nobody told me that he he went to the bathroom multiple times who okay you know apparent he was complaining of a out this J don't okay I only read that blood in that's what he came down for but you know what he came down for that and then he changed his to remember he came down he hasn't got that anymore he said now I've got I think it ended up with pale the but I didn't he never spoke to me about that at all and nobody told me that he fell straight B fell out no I mean that's what he was doing when he was when they were complaining about him being in his boat just because he' be standing there I no no you don't no I don't believe it's own he just he me out for me out for a little bit time and he wake up and he kind of over he was disoriented does a he comes to the other guy's FN that's he falls a couple times when when he's getting into bunk he's falling into listen if you fall and you faint when you come through you can't just move off the B no he he be disoriented for a minute you know take a second then he kind of crawl over to his to his bed just like you saying he was backing up some that was after did you see him backing up that's the only time that I when I went he saw him backing up but I went over there because the gentleman was saying he in my bankk okay when I told him to go back he followed command and he went back to his bank right and then he came and he was between the two BS and I mean you know literally what we're trying to find out is what what's going on in there and we we know it was noticed that he was falling out several medical experts viewed the footage of Wingo in isolation and they agreed that he was showing every sign of experiencing a medical emergency can I say that he was vac or not to me it looked real and I've seen a lot of people fake it um the way he was walking around hunched over and just the way they it quite you know he was upset because he wanted to go to the ER all the long he wanted to go to the E kind kind of turned out that he probably needed to maybe but they all want to go to the they really I know but thisbe about it well I he otherwise well that's that's okay there's of them that do it you can't see the they want to go when came he changed his stor that's what we're trying that's why we're trying to get tiets from everybody because everybody seen different stuff and everybody's that's why we want we're talking to you to see if someone's talking to you about it obviously you're charge Nur that you're in charge so we got to see people they talk to about it no nobody told me that he fell number one or that he's vomiting or that he's passed out or that he's complaining that's I'm not for sure if he was vomiting while he was down here but that was the reason he was coming to their and for an Al for okay he came down originally apparently because he wanted to go to the ER and you know when they come off opiate they want more opiate so they say I need to go to the ER to get more drugs could be I'm just saying then he may want more drugs you know so we can't I mean if there's a reason to send him we would have seen blood pouring blood would you send him for a bleeding Al if he's if he's bleeding sure if there was if there was an ulcer is there was blood and he's vomiting red blood sure who would see so how about if that was happening for and he got set down for that well then the officer would tell us and you know what we say is theur is the one that s down for she was there theill yeah the pill nurse yeah she sent them down what his complaint was of ulcers of ulcers okay so that's new to me but usually okay what happens if they say on the P they vomiting we usually say give them a red bag so we can see the vomit okay that's all I want to do I don't mind you can come down let me see the vomit and when I see the vomit I call the doctor and say listen he's got vomit blah blah blah blah blah blah blah and the doctors say send him out or start to Ivy we good at that but that's what and that's this this situation is before you before I came so that's something that we're trying to look into to see what the the circumstances are being the charge nurse so um the they and I'm not super was letom is that what was said for coming down or was he saying that just complain all when came down the blood was several days before that he was complaining about um and custody yeah yeah custody yeah cuz he was given a a shot by the doctor few days okay a few days that's when he was in South okay okay was given I remember yeah I think somebody told me they gave him he's been throwing up for a few days I I remember that a few days I mean if you B once would bean shot of it sure I don't know I mean I know my wife took it when she was pregnant yeah good stuff but um so when he came down he changed his story apparently this just what I was told I didn't read the chart so when when you came on duty did you have besides walking up to him and telling them to back up did you have any contact with him no no but I did hear I did hear a noise in I did hear a noise in room eight you know I did hear a noise in room and I think Marshall she did maybe she did one or two rounds I don't know I can't remember and I you only heard noise I heard loudness you know cing get this guy out and when I went over there as I say when I went over there he was between the two buns and he was lying And discussing she need to move away because he do you not interview the inmat you them the other inmates were interviewed and said that Wingo was not being overly loud he kept repeating that he was sick and needed help and while some of the inmates thought this might be because of the detox those closer to him believed he was in genuine need of medical attention everybody's been interviewed okay we kind of at this point so how long were you there before you got uh on duty an hour he got moved just before s so you were you were on duty for an hour yeah and then when you came on duty you're pass on the night charge nurse is that charge nurse do the pass okay so we do the charge we got to check the drugs and then shees wa we took drugs we took the drugs in the lab room okay make sure that they were that all the the drugs are right it's not so no one that you use something right okay so so when you come on you talk to the nighttime charge nurse and tell me what she told you again about it so she told me that the guy in at Mr wo uh she was going to put her in toes socks because he's being disruptive in the cell and I said oh and she said uh he wants to go to the ER I think he strug seeking he's Opia detox he's the IV heroin and he snorts heroin and he snorts cocaine said I was going to put him in close and I said okay I will see how he is and if he needs to I'll do it from that point before that before when you did that the thing from that point back you had did you have any knowledge of this inmate at all no okay so you didn't know you had no dealings with any of his prior stuff at the jail and then when do you guys start looking into each inmate's um profile as the day so because he would have been the new one he would have been the new one so would have been something to where profile would have been started for for is another so since you're the charge nurses there are other nurses that are are involved would there been a nurse involved with him for that prior hour you were there no I don't think so no I mean there's two nurses one does um she goes and does insulin as soon as we come home at 6:00 she goes and does insulin which leaves one other nurse which was um Shay Shay was pulling it she was pulling M so she pulls Ms between I would say 6 7 maybe qu 7 7:15 she pulls meds okay with some on the card get some ready um what I normally do is I usually start going through the chart so when the doctor comes I can head over to the doctor I go through each one to see the day but he's already on his detox he was already a few days on his detox I think and then um so he was still on these detox as far as I know and what time of the day would he since he just came down would he have seen the doctor to the doctor coming at what time at about 9 9:50 on a Sunday so would they would he have seen a doctor that there he would have SE no we would have seen him first we would have seen him when we did his vitals so what happens is that about as soon as she's pulled the Ms and the the second nurse comes back we all where my where my desk is we do the vital straight there we give them a medication do the vitals any um dressings that need to be done any blood sugars that need to be checked fored right there where the where the officer sits so it's right on that corner he he didn't make it to the time for he didn't make it to the vitals which will be maybe 7 7:30 to do it so he was moved at 7:00 they moved into the exting so at a normal time when you get in you get your pass on and then you guys would start preparing your stuff about 7:38 when or 8 or so when the cars loaded for medical I would say 7:30 7:3 so at 7:30 uhhuh he would will bring your card and we'll start doing everything we start from one room and all the and so at that time he did not have any of his vitals even though Wingo did not make it in time for the scheduled checkup taking his vitals when he was admitted might have caught the problem in time and then when you I've heard from PRI when I was but and you said that he was was he was he in your mind r e or than um for not to take files before he went down there or would that have been say you guys leave if someone's leaving your V to go to a pack is it a normal thing to take F no because normally they move them when they disruptive you understand wants to go to the ER and so that's not that's stand how about how about if it's a uh if it's a compliant patient before they leave and they mo somewhere else is their vital St um if they moving him I mean he's a medical patient why would they moving him anex and over the exension they wouldn't move you because he AAL patient I know but but I'm saying it on a normal person that's out of out of the infirm is that part of the the process that be filed before they left no if they closeup and they clear by mental help they go straight to the cour we don't do their B if they clear CU they they going to kill themselves so when they clear they go straight how about a medical patient medical patient well we do all the vitals we do once in the morning and once at night how about if they move if they get cleared well if they get cleared so the doctor comes those around clears them the vital already been done in the morning unless they've got high blood pressure or there's some reason why we have to recheck it then we do no problem of blood sugar we it I'm learning from this too that's why there so many questions she so so in my mind are you are you saying when I I'm not doubting that he was saying words and stuff but in my mind are you uh thinking and being a little bit more precautionary of saying that he was rowy because of the because of the nurse statement prior saying he was disorderly no I think I heard him right I heard him being disruptive I mean being being Ed but as in as being L talk no as in um cursing was he was he fighting like he wasn't fighting ever when he sat down no wasn't fighting so what I'm trying to get at is would the vital been taken either if he wasn't if he was compliant he vitals would have been done where it was yes I understand that part if he stayed in there but I'm saying that because what what I'm looking at is with his vital been taken if he was leaving out of there to go to the ending yes no they would only move him to the ening or to close Visser was the only person who ever accused Wingo of being disruptive if he's disruptive right that's what I'm trying to figure out I I'm trying to figure out if there was if it's a a normal thing that happens when anybody leaves are vitals taken or if it's you guys take your your vitals are taken at morning time unless the doctor says he have blood pressure recheck it but he's moving because he's destructive and he's loud and he wants to go to the No in fact we scared to go near them because you never attack but but that's what and that's why I keep because I'm trying to I'm trying to make sure I understand that if they leave out of there at any circumstance the you're saying the vital wouldn't be taken necessarily it's only you take it at 7:30 in the morning and probably 7:30 at night 8 soon as it s down and it could BR remember they going be done when it's compliant with Marshall J with the deputy she's got other stuff going on and if mental health is out she can only bring out so many op so we wait until she sees I said can we do you know can we do the vital can we start and she'll tell me when everything's calm okay I can bring two or three people there she just brings two I got I got kind of where I was trying to figure out and tell me the the stuff on going into the pad is is are they supposed to be checked when they go into the pad you know what if they okay but normally no because they weepy they're agitated some of them are aggressive some mm- I don't for me I don't touch them I really don't unless they can't and they say listen okay otherwise no now but and most of them refuse they say I don't want to talk I don't want to answer your questions just leave me alone and I put them will not answer questions won't answer cuz I've got to admit them so everybody who goes into P I've got to admit them you understand so that would you say the only time that you would check on an inmate that went into a pad or something is if they put in a chair or if they or if they released other office at least they find they get into a fight or they start bleeding or they vomit or they jump from the top or whatever then Mo go otherwise so when he went into the pad from leaving from your guys and the pad and he was nothing was going on different it's unnormal that it would be unnormal if he did get checked for V or checked on him because he's not in a chair no he checked if he's if he's taken from room eight to that extension he won't be checked no that is not the normal because they're moving him because he's disrupted you know so so the reason his battles weren't taken is because he was disrupted sure he wanted to go to the E off well that goes against what we what I was asking because because it wasn't because he was disrupted they moved him because he was distracted no they they list I'm not trying I'm not trying to trick you okay they his his vital weren't taken because he was disruptive at time yes they were they were not taken because he was well that's kind of contradicting what we because you put me under the understanding that vit are taken at 7:30 in the morning 7:30 at night yes so bital weren't taken because he was disruptive was wer taken on him that day because we hadn't started doing it number one that's okay I don't know because vit weren't taken because he was disruptive vitals are taken because he 7:30 is when it happens he was taken out because the vitals are taken when the nurse does his meds and they yes yes and everybody can and you guys do not check people's when they are leaving the infirmary to go to exension and then his vitals will not checked at the extension because that is not a normal thing for when they're putting them in there for that case okay see we were you were going on the destructive part and you've already told me that so I want to clarify it to make sure but that is what we just said is the correct way sure throughout the questioning viser is remain calm and composed she believes she has done nothing wrong and shows none of the typical signs of guilt cuz that was one of our our our things that we're looking at was what was the were there supposed to be vitals taken were there not and apparently there would have been vitals taken if he would have been in the dorm at that time at the time of you guys doing it well he would have if he stayed he would have had done at 7:3 you had bitles like everybody else at 7:3 fill up their picture give them ads and if they need blood sugars or Moon care or anything we do it all one time together and how many symptoms symptoms and um habits and stuff of a deoxy op opiate guy person okay opiate guy um they're agitated they are drug seeking okay and they remind me of a cat in a cage I think that's the best way to describe it that they just wish they could get out that agitated they're aggressive um they're drug seting they want the drugs I mean sometimes they they blood pressure elevated they can have you know Sweeting um and they curse and they fight and they want what they want okay and so when you were when you were uh given the charge nor thing you were not were you told at all about an ulcer this guy but what did they tell you she was was telling you about this guy it seem like this guy stood out okay what she did he did did this guy stand out on her her pass on it did it did because she said to me she was going to closeups him but she didn't she said I was going to put him in closeups because the whole night he's been curing saying he wants to go to the ER and she said uh he's um Ivy heroin his op detox Ivy heroin snorts heroin and SNS cocaine I said oh and she said all you want to do is go to the ER and she said I think he's got seek she said I was going to put him in closeup but I didn't and I said okay I will look at him and if he needs to I'll put him in close never a problem with it but when you say that is that your decision is that a charger decision to put him in closeup sure if he's if he's disruptive in the cell and he's going to cause trouble move him out sure okay sure do what do you have to do to to do the closeup do you have to get yeah letter form as to why you putting me close up and you explain disruptive um fighting causing trouble moving earlier Visser claimed that she would have no say in where Wingo or any other patient was placed they Seas did someone fill out a form for him to go to the pad no no why what's the difference between you know what um I did not fill it out no we didn't fill out a for to go to the p but is Marsh should have or I should have I suppose but so so there should have been there should have been informed that he was disrupted and that's what would have been take it to the P for that sure and is this a is this something that you would not that do you have to talk with Watch Commander about this no no you don't have to tell watch anybody can put them if they're not compliant or they're fighting or that they disruptive between closeups when their mental health season and usually they refer him to Dr H get on some medication give some or whatever bad to calm you down go back to shifts y that's right what time you off six oh well so we have top CS2 what was the white friend no only one you saw there yeah I'm not sure it's all still under investigation so they're doing the same thing we're doing trying to figure out you know exactly so you never know when you or anything it all takes a little bit of time you know but you had a busy day today hasn't been that bad let me see we have M Ben he's great You Know M Ben oh yeah I used to work oh he's fantastic yeah I used to work with I love him in the is fantastic is good guy he knows how to handle it man yeah he's been there Marshall she's a bit new yeah was I worked in infirmary for a while when I was on sh for by myself did you you know come on you know it is oh yeah I know that is the infirm Y and I don't think he's has he I'm not sure yeah he was here waiting for me so I don't know he was he's a few years ahead of me so oh okay yeah yeah but um you're Friday or you got to come back I come back tomorrow Sunday I'm Jo Sunday Monday Tuesday and this week Wednesday not hard say four so you're kind of on the jail schedule too like 4 and three no we but do you like but do you work four days at a time and then four days 3 days off and then 3 days on 4 days off uh-uh I do Sunday Monday Tuesday every week and usually every Wednesday as well so who did they tell Marshall did he fell I want to know who said he fell why did they tell me he fell you you know think about when you're at your computer and the noise is getting on and the noise is getting on I don't remember anybody tell me you no or that he was bleeding or that he was vomiting or anything like that yeah not you know did you short you know not being able to breathe and having trouble breathing he was loud if you lad you problem breathing you know what I mean if you're lad and you're disruptive how can you I want to go to the that's why we moved him because he was mad and disruptive would have moved him it's got a bu yeah I mean we watch the video so do it look B I'd love to see it does it show that he for oh yeah several times yeah several times yeah it does and it shows him getting into the bank right into this G back and CH him moving B yeah because he can't he can't stand up because he's he's so weak and that's why he crawled back to his bed no Wingo was in such pain that he had to drag himself across the floor and at several points even that much was beyond his capabilities okay listen he got up and walked to Marshall right he got up and he walked to Marshall he walked out of the door mhm yeah yeah I mean that he lays on the ground oh he L on the ground he didn't want to get up he lay on the ground is that after he was cuffed or before he was cuffed he didn't want to get up and that and Gordon said come on I heard Gordon say come on get up get up you can move and he got up and then Gordon took him and he sat on the chair and he was still loud I don't know what he was saying there I don't know what was say but he was still loud and then Gordon then L screaming I want to go to the ER people screaming yeah he was shouting yeah I want to go to the ER and I don't know what else he was say and then Major Harris came and they took him listen I had a guy once who came from the enx Sergeant Brandon was with me listen he said [Music] in he was was laughing he came I don't if you heard about it he he laughed come to the infy he said in the chair he sad very sad sad i' have to know where di from I was you talk you I watch much video did I no I don't think I spoke to him at all he spoke to Gordon and they took him out I got you yeah why did you not write a form up for them to go to P [Music] um I don't know I know for is Ian cuz he could have let me see they could there ah he would have come back to us once he settled down I know but and he was calmer going P there supposed to be a for there's supposed to be a s came the P so why was why wasn't that I'm not doing Visser cannot come up with a good reason why she did not fill out the correct paperwork in addition to her refusal to allow his vitals to be taken it almost appears as if Visser singled out Wingo for neglect is that whose responsibility is that I surprise it falls on me or Marshall why went to the anex destructor and then why when the guys being disruptive step with that not cause you to read his chart to find out what's going on uh no at the time I think you just handled the situation at the time it's what they to do with him well and what I'm getting at is because he's disruptive what I see is he's disruptive and he's acting out sort from the video from me looking at it I mean he looked like he was actual pain fing or not stuff but with that be something for medically like besides I know did you have did you already have your mindset that he was detoxing uh I knew it was detox yes because they said that did that did that just pass that on from well from another medical emergency in your mind are you thinking that he's just detoxic did that change your mind as of being a medical true medical emergency cuz that's what looks like it's happening I don't how to answer that I mean cuz I mean he's detoxing he's UND detox Ms um but heting he had a because where I'm getting at is if I know we have crywolf happens a lot what's crywolf what's that mean well like uh he wants first it happens but we just we assume that that's what was wrong in in actuality that's not what was wrong and so I'm just trying to figure out if you would have looked at the charge or the the she and it came up that he had uh prior he was throwing up constantly um he was given figrin he was uh complaining of an uler and and would would that be something that would look into where okay is he crying wol or do we need to send him out to because he's acting up I would act up if I was if I was locked in room I would say act up I would you don't saying so I would say I was warned maybe he's acting out so I sort of expected him to act out you know what I mean you know um he wanted to go to the ER um the nurse at night didn't think he needed the ER are okay um and she was going to put him on close off so I said I did say I would handle it okay um and as I I know it um when I came out he was loud um and as I only went there when he got to other guys okay told to and then um this guy said move but he didn't he looked like he was in distress he followed command when I go back Mr W go back and I saw like this with my head go back to your B he went back he SC today although Wingo was suffering he desperately tried to comply with their instructions being able to do so in the beginning only meant that his condition was in the beginning stages of becoming critical I when he standed up he wased over walking around I never I never saw that I never saw and you know but he got up to walk to Marshall and Marshall told him to come out okay he came out came out the door Gordon told him to put his hands on the window which he did and then he went down he didn't want to get up and Gordon told him together did he fall down I don't I don't if you fell down I can't say that cuz I just heard G telling together tou me when he fell down or when he went down I didn't know I didn't see that I didn't see that I'm sorry Kelvin wingo's death was caused by a perforated ulcer which is a serious condition that causes a high level of pain if he had been given the help he requested his life could have been saved ped anene Visser was investigated but the nursing board did not weigh all of the evidence she was given one year of probation but was allowed to keep her nursing license she no longer works for the same hospital but it is unclear whether she resigned voluntarily or is fired if you enjoyed this video and want to support me further there's a
