september 21st 2022 midwest accountability was in sioux falls south dakota recording police activity at some point he walks up to one of the officers and asks for a call number so that he can get a little more information about what this call was about the officer he tried to speak with was rude and dismissive and then immediately two other officers across the parking lot started yelling at him to get away from the cop car he goes to ask for the information from those two officers and meets officer soto badge 739 who's also been made famous by his horrible behavior in another video about a year ago hey you have a call number on this one do you have a call number or an incident number on this no oh okay i can be wherever i want to be i'm not breaking no law where's the signs to say private property well you can tell me it's private property all you want but it's not science what was your name a badge number i don't care i'm not doing anything illegal what's your name a badge number did you mine not at all you can record all you want just go on the street this county property here if it's county probably that's public property create your own privacy nice try now [ __ ] you nice flipping me off real professional a few minutes later one of the officers officer soto approaches midwest accountability and tries to antagonize him getting in his face and trying to provoke him to fight what was your name and badge number name and badge number it's your policy to id name and badge number you're brave enough to flip somebody off but you can't not brave enough for proud that kind of talk i know you do makes you sound real good for your friends oh yeah yep guys this isn't the first time that officer soto got caught trying to bully a cameraman and in my opinion when he got caught doing it about a year ago it was even worse than this incident just over a year ago a youtube channel called i know nothing sioux falls sd uploaded a video of officer soto bullying him that's [ __ ] up as soon as officer soto notices the camera he tries to blind notice that there are other people that have walked up and down this sidewalk and the vehicles on the other side of him are even closer to him than the cameraman but he pays no attention to anyone around him except for the guy that's recording him that's the only guy that he sees as a potential threat you're interfering with my business here okay i've called somebody to deal with you okay weapons on you this is the usa we all have weapons on us now we know that officer soto hates both the first amendment and the second amendment i don't know that you do matt right now you're compromising my safety i'm going to crack you down you're going to be part of this no i do not consent to any search engine part of this backup i have the right to videotape anything obviously get off stay there you do not see with my business i am right here i am not it's on camera i walked up i need to make sure you're not armed i'm getting here you can do that all you want okay i'm waiting bud i couldn't imagine why anyone would want to hurt officer soto over there now we got one two three four cops here for a guy with the camera and he said that i was impeding on his investigation but i do need his name and badge number because he did make a false call over the radio you guys don't have the same control at all around his mouth as long as he stays away from myself i need your name and badge number sir yeah sure i'll give you mine when you give me your so i don't know how i was in the no i want to know how i was interfering with the investigation number one oh man we weren't here but they just yeah we weren't here they just said that you came up you were obstructed as you can see there are people walking down the sidewalk in the same location that our cameraman was but they're not obstructing because they're not recording officer soto and since he wants to be on the scene too i'm going to need his name badge number two i'm going to file a report yeah so what you do is you call the non-emergency line and call the non-emergency line okay tell them you want to make a complaint tell them where the complaint happened so this will be tech to dakota they'll look it up and tell them what your issue is okay is he having a bad night or what's going on because anything like that can be just like the firecracker waiting to go off no he's fine he's a really good cop and we can definitely expect behavior like this to continue and even get worse in sioux falls south dakota for a couple of reasons one upper management encourages this behavior and number two south dakota state law says that the public does not have legal access to body cam and dash cam footage from police by state law it is theirs and theirs alone and cannot be used to show the public what the police are doing the only way you can even get body cam footage in south dakota is through discovery on your own case but even if you get the footage via discovery in the second circuit which includes sioux falls you'll be subject to arrest if you publish it publicly this is because of a standing court order made on november 23rd of 2020 by judge robin j hallman pictured on the right here this means that if you have body cam footage from your own discovery from your own case of sioux falls police department [ __ ] you up and you release it to the public robin j hallman will hold you in contempt and throw you in jail for showing the world what the sioux falls police department is doing and judge helman has proven that she'll protect the system while [ __ ] on the innocent like four years ago when she refused to sentence a government employee to jail for victimizing children here's the conclusion we need a lot more private
