Stand up. You're being detained for the moment. Stand up for me. Put your hands behind your back. You're not under wrap. We're going to detain you. And I'm going to seize your camera for a second. All right. It's Saturday morning in December. In the gym at Pontiac High School sounds the way these mornings always do. Mats down, music cued, parents packing the bleachers for a cheer competition. Up in that crowd sits a 60-year-old man with a camera propped on a stand. He isn't cheering for anyone. Police would later say he had no child at the event and no reason to be there and that allegedly his camera had been fixed on the young athletes on the floor. What follows is how a stranger in the stands got noticed, questioned, and arrested before the routines were even finished. One question sits underneath all of it. Who was he and why this gym? One note before we go further. Every minor in this footage has been cut or blurred, and we're keeping this where it belongs, on the man and the officers. Hello. Good. Uh, somebody called asking for police here. You see Mr. McDuck? Oh, heat, heat. According to this guy using Okay. >> I haven't seen him take his hand out. Eric's been watching too. Hasn't seen him take. >> Yeah. I'd be pretty apprehensive to go up there and confront him about it withoutation. >> Right. I mean without some sort of a little bit better concrete complaint comes up and says we got people standing we got people sitting behind confirm again I haven't seen him take his hands off his lap because they're like almost the whole time except they clap once you [laughter] even talk about like I don't know how yeah I don't how he Good. Yes. Sorry. [screaming] >> [screaming] >> is not going to sit for a camera recording this. It looks like he has a camera maybe on a fan in front of him what it is. >> The man in those bleachers wasn't from Pontiac. He wasn't from Illinois at all. He'd driven from Wisconsin, a stranger to every family in that gym. He came alone. He'd have left alone. Watch the next few minutes knowing only this. He was carrying a reason to be nervous. And the officers were about to find it on their own. >> Yeah, [screaming] I think maybe around behind him. Look out and see what he's recording. I didn't know he's recording it. I just saw once. >> Oh, so you didn't see like the crotch picture? >> No. So I thought I saw a crotch picture and then I had my boys sit behind him and they're the ones that said, "Yeah, Dad. Every time there's girls out there, he's taking pictures like up the skirts." And >> he's not with anybody. He's not cheering for anybody. >> Yeah. Is that camcorder or camera? >> It's a camera. He's got a cell phone. It's on a tripod. What What did you see? >> Um, so we were just sitting there and he was like taking pictures like he would zoom in and take a picture of the girls's legs. Like >> police were at that gym for one reason. Someone was paying attention. A father in the stands had noticed the man's camera and where it kept pointing. And instead of talking himself out of it, he flagged down staff. The district superintendent Dr. Ryan McGucken later thanked those spectators publicly and called what they'd noticed unsettling. No scene, no confrontation, just a person who decided a quiet hunch was worth saying out loud. That's what put officers on the bleachers. >> It was like taking pictures of the back of his head. >> Yeah. Okay. >> Yeah. All right. Well, try to figure out a way to go monitor it, I guess, and go from there. Thank you. >> Is it Is this a camera though? Not like a camcorder or anything? Just a camera? Yeah, cuz you can hear it click click click click click click. >> I mean, we can Hey, behind him. I'm not going to be able to get in there. I'm going have to walk right past you. >> Yeah. Um, I mean, I'm happy to go pull them out and take a conversation. You know, who are you here with? Yeah, let's may as well say, "Hey, this is what was recorded to us." And he's like, "No, I'm here with so and so." And have some credentials as far as taking pictures like that and that. >> All right. Yeah, do that. And then he starts I mean, we'll kind of just be back over here and Let's go over here real quick. >> Just want to talk to you about something real quick. >> Really quickly. >> I'll lead. >> Okay. Yeah, I do. >> Yeah. >> Uh who are your uh cheering on today? >> I'm alumni. >> Alumni from Broadfield. >> Broadfield. Rob Academy Fox. >> Where's that at? >> Lef Fox, Illinois. >> Le Fox. Are they competing today? >> No. >> Okay. So, who are you here cheering for today? >> I'm just a fan. >> Okay. You're just a fan. >> Well, we've had some uh folks up there sitting around you suggesting that you're maybe taking some photos and video of the girls in an inappropriate way. Um pictures of their legs and crotches and things like that. And it's making some folks uncomfortable. Oh, >> that's why we're here. >> So, so that's why I asked him to come to have the conversation with you because it's it's a little more than what I want to do on my own with you. Right. >> When you just saw me, I'm just sitting there. >> Yep. So, I understand that you're just sitting there, but you got your camera out. You're doing that. You're not here cheering for anybody. You don't have a kid on a team, right? So, so there's there's some things that make >> make us wonder if there's something going on, right? I see. So, here's what I'm going to ask is if you want to stay, that's fine. But I'm going to ask you to put your camera away and not take any more >> video. >> Yes. >> See if I can see it right quick. We'll do that. Like I said, it's more like a safety. We're only here as a safety thing for them. Make sure >> Yep. I appreciate it. Oh, the old paper. Oh, no. Wisconsin. >> Oh, okay. >> No, I'm I'm good, man. It's um they're getting uncomfortable. >> Yeah. What kind of pictures we taking? >> They're regular regular. I'm not taking no crotch, you said. >> Yep. >> No, no, no. >> Legs and things like that. So, like I said, for for me, it's just a matter of, you know, obviously this is a a tough sport for young ladies to be a part of, too. They're already in pretty exposed situations. So, like I said, just some of the folks up there thought they'd seen some things on your camera. So, what I would ask is that if you do stay and continue to watch it, you just put your camera away and enjoy the competition today. I'm good. My my um >> team is over anyway. So, >> okay. >> I I'll be out of you guys hair. I don't want to I don't want to um draw any attention that I don't need. Can >> I see some of the pictures you're taking? >> Uh, no. I'm good. I'm good. >> Is there a reason why you don't want us to see the pictures you're taking? >> That's an invasion of privacy right there. >> Do you think you're maybe you're invading their privacy? Well, >> taking pictures that maybe they don't want on your camera. >> I think it's more of a concern thing. than anything else. >> I think it's more of a concern thing than anything else. >> I think it's a concerning thing. Taking pictures of high school girls. >> I think that's concerning. >> So why was that enough to arrest him when he hadn't been charged over a single photo yet? Because when officers ran his name, it came back tied to a sex offender registration out of Wisconsin, one he was required to keep for the rest of his life. And Illinois law is blunt about what that means. A registered offender can't set foot on school grounds without written permission from the superintendent. Permission he obviously didn't have. >> If you got nothing on there but just pictures of them dancing and nothing zoomed in. >> I mean I don't I don't know what um drive that is. So it may be other stuff from other days and stuff. >> I see there was registration or inactive sex offender. Is that from past stuff or what? >> Just passed 2002 way back then. Okay. You How long have you not lived in Wisconsin? >> What is it? >> How long have you not lived in Wisconsin? How long have you been around here for? >> No, I just went to school here for 2 years. >> You went to school here where in the park. >> Okay. >> But I lived in Wisconsin all my life. >> Okay. >> That's a boarding school. >> Oh, is it? Okay. Tell you what, stand up. You're being detained for the moment. Stand up for me. Put your hands behind your back. You're not under arrest. We're going to have to detain you and I'm going to seize your camera for a second, right? I guess there's work for that camera. There's not going to be anything bad on there. I don't know. If you don't know, it's your camera, man. We're just going to pat you out. No guns or anything? Nope. Okay. Just hang out here. >> Okay. >> You might have to search this. Make sure there's no guns in there. That's all we look for. Is that fine? Nothing. Okay. Go and have a seat. Just sit down. With him detained, the officers did the slower work that makes a case hold up. They went back to the people who reported him and took formal statements, building the record a prosecutor would eventually need. Then they made the call. His equipment was coming with them, and so was he. Go ahead and stand up. I'm going to do a pat down check for weapons, too, while we're at it. Not back yet. >> All right, go ahead and have a seat. I need you to grab dad's name and those three kids >> if you can actually. >> Come on. Hop up. Just search them. >> Yeah, I already did a down check. >> Okay, go ahead and go ahead and research. We're going to go straight out the doors in front of you. >> Yeah. >> Yep. >> I just got to get your guys' info. And first name >> Zack Z A C H. >> Is it Zachary or just Zach? >> Zachary. >> You all But you all three did see. He was sitting next to me. I kept seeing skin on his camera. He wasn't cheering for anybody. And so I said something to my girlfriend. I was like, "Hey." I go, "Are you seeing this?" She's like, "It looks funny." So then to be less conspicuous, I said, "Go sit behind him and you guys tell me what you see." They're like, "Yeah, he's zooming in on girls legs and crotches and backs." >> Yeah. Well, sounds like you guys had good intuition. >> Then I went to the guy working the door. He got the athletic director. I'm glad that it was resolved. >> Yeah. I'm glad you called. So, thank you. >> Maybe when you get older and become like me, you could. >> Thank you. >> Yep. Yep. Thank you, guys. Sip in there. Do you have a wallet on you? >> Wallet? >> Yeah. Is it still in your pocket or is it in your bag? Oh, >> it's right there. I I'll take that out for you. Just put it in your bag. Okay. >> Okay. >> How long have you not had the register for? Has it been like a while? >> 2012. >> Okay. This belt. Okay. Just belt on. All right. Go and take a seat. Were you So when you had to register, were you a child sex offender? >> Yeah, they had 13 count. >> Okay. So you aren't allowed to be in a school. >> No, it's says school functions. This wasn't a school function. >> It was at a school though. >> They still It says if it's not a If it's not a school function, it's okay. Uh, I think it's I think it's put on by the school, though. So, you have the right to remain silent. Do you understand that? Are you interested in talking to me about what we're what I was there for? So, obviously, you're up in the stands taking pictures, right? You've been charged with uh photography of a minor without consent in Milwaukee. Is that what you're basically doing up there? Taking pictures? >> Yeah. What? I I was I saw >> outside in the back of a patrol car. The conversation changed. This wasn't a hallway anymore. Before the officer asked him anything else, he read him his rights, which makes whatever he says next entirely his own. >> Uh, there's a high school girls. >> I saw one that >> I mean, were you were you trying to just take pictures of the older ones? The ones that are 18. >> Yeah. >> Okay. Well, I don't think there's any high schoolers there. I think it's a middle school. >> Are you sure? >> I'm pretty sure. What do you do with these pictures? >> What do you mean what I do with them? >> What do you What do you do with them? I don't sell them or anything. >> You don't sell them? I guess your personal use. >> I I don't give them away. >> You don't give them away? >> No. >> How many I guess have you been to a lot of these competitions? >> Oh, no. >> And there's You don't have any bad pictures on your phone or anything, do you? >> No, I don't. >> Okay. Allow me to look through your phone. Make sure >> it's not tell you. >> You would tell me if there's something bad on there. >> Tell you what's on there. >> What's on there? again. I thought I saw a girl. It looked like a high score, so I Yeah, I zoomed up on her, but I didn't zoom in on her crotch. I didn't try to, you know, get a um >> Okay. So, you you you saw a girl you thought was a high schooler and you zoomed in on her? >> Yeah. >> So, I guess my main concern, Timothy, would be if there's any kind of like uh pornography pornography on your phone. >> You think I'm gonna take pornography? I dealt with that stuff long time ago. I don't um I'm not interested in child pornography per se anymore. >> So this the girl that you thought was a high schooler that you zoomed in on it like what part of her body did you take a picture of? >> Yeah, I zoomed down on the legs too. >> On the legs? >> Yeah, but not not in the um >> not [clears throat] in a crotch. >> Yeah. >> Where would that picture Is that a picture something you'd show me or allow me to look at? So there's nothing on your phone here? >> Nothing on it. >> What's Are you Am I able to look at the pictures? Make sure there isn't nothing on it. >> Go ahead. >> Well, as I consent, I mean, like I said, I'm not going to force you to do it. What's the pin on it? >> The pin is See, now with the pin thing, I know how to do it with my fingers, but it's kind of hard. I think it's Let me look at the screen. >> What it doesn't show is where the case goes from here. Officers left that scene with numerous SD cards and a stack of electronic devices. And everything that matters now sits inside them, waiting on a forensic exam that takes weeks, sometimes longer. The arrest was the fast part. The evidence is still being read. Timothy Jenkins was charged with being a child offender in a school zone and booked into the Livingston County Jail where the first court date set for later that month. As of now, the case hasn't been publicly resolved. No plea, no verdict on any record we could find. So there's no tidy sentence to close on. What there is is smaller and probably more useful. A gym full of people and exactly one who trusted a bad feeling enough to say something. The law had already barred this man from that building. It took an ordinary person to notice he'd ignored it. If a stranger this calm can carry a secret this big, the next case on this channel will have you wondering who else is counting on no one looking too closely.
