Feeling overwhelmed and afraid, he called 911 for help. Two NYPD officers responded to the call. No mental health specialists, no crisis team, just the officers. When they arrived, they walked into a scene of fear and confusion. Win was distressed, holding a pair of scissors. >> Let go OF HIM AND BACK UP. LET GO OF HIM. When he collapsed, the officers moved in and handcuffed him as his mother cried over him on the floor. When was rushed to the hospital, but the damage was already done. He was pronounced dead shortly after. As devastating as those moments were, what happened next made the pain even worse for the family. His mother and younger brother were taken to the precinct for questioning and were not immediately told that W had died. Their home, now a sealed crime scene, was closed off to them for days. Civilian complaint review board later substantiated charges of improper use of deadly force against both officers. The death of Win Rosario has since become another painful reminder of the gap between mental health emergencies and the systems meant to respond to them and how in just seconds a family's life can be changed forever.
