shut them up my son was going through something and um three officers responded I I was asking for help and my son was murdered Mikhail quarrels says she is still haunted by the night she called Anne Arundel County police for help with her son who was suffering from a mental health issue now she and her family have filed a federal civil rights lawsuit saying that police used unconstitutional deadly force in deonta Quarles Jr's death our client reached out for help and unfortunately the help that she received was the death of her son chicago-based civil rights attorney Gregory kulis who specializes in police misconduct cases is representing the Quarles family their lawsuit claims that back in January police were called to the home two times for a well-being check on Quarles Jr the first time the family claims police said that there was nothing that they could do the second time the family claims three officers arrived with guns drawn pointing their guns at DJ they attempted to arrest him and he was ultimately shot by officer Jay risi and unfortunately it appears that these officers were not properly trained and reacted in a manner which was unconstitutional unreasonable and excessive police claimed that when officers tried to arrest Quarles Jr he bit one of them which can be seen on the body camera video officer risi also suffered a traumatic brain injury during the arrest the front and the back door locker were unable to uh get into the residence she's still alive we're trying to get one of them to come out every time she tries to go to the door he's pushing her on the bed and it's only her and him in the house any animals am I no pets David tuna 543 we go to breach then [Applause] what 43 radio we have the mother on the line correct we don't have any general contact with the sons but yes we have direct contact with them all David through the radio can you just tell the moment that we're going to be reaching the door if they wanted to come down the door please see if that'll work she was advised of that and she said that was patient yep [Applause] come in [Applause] that's right thank you you want a three let's wait until we get another door County Police County Police are you calling I've never threw in the house goes through County Police Johnny police make yourself no County Police make yourself now where you at is he armed Lucy hands get on the ground now get on the ground right now don't move you're gonna get saved get on the ground right now do that hold on do that boy [Applause] you're gonna cooperate I don't leave a lot of both laughs foreign what does he need shoot him again 23.
