Officers Hank Anderson and Michael Lopez with the Oakland Police Department responded to multiple reports of a vehicle being driven erratically on a residential street while nearly striking others. Officer Anderson first made contact with a homeowner who told officers that a young woman was driving a car that nearly struck his wife and that she drove off after he confronted her. Another witness would later tell officers that she was nearly struck by the same vehicle while she was walking her dog. A check of the vehicle's license plate that was provided to officers indicated that it was registered to a residence nearby. Officers headed over to the residence to investigate further >> into the dead end. >> And that's where you follow. >> I saw her coming out. I made a left and I pulled in front of her and I was like, "What are you doing?" >> I said, "Don't." And then she basically >> like the There's two girls down there have a video of her pulling out. So, look, you have your option. Sign a complaint against them. >> You go to the open court. Uh it's right below the Oakland Police Station. Uh you go in there, say you want to sign a motor vehicle complaint against uh this person XYZ happened and they'll they'll walk you through the process to do so. Uh it's not the police don't get involved with that. The court handles that aspect, but we can we'll document this incident just that it happened. Um, and and that's really it. I I'm going to go speak to her. I think she was saying she had something. >> That's the video I just showed you that she that she >> Oh, so she Okay. >> That's just her ring camera on the side. >> So, she sent you that video. >> She texted it to her group. >> Okay. That way I can go we'll go over and speak to this girl. >> Uh just send it to my email right right when you get a chance. All right. Cool. >> Um that's really it. All right. Yeah. Have a good one. All right. Yep. Were you driving this car before? >> What's up? I'm sorry. >> Come here. >> How old are you? >> Uh, I'm 19. >> Okay. >> Yes. I'm sorry. We just kind of got into an argument. >> Do do you have do you have your license on you by any chance? >> Uh, no. I think >> Okay. Well, we we we're still going to need your ID. Okay. >> Yes. Okay. I'm sorry. I'm just I'm just very frustrated. >> Why are you frustrated? >> What was the problem? >> Okay. So, we got three separate calls about you driving recklessly on this road. What's What's going on? Why are you speeding around? >> Nothing. This is the um >> Yes. But um when I put my car >> when I put my um my car goes in sport and then port uh sport plus. So when I put it in sport plus it's a little louder than it should be. That's why I've been driving like that since I got the car. But um whatever. I'm sorry. I'm just freaking out. >> Okay. But um so the problem but the problem is that um my I guess exhaust exhaust is not right. >> Okay, fair. Go get your ID or can you get her ID please? Where is it? >> I don't know where it is. But do you want me to tell you my name? >> Yeah. >> I can write it for you. >> What's your first name? >> Natalia. And then Gallowitz. >> What's that? >> Who's the right? Okay. Yes, I guess so. >> I I just got it recently, so I'm sorry. >> I got it. First name. Na. Spell your first name. >> Uh N A T A L I A. And then the last >> Is your license inside? >> Yes, it is. Your number. >> Yeah, please get it. Just Yeah. >> Makes it easier. >> Yeah. >> Why don't you park it on the lawn? >> What? Why'd you park it on the law? >> Oh, you parking marks. >> Oh, I see you back. Got it. Got it. Okay. All right. Very good. >> When officer is okay otherwise what else is going on? >> He observed a blue Lexus parked on the grass, he made contact with a woman who admitted to driving the vehicle and she was identified as 19year-old Natalia Gallovich. When she was asked where she was coming from, she told the officers that she was waxing her legs and that she had to go to Walgreens to buy more wax. As they were speaking with Natalia, they detected the odor of alcohol and observed indicators of impairment. She admitted to consuming alcohol earlier that afternoon, and her father also told the officers that she had been drinking. Based on their suspicion of impairment, Natalia was asked to perform field sobriety exercises. >> Is she okay otherwise? What what what else is going on? >> No, she a little bit. You know, she's fine now, but >> she's nervous with I guess our presence. >> Okay. >> Not that scary. >> Um, yeah, we'll talk to her and we'll explain it. You get it? >> Yes. >> Now, you want to just put this in and then I'll I'll go from there. Look, so we we had numerous all it is. We had numerous complaints about your excessive driving. >> I saw it on I saw it on video. >> Obviously, I can't tell what the speed you were going at, but I can I know the speed. >> Okay, let me finish. Let me finish. I know the speed limit on the road based on the video. You're going well over the speed limit. Way too fast. A lot of people walking right now. Kids playing in the front yards. Ball rolls down the street. How are you going to stop in time? You're going to hit them. You're going to kill them. >> Understand. I understand. But I've lived here for all my life. Anytime I hear anyone or see anyone on your phone number, >> what's your phone number? >> Uh two 973 919. And then I just got a new phone number. So I think it's >> whatever your G whatever your best phone number is. >> 9 something. I don't remember. >> Okay. We I'll just let you know we spoke to on their option and they have the option to sign a complaint against you. That's on to them. >> That's fine. To be honest, I don't even care because every time I've driven here, I was driving the same. So, if they decide to complain now, >> okay, that's their right to do so. We don't get involved in that matter. That's their right to do so. We're just documenting it. >> Document what they said. We're going to say that you uh >> you're you understand your actions and >> and whatever. We we told you to slow down just in the future don't do it again cuz apparently they even said >> this isn't the first time they've seen you speeding. So >> whatever you know. >> Okay. >> I agree. But it's like I've I've done this even since I got a car and they just know so it's okay. >> All right. So all right just stick right here for one second. What are you doing? Shut up. >> Where are you coming from? >> Um, I was I was picking up uh stuff from this house. >> You were picking up stuff from his house? >> Yeah, he um cuz we were kind of moving here and he lives in East Rifford. So, >> he lives in East You were moving stuff back to here and you guys been moving stuff in? >> We kind of both moving in here. >> Okay. This is my parents house and they're coming. >> Yeah. Okay. >> Yeah. >> What? And why were you going so fast? >> Like it was kind of even since I got a car, I was just used to driving down the streets and even my friends. It's like it's just normal. And I know it's >> it's normal to drive fast. It's I know that sounds terrible, but it's like it's just even like around 30 like it's >> going to happen again. >> It's not going to happen again. Like you said, yeah. >> Okay. >> Especially if it's an inconvenience. >> Somebody says not going to happen again. >> Okay. >> I got keys. I'm not going to give her keys. >> He says that, but >> why didn't you have to give her the keys? No, >> no. When she came home, you can hear she make the drink. She drink now. So that's why I have a key. >> You You're a big drinker. >> No, she just she just make the drink now. That's why I take the >> I'm not going to say anything because worst can happen. But worst case, I just went to go CVS to get wax to wax on. And I came back. >> I'm sorry. >> Maybe we should not live here. >> I don't care. >> Yeah, we got to talk to you a little bit more. >> Yeah, it's all good. drink in the basement. >> Was she had a drink in the basement? >> Yes. Not when she came. >> No, but that was a drink in the basement. >> I'm sorry. >> How old are you? >> Okay. We We don't have to talk to your parents at all. >> Three out here responding out there. It's freaking out that when we went to my parents house >> to eat. >> When did you have the drinks? >> Oh, I'm sorry. I'm just >> Don't worry about them. We'll When did you have the drinks? >> It was just like It was hours ago. I just um because we don't want to go to school. had to wax my legs and wax whatever. And and sometimes I drink I drink cups. So I made myself like >> strong >> like No, not strong. It was kind of like a a peanut colada in his in his thermal mix. >> And then um I didn't even drink half of it until I poured it out. And then I went I had to go to the CVS to get more wax because I kind of ran out after shower and then I started >> like freaking out. >> So you went to CVS and then you came back. >> No, I went chef. >> Where were you prior to CVS? Where were you? >> I I went >> I'm just confused on the >> No, I know. I'm I'm sorry. I'm just I'm not explaining it well, but um I kind of went in his work work van and then I kind of realized halfway that I didn't have my my purse with my money. So then I kind of went back and went to go get my car and I'm sorry. I was just I was just freaking out because I just don't like when people come at me. But I'm sorry. What What is your guys's problem? And I was I will explain it to you. So, well, we're just trying to get this time out of >> uh explain it to me. >> So, like you were here. You're getting ready to go on vacation in Florida. >> Yes. >> You were doing your waxing thing or whatever. >> Yes. Yes. >> You were having a drink while you're doing that. >> Yeah. >> Yeah. Yeah. I got it. You stopped me down. >> Yeah. >> You ran out of wax, so you got >> And then he started yelling at me. So, I said, "Okay, I won't get it." Whatever. And then and then Yeah. Like >> who started yelling at you? Not not that he started yelling, but he was like, "Maybe he shouldn't drive like that." And I said, "Okay." Like, "He's right." No. >> It's not like anything that's like seriously wrong, you know? >> So, so you got in that car originally and then >> Yeah. But I drove down the street and I drove there. >> Yeah. But then at what point did you get >> Yeah. What time? >> Regular car. >> My car. >> Cuz that's your car, right? >> Yes. >> You drive it normally? >> Yes. >> Okay. So, were you in this car at all? >> Yes. And And Yes, I was. And these people who are on this street complain on me every single time I drive on the street. >> Right. There's been Yeah, that's fine. But >> as I said, you know, >> we know that you're upset because the guy yelled at you. Okay. >> It's not that. >> Well, that's not what you said before. But either way, um, based on the couple calls that we received, we have to do an investigation, right? >> Yes. As you said, you know, >> so I'm getting indicators that you might be impaired. All right. We already have you operating that vehicle. Okay. So, I'm going need you to rest and test for me. Okay. Okay, whatever whatever makes you guys feel okay. But either way, like I >> Okay. Were you drinking anything today? >> Yes. >> I had one drink. It was one wine glass and I made like a peanut colada. >> How long ago did you drink it? >> And I didn't drink the whole thing. Two. How long ago did you drink it? >> Maybe two or three hours ago. >> Two or three hours ago. >> It was definitely 4 hours. Sorry. And if you guys feel like you need to make you guys feel okay and I understand because every single time I do everyone's just like yelling. >> What's your name? >> Natala. If people if people keep telling you to slow down, then maybe you should slow down. >> I understand. I've never drove past speed, especially if max is 30. >> It's 25. >> Yeah, 25. But I'm never going max 30. >> But even if people are on the roadway, maybe you just slow down. >> I understand. >> I live here. Like I I I don't really care about people or whatever. Like >> All right. So listen, what we're going to do, we're going to run you some test. As long as you as long those tests are good. Yep. >> You know, then we're our investigation. >> Do it in front of your car. >> Yeah. >> Then that event will be gone. Okay. >> I just >> just turn on your camera. It should be on. >> All right. So, do me a favor. Go ahead. Stand right here facing me. >> Okay. We're on a nice even flat surface. Okay. >> All right. So, first No. No. Hold on. I got to explain it to you first. Okay. >> All right. So, Officer Lopez started with the walk and turn test. During the walk and turn test, Natalia failed to touch heel to toe on each step, turned improperly, and took an incorrect number of steps. The second exercise was the one leg stand test. During the one leg stand test, Natalia failed to raise her foot in the prior fashion and put her foot down multiple times while displaying a lack of balance. The final exercise was the horizontal gaze nestagmus HGN test and Sergeant Kelly observed 66 indicators of impairment. >> Before we begin anything else, this first test is called a walk and turn. Okay. What you're going to do is you're going to start with your right foot in front of your left. >> Yes. >> Touching heel to toe. Do you have any >> like that? >> Yeah. Do you have any shoes or anything like that? >> I do, but I feel like sand is better. No. >> Okay. If if you as long as you're okay with that, you don't have any injuries. breathing is the best. >> Okay, that's fine. Do you have any injuries or anything like that? >> I just have a a scar on the scarf. >> Okay, but no like major surgery, nothing that's going to impede you from walking, doing a couple tests, right? >> This is the only major surgery, but if we walk longer than 30 minutes, I promise it's not going to be 30 minutes, so don't worry about that. All right, go ahead. Start with your right foot in front of your left touching your toe to heel. Your hands down on your side like this. All right, you're going to stay in that position till I tell you to do so. Okay, now listen here. Take a step forward. I'm sorry. I'm sorry. It's just my balance was never good. >> Okay. Yeah. I didn't tell you a story. So, you're going to go ahead. Stay in that position. Right foot in front of your left. Okay. With your hands down on your side. Okay. >> Yes. >> That's okay. Hands down at your side. >> Yeah. >> I'm sorry. >> Go ahead. Get back in that position. >> All right. Okay. So, I'm going to explain the test to you. Okay. >> Yeah. So, when I tell you to begin, and only when I tell you to begin, you're going to take nine heel to toe steps. Okay? I'm going to do three, you're going to do nine. And you're going to count out loud while doing so. 1 2 three. I did three. You're going to do nine. Okay? When you reach nine, you're going to take short, choppy steps while pivoting on your lead foot until you turn around. Once you're turned around, you're going to take nine heel totoe steps back. Counting out loud. 1 2 3 4 and so on and so forth until we hit nine. >> Okay. >> Do you understand? >> Yeah, that's okay. >> Okay. >> I'm sorry. I'm just I'm just freaking out a little bit. >> That's That's okay. Go ahead. Get back in that position. >> Like good. >> Go ahead. Get get back in that position. >> Is this good or >> like I told you remember? Right front left. >> I don't remember. Yeah. But then you told me to go back. Okay. So, one, two, >> you starting the test. >> Three. >> Okay. All right. You know, >> is that okay? >> Go ahead. Get back in the starting position like I told you. >> Yes. One foot in front of the other. >> Okay. >> Arms to the side. >> Arms down on your side. All right. >> Yes. So, one. >> Go ahead. >> Two. Three. Four. I'm sorry. My >> It's okay. Keep going. Keep going. >> Don't stop. Don't stop. >> No. I'm sorry. >> Just Just keep going. >> No. No. I have to go again. I just don't like failing anything. >> Okay. >> 1 2 3 4 5 6 7 8. Sorry. Listen. Like I said, that's fine. We'll take that into account. Okay. >> I'm recently getting some >> Okay. Okay. Listen. Listen to me right now. All right. All right, I'm going to explain to you the next test cuz we got to go we got to go through steps, right? >> No, no, you're not bothering me. I just got to explain it to you, right? >> Next test is called the one leg stand. Okay. >> Okay. >> So, you can choose >> So, whichever. >> No, hold on. Hold on. Hold on. Hold on. Hold on. >> Whichever foot you want to choose. Okay. You already told me that you had that one injury or surgery to your leg, right? >> Yeah. I'm on this side. >> Okay. What you're going to do, whichever foot of your choosing, okay, for 30 seconds or until I tell you to stop, you're going to take that leg, lift it up in the air while maintaining eye contact with that foot and keeping it parallel to the ground surface and your hands down at your sides. You're going to count out loud 1,000 2,000 3 100 400 500 until you either reach 30 seconds or until I tell you to stop. Do you have any questions? I'm ready. >> Whichever leg you want to do. Do you understand the test? >> Yes, I do. I just don't know which foot is more lighter. >> Okay. >> I don't I think Okay. Ready? >> All right. Go ahead. I I never want >> You can stop one, >> Natalya. Right. >> Yeah. >> I'm confident my decision if you want to do >> I'm going to check your eyes. Okay. >> Just do me a favor. Keep your feet together, hands on your sides, right? You wear contacts. >> I do. Yeah. >> You have them in right now. No. No. Just listen what I'm saying. >> Yes. >> You can see you have your contacts in right now. You see? Fine. Okay. You see my finger? >> Yes. >> Okay. You know that? >> I don't know. >> You You didn't catch her in the road. >> Doesn't matter. >> Doesn't matter. >> Doesn't matter. So if I drink in the house, be drunk so you can cop me and take my DWI or what? >> So we got N. So we got N. Doesn't matter. It doesn't mean you have home free base. >> See, I should just see I should just tell her she just left to the friends. If you not get her, you not take her. Yeah. >> What? >> Because you not catch her. If but listen if I tell her she's not home she she just go to the his you know somebody pick her up and and you not you not see her here you not take her you not I understand what you're saying but this is what you're telling me that's not what she told us. Yeah, but she's wrong. That's why >> that's whatever you you want to argue. It's fine. All right. But this is what the court is for. >> Stupid. We let her go out. I should tell her, "Oh, she's not." >> You can be You can be pissed off all you want. Okay. >> No, because you just want to I know. Money, money, money. You just I know. >> Yes. Tomorrow? No. >> Yes. Tomorrow? Or Oh, 4:00 after midnight. So now you have to bring her home. I'm not going to police station to bring her home. I don't want to see 4:00 in the morning. You're going to call me. Oh, your daughter is free. >> You have to bring her home now. Okay. >> No. The responsible party has to come home and sign her out. It's not me driving her home. We're not a tax. >> I'm not coming. I'm not coming. part of she can stay. >> Sir, you can argue about it however way you want. I'm trying to explain to you what's going on, but you want but you want to be confrontational. Okay, >> I know what's going on. >> Okay, then then you must be the best lawyer in the world. >> Keep her one week. >> No. >> Why? If I am going to keep her sign, then what happened? >> I'm done talking. You want me to talk to you? Why not come inside? What happened? >> I can smell booze on you. So maybe you should go inside and go just relax. supposed to go to my property without, you know, taking her from from my house. >> It's different story, too. >> All right. Well, you don't apparently know everything that's going on. So, >> I know. >> All right. So, she's under arrest. >> Yep. >> Yeah. >> She's under arrest because of our investigation. Okay. >> She was driving carelessly, which is why we're up here and we're investigating. Okay. >> What did she do when she came home? >> Right now? >> Was she drinking earlier? >> Earlier? I don't know nothing about it. I was moving the stuff. I was in the bedroom putting the bed together, mattress. You know, I was working like a dog. Uh so I didn't see what she was doing in the kitchen. She left to my house, bringing more stuff, come back. She like, "Oh, [ __ ] I'm tired." And I heard she opened the bottle and drink it. And he was in the basement helping me too. So he's sold out. That way we both thinking she get [ __ ] up now because she always when even after she drink two beers, she's like, "So if she get to get the half the glass, I'm tired." So finally that's the last move. She maybe get [ __ ] up now. Now that he kind of does because we know her for I understand his reasoning. It's her father and all that. All right. But what I'm trying to explain to him is that we got careless driving complaints.
