Police department. Show me your hands right now. Show me your hands. [music] Shots fired. Shots fired. >> These shots got shot. Second floor. This side. What side? That's the last time I saw him. >> Hey guys, welcome back to the channel. Current police sergeant here breaking down your favorite body cam videos. Today's video is coming out of Midwest Safety and it's called Sniper Responds to Children Being Held Hostage. Doesn't sound good. I have not seen this video. Let's watch it. >> 911. >> Hello. >> Hello. 911. >> Hello. >> Hi, it's 91 operator. What's going on? >> Getting beat. >> What's your address? Harry, Harry, Harry's in the room with me. He's in the room with you. Okay. >> Harry, Harry, they're on they're on their way. They're on their way. My mother's not okay. She is on the ground. She cannot get up. Harry, >> is your bedroom door locked? >> No one's helping. I want to grab her to make sure she's okay. She's crying right now. I need help. >> The caller, later identified as one of the children in the household, suddenly hangs up while officers are on route. 528 >> doesn't have any. >> Is that it? >> Black male reds. White shirt. >> Is he still there? >> Stay in there. >> Answer the door. It's the police. >> 528. We have the male standing inside but not answering the door. >> ANSWER THE DOOR. IT'S the police. >> They're drinking me. >> Hello. >> Where they at? >> My Tell them to come down here. >> Hey. >> He has a gun. >> He has a gun? >> Yes. >> Can we go in there? >> Is he armed with a gun right now? >> The gun is upstairs. >> Where do we There's a firearm upstairs. doesn't appear to be involved yet. The male just slammed the door in our face. >> Gun locked. >> I have no clue where they're in the room above the garage. He broke my phone. I can't call my kids. >> So, this just turned into a really dangerous situation. Domestic violence and the males armed with a gun with kids now inside and he just slammed the door in the cop's face. Tricky situation. Let's see how they handle it. Can you go over by our police cars? >> Neighbors are too. >> We need I want to get the kids. >> Are they his kids, too? >> No, they're not his kids. >> We can go in there and get them. >> Yes. >> We need some more people on this radio. Could we get a couple more units? We still got two kids inside the house. >> Police department. Police department. 528 priority. I'll make an entry to remove the kids at the request of the victim. POLICE DEPARTMENT, COME OUT THE showing hands right now. Show me your hands. Shots fired. Shots fired. Come on. Help me. Come on. Hey, that's his room. That's his room. That's his room. >> He's got It looks like an AK. >> Get inside. Get inside. >> GET INSIDE. >> CHECK YOURSELF. CHECK YOURSELF. He's shooting out of the house. He's shooting out of the house. >> Oh my god. >> No, they're shooting. Get down, Kenneth. >> We have officers in the area. Stay inside your home. We do have the situation contained. >> She ran in my garage. A lady [music] across the street >> that's involved with the one on Morning View. >> Yes. I shut the door and came in and locked it. >> Are you able to check your garage and see if she's out there? >> I hear shots. I can't. >> I understand. Are you able to ask her if she's still in the garage? >> No, I'm not able to. >> Okay, we'll have an officer over there shortly. >> Just be advised, the children are still inside. >> So, this now turned into a more tricky situation. So, they try to go in there and make entry. They see that he's armed with an AK, what looked like an AK-47. He opens fire on them. Officer returns fire. There's one way in and one way out of that house as far as, you know, they're concerned to make entry, which would be the front door. Now, obviously, there's more than likely a back door, but he's got the high ground. He's upstairs. So, there is only one way upstairs where the kids are. It's a no-win situation for the officers. They're outgunned in this situation. Their vests aren't going to stop an AK-47 round that's going to go right through our vest. So, that's why they're not rushing in to get the kids because that is just an ambush waiting to happen. So, we'll keep watching and see how they manage this, but this situation just got a whole lot worse. >> Currently, have a phone number for them. >> You bet. If you can get them back on the phone and get them to get out the window. >> Anything to get him out. >> Now it's time to start thinking outside the box. >> You got a rifle? Get Get your eyes on the front door. He should be in this window up here. >> I see the window open. I don't know anybody. >> Hello. >> We need to get you. Can you guys go out the window? >> That's too high of a joke. >> Can you block the door? >> Please. No. >> We got police right there, hun. I'm going to stay on the phone with you as long as I can. Can you hear anything inside the home right now? >> No, see how I host the eggs. I need to barricade the door from >> Okay, start start barricading the door. >> I need somebody to block morning view. There's people coming. >> 911. >> She is in my garage. >> She's still in your garage. Are you talking to her right now? >> No, I'm scared. She's knocking. >> I want you to tell her to stay where she is. We will have an officer over there shortly. Will you ask her if she's injured? I need you to ask her. Okay. Like she can't go to the door. >> Ma'am, listen to me. This is very important. Go to the door and ask her if she is injured. >> I don't blame this neighbor. I want to >> bad situation. >> Hey, get the away from there. >> He's still shooting though. >> I didn't ask you to go outside. He's >> shooting at my door. He's shooting. [ __ ] >> He just shot at a patrol car parked on the east end of Morning View. >> I need you to stay inside the house. I need you to leave her in the garage. We have officers aware. >> All right. So, really the only thing they can do to get those kids out is to try to, like the kid said, barricade that door. Then you got to cover all the windows with rifles in case that guy comes to the windows and starts shooting at him, which he clearly is. But somehow try to get something to the second story of the window where the kids are at to get them out. But right now, I mean, they're kind of stuck in a stalemate situation. >> Okay. My garage door is up. It faces her house. >> Are you able to shut the garage door? >> Nope, I'm not. >> So, she's inside the garage knocking and you can't shut your garage door. >> Correct. Police. >> Stay on the phone with me. Okay. >> Yes, ma'am. >> If you've got everything you can get barricaded in front of the door. >> Yes, ma'am. Okay. Let me kill. Can you shoot me? >> I WANT YOU TO HIDE, HUN. >> More shots out the front. >> The children are hiding under the bed in the bedroom. They barricaded the door the best they can, but they cannot go out the window. >> I hear the gun socks. Please, please. >> You can hear him reloading the gun. So, how close is he to you? Is he on the second floor with you? >> Yes, he's in the closet room. If you got his throne [music] in the back window, Nick. >> Okay. He said in the back. Go to the back. There's a window. Is that for the closet area? >> Yeah. The basketball team that are here. >> During what will become an hour's long standoff just 20 m from bustling Detroit, multiple dispatchers must coordinate to gather information and plan an escape for the victims trapped inside. All while directing other callers to prevent further disaster. This difficult task is made even more challenging by the unexpected obstacles that lie ahead. >> 911 emergency. >> What's taking the police so long? >> We're on our way right now. WHO IS THIS? >> I called you earlier. >> All right, MA'AM. I JUST NEED YOU TO GO AHEAD AND stay in your home and stay down. Okay, but we're on our way. >> Tell them to hurry. >> Ma'am, we are 911. >> Okay, so there gunshots. >> There are gunshots. I do have to let you go. Stay inside your home. 911. >> The police are already here. I'm across the street. I can't get in contact. I don't know WHAT'S GOING ON. YES. MY KIDS ARE >> LISTEN TO ME. Are you in the garage of somebody else's residence? >> Yes. >> They're working that event. You need to stay within that garage. Do not leave. They know that you're there. Okay. >> My kids still alive. >> Your children are still in the home. We have them on 911 currently. >> D. >> I need you to stay inside that garage, but I have to let you go right now. We have a lot of things that we have to try and deal with. >> Okay. But my kids are still alive, right? I just want to be >> there. Yes, we are talking to them on the phone. >> We still need westbound morning view blocked. We got civilians still driving through. >> And dispatch, while you're working on it, we're also going to need northbound winter set blocked. >> 911 emergency. >> I just got a call from one of my homeowners. There's a gunman in his house. >> Yes, sir. We're on the scene investigating this. >> Okay. Thank you very kindly. Okay, listen. My neighbor said the gunman was in his garage. >> The gunman's not in the garage. THEY'RE IN THEIR OWN HOME. THANKS. BYE-BYE. >> Screeching my window. You guys can have like a trampoline or some other floating. [music] >> Okay. Well, we're going to do the best we can. Can you hear him yet? >> No, I can't hear him. >> Okay. 911. >> I don't know where the police is. >> Ma'am, are you still calling about the female in your garage? >> She's Yes. >> Okay, we understand that they are containing the shooter right now. The female in your garage is fine. I spoke to her. She she presents you no threat. So, please just let her stay in your garage for her safety while they try and get the scene situated. >> By this point, it is likely that officials have called in SWAT. However, it will take some time for them to arrive on scene. >> They're on the second story. THEY CANNOT JUMP OUT. HE'S TELLING me they're not going to. It's too far up. They won't jump. They're going to be outside to try to catch them cuz that's what he's worried about. Okay. My officers want to know if there's any way that you can try to even dangle down. >> Go out there and look. >> Listen, I'm willing to break my legs to get out of a house with a guy armed with an AK-47 willing to kill anybody. Like, jump out that second story window, my man. Like, we're we're coming to get you. And uh like I said, if I was a cop on scene for this, I'm trying everything I possibly can to get some type of resource to that kid's window to get him out of there. Like he said, even if it's a trampoline, get a freaking ladder from someone's house, anything while covering down on those windows in case that guy or suspect comes to the window. But getting the children out is priority number one right now. >> If you can just try, they're going to catch you. >> Okay, try. She doesn't catch her, but if I didn't go down, they think they could catch me. >> Hold on. We're going to see if we can maybe get a ladder. I'm not sure if we can, but hold on. They can see you. Are do you see the officers? >> I can't see my mom. I can see you. And there's no way you can try to leave in for safety. You mean try to get out of there? You guys can't? Are you just scared? >> Okay. Okay. If you guys can get a letter 911. >> Somebody shut my garage door and I don't know who's in there. Please. >> Oh my god. Lady, quit calling 911. >> Through the garage door. >> I am not. I need an officer at the door. >> We have officers trying to save some children from a house currently with an active shooter inside of it. I understand you're scared. Keep your door. I have an active shooter in my garage. She is not armed. She >> I don't know if the guy is in there with not. Ma'am, [music] please listen to me. Your address is doing the officers. They are aware that she is there and they have the other home contained where the shooter is. They will be to your house as soon as they are able to. I promise. >> So I don't get an officer at my front door. >> They will be there for you as soon as they are able to. They know where she is. >> Okay, keep your doors and windows locked. >> She let my garage down. I heard that sign. >> HEY, GO BACK. TURN AROUND. [screaming] HEY, blue shirt. Sir, turn around. Oh my god, dude. >> We're there, honey. We We're there. I know we're there, but we're trying to find safety to get you guys. Okay, we can't come up there in case you start shooting. When all this goes down, we we get you help. Don't get him out now, but I'm letting you know when I say it's time, I need you to start moving fast. Okay, >> I want you to watch. They're going to BE GETTING A LADDER to bring over there. >> Okay. >> Hey, look, major props to the dispatcher on this. I couldn't imagine being in her seat. I mean, she's got a hund different things going on. And she's trying to talk to the kid and keep him calm at the same time while you got Karen next door freaking out about the victim being in her garage demanding a police officer at her house. That's ridiculous. Let's keep watching. >> Susan's going to bring the ladder putting it by the house. Hold on. DON'T COME OUT YET. DON'T COME OUT YET. STAY THERE. OKAY. >> I need to know. Do you have a white t-shirt on? >> Yeah. >> OKAY. COME OUT NOW. >> THE LADDER. >> OKAY. THEY said come out now. Get on the ladder. >> There's no ladder. He said there's NO LADDER OUTSIDE THEIR WINDOW. HOLD ON. WE'RE TRYING to figure this out. Okay. I don't What's going on, >> I'd have that kid take that red shirt off in the area and a man just came to my door asking me how can he get out the subdivision. >> Okay. At this time, everybody needs to stay inside of their homes. 91. I'm hiding. I I not getting contact under the bed right now. Get in the door and everything. Okay. But I got to go back to him. >> I know you're talking, but this is the one to harm them like high. But he can kill me about my pit. >> HE'S HIGH. WHAT IS HE ON? WHAT'S HE UNDER THE INFLUENCE OF? >> He's not under anything. He's under stress. >> Under stress? >> Yes, ma'am. He has no >> Okay. security. Sorry. >> Do you hear the drone? Okay. >> Westbound morning view is still not blocked. If we could get a unit mutual aid to block that. >> 911. >> There's a a weird looking He looks Indian. He's wearing all jeans. So, do you walk around like he's lost? Ask him for directions and >> All right. So, this seems kind of silly, but this is what happens in a situation like this. Everybody starts calling 911 because everyone thinks they see the suspect or have some type of information. I'm not a dispatcher, but I can only imagine having to field all these calls while still dealing with the active situation must be incredibly infuriating. >> Get out of the subdivision. >> Listen to me. Right now, there's still a lockown situation. Stay inside house. >> I understand that. Stay inside your home. Don't open your doors or windows until they lift it. >> I can't believe this. >> All right. They're trying to figure out how they're going to get the ladder to you. Okay. So, I'm going to let you know as soon as I know something. And I just want you to know. Okay. She was calling cuz she [music] was worried. So >> I got you. And sorry if it wasn't relayed. It looked like an AK or a Draco. >> Yeah. >> How you doing? >> I'm just going to keep it quiet right now. So you're not talking, but if you hear anything, let me know. >> Okay. >> This is 911. >> Can I please be transferred to a non emergency line? I'm trying to get in contact with my mother. Who is your mother? >> I'm hiding in the garage. I need to get in contact with my mother. Ma'am. >> Ma'am, I understand your situation and I understand that your children are still in that house, but I can't connect you to your mom on a 911 line. >> I can't because the lady's number that I'm her phone is locked. If you could just tell the police that what I'm getting ready to do is I'm getting ready to run out of this garage and I'm going to run to another neighbor's home so I can find a phone call. So, if they see a purple jacket running, that is me. Listen, I understand that you need to contact your mother, but right now is not the time to be running through that neighborhood. We've told everybody to lock down and not open their doors or windows. Nobody's going to be able to assist you. Do you know if the wana is still in the house? >> I do not know that. >> You did not know that? Okay, that's fine. Has it been a long time since you've heard any noise inside the home? >> You were you were doing such a good job being extremely brave. Okay, I just want you to know that we have the children on the phone and he is okay. Oh my god. Can I just let them go? >> Okay. Are there any officers um like behind my house? >> We have the entire house completely surrounded. They're talking about getting the ladder again. Okay. >> Okay. >> Was Was that a knock at your door? >> Yes. >> Okay, hold on a second. >> What is that? >> He's trying to kick in the door where the kids are. >> Hey, can you GET OUT THE WINDOW? Get the window. >> Go out the window. >> I lost connection. I can't hear anything. There's like Get out the window. >> Please get out the window. Please >> get out the window if you can hear me. Just get out the window. >> No, that's dead silence. He's coming out the front. He's got one of the kids and one kid and one arm, one hand in the air. Hey, stop. Put Stop right there. Do not move. Do not move. >> STAY RIGHT THERE. DO NOT MOVE. DO NOT MOVE. >> YEAH. UH, if he changes. No, no, no. That's the kid. HEY, GO, GO, GO. >> All right. >> No, you can disregard that. It was the kids coming out. The kids are out of the house. It was not the suspect. >> Oh my god. >> Hello. I just want to let you know our police officers have your children. They are safe and out of that house. >> Thank you. >> I again just want you to remain in the garage where you are at. Okay. >> Yeah. >> Fall back here. We got one. >> Okay. >> These shot cars got shot. >> Second floor. This side. West side. That's the last time I saw him. Hey, so I'm a former uh K9 handler and I would say in this situation, a dog is not um applicable to to be out right now. Like all the dog is going to do is just cause more problems. He's going to get agitated, bark, all all of these things. When you're not utilizing the dog right now, you're not sending that dog in to apprehend a guy who's armed with a rifle. So, if in my opinion, if I were this dog handler, I would just keep the dog in the car. That way, you're not adding more chaos to this chaotic situation already. >> Oh, look. That's what his sounded like. I think that was him. >> Did he hit that car? >> Yeah, he did. >> Suspect fired again. He hit a patrol car on middle belt. >> We're the wind here, boys. We need to get to this side of our house. We need this side of the house. We're going to this and we're way too close here. We need >> back there. >> Be careful there. >> Yeah. the visib like from here where I was at I could see if he came out the front door that's it >> dude. Yeah, I think he's hit like three patrol cars now. >> There's no point in even covering this unless he gets up to this car. I can't shoot him anyways. >> Stop one of those that armor there. Stop that. Stop that guy back out of the line of fire. Stop that right there. Hey, >> what the [ __ ] >> More runs out the front part of the house. >> Sniper shot. Okay, >> bear over here. You have to get at it. Bring it over here. We need to get on the bear. Bring it over here. Move the bear over here. >> Front doorway still moving over here so we can get out. >> No longer moving. to go get this guy. >> Feet are moving, but he's not like that. That's for sure. >> I can see him. Keep moving. >> Make sure your hands are empty and free. Back yourself out of the doorway. We will provide medical treatment for you. We're >> pushing out. You want you want to take this from me? >> And uh >> I I fired him by the house. >> Oh, you fired. >> Yeah. All right. Hold. >> No, we can't send him. Hold this. >> Are you guys okay, bro? >> Who fired? >> I don't want I don't want him going. >> You want somebody unrelated to go? Come here, Mo. >> Get in the driveway. Driveway. Pull in the driveway. Get in the rig right in the rifle. >> Should we You want me to have him leave his key in case that needs to be moved? >> Yep. >> Hey, get that key for me, please. >> Bruce, >> Bruce, get his key. >> Booy got shot at. >> Booy, I'm fine. I'll hold the house. >> This the front door? >> Yeah, hold the car for now. I'll get somebody in the back where you can >> Thank you. We wouldn't have went in if the we the kids weren't in so >> I can check getting shot at off the list. >> Do me a favor. Where's your scout at now? >> This one. Oh, you guys are doubled up. >> Dump your gun. Take your vest off. We're going to have you chill out a little bit. Take a break for you. Okay. >> Where do you want me to put the gun? >> Let's put in one of the scouts. Put in one of the racks. Just go in the back. Sit in the air conditioning. Relax for a minute. Be good. >> Just glad the kids are got out. I'm glad you guys got right. If it was if it was Listen, if it was different people could have went way different, right? >> Yeah. I mean, I >> thankfully it it was you. >> After his arrest, 32-year-old Dwan Patrick Evans was charged with six counts of assault with intent to murder, nine counts of felony firearm second offense, two counts of assault with a dangerous weapon, one count of felon in possession of a firearm, and one misdemeanor count of domestic violence. He was placed on a $3 million bond. Two weeks later, he entered a plea of not guilty. His case is currently going through the court system. If Dewan is found guilty on all charges, he faces up to 58 years and 3 months plus six consecutive life sentences. He is considered innocent unless proven guilty in a court of law. >> Well, things escalated really quickly on that. And that really goes to show you how uh complicated and complex a hostage rescue can be. And you also have to determine what is a hostage and what isn't. A person or a kid in this situation barricaded in another room where the gunman actually isn't could be argued as a non-hostage situation. And you want to try to come up with some type of resource like we talked about to get that person out of that house before that suspect enters the room. In this video, the suspect ultimately gets gains entry into that bedroom where those kids were. And thank goodness, he decided not to hurt him and he let them out of the house. That was the best part of the whole video. My heart was pounding. In a situation like this, I feel like the officers did a good job. They had to contain that problem, which was the suspect inside that house. He's armed with a AK-47 or some type of high power rifle. That's a really dangerous situation to be in. He also has the high ground. So, they set up containment. They did what they could. the dispatcher did a fantastic job of communicating with the kid and dealing with all these other callers and neighbors that are trying to call in problems that they think is uh the biggest issue to them at that moment in time. So, everyone did a great job on that. That was a great outcome. Glad the officers and and uh the kids are okay and the woman that was inside the house.
